NEW DELHI, JUN 6 (AGENCIES): Prime Minister Narendra Modi Wednesday commended entrepreneurs from the North East and Assam for furthering a spirit of enterprise and innovation in the region and expressed his happiness to see North East as centre of start-ups. “Happy to see the North East emerges as a vibrant centre for start-ups...,” Modi said. He was interacting with young innovators and start-up entrepreneurs from across the country, through video bridge. This is the fourth interaction by the Prime Minister through video bridge series with various beneficiaries of Government schemes. Prime Minister said things have changed from the time where start-ups meant only digital and technology innovation. He said there are start-up entrepreneurs in many fields now. Start-ups are filed in 28 states, 6 union territories and 419 districts. Of these, 44 percent of start-ups registered are from tier-2 and

DIMAPUR, JUN 6 (NPN): Alleging non-compliance with the specifications by contractor carrying out upgradation works along Wokha-Merapani highway, the Lotha Hoho (LH) has served an ultimatum on the National Highways and Infrastructure Development Corporation Ltd. (NHIDCL) to intervene latest by June 15, 2018 so as to ensure adherence to specifications. In a press release, LH chairman, Mhao Humtsoe, and general secretary, Er. Mhondamo Ovung, cautioned that failure to intervene within stipulated period, the Lotha organisations would be compelled to take their own course of action and for which they would not be held responsible. DIMAPUR, JUN 6 (NPN/ PTI): Nagaland chief minister Neiphiu Rio Wednesday said the state cabinet has decided that it will oppose the proposed Citizenship (Amendment) Bill 2016, if it is against the interest of the Nagas, a PTI report stated. He told PTI that the issue was discussed at length during the cabinet meeting on Tuesday. The cabinet was of the view that Nagaland is protected under Article 371(A) of the Constitution and ILP Regulations. However, if the proposed amendment goes against the interests of Nagas, the state government will go against such amendments, it stated. IG Stadium: According to DIPR, the cabinet has also decided to revoke the renaming of Indira Gandhi Stadium to Dr. T. Ao Stadium after discussing and reviewing its earlier decision dated March 8, 2018. DIMAPUR, JUN 6 (NPN): Office of the Deputy Commissioner (DC) Dimapur has cancelled and invalidated Non-Naga Indigenous Inhabitant Certificates, Permanent Resident Certificates and Indian Domicile Certificates, which were inadvertently issued to Non-Naga inhabitants of Dimapur. In an order, Additional Deputy Commissioner (ADC) Dimapur, Sara S Jamir, pointed out that the above stated certificates were not covered under the Constitution (Nagaland) Scheduled tribe order 1970 and Government of Nagaland, Home Department memorandum No.HOME/ SCTA-6/2006 dated Kohima March 21, 2011. The order stated that the above stated certificates were no longer to be in use for any purpose.

Zeliang for imputing that the PDA government had not followed procedures in the appointment of Mayang Lima, defeated NDPP candidate for 22 Arkakong A/C as Vigilance Commissioner. NDPP media and communications committee defended the PDA government by reiterating that no procedures were by passed nor overlooked in the appointment of Mayang Lima as Vigilance Commissioner. Further, it also claimed that Mayang Lima was not only the best candidate for the post but also a “renowned legal luminary”. NDPP maintained that Nagas should be proud of Mayang Lima for having reaching such a “revered position” in the interest of transparency and accountability of

KOHIMA, JUN 6 (NPN): Thousands of Nagaland SSA Teacher’s Association (NSSATA) members on Wednesday launched its indefinite protest at the Directorate of School Education (DoSE), demanding payment of 7th RoP to teachers in line with regular state employees. The association has also demanded salaries of SSA teachers of 2010-2013 batch to be paid from state

non-plan budget, and further asked the government to release the salary from January to March 2018 as per the 7th ROP. It may be recalled that the under secretary, Imokokla on June 2 had issued an order to the director school education stating that the government has agreed in principle to the demand of granting 7th ROP to SSA teachers since the teachers were paid the same salary as regular employees. However, it said the department

will have to work out the details and furnish to finance department. The order also asked the DoSE to work out a system for regular payment of salaries for teachers under SSA. NPF says PDA govt backtracks on austerity DIMAPUR, JUN 6 (NPN): NPF on Wednesday criticized the People’s Democratic Alliance (PDA) government’s proclamation to curtail VIP culture by pointing out that it had rather taken a u-turn on its promises. A statement issued by NPF press bureau, said the people of the State were relieved when chief minister Neiphiu Rio declared that the PDA led NDPP/BJP government will completely shun all VIP cultures and enforce strict austerity measures on grounds that it was draining the state Exchequer. However, NPF said everyone was taken aback when PDA government started backtracking on its commitment, with the latest one where Rio himself attended a livestock distribution programme in Kohima as a chief guest on Tuesday.

NPF press bureau also referred to induction of workers of coalition parties and their near and dear ones into top posts in various government undertakings by allegedly breaking all official norms and thereby creating an unhealthy precedence, which had also drawn flak from various quarters. It said Nagaland Law Students’ Federation had pointed out to the government in its representation that the appointments of party workers to the ranks of secretary, joint secretary and commissioner had lowered the competitive spirit among the students as it had instilled a feeling that one need not study much for competitive exams, but rather become a party worker and get through any high-profile position without having to sit for NPSC/UPSC exams. Stating that this kind

of “unhealthy precedence” had deeply hurt the sentiments of hard-working and genuine students, NLSF feared that this would have serious ramifications in the future as people would start opting for “alternative route and unfair means”, instead of having the zeal to succeed through hard work. NPF questioned whether this was the “change” that the NDPPBJP combine had famously promised. According to NPF, the much-anticipated change had become a mockery as the government had embarked on a negative course and betrayed the people’s trust. DoSE clarifies on SSA Zeliang denies bid to withdraw SRDP fund teachers’ demands DIMAPUR, JUN 6 (NPN): Office SRDP, earlier known as Chief MinDIMAPUR, JUN 6 (NPN): Clarifying on the demands made by the SSA teachers belonging to the 2010 & 2013 batches, the Department of School Education (DoSE) Wednesday stated that the government has agreed in principle to their demand for inclusion into the 7th ROP after observing all codal formalities. With regard to demand for transfer of salaries to Non-Plan, the department said that since those posts were created for implementation of Centrally Sponsored Scheme (CSS) namely SSA, the existing practice of payment of salary through the state mission authority SSA would have to continue in whatever name or form the CSS of SSA continues. However, the department said it has been asked to suggest for ways so that salaries could be paid on time. DoSE also stated that salaries from January to March 2018 have been released (without 7th ROP). Besides, it stated that other issues have also been raised during the many discussions which were being noted. The department said it was “very clear” in its endeavour to accommodate and address the issues raised by the NSSA teachers association or any other associations of the department.

NSA concerned over army and para-military actions DIMAPUR: Naga Scholars Association (NSA) has slammed the Assam Rifles raid on the house of general secretary of the NNC (Parent Body) and co-convenor of the Working Committee, V. Nagi, on June 2. NSA president, Dr. Zuchamo Yanthan and general secretary, Dr. Lungthuiyang Riamei, in a press release said that the association was constrained to express its concern over “the excessive and diabolical scheme of the Indian army and the para military in the midst of crucial negotiation between the Government of India (GoI) and the Naga Nationalist groups for political settlement.” According to NSA, of late, several “disturbing excessive acts” of the Indian army and the para military being perpetrated on members of the negotiating groups have come to the fore. “One of the most destructive schemes is the raid of the house of V. Nagi,” it said. It also mentioned the apprehension of Moses Zeliang, civil wing cadre of the NSCN (I-M) at Naga Gaon village, Dimapur on 2 June 2018 by the Assam Rifles. DIMAPUR: Nagaland Governor, P B Acharya, lamented the rampant corruption, lack of consciousness of the ethics of law and order, poor condition of government schools where 68% of government school teachers in Nagaland are proxy teachers, and the pathetic condition of roads. He also recalled that an 8 km stretch of road took him one hour to cover, because of the road condition.

According to a press release from Naga Scholars’ Association (NSA) president, Dr. Zuchamo Yanthan and genereal secretary, Dr. Lungthuiyang Riamei, the governor touched on these issues on June 3, when he met with NSA members during his official visit to Delhi for a Conference of Governors, organized by the President of India. According to the release, the NSA members

presented the governor with several books written on Nagas by different NSA members and a journal. The governor, who invited the NSA, acknowledged the positive response of the NSA to the invitation. He told them that he learnt about the NSA through local media and he had been interested in interacting with NSA members. The governor opined that the NSA, apart from working on academic ex-

cellence, should raise its voice against ill-practices and the pathetic conditions prevalent in Naga society. He also appealed to the scholars to research the various socio-economic problems in Nagaland and try to come up with remedial measures for solutions. While acknowledging the invitation of the governor, the president of NSA pointed out that the main objectives of the NSA were to create an academic platform to nurture and groom young scholars, build their confidence and lead them as critical thinkers in society. The NSA also requested the governor for a room for NSA office in the new Nagaland House building in R. K. Puram, to which the governor responded that he would look into the matter. The members of the NSUD and Nagaland Armed Police (NAP) also participated in the interaction. The interaction was followed by dinner hosted by the Governor.

When asked if it was stressful studying for so many hours, she said she felt no stress at all and enjoyed it. She however said that it is important to stay healthy in order to be able to study. Regarding study materials, she said she used NCERT and CBSE textbooks. She also solved a lot of question papers to get acquainted on how to approach the exam. She added that her

parents were her biggest source of strength and inspiration and she shared all her problems with them. Her mother Kavita is a housewife and her father Sanjay Chhabra runs a cloth shop at MP road in Dimapur. Her brother Shreyan, who secured top 8 in the HSLC exam, from St. Mary Montessori Higher Secondary School a few years ago, also helped her with her studies. Janvi’s hobbies are solving Sudoku and talking with friends. She aspires to become a surgeon to prove to her mother that she can dissect bodies and use a surgical knife. Shillong, Jun 6: Authorities here in Meghalaya on Wednesday further decided to relax the curfew in violence-hit areas in the state capital on Thursday while internet on mobile telephones remained suspended even as the situation is limping back to normalcy. Too much is bad

world that has experienced and shaped by plastic is gripped by looming fear that the good times are going to turn bad as the most popular material is being sought to be denied its pre-eminence in a fast moving and ever changing technological world. The word ‘plastic’ comes from the Greek verb plassein, which means “to mold or shape.” Plastics have that capacity to be shaped because of those long, flexing chains of atoms or small molecules bonded in a repeating pattern into one gloriously gigantic molecule. The discovery of plastic sometime in 1856 in UK and later developed in 1860s revolutionised the world as the material came to replace or formed the basic component of new inventions. The plastics revolution of the late 19th and early 20th centuries held out the promise of a new material, even cultural democracy. The material opened a wide world of new uses by overcoming the confines of natural world from material constraints and limited availability. However, after prolonged use and because of its non-biodegradable properties, plastic is proving to be more dangerous to mankind then the invention of the atomic bomb. While plastic has many valuable uses, the world has become over reliant on single-use or disposable plastic — with grave consequences for the environment. It has proved so useful to humans that since the 1950s, there has been an estimated 8.3 billion metric tonnes of the stuff in use. India produces more than 62 million tonnes of plastic waste every year, according to local reports, of which only 43 million tonnes is collected. This is the main problem- efficient disposal. Countries the world over are grappling with how to dispose of non-biodegradable plastic which form mountains of landfills and also spreading across the ocean floors. Given the colossal harm that plastic can do to the human world, it is an issue that requires urgent attention. Shockingly, about 79 per cent of the plastic produced over the last 70 years has been thrown away, either into landfill sites or into the general environment. Just nine per cent is recycled with the rest incinerated. In 2016, the Plastic Oceans Foundation warned that plastic should be considered “toxic” if it gets into the natural environment because of its ability to attract poisonous chemicals “like a magnet”. The foundation said: “Evidence clearly shows that plastics contain or are formulated with chemicals that are known to be toxic, such as phthalates, and bisphenol A, and which cause a broad range of effects including critical diseases and health conditions. What the plastic saga reminds us is that man has become his own worst enemy. The world has a delicate balance between animals, plants and the habitat for the sustainment and proper functioning of the environment. However, while pursuing a better life, man has made his destroyed his own environment by his products or creations. For every step forward man has made in fields of science, technology, art and health, to the environment he remains a deadly foe. From destroying the Earth’s forests to claim land to killing animals of all shapes and sizes for food, sport and fur, man’s impact on the environment is alarmingly large to measure. Plastic is made the villain but perhaps it can be as bad so long humans allow. This is where reducing use of plastic has to be pursued very urgently.

As you do this, you do not bring an opposing will up against God’s will— God’s will is your will. Your natural choices will be in accordance with God’s will, and living this life will be as natural as breathing. Stubbornness is an unintelligent barrier, refusing enlightenment and blocking its flow. The only thing to do with this barrier of stubbornness is to blow it up with “dynamite,” and the “dynamite” is obedience to the Holy Spirit. Do I believe that Almighty God is the Source of my will? God not only expects me to do His will, but He is in me to do it.

reative mind requires an unrestrictive access to, and facilitative environment for dissemination, of information and ideas. The process involves postulating one’s thoughts, critical deliberation, dissenting and debating on issues that may relay constructive ideological baseline of one’s political thought, belief in social justice system, idea of economic development or cultural protection and preservation. Envisioning a state wherein free flow of ideas strengthens nationhood thereby contributes to the development of the nation, the Constitution guarantees freedom of expression (speech, written, symbol, and sign) as a fundamental right to every citizen. The intent and purpose is to protect a citizen from unfair state’s interference in a citizen’s right to innovate by positive propagation and application of information. Falling in reverse to the constitutional virtues possesses a tendency to mutate a nation into a repressive state. A repressive and an authoritative state can be attained by running surveillance programs which may appear in different packages perfectly camouflaged as security measures, filtering communication or as welfare-oriented schemes. Aadhaar project, Facebook-Cambridge Analytica scandal and the proposed New Media Command Room of the Central government are some concerns posing imminent threat to the effective voice of dissention. A 12-digit unique identification number is assigned to a citizen after having scanned a citizen of her biological information including iris, fingerprint and photograph along with documentation of demographic details such as name, address and phone number. Additional biological attributes (such as blood sample, voice sample, semen etc for precise identification) may also be collected as and when the UIDAI so decides. Not enough, the state has asked the citizens to link Aadhaar with bank accounts, phone numbers, PANs and other welfare schemes lest the citizens are denied of the facilities and services. Aadhaar project may not be a surveillance program. However, it has the capacity to be one. When our phones are tapped, the state gets the data but when the state knows whom we had coffee or dined with, whom we talked to, what we buy and eat, our sexual preference, our online behaviour, our political opinion, our medical and consulting records, our

Selective persecution or extermination of the perceived opponents by the state to silence the people’s voice cannot, therefore, be ruled out since ready access to database would render precise identification a less daunting task. One may be reminded of the Facebook-Cambridge Analytica scandal in which Facebook had admitted to breaching of 87 million Facebook users data which were then psychologically profiled and targeted them in election campaigns across the globe. In India too, a business firm, Ovleno Business Intelligence, was identified by the Cambridge Analytica where the former was alleged to have used the data harvested to influence Bihar’s 2010 general elections and Modi’s halfway mark mission in 2014 parliamentary election. Illegal data mining and unethical application of personal data by the state, political parties or private players will have widespread ramification on freedom of expression. The citizens will have reservations to freely express ones’ alternative opinion on politics, society or culture. This will mean unfolding an iron curtain on healthy development of minds. After unsuccessful bid to constrict media, the Ministry of Information and Broadcasting has devised a new mechanism to filter and classify the ideas along the ambiguous line of “positive” and “negative” narrations. In a latest move to muzzle dissenting tone, the Ministry has proposed to set up the New Media Command Room which will be empowered

with analytical software and a team of at least 20 professionals. The new mechanism would be tasked to monitor every Facebook, Twitter, YouTube, LinkedIn, Internet forums and email user. The purpose is to “analyse sentiment, identify fake news, disseminate information on behalf of the government and inject news and social media posts with a positive slant for India”. This new social media monitoring system will digitally profile social media users and ascertain the opinions of the users on official government policies and programs. Any negative narration about the state and its governance faces imminent axe from the state. Experts construed the latest move as a tool to influence public opinion by the present dispensation by sifting out the negative comments against the government and to propagate the “good” side of the government in view of the approaching general election in 2019. In whatever way, state’s close observation over online/social media activities of the citizens is but an intrusion into the private sphere, which is not only undermining privacy but is designed as deterrence for those who dare to challenge the “wrongs” of the state. Mostly, surveillance programs run in the name of national security are administrative measures that have political colours. Curtailment of constructive exchange of ideas under the pretext of national security, nationalism or national cohesion may instead boomerang, leading to weakening of state’s ability to respond to the incumbent challenges. East Germany with its Ministry of Stasi dedicated to mass surveillance was never a strong state. Reports on attack of the World Trade Centre in 2001 shows that the failure to prevent the attack despite the slew of warnings suggests that what intelligence agencies require is not more data, but better responsiveness and appropriate information-sharing within government. The Union of India must also learn from these precedents where neither mass surveillance nor mining of data would yield the desired results. On the contrary, resourcefulness of the subjects facilitating by free and fair discussion and exchange of views will take nation forward. The letter, sent to the Northern Railways last month, was purportedly sent by Lashkar-e-Taiba area commander Maulana Ambu Shaikh, he2 said. The letter was received by the Northern Railways, New Delhi, on May 29. Chandigarh, Jun 6 (PTI): A special CBI court today sentenced five people, including a former Border Security Force DIG, to 10 years in prison in the 2006 Jammu and Kashmir sex scandal. Pronouncing the quantum of sentence in a packed courtroom here, judge Gagan Geet Kaur said the convicts deserved no leniency. The court had held the five guilty on May 30. The convicts were brought to the court under tight security. Some of their family members were present there. Minor girls were pushed into prostitution in the scandal in which senior officials and politicians were alleged to be involved. Those sentenced to rigorous imprisonment are former BSF deputy inspector general K C Padhi, former J&K deputy superintendent of police Mohammad Ashraf Mir and three others – Masood Ahmad alias Maqsood, Shabir Ahmad Langoo and Shabir Ahmad Laway. Any period spent by them in custody during the trial will be set off against their term of imprisonment.

New Delhi, Jun 6 (PTI): Regulator Sebi Wednesday extended the date for submission of Aadhaar details by those investing in capital markets till a final judgement by the Supreme Court on proposed mandatory linking of 12-digit unique ID for all financial dealings. For securities market, the requirement of PAN (Permanent Account Number) would continue to be mandatory for completing the KYC (Know Your Client) process, Sebi said. In a circular, the regulator said the last date for submitting Aadhaar details has been extended “till a date to be notified subsequent to pronouncement of final judgment” by the Supreme Court in the matter, the Securities and Exchange Board of India (Sebi) said in a circular. The direction by Sebi comes after the Finance Ministry amended the Prevention of Money Laundering (Main-

Mumbai, Jun 6 (IANS): Housing loan and auto loan will become dearer with the Reserve Bank of India (RBI) on Wednesday raising its key interest rate for the first time since January 2015. The country’s central bank -- RBI -- has raised repo rate by 25 basis points (bps) to 6.25 per cent, responding to concerns on inflation from surging global crude oil prices. The RBI, however, maintained its ‘neutral’ stance on policy, as it has done over four previous bi-monthly policy reviews when it held the repo, or its short term lending rate for commercial banks, at 6 per cent. This stance allows the RBI to move either way on rates. “The decision of the Monetary Policy Committee (MPC) is consistent with the neutral stance of monetary policy in consonance with the objective of achieving the medium-term target for consumer price index (CPI) inflation of 4 per cent within a band of +/- 2 per cent,” the RBI statement said.

The ordinance also provides for a mechanism to allow participation of security holders, deposit holders and all other classes of financial creditors that exceed a certain number, in meetings of the Committee of Creditors, through the authorized representation. The existing IBC has also been fine-tuned to exempt pure play financial entities from being disqualified on account of nonperforming assets (NPA), the statement said. “Similarly, a resolution application holding an NPA by virtue of acquiring it in the past under the IBC, 2016, has been provided with a three-year cooling-off period from the date of such acquisition.

According to BBC, the June 12 summit was called off two weeks ago by Mr Trump but has since been salvaged after a flurry of contacts between the two sides. Mr Trump said on Tuesday that plans were “moving along very nicely”. The US wants Mr Kim to commit to giving up his nuclear weapons. But it is unclear exactly what is on the table for the discussions in Singapore. Mr Trump has suggested the first meeting will kick off a longer process of negotiations, calling it a “get-to-know-you situation”. “A lot of relationships being built, a lot of negotiations going on before the trip,” he told reporters on Tuesday. “It’s very important - it’ll be a very important couple of days.” The summit would represent the first ever meeting between a North Korean leader and a sitting US president. London Fire Brigade said it was called just before 4 p.m. (1500 GMT) to the 12-story Mandarin Oriental Hotel. Less than an hour later, 20 engines and 120 firefighters were at the scene and the amount of smoke billowing from

BEIJING, Jun 6 (Agencies): Rescuers pulled 23 miners to safety after a blast at an iron mine in northeast China trapped them underground and killed 11 others, the government said Wednesday. The search was continuing for two workers still missing after explosives that were being transported to a mine blew up near the entrance Tuesday afternoon in Benxi, a city in Liaoning province, the ministry of emergency management said on its website. No question of rollback of fuel price deregulation: Oil Minister

New Delhi, Jun 6 (IANS): Sternly ruling out any rollback of deregulation of fuel prices, Oil Minister Dharmendra Pradhan on Wednesday said despite having the burden of repaying oil bonds, the government will take full responsibility of keeping fuel prices in check and ensuring they don’t go out of reach of the common man. Addressing a press conference here, Pradhan reiterated that the government was working on a long-term solution to address oil price fluctuations while taking a holistic view of all factors. He said there was a greater conducive environment to bring petroleum products under the Goods and Services Tax (GST), however adding that the GST Council would have to take a call on that. “I stand by my statement: the government will take a holistic view. There are three major factors for oil price hike -- geopolitics leading to fluctuation in international crude oil prices, exchange rate fluctuation between dollar and Indian

currency, and taxation structure of our country where some taxes are imposed by state governments and (Centre imposes) excise duty,” Pradhan said. “Taking into account all this and while ensuring that India’s poor and middle classes do not have to bear the pinch (due to oil prices), the government will take all necessary steps.” Asked if as part of the “long-term plan” to deal with rising fuel prices, the government was considering partial rollback of deregulation, Pradhan said: “That question doesn’t arise. It is a reformist government. We cannot go back on reforms.” The Minister said that

while reduction in petrol and diesel prices had started, albeit due to international developments, the government is “sensitive and committed towards interests of poor and middle classes”. “No one can predict oil price fluctuations, but I assure (you) that taking into account all factors -- and despite there being some factors beyond our control -the government will handle this issue with complete sensitivity and will take responsibility for it,” he said. Terming “unfair” the comparisons of fuel prices during the UPA regime -when crude prices were skyrocketing -- with the current government, Pradhan said inflation was responsible for high prices. “Inflation has increased significantly and that’s why high fuel prices. But we will ensure the prices don’t go so high that they get out of the reach of the poor and middle classes.” Referring to Former Finance Minister P. Chidambaram’s comments that there was a room for cutting oil prices by as much as Rs

25 per litre, he said: “In the name of oil bonds (issued to oil companies for subsidising fuel), a huge burden has been left by the previous government on the current government. We never complained and are paying off those bonds.” About the possibility of bringing transportation fuel under the new indirect tax regime, the Minister said while GST is imposed on all the processes of the oil sector -- production, pipeline and refineries -- but there is no GST on the finished goods. “Hence we are not able to realise it (claim input tax credit). That’s why petroleum products should be brought under GST,” he said, adding that the GST Council is responsible for the same. “However, while interacting with Chief Ministers, I am getting more and more positive vibes and I feel that it will be brought under GST soon. The reservations related to the new tax regime are going away after its successful implementation,” Pradhan said.

Haryana bans single-use plastic bottles in offices

Chandigarh, Jun 6 (IANS): The Haryana government on Wednesday announced that it has decided to ban single use plastic bottles in government offices, including departments, boards, corporations and autonomous units in the state. “Now only multi-use water bottles of alternative material such as glass, steel, aluminium etc would be allowed instead of plastic bottles so as to minimize the generation of plastic waste,” a statement government spokesman said here on Wednesday. The single-use plastic bottles are the ones in which mineral water and other food grade liquids are sold. However, many people have the habit of using these bottles repeatedly even though this is not advisable. The decision to impose a ban on single-use plastic bottles was taken at a meeting chaired by Haryana Chief Minister Manohar Lal Khattar here on Monday. The official order was issued here on Wednesday by Chief Secretary D.S. Dhesi.

WB approves India’s Rs 6k cr ground water conservation scheme NEW DELHI, Jun 6 (AGENCIES): The World Bank has approved India’s Rs 6,000 crore central scheme which aims to improve ground water management in priority areas in the country through community participation over a period of five years from 2018-19 to 202223, said the Union water resources ministry on Wednesday. The ministry will soon seek Cabinet approval for the scheme - called Atal Bhujal Yojana (ABHY). The priority areas identified under the scheme fall in Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. These states represent about 25% of the total number of over-exploited, critical and semi-critical blocks in terms of ground water availability in India. According to the last assessment of the Central Ground Water Board (CGWB), total 1,034 out of 6,584 assessed blocks in the country are overexploited (usually referred as ‘dark zones’) - it means annual ground water con-

sumption (withdrawal) in those blocks is more than the annual ground water recharge. Besides, 934 blocks fall in different stages of criticality (critical and semi-critical) due to depletion without recharge. The ministry said that the scheme, which has already been recommended by the Expenditure Finance Committee of the government, will be implemented with the assistance of the World Bank. “Implementation of the scheme is expected to benefit nearly 8,350 ‘Gram Panchayats’ in 78 districts in these states. Funds under the scheme will be made available to the participating states as grants,” it said. Funds will be used for strengthening the institutions responsible for ground water governance, as well as for encouraging community involvement for improving ground water management. It will be utilised to foster behavioural changes that promote conservation and adoption of efficient water use practices to reduce

ground water use for irrigation. The government has allocated Rs 450 crore for this in the Budget for 2018-19. Taking forward the ongoing projects, the scheme will also focus on infrastructure development includes building recharge structure\facilities for utilising rain water, creating rain water harvesting structures for conserving surplus run-off and recharging ground water in aquifers. The scheme envisages active participation of the communities in various activities such as formation of Water User Associations, monitoring and disseminating ground water data, water budgeting, preparation and implementation of ‘Gram-Panchayat’ wise water security plans and activities related to sustainable ground water management. “The scheme will also facilitate convergence of ongoing government schemes in the states by incentivising their focussed implementation in identified priority areas,” said the ministry.

around 4 tonne. This will be a big leap forward as we don’t have to depend on foreign spaceports for launching heavier satellites,” minister of state in PMO Jitendra Singh said. “This GSLV Mk II programme has materialised and evolved in the last three to four years under the Modi government. It is in Jitendra Singh (File) keeping with the Make of India programme and is totally this programme, Isro will be an indigenous programme,” able to launch not only mini Singh said, adding, “With satellites of foreign countries

Clara County judge recently said he had no regrets about the case. He has also been cleared of misconduct by the California Commission on Judicial Performance. Turner was seen by two other students sexually assaulting his victim, now 23, behind a rubbish bin outdoors in January 2015. In March 2016, he was found guilty of three felony charges and faced up to 14 years in prison. But he was handed the much shorter sentence after Judge Persky expressed concern about the impact prison would have on him. The case sparked a

national debate about sexual assault and whether wealthy white men are treated more favourably in court. Turner was released after serving only three months in county jail. The victim directly addressed Turner in court in a moving impact statement that was widely read online. “You don’t know me, but you’ve been inside me, and that’s why we’re here today,” it began. She goes on to describe the shock at realising she had been raped, after drinking at a party on campus.

Iran could restart nuclear activities if deal falls apart

VIENNA, Jun 6 (Agencies): Iran said Wednesday it was in “preparatory works” to restart nuclear activities in the event of the failure of the 2015 accord between Iran and world powers. In such a scenario, Iran could “restart its activities without any limits,” Iran’s ambassador to the International Atomic Energy Agency (IAEA) Reza Najafi told reporters on the sidelines of a meeting of the IAEA’s board in Vienna. The future of the deal -- known as the Joint Comprehensive Plan of Action (JCPOA) -- has been thrown into doubt after President Donald Trump announced last month that the US would withdraw from the accord and reimpose sanctions. The preparatory works mentioned by Najafi refer to steps to boost uranium enrichment capacity by

producing new centrifuges, as outlined on Tuesday by Vice President Ali Akbar Salehi, who heads the Iranian Atomic Energy Organisation. Najafi said that in addition Iran had notified the IAEA of a plan to restart activity at its uranium conversion facility in Isfahan to produce the UF6 feedstock for centrifuges. The Inter national Atomic Energy Agencyconfirmed on Tuesday that it had “received a letter from Iran on 4 June informing the Agency that there is a tentative schedule to start production of UF6”. However, Najafi emphasised that the measures do “not mean that right now Iran will start any activities contrary to the JCPOA”. The remaining signatories to the pact have been scrambling to find ways to preserve the accord since Trump’s announcement.

Last month a senior Iranian official said European powers had until the end of May to come up with an economic package to compensate Iran for the effects of the US withdrawal. On Wednesday Najafi said that negotiations were still continuing at an expert level but that it could not be an “endless process” and needed to be concluded “very soon”. Asked about the IAEA’s call for Iran to provide “timely and active cooperation” with the inspections mandated under the JCPOA, Najafi said that Iran had interpreted this as encouragement to extend voluntary invitations to the agency to conduct inspections. However he said that “while Iran is not benefiting from the deal, no one should expect Iran to implement... voluntary measures”.

Doha, Jun 6 (IANS): Qatar denied the claims that the country is banning its citizens from performing pilgrimage to Saudi Arabia, state-run Qatar News Agency (QNA) reported on Wednesday. Qatar denies banning pilgrimage to Saudi Arabia

New York, Jun 6 (IANS): Sleeping for seven hours a day may reduce the age of your heart as well as decrease the risks for cardiovascular disease, say researchers. The study showed that excess heart age is the lowest in adults who sleep seven hours a night. Sleeping times less than or greater than seven hours were associated with increased excess heart age, while short sleepers had the highest elevations in excess heart age. Sleep duration coupled with excess heart age may prove helpful for communicating the cardiovascular risks and benefits associated with sleep duration. “These results are important because they demonstrate a quantitative method for the inclusion of sleep duration in the establishment and communication of cardiovascular risk for individuals,” said Julia Durmer from the Emory University in Georgia, US. The study, published in the journal Sleep, included data from 12,775 adults aged between 30-74 years.

Geneva, Jun 6 (IANS): The UN High Commissioner for Refugees and the UN Development Programme (UNDP) signed on Wednesday an agreement with Myanmar to ensure the safe repatriation of Rohingya refugees from Bangladesh. The UNHCR said in a statement that the MoU, signed in Naypyidaw, the capital of Myanmar, will create conditions favourable to the “voluntary, safe, dignified and sustainable repatriation of Rohingya refugees to their places of origin or their choosing”, Efe news agency reported. Last week, the UN agency had said in a statement that the agreement would be the first necessary step to support Myanmar’s efforts to address the safety situation to enable the return of the Rohingyas and support development projects in the state of Rakhine, home to a majority of more than the 800,000 Rohingyas who fled an offensive by Myanmar Army last year. According to the agreement, the UNHCR and UNDP would be given access to Rakhine to assess the situation and “carry out protection activities.”

Kohli, the only sportsperson from India to be featured in the list, is ranked 83rd with earnings of USD 24 million. S u r p r i s i n g l y, t h e ‘World’s Highest-Paid Athletes 2018’ compilation is an all-male affair with no women being featured in the list. Kohli, 29, is not just cricket-crazy India’s biggest name but is also one of the most popular athletes in the world, “boasting more Twitter followers (25 million-plus) than all but three active sports stars”, Forbes said. PARIS, Jun 6 (Agencies): Maria Sharapova hit back at Serena Williams’s accusations that the Russian’s autobiography was “100 percent hearsay”, insisting Wednesday that controversial references to her arch-rival are accurate. “When you’re writing an autobiography, I don’t think there is any reason to write anything that’s not true,” said Sharapova after being knocked out of Roland Garros by Garbine Muguruza 6-2, 6-1 in the quarter-finals. Sharapova and Williams were due to clash in the fourth round on Monday but the American pulled out at the last minute of their eagerly-awaited grudge

NEW DELHI, Jun 6 (Agencies): The Sports Authority of India (SAI) has received shocking complaints of sexual harassment from three of its regional centres, prompting it to sack one coach and order the compulsory retirement of an employee. An internal probe has been launched against another coach. According to TNN, the dismissed coach was from SAI’s Tamil Nadu centre. About 15 junior athletes had sent a complaint in broken English to the SAI headquarters, alleging that the coach was seeking sexual favours from them. He had allegedly told the girls that a refusal would mean the end of their careers. A similar complaint received from junior campers in Gujarat is under investigation. In another harassment case reported from SAI centre in Bengaluru, an accountant was found sending lewd text messages to a woman coach at the academy. On learning about the spate of complaints, SAI director general Neelam Kapur dealt with the issue immediately. She fired the coach involved in the Tamil Nadu case within three months after he was indicted in an internal probe. KUALA LUMPUR, Jun 6 (PTI): Bangladesh took full advantage of a complacent India as they recorded a comfortable seven-wicket victory in the Women’s Asia Cup T20 competition on Wednesday. It was Bangladesh women’s first-ever victory against India in any format. They lost ten successive T20 games against India since April 2013 prior to this match. After two facile wins over Thailand and Malaysia, India put up a belowpar batting performance, scoring 141 for seven in the stipulated 20 overs, which Bangladesh surpassed in 19.4 overs.
