2 days, still no portfolios allocated to ministers

KO H I M A , M A R 1 0 (NPN): After results of the recent assembly election, the 13th Nagaland Legislative Assembly (NLA) will be constituted, where all newly elected members will take oath administered by the pro tem speaker. Prior to that, government formation took place when a 12-member cabinet of the People’s Democratic Alliance (PDA) headed by chief minister Neiphiu Rio was administered oath of office and secrecy by Governor P.B. Acharya on March 8. However, even after two days, portfolios of each member of the cabinet is yet to be allotted. It appears that the BJP, with 12 MLAs, is bargaining for lucrative portfolios after it got the post of deputy chief minister, a post that was held by Dr. S.C. Jamir for a brief period during the UDF rule in the mid-70s. It is believed that BJP wants the Home portfolio including some of the major

portfolios for its six cabinet members. Highly placed BJP sources informed Nagaland Post that BJP national general secretary, Ram Madhav rushed to Dimapur Saturday to discuss and finalize the list of portfolios for BJP cabinet ministers. Another NDPP minister said he didn’t know why the allotment of portfolios is being delayed. Meanwhile, speaking to Nagaland Post former state BJP unit president and core group member, Dr. M. Chuba Ao said a “simple” agreement was sealed between NDPP and BJP alliance. He said as per the “simple” agreement, inclusion as cabinet ministers and chairmen etc. was on the basis of 50:40:10. This meant 50% to NDPP, 40% BJP and10% for NPP, JD-U and Independent. Reacting on the demand of the opposition members that all be given Toyota-Innova Crysta (Top Model) instead of Renault Duster, Dr. Chuba said all the elected members were

given mandate to serve and so “comfort should not be the subject matter”. He said as law makers, members should be content with whatever vehicle allotted and should not concern too much for their comfort. “They should love their people and should be with their people” he said and reiterated that they were elected to look after the people not look for their well-being. As per the letter circulated on social media, 11 NPF legislators had purportedly expressed displeasure that the Assembly secretariat was planning to allot the MLAs Duster. In their letter, the MLAs cited “maintenance-issue” of the vehicle (Duster), and have therefore, requested that they be allotted ToyotaInnova Crysta (Top model) instead. One MLA argued that if bureaucrats could have the best of top-end vehicles with some having more than one vehicle, the plea of the MLAs on comfort cannot be shot down.

China set to give Xi licence India, France ink 14 strategic pacts to rule for life on Sunday Defence, security, nuclear

Xi Jinping

BEIJING MAR 10 (IANS): China is set to scrap the two-term limit for the presidency and vice-presidency on Sunday, giving Xi Jinping the licence to rule the country for life. With China’s largely ceremonial parliament stamping the proposal by the Communist Party, the Middle Kingdom could well be headed for a one-man rule. Fearing the repeat of excesses of power if anyone again was allowed to rule China indefinitely like Mao Zedong, country’s revered leader Deng Xiaoping slashed the term limit for President and vice-president to two -- 10 years. It is the same restriction, which nearly 3,000 lawmakers -- called deputies of the National Peo-

ple’s Congress-- will lift when they vote on Sunday to amend the country’s Constitution in a highly choreographed fashion. Xi, who came to power in 2013, has emerged as the most powerful leader in China after Mao. He is the General Secretary of the Communist Party and the Chairman of the Central Military Commission -- the top nodal body of the Chinese army. Although the post of General Secretary is more powerful than that of the President in China, the latter is used to deal with the outside world. Mao set up the President’s office in 1954 and quit the post after five years, giving it to Liu Shaoqi, handpicked by him. Liu was a puppet President and fell out of favour during Mao’s Cultural Revolution. Mao did away with the President’s post in 1975 only to for it be revived by Deng in 1982 with a twoterm cap after his death. With the term-limit gone, Xi, who already has a larger than life image in China, can rule the country of 1.4 billion until he retires, dies or is toppled.

NPCC president Time for Tenyimias to come together: Dr. Shürho Suresh Prabhu gets additional charge offers to quit tion and work towards preKOHIMA, MAR 10 (PTI): After the Congress party failed to secure a single seat in the just concluded Assembly Elections, Nagaland Pradesh Congress Committee (NPCC) president, K. Therie Saturday offered to resign on moral grounds, party sources said. Therie offered to quit during the Nagaland Pradesh Congress Committee executive meeting held to discuss the February 27 Assembly election, party sources said on condition of anonymity. However, the sources said, since Therie was directly appointed by the AICC, his resignation cannot be channelized through the NPCC and he has to submit his resignation letter to the AICC. The Congress had contested in 18 seats out of the total 60, but did not win any one of it. The Congress had released a list of 23 candidates on February 6. But five of them later took back their nomination citing fund shortage, the sources said. The party had been in the opposition in Nagaland since 2003 when it failed to form the government despite being the single largest party.

water to aid the participants of the drive. I personally consider it as the heart of the strategic partnership,” Mr Macron said. India had signed a government-to-government deal with France in 2016 to buy 36 Rafale fighter jets at a cost of about the Rs. 58,000-crore.
