GENEVA/NEW DELHI, MAR 11 (AGENCIES): Expressing increasing alarm about mounting infections, the World Health Organization declared Wednesday that the global coronavirus crisis is now a pandemic. Tedros Adhanom Ghebreyesus, who heads the U.N. agency, said the WHO is “deeply concerned by the alarming levels of spread and severity” of the outbreak. He also expressed concern about “the alarming levels of inaction.” “We have, therefore, made the assessment that COVID-19 can be characterized as a pandemic,” he said at a briefing in Geneva. “All countries can still change the course of this pandemic. If countries detect, test, treat, isolate, trace and mobilize their people in the response,” Tedros said. “We have never before seen a pandemic sparked by a coronavirus,” he said. COVID-19 cases touch 60: India reported 10 new cases of the coronavirus (COVID-19), taking the number to 60 on Wednesday, the Union health ministry said, even as India prohibited till March 31 entry of international cruise ships,
KSU bans entry of tourists DIMAPUR, MAR 11 (NPN): Konyak Students’ Union (KSU) Wednesday announced its decision to completely restrict both foreign and domestic tourists from entering Mon district in view of the spread of Coronavirus (COVID19). In a press release, KSU president Bumang Phaiba and general secretary Phoe Konyak said the resolution to this effect was taken at an emergency meeting of the union held on March 10, 2020. As regards, the KU has urged the responsible law enforcing authority and district administration for “strict compliance and vigilance in ensuring the public safety by checking tourists entering Mon district, especially ahead of upcoming Aoleang Festival.” The union has also appealed to the state government to take up preventive measures and precautions. Further, KU has appealed to all the medical staff of Mon district to be stationed at respective posting place. Besides, it also advised the public to avoid travelling to other district/ state/country “during this critical situation.”

India suspends all tourist visas till April 15: India on Wednesday suspended all tourist visas till April 15 in a bid to contain spread of novel coronavirus, according to an official statement. The suspension will come into effect from 1200 GMT on March 13 at the port of departure. The decision was taken at the meeting of group of ministers held here under the chairmanship of Health Minister Harsh Vardhan.
All existing visas, except diplomatic, official, UN/International organisations, employment and project visas stand suspended till 15th April 2020. This will come into effect from 1200GMT on 13th March 2020 at the port of departure,” the statement said. Visa-free travel facility granted to OCI card holders is also kept in abeyance till April 15. Any foreign national who intends to travel to India for compelling reason may contact the nearest Indian Mission, the release said, adding that all incoming travellers, including Indian nationals, arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany after February 15 will be quarantined for a minimum period of 14 days. States advised to invoke 1897 Act on epidemics: To combat the coronavirus outbreak, the Central government on Wednesday decided that all states should be advised to invoke the necessary provisions of the Epidemic Disease Act, 1897 to enforce all advisories. According to an official statement, at a review
meeting held by Cabinet Secretary Rajiv Gauba, it was decided that all states/ UTs should be advised by the Union Health Ministry to invoke provisions of Section 2 of Epidemic Disease Act so that all advisories being issued from time to time by the Ministry of Health & Family Welfare/State/UTs are enforceable. Section 2 of the 1897 Act gives the power to take special measures and prescribe regulations as to dangerous epidemic disease. States asked to step up sanitation efforts: All states and union territories have been asked to step up sanitation and hygiene in all public transport vehicles to contain the spread of coronavirus, the Road Transport and Highways Ministry said on Wednesday. The states and union territories have also been advised to step up sanitation at bus terminals and stops, the ministry said. “A public health situation of this scale requires a concerted and whole of government approach in order to prevent further importation of cases and to build up a comprehensive and robust response system.

NEW DELHI, MAR 11 (AGENCIES): Former union minister Jyotiraditya M. Scindia formally joined the ruling BJP Wednesday, a day after the senior leader was expelled from the Congress. Scindia was inducted into the BJP by party president JP Nadda. Scindia is likely to be made a cabinet minister in the next reshuffle in the Narendra Modi government that may
take place in April, after the budget session of Parliament ends. The former Congress leader, who was also close to the Gandhi family, hit out at the party saying that it was difficult to work for public and country while being in Congress. “I am disheartened and deeply sad that the aim of serving the people cannot happen in that organisation. Congress is no longer the
party it used to be...one of the key reasons is that it is unwilling to see what the reality is,” said Scindia after joining the BJP. Hours after Scindia joined the BJP, the party announced his candidature for Rajya Sabha from Madhya Pradesh. The BJP also released a list of nine candidates from its party, including former Congress lawmaker Bhuvaneshwar Kalita from Assam among others. BJP also announced names of two alliance candidates - union minister Ramdas Athawale from Maharashtra and Biswajit Daimary from Assam. The decision of Scindia to join BJP has its impact on the functioning of the Madhya Pradesh government under chief minister Kamal Nath. Even as Scindia was in talks with the BJP, at least 22 Congress

Shah’s resignation; seeks independent judicial probe
NEW DELHI, MAR 11 (PTI): Vowing not to spare anyone involved in the Delhi violence irrespective of their religion, caste or party affiliation, Home Minister Amit Shah on Wednesday said in Lok Sabha it will be a lesson for the country on what befalls those who indulge in rioting. Replying to a discussion in the lower house on the Delhi riots, Shah said prima facie the violence appears to be a pre-planned conspiracy. Despite opposition’s criticism over alleged inaction by the Delhi Police during the violence last month, Shah appreciated the police for not allowing the riots to spiral. Complimenting the Delhi Police for controlling the riots within 36 hours, Shah said its actions ensured that the violence was “limited to a geographical area” and did not spread. He said that a total of 2,647 people have been detained or arrested in these

riots “which prima facie is a pre-planned conspiracy”. About 700 FIRs were filed, 152 weapons used in violence seized so far and 49 cases lodged under Arms Act, he informed the House. A case of conspiracy was filed after looking at how the riots spread in such a short span of time, Shah said, adding that more than 300 people apparently came from Uttar Pradesh. Expressing grief over the loss of lives and conveying his condolences to the bereaved families, Shah said he wants to assure them that no one who was involved in the riots will be spared. He assured the House that CCTV footage is being analysed using face identification software, and took a dig at the opposition, saying that the software does not discriminate on the basis of
religion or clothes. Taking on the opposition, Shah said the government wanted a discussion on the Delhi violence in parliament after Holi to avoid communal flare up during festival time, but some have other priorities. Oppn MPs stage walkout: Congress and IUML MPs staged a walk out during Shah’s response in Lok Sabha, claiming he was “misleading Parliament” instead of accepting his failure in containing the riots. Congress demanded home minister Amit Shah’s resignation over his failure to contain violence in Delhi even as most opposition parties demanded an independent judicial inquiry into the communal flare up that claimed 53 lives and left over 500 persons injured in February this year.

(ENPO) central executive council (CEC) meeting held at KU conference hall, Mon HQ on March 10, 2020 has adopted two-point resolution with regard to separate state demand and Naga political issue. On matter relating to the demand for a separate state, ENPO through its media cell stated that since there has been no indication of any interest by the government of India and consequent upon the “lackadaisical treatment”, the CEC meeting resolved that people of Eastern Nagaland would “not extend public co-operation in any national red-letter event henceforth.” Further, the meeting decided to intensify and strengthen the movement for statehood demand. It was also resolved to form Eastern Nagaland Youth Front (ENYF). Reiterating its “fullest support and co-operation for an early peaceful and long lasting Naga Political solution,” the ENPO CEC meeting, however, resolved that any solution that “may appear to be detrimental to the peace and unity of the people of Eastern Nagaland shall be opposed.”
DIMAPUR, MAR 11 (NPN): Zunheboto Area public organization (ZAPO) has decided to withdraw the proposed road blockade road on NH 702/A AsukhoZunheboto after reaching an agreement with the road construction firm. ZAPO stated that the organization and the firm held consultative meeting convened by DC Zunheboto, Peter Lichamo, at his office chamber on March 11. ZAPO said EE, PWD (NH Mkg division) and M/s Multi Builders agreed to undertake the work of soiling and metaling of full stretch on NH 702(A) Km.40.00– Km.53.00 by this month and complete within three months. ZAPO and ZRSU agreed to extend all logistic support during the period whenever necessary besides providing a timely supervision.
KSCDL laments destruction of public property NPF rubbishes PDA’s claims of achievements DIMAPUR, MAR 11 (NPN): Expressing its disheartenment at some individuals who vandalised potted plants in and around Kohima town, the Kohima Smart City Development Limited (KSCDL) has appealed to the citizens not destroy public property, saying “public spaces belong to each one of us.” In a press release, KSCDL CEO and KMC administrator Kovi Meyase said that last December the pavement potted plants were kicked onto the highway resulting in destruction of pots and plants along the SKV Petrol Pump stretch. He said that more than 20 pots of Poinsettias in full bloom were also vandalized below the Box Cutting stretch. According to KMC administrator, the latest incident occurred on March 10, 2020 when all the plants were taken away along

DIMAPUR, MAR 11 (NPN): NPF has slammed the much hyped achievements claimed by the PDA government on the occasion of its second anniversary here on March 9. In a statement, NPF alleged that the second year of the coalition government was marked with plenty of controversy than in the first year and with no achievement. NPF said Naga public are witness that there is no new project or achievement. The NPF said the PDA government simply carried out the old works initiated by the last NPF-led DAN government, and that too in a haphazard manner with no quality works. Refer ring to chief minister Neiphiu Rio and deputy chief minister Y Patton’s talks of good governance and transparency, NPF pointed alleged that the government’s promises
of providing good roads within 30 days, 60 days, 100 days and to repair all district roads were a total failure even after two years in office. According to the party, the tall promises made by the PDA government fell flat as road projects -DimapurGolaghat gate to Patkai bridge and Kohima by-pass check gate to Phesama check gate– that were all supposed to be completed within 2019 missed the deadline, while quality of the roads was pathetic and not upto the standards or specifications prescribed by the Union ministry of road transport and highways. Mentioning about the government proclamation of the Naga talks having been successfully concluded on October 31, 2019, NPF said there was no outcome or solution to the protracted Naga political
problem till date. The party wondered why the ruling coalition did not even raise an eyebrow when Government of India (GoI) denied Naga civil society leader and human rights activist to travel outside India. It was a mystery that when GoI was still engaged with Naga national workers and when the Naga peace process was at its peak, what prompted intelligence agency to prevent leaders and activists calling for peaceful resolution of the decadesold Indo-Naga problem from travelling abroad, the statement added.
