KOHIMA, JUN 8 (NPN): Adopting a tough stand against giving in to all the demands of agitating SSA teachers, Nagaland chief secretary Temjen Toy Friday said the government’s hands were tied as it cannot cede anything beyond what was agreed. He said this while addressing media persons at the chief secretary’s conference hall Friday afternoon, and also warned that the state government might be compelled to respond with stern action as per the dictates of laws and existing laid down procedures. Toy said the agitating teachers ought to accept their responsibilities especially after the government had done whatever it could in trying to solve their grievances. Toy pointed out that since SSA is a flagship programme, funds were not pumped in regularly. He said the state government

Fuel prices slashed NEW DELHI, JUN 8 (AGENCIES): Petrol and diesel prices were lowered by 21-22 paise per litre while diesel prices were decreased by 15-16 paise per litre, said Indian Oil Corporation. Friday marked the tenth straight day of price cut for petrol and ninth in 10 days in case of diesel. State-run oil marketing companies - with Indian Oil Corporation being the country’s largest - currently review the prices on a daily basis, tracking global crude oil and rupeedollar forex rates, among other factors. Domestic petrol and diesel prices are effected at fuel stations at 6 a.m. every day.

KSW complex owner appeals to police DIMAPUR, JUN 8 (NPN): Following the murder of three youth in one of the flats at KSW complex, Golaghat Road on June 4, the house owner has appealed to the police to take prompt action against the tenant and the culprits. In an appeal, the owner, K. Samuel Wotsami said that the proprietor of City Inn rice hotel had violated the rules of the complex management (one flat one family) by allowing its workers to reside in the flat without the consent of the management. on numerous occasions and despite limited resources, had intervened when salary was delayed. He pointed out that SSA teachers were recruited under SSA flagship programme and as per the SSA guidelines, with terms and condition that their services would be terminated once the programme ended. He however admitted that there was shortcoming on the part of the state government while making appointments and was striving to find some solution. Toy informed that during his meeting with NSSATA executives he made it clear that government would not take a decision that was entirely to their (teachers) disadvantage. He said adequate time should be given to the government to examine the demands and reiterated that government was committed to solve their problem in any of the sectors. On demand for 7th RoP, he said the government could consider it but that it would have to take some time to implement. On teachers’ demand to transfer salary from plan to non-plan, he said it was none of their business to dic-

Toy also informed that currently “plan and un-plan” no longer exist since these have become redundant. Any associations or government department cannot diktat on whether to pay the salary from plan or non-plan Toy said adding the demand was “infantile”. While admitting shortcomings on the part of the state government, the chief secretary, however, said that did not mean that all demands of NSSATA were justified. On NSSATA allegation that government did not respond till agitation began, Toy said the education department gave the assurance even before the pen-down strike began. “It was unfortunate and sad state of affair that a group of enlightened and educated government servants are behaving in this manner,” Toy added. On a query if the teachers decided to continue the agitation, he said it would be “unfortunate”, but reiterated that government would not compromise students’ interest.

Recalling his meeting with NSSATA representatives, Toy said he pointed out to SSA teachers that the initial “birth defect” needs to be addressed first after which everything would fall in line but regretted that the ultimate demands proved otherwise. Principal secretar y School Education, Menukhol John, admitted that SSA 2010 and 2013 batch teachers were recruited as state employees though the intention was meant to recruit for SSA. He said since there was fault during the time of appointment, the government conceded and tried its best to address their issue by felicitating their grievances. On salary to be transferred to non-plan, John said there was no issue whether it was plan or non-plan as long as the salary was paid on time. Towards this, he said the department was seriously working on it so the same was not repeated in future. John informed that at every meeting with SSA executive, new issues were raised, but even then the government acknowledged and assured to work with time. (Cont’d on p-11)

Verma, who attended a meeting to review projects under North Eastern Coun-

cil and North East Special Infrastructure Development Scheme (NESIDS) at Nagaland Civil Secretariat here on Friday, paid a visit to IT&C department and inspected its infrastructure where BPO and Software Technology Park of India (STPI) exist. Speaking on the occasion, Verma lauded IT&C commissioner & secretary KD Vizo and the department for setting up STPI at the complex. He urged officials of the department and BPO employees to contribute meaningfully towards promoting IT sector in the State. Stressing that only IT sector can bridge the communication gaps in remote areas, Verma said National Information Infrastructure (NII) commissioned in Peren district should be made accessible to common people. The secretary asked

the IT&C department to take a giant step in making Nagaland the next IT hub of Southeast Asia, adding that commitment and dedication were required to take the State forward. Towards this, he said the department should give its entire effort in setting up a common platform in the directorate where infrastructure already exists. Discouraging construction of mansions and buying luxury cars, he called on everyone to instead invest their time and energy in innovative ideas with “start-ups”, saying every individual has the potential to achieve something. Verma cited the example of Israel that has become a developed nation at two-and-a-half times the rate of the US and 30 times that of Europe by setting up about 4,000 start-ups and raising venture capital.

Maoists plot Rajivtype assassination of Modi: Police PUNE, JUN 8 (IANS): Police, investigating the Maoist links to the Koregaon-Bhima caste riots, have stumbled upon letters that point to plans to assassinate Prime Minister Narendra Modi and Maharashtra chief minister Devendra Fadnavis, officials said here on Friday. One of the incriminating letters has been found from the home of Delhibased activist Rona Wilson, who was among the five activists arrested from different parts of India on Wednesday as part of the probe into the riots conspiracy and “urban Maoist sympathisers”. The letter refers to a requirement of Rs 8 crore to procure M-4 rifles and 400,000 rounds and speaks of “another Rajiv Gandhitype incident”. The investigators also claimed that the communication seized from the laptop of one of the arrested persons says that “Modi has successfully established BJP government in more than 15 states... if this pace continues, then it would mean immense trouble for the Maoist party on all fronts”.

ANATG phase-III stir from Jun 11

DIMAPUR, JUN 8 (NPN): All Nagaland Ad-hoc Teachers Group (ANATG) 2015 batch has decided to launch phase-III agitation starting from June 11, 2018 till further notice. In a press statement, ANATG 2015 batch president, Rüguotsolie, and general secretary, Tosoyol Sothu, said the decision was unanimously taken at an executive meeting of the group held on June 8, 2018. All Nagaland Ad-hoc Teachers Group stated that phase-III agitation would be in the form of boycotting classes and demanded that the state government fulfil the ANATG demand for service regularisation. The ad-hoc teachers group has informed all its members from across the state to remain mentally prepared for the proposed (Cont’d on p-11) agitation.

It warned that failure to furnish the information by the departments will be taken up with CIC. The forum further explained that its decision to bypass the first appellate authority and State Information Commission (SIC) office was due to the fact that it did not have confidence on it. To buttress its charge, the forum recalled that it had approached SIC on May 24, 2016 after the home department denied information on High Powered Committee (HPC) report headed by former Supreme Court judge Justice HK Sema. However, to this day the information has been denied under various pretexts, it added. Under the circumstances, NPRAAF said it has decided not to approach SIC anymore for denial of information but approach CIC as provided in Section 18 (1) (b), (c) under the RTI Act, 2005.

NPRAAF to approach CIC over PDA appointments Major bureaucratic rejig DIMAPUR, JUNE 8 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) will approach Central Information Commission (CIC), New Delhi immediately for being denied information by the State government on the facilities provided to party leaders who were recently appointed in the ranks of cabinet ministers and ministers of state and for not clarifying under which provision of law the appointments were made. This was decided in an executive council meeting of the forum held here on Friday. According to a press release issued by NPRAAF’s information & publicity wing, its president had submitted an application under Right to Information (RTI) Act on May 7 to chief secretary’s office seeking information on the facilities provided to the 13 PDA constituent party leaders appointed in the ranks of cabinet ministers and ministers of state and also whether the facilities provided to them fell under the purview of Sec 21 IPC and whether the appointment outwitted Article 164 (1A), which was inserted in the

Dmu police nabs four in DAN secy abduction case

DIMAPUR, JUN 8 (NPN): In a breakthrough, Dimapur police apprehended four accused involved in the December 3, 2017 abduction of secretary Development Authority of Nagaland, I. Imtilepden Pongener. In a press note, Addl.DCP/ PRO Dimapur informed that the arrested individuals were-- Aboto Achumi @ Lokivito Achumi (27) arrested on January 17 from Netaji Colony, Dimapur; Kenneth G. Chishi @ Tunato Chishi (31), main accused or mastermind, arrested on January 20 from his residence at Bamunpukhuri village, Dimapur; ‘leacy’ NSCN (R), Neiketoukho Shuya @ Neibu Shuya (36), arrested on March 19 from Purana Bazar, Dimapur; and NSCN (R) ‘raja peyu’, Ngukito Kiba @ arrested on March 19 from Purana Bazar, Dimapur.
