COVID-19 positive travels with returnees Returnees sent to Peren district before COVID test results

DIMAPUR/KOHIMA, JUN 4 (NPN): In another apparent case of not applying due diligence with regard to following SOP, a Chennai returnee was sent to Jalukie, Peren district along with 16 others from Dimapur quarantine centre(s) Wednesday evening even before their test results were out. The woman, who had tested positive, was reportedly sent in the same vehicle along with the 16 others. State government agencies were not available for commenting on the issue till the filing of this report. It was reported that the 17 returnees were lodged at two separate quarantine centres-- Jawahar Navodaya Vidyalaya, Jalukie and Government Middle School Jalukie which has a capacity to lodge at least over 200 people. SH appeals ENPO to stand together with state govt DIMAPUR, JUN 4 (NPN): While empathising with the sentiments of Eastern Naga People’s Organisation (ENPO) regarding the mismanagement in transfer of returnees to Tuensang district, Sümi Hoho has appealed to ENPO to stand together in solidarity with the State government in the fight against COVID-19. The hoho stressed that it was imperative for the people to cut across tribal lines and unite as one, because the novel coronavirus knew no boundaries, class, creed or religion. And it was only by proper coordination, support and collaboration between civil society organisations, the government and the people that State stands a chance to nullify the impact of the virus in the long run. Mentioning that it understood that COVID-19 pandemic was having a profound effect on the lives of millions of people around the world, Sümi Hoho observed that while the crisis had brought unprecedented challenges, it has also given “our people” a chance to unite and fight this battle together as one. This was stated in a press release issued by the organisation.

The Peren incident was similar to that of the May 26 Tuensang incident where a COVID-19 positive patient was sent along with around 150 returnees to Tuensang from Kohima quarantine centres before the test results were out. Following the Tuensang fiasco, the state government had also issued a revised standard operating procedure (SOP) for returnees on June 1. As per the revised SOP for Chennai returnees, those who returned to the State on May 22 and still in Kohima and Dimapur quarantine centres will remain until the COVID-19 test are done on all of them. Only those tested negative for COVID19 will be sent to their home district. For those tested positive but not requiring hospitalisation and deemed fit to travel, as per the revised SOP, they will be sent to their home districts to be kept at the COVID-19 Hospitals for treatment; under special transportation after following all the necessary health protocols.

District surveillance officer Dimapur Dr. Imtiwabong Aier has expressed deep regret that in spite of their best efforts “this unintentional error” was made by the district surveillance team Dimapur during the hour of crises. In a statement, Dr. Aier said 17 passengers of Shramik Special Chennai Express Train, who tested negative, were transported from Dimapur to Peren District on June 3, at around 7:30 p.m.-8 p.m. However, on receiving the new batch of test result and upon contact tracing, Dr. Aier said it was learnt that one of the positives who had already reached Jalukie, had been mistakenly sent along with the passengers to Peren. He said dy. chief medical officer Peren district was immediately informed and was asked to identify and isolate the positive case so all necessary precautions could be taken.

DIMAPUR, JUN 4 (NPN): Nagaland on Thursday registered the highest single-day spike with 22 COVID-19 positive cases, mounting the total number of cases to 80 in the state. Out of 80 positive cases, all Chennai returnees, Dimapur has registered 57, Kohima-17, Tuensang- 5 and Peren- 1.

to prevent further spreading of the infection. Till date, 3638 COVID19 suspected samples were sent out of which 2130 results were received. 2050 were negative, 80 positive cases and results of 1508 were awaited. Through the TrueNat machine all 101 samples collected had tested negative.

DIMAPUR, JUN 4 (NPN): State Health & Family Welfare (H&FW) Minister, S. Pangnyu Phom said that the state government was working on war footing to complete the Bio Safety Level-2 (BSL-2) laboratories at Christian Institute of Health Sciences & Research, Dimapur and District Hospital Tuensang (DHT). Interacting with Nagaland Post Thursday, after inspecting the ongoing installation work at CIHSR, Pangnyu said that the laboratory was likely to be made functional by third week of June 2020. He informed that the “civil work” at DHT has also begun and that BSL-2 equipment was being procured to begin installation at the earliest. While admitting that there had been supply chain issues primarily due to the lockdown, Pangnyu however, said the government was putting all efforts to complete the laboratories at a record time. He claimed that BSL-3 laboratory has the best facility in the entire east region of the country. DIMAPUR, JUN 4 (NPN): Out of the 1,501 passengers travelling by a special train from Bangalore scheduled to arrive Dimapur on Friday, 757 of them from Dimapur district will be taken to Agri Expo for registration, screening and triaging by medical team and then sent to designated quarantine centres. The remaining 744 returnees of 10 districts– Tuensang, Mon, Longleng, Kiphire, Zunheboto, Phek, Mokokchung, Wokha, Peren and Kohima– will be screened by a medical team at the railway station. They will be provided with meal before transfer to their respective districts. Zeliang said: “First it was Tuensang and now Peren district, has it become a norm for the present dispensation, where there is absolutely no regard for human lives?” Drawing attention on the revised SOP for returnees, Zeliang hit out at the state government for violating the Standard Operation Procedure (SOP) and sending the Chennai returnees to Peren district even before the test results were out. Speaking to Nagaland Post, Zeliang demanded strong action against those erring officials, to ensure that such incidents were not repeated. He said a mistake that endangered lives was “inexcusable and a crime”. NEW DELHI, JUN 4 (PTI): Nationwide tally of confirmed COVID-19 cases reached 2.17 lakh on Thursday with a record number of
over 9,000 new cases getting detected and several states reporting their highest oneday surge, even as efforts were accelerated to restart
long-stalled business activities to contain the economic cost of the pandemic. In its morning update, the Union Health Ministry said the total number of positive cases has reached 2,16,919 with a record spike of 9,304 new cases since Wednesday 8 AM across the country, while the death toll has increased to 6,075 with 260 more fatalities in this period. A PTI tally of figures announced by different states and union territories, as of 9.50 PM, showed a higher number of confirmed cases across the country at 2,17,389 and the death toll at 6,233. It also showed more than 1.07 lakh COVID-19 patients having recovered so far. India is now the seventh worst hit nation after the US, Brazil, Russia, the UK, Spain and Italy. In
terms of fatalities, India is ranked 12th at present, while it is placed at eighth place in terms of recoveries. However, India figures among the top-five countries in terms of active cases, as also for the number of tests conducted so far. The health ministry also said that the number of active COVID-19 cases now stands at 1,06,737, while the count of recoveries has risen to 1,04,107 with 3,804 patients recovering in the last 24 hours. “The recovery rate is 47.99 per cent amongst COVID-19 patients,” the ministry said. According to the Indian Council of Medical Research (ICMR), a total of 42,42,718 samples were tested for coronavirus infection as of Thursday 9 AM, including 1,39,485 of those tested in the last 24 hours.

The meeting contended that this was urgently required as Team Dimapur was currently managing about 50 quarantine centres, excluding paid hotels spread across the district from Medziphema to Ruzaphema to Ganesh Nagar to Bade to Nihokhu to Indisen village, apart from areas in the city. The disinfecting team is to promptly sanitise all vacated quarantine centres regularly so the new returnees could be immediately accommodated. During the meeting, Sema explained that earlier Dimapur took care of returnees from Dimapur, Mon and Peren districts only. However, as per the new standard operating procedure (SOP) issued on June 1, all returnees should be received, screened and dispatched by Team Dimapur to all 10 districts.

Commissioner of police (CP) R. Tetseo however stated that the movement of officials, health department personnel, district administration, police and others directly involved in the exercise shall be exempted. In another order, deputy commissioner Dimapur Anoop Khinchi explained that the restrictions were being imposed as safety and preventive measure. DIMAPUR, JUN 4 (NPN): Nagaland Baptist Church Council (NBCC) has called upon all the associations and their churches to hold a Day of Prayer on June 7, 2020 (Sunday) from 7am to 5pm. In a letter to the executive secretaries/director of Baptist associations, the NBCC general secretary Rev. Dr. Zelhou Keyho informed that the prayer would commence with the ringing of the church bell at 7am. NBCC also requested association leaderships to plan in their own creative ways to sustain the Prayer Day. Some prayer pointers include: pray for the response to the virus in Nagaland; pray that the virus will not spread to the community; pray for those who are spending time in quarantine or self-isolation; pray for God’s love, mercy and healing upon all who have been tested positive.

In a representation addressed to the chief minister, the KU president Howing Konyak and general secretary Wango Konyak appealed that the returnees tested positive in Kohima and Dimapur should not be sent to their respective districts as it would only multiply positive cases in the state. KU alleged that it was “a clear and deliberate attempt” of the state government to send all the returnees to the districts and transfer the entire responsibilities to the districts as the government was not prepared at the state level. The apex Konyak body warned that there would be lapses in logistics and arrangements if the district officials alone have to deal with the transportation of returnees and patients, testing, quarantine, treatment, and general administration etc. Stating that Mon District Hospital was lagging behind in facilities and necessary equipments in all fronts, KU has appealed that all returnees from hotspots and in suspected conditions be mandatorily tested and treated in Dimapur and Kohima. Therefore, KU has urged chief minister to modify the SOP putting the state government at the forefront and not take a backseat in the fight against COVID-19. K Y M C
