LH said it was found that the contractor was not executing the project work as per specifications. “No widening is done; but instead the contractor is burying the Hume pipes as culverts across the existing runway and is collecting materials for surfacing,” the hoho said. Further, LH pointed out that at the consultative meeting on April 23, 2018, in Wokha, the general manager NHIDCL had assured to detail 4-5 persons to oversee the road construction activities and not to compromise on the quality of the work. It said GM assured that a coordination committee would be set up under the supervision of the district administration for smooth execution of the road construction. GM also reportedly assured that work order

NDPP hits back at Zeliang’s objection to VC’s appointment

the government’s day to day functioning. NDPP said in the light of the above, T.R. Zeliang “has no moral authority whatsoever to question the integrity and capability of the appointee in any manner” and recalled the BA graduate controversy wherein he (T.R. Zeliang) has been producing “contradictory affidavits year after year, thereby insulting the Constitution of India and the laws of the country”. NDPP reiterated that though Zeliang claimed to have graduated from Kohima Arts College, the Registrar of North Eastern Hill University and the representative of Kohima Arts College had “categorically deposed in Court under oath, that Mr. T.R. Zeliang appeared for BA final year exams in 1979 but failed in all subjects” and after that he did not reappear for BA
DIMAPUR, JUN 6 (NPN): Office of the Deputy Commissioner (DC) Dimapur has cancelled and invalidated Non-Naga Indigenous Inhabitant Certificates, Permanent Resident Certificates and Indian Domicile Certificates, which were inadvertently issued to Non-Naga inhabitants of Dimapur. In an order, Additional Deputy Commissioner (ADC) Dimapur, Sara S Jamir, pointed out that the above stated certificates were not covered under the Constitution (Nagaland) Scheduled tribe order 1970 and Government of Nagaland, Home Department memorandum No.HOME/ SCTA-6/2006 dated Kohima March 21, 2011. The order stated that the above stated certificates were no longer to be in use for any purpose.
DIMAPUR, JUN 6 (NPN): NDPP has hit back at leader of NPF legislature party T.R. Zeliang for imputing that the PDA government had not followed procedures in the appointment of Mayang Lima, defeated NDPP candidate for 22 Arkakong A/C as Vigilance Commissioner. NDPP media and communications committee defended the PDA government by reiterating that no procedures were by passed nor overlooked in the appointment of Mayang Lima as Vigilance Commissioner. Further, it also claimed that Mayang Lima was not only the best candidate for the post but also a “renowned legal luminary”. NDPP maintained that Nagas should be proud of Mayang Lima for having reaching such a “revered position” in the interest of transparency and accountability of
exams again. NDPP hit out saying that when T.R.Zeliang himself has been “living in a world of lies and deceit, who is he to question the appointment of a person whose service record is an open book for the people to read in black and white?” Therefore, NDPP said while trying to point fingers at “ unblemished and distinguished persons” the leader of the Opposition should instead apologise to the people of the state and his constituency for “misleading everyone time and again over the past couple of decades for bringing immense shame to the Nagas” when the entire country came to know that the erstwhile chief minister had been giving wilfully false affidavits on fake educational qualification, without any semblance of a guilty conscience”.

KOHIMA, JUN 6 (NPN): Thousands of Nagaland SSA Teacher’s Association (NSSATA) members on Wednesday launched its indefinite protest at the Directorate of School Education (DoSE), demanding payment of 7th RoP to teachers in line with regular state employees. The association has also demanded salaries of SSA teachers of 2010-2013 batch to be paid from state
non-plan budget, and further asked the government to release the salary from January to March 2018 as per the 7th ROP. It may be recalled that the under secretary, Imokokla on June 2 had issued an order to the director school education stating that the government has agreed in principle to the demand of granting 7th ROP to SSA teachers since the teachers were paid the same salary as regular employees. However, it said the department
will have to work out the details and furnish to finance department. The order also asked the DoSE to work out a system for regular payment of salaries for teachers under SSA. Since the post occupied by the Nagaland SSA teachers was created by the state government for implementation of CSS scheme, the order stated that the existing practise of paying salary through state mission authority shall have (Cont’d on p-7)

NPF says PDA govt backtracks on austerity DIMAPUR, JUN 6 (NPN): NPF on Wednesday criticized the People’s Democratic Alliance (PDA) government’s proclamation to curtail VIP culture by pointing out that it had rather taken a u-turn on its promises. A statement issued by NPF press bureau, said the people of the State were relieved when chief minister Neiphiu Rio declared that the PDA led NDPP/BJP government will completely shun all VIP cultures and enforce strict austerity measures on grounds that it was draining the state Exchequer. However, NPF said everyone was taken aback when PDA government started backtracking on its commitment, with the latest one where Rio himself attended a livestock distribution programme in Kohima as a chief guest on Tuesday.
NPF press bureau also referred to induction of workers of coalition parties and their near and dear ones into top posts in various government undertakings by allegedly breaking all official norms and thereby creating an unhealthy precedence, which had also drawn flak from various quarters. It said Nagaland Law Students’ Federation had pointed out to the government in its representation that the appointments of party workers to the ranks of secretary, joint secretary and commissioner had lowered the competitive spirit among the students as it had instilled a feeling that one need not study much for competitive exams, but rather become a party worker and get through any high-profile position without having to sit for NPSC/UPSC exams. Stating that this kind
of “unhealthy precedence” had deeply hurt the sentiments of hard-working and genuine students, NLSF feared that this would have serious ramifications in the future as people would start opting for “alternative route and unfair means”, instead of having the zeal to succeed through hard work. NPF questioned whether this was the “change” that the NDPPBJP combine had famously promised. According to NPF, the much-anticipated change had become a mockery as the government had embarked on a negative course and betrayed the people’s trust. And by promoting mere party workers to the ranks of cabinet and state minister the government had lowered the status of elected members, it added. (Cont’d on p-7)
DoSE clarifies on SSA Zeliang denies bid to withdraw SRDP fund teachers’ demands DIMAPUR, JUN 6 (NPN): Office SRDP, earlier known as Chief MinDIMAPUR, JUN 6 (NPN): Clarifying on the demands made by the SSA teachers belonging to the 2010 & 2013 batches, the Department of School Education (DoSE) Wednesday stated that the government has agreed in principle to their demand for inclusion into the 7th ROP after observing all codal formalities. With regard to demand for transfer of salaries to Non-Plan, the department said that since those posts were created for implementation of Centrally Sponsored Scheme (CSS) namely SSA, the existing practice of payment of salary through the state mission authority SSA would have to continue in whatever name or form the CSS of SSA continues. However, the department said it has been asked to suggest for ways so that salaries could be paid on time. DoSE also stated that salaries from January to March 2018 have been released (without 7th ROP). Besides, it stated that other issues have also been raised during the many discussions which were being noted. The department said it was “very clear” in its endeavour to accommodate and address the issues raised by the NSSA teachers association or any other associations of the department.
of leader of opposition has denied the allegation that former chief minister TR Zeliang had ever tried to withdraw Special Road Development Programme (SRDP) fund meant for development of Samziuram village in Phek district. Reacting to a statement issued by NDPP’s 7 Peren A/C president Itwa and secretary Hiareu claiming that SRDP fund for the village was never diverted but only halted by the PDA government in view of Zeliang’s attempt to withdraw the fund by producing false completion certificate showing 90% work complete, a communiqué issued by information & publicity wing (I&PW) of the leader of opposition’s office asked the duo to educate themselves on the issue and substantiate allegation with facts and figures. When fund has not been released to Peren executive engineer (R&B), there is no question of attempting to withdraw the fund, the office added. According to the communiqué, the previous NPF-led government had approved 17 projects under
ister’s Road Fund, amounting to Rs 15 crore in 2017-18. But the PDA government, after a cabinet meeting on March 13, decided to revise and replace these projects with 12 new projects and the funds already released were directed to be redeposited and re-appropriated only to be released again against the 12 new projects, the statement clarified. The leader of opposition’s office further pointed out that the project approved for repair and maintenance of road at Samziuram village at a cost of Rs 3 crore, along with 16 others, was reviewed, re-appropriated and replaced by new works by the PDA government. Apart from Samziuram village, other projects in Peren district that were diverted included improvement of the new headquarters road and Peren-Tening-Nsong road. Denying the duo’s statement that chief minister Neiphiu Rio’s was being tarnished by a section of the media without knowing facts, the office asserted that Rio was directly involved in the matter and pointed to his reported direction to PWD min(Cont’d on p-7) ister on K Y M C
