KOHIMA, JUN 4 (NPN): The hunger strike protest called by the All Nagaland College Students’ Union (ANCSU) turned ugly after police lathi-charged, sprayed water cannons and also fired tear gas shells to disperse the protestors, on Tuesday near the Civil Secretariat, Kohima. In the melee the ANCSU president Katho Awomi along with his two other colleagues including another student representative were taken for preventive detention. Since the ANCSU office bearers and the agitators were adamant against leaving the venue, for the second time, police took offensive actions and also chased the protestor till the Sonorü river. In retaliation against students who pelted stones, police then resorted to firing tear gas shells. One of the police officer informed that police had to fire tear gas shells against stone pelting where some police personnel sustained minor injuries. PAC appeals NPGs for tax exemption DIMAPUR, JUN 4 (NPN): Public Action Committee (PAC) of Naga Council Dimapur has appealed to all the Naga political groups to exempt Naga business houses from taxation. In a press release, PAC convenor Vekhosayi Nyekha and coconvenor Ghokheto Chophy stated that Naga educated youth have seriously started venturing into business as jobs in the government sector have reached a saturation point. PAC said that Nagas have only recently opted business profession for livelihood, adding that challenges of competition with nonNagas was huge. PAC has, therefore, maintained that Naga business fraternity be exempted from taxation to encourage them to grow and support the state’s economy. Further, PAC reaffirmed the stand of “One Government, One Tax”, which it said was the “desire and voice of the people.” Meanwhile, PAC has appreciated and strongly supported NSCN (I-M)’s decision prohibiting trade licences of Nagas used by non-Nagas and prohibition of using non-Nagas to collect tax. PAC also welcomed the decision not to tax local agriculture products. It has appealed to all other NPGs to consider adopting the same.

Awomi told students that if the police had the guts to detain the students, then they should also apply the same to the wrong doers (department officials). Awomi also vowed that ANCSU will continue to stage the hunger strike protest outside the Union office till their demands were fulfilled. Earlier in the morning, when the district administration refused to grant permission to ANCSU to hold the protest, police initially refrained ANCSU volunteers who were on their way to the directorate
technical education to stage the hunger strike. According to Awomi, ANCSU did not invite any student volunteers for the Tuesday hunger strike protest but many students arrived from various colleges to join the protest. Later it was decided to hold the protest outside the civil secretariat. Reacting against the HTE minister’s statement that “lost money was recovered” Awomi said if it was so then the Director HTE should reveal the names of those involved in the loan scam. He said students did
not want a minister who defended corrupt officers and that the department should set up separate cell for scholarship. It may be recalled that the minister HTE had informed through a press conference on June 3, that the department will set up separate cell for scholarship. Awomi also said that all the 110 posts of assistant professor should be requisitioned to NPSC and no backdoor appointment should be made as it would leave many qualified “jobless”. (Cont’d on p-11)
Reacting to the use of force by police to disperse the protesting ANCSU students in Kohima Tuesday, Nagaland chief secretary (CS) pointed out that the agitation did not have clearance as required under laid down rules, from the district administration and police. In addition, CS said the hunger strike was undertaken without precautionary measures such as water tankers, doctors, ambulance etc but added it was fortunate that no untoward incident took place. CS said despite all these, the administration and police exercised utmost restraint and were prepared to allow peaceful demonstration. However, he said after the gathering, the protestors were incited and breached the peace after which the authorities had to step in to ensure peace and prevent injury. CS said some of the student leaders taken on preventive detention were later released and student protestors made to disperse in a peaceful manner.
The CS also assured the student community and citizens that the state government had taken every possible measure to ensure that scholarship was not withheld nor misappropriated. He added that the present government has instead, ensured time release of scholarships in a most transparent manner and for which details were uploaded on the website. The CS also informed that the state government took the issue of scholarship very seriously over allegations of misuse for the period 2014 to 2016 as per CAG report . He said an independent inquiry is being held under the Nagaland Lok Ayukta to ascertain facts and to deal with those responsible for misappropriation or misuse. Since the government was seized of the matter, the CS also cautioned that no one will be allowed to hold the government to ransom nor governance disturbed through undemocratic means while assuring those guilty will be awarded sternest punishment.
DCCI, DNSU against proposed Dmu bandh DIMAPUR, JUN 4 (NPN): Even as the confusion ensued over whether the total bandh called by at least 19 Dimapur-based college students unions would be observed in Dimapur on June 5, 2019, the Dimapur Chamber of Commerce & Industry (DCCI) and Dimapur Naga Students’ Union (DNSU) have expressed stiff opposition to the proposed total bandh. The student bodies affiliated to All Nagaland College Students’ Union (ANCSU) Tuesday announced that they would impose indefinite total bandh in Dimapur starting June 5, 2019 from 10 a.m. until ANCSU’s charter of demands were fulfilled by the state government. In a joint press release, the unions, however, informed that educational institutions, paramilitary forces, emergency services, medical, police personnel, administration and press media would exempted from the purview of the total bandh. May 25 ambush violation & disrespect Govt to distribute 3 lakh tree saplings of Nagas’ hope for solution: WC NNPGs DIMAPUR, JUN 4 (NPN): The Working Committee (WC) of Naga National Political Groups (NNPGs) has termed the ambush on Indian paramilitary forces near Chanlaishu village in Konyak region by Myanmar-based armed groups on May 25 as a blatant violation and disrespect of Naga people’s hope for an honourable and acceptable political solution. In a statement issued by its media cell, WC said it was a clear indication that there were elements that were hell-bent on sabotaging the ongoing political negotiations between NNPGs and Government of India (GoI). Regretting that the elements carrying out ambushes on Indian paramilitary forces did not know the value of blood or the price of peace, the committee said for their “inglorious
action”, innocent Naga villagers were paying the price and bearing the brunt of enraged Indian forces. Mentioning that the present hour was a crucial time in Naga history, WC, NNPGs stressed that Naga people on the Indian side could not effort to have gun-toting elements running amok when political negotiations were critically placed. Seven NNPGs had formed the Working Committee and negotiating with GoI, while Naga civil society groups and tribes were expressing solidarity and prayer support to the groups, the statement pointed out. Terming the attacks and ambushes on Indian paramilitary forces and vice versa as “anti-people, antipeace and anti-solution”, WC said in spite of extending olive branches on many
occasions to come forward for negotiation along with NNPGs, these elements never responded as they really had little concern for the people, especially the younger generation. “Yet, they resort to another bloody war that is condemnable by all. Why are the Nagas made to feel like a sandwich in their own land?” it wanted to know. WC said Naga people’s renewed demand and call for honourable and acceptable peaceful political solution reverberated across India and Myanmar and accordingly the Agreed Position was eventually signed between it and GoI on November 17, 2017. The “transparent, consultative and progressive nature’ of the dialogue thus far was clearly visible even to “eternal pessimists and critics alike”, it added. (Cont’d on p-11)
DIMAPUR, JUN 4 (NPN): The State government has made elaborate preparations to observe the World Environment Day across the districts on Wednesday. More than 7,000 people are expected to join the programme, while 3,00,000 tree saplings have been arranged for free distribution to the public. Speaking at a send-off ceremony of forest officials to the districts to observe the World Environment Day here on Tuesday, Environment, Forest & Climate Change minister CM Chang observed that the day was a platform for encouraging worldwide awareness and action to protect environment. He said this year the department was reaching out to all the districts to observe the day, adding that all senior officials in the district headquarters had been allotted the responsibility to ensure that the day was celebrated in a befitting manner. Exhorting the officials, Chang remarked, “As custodians and guardians of forest, environment and wildlife, all of us in the department should do our duty well. As a department, we don’t have much land. So we should always reach out to the local village communities for
conservation of environment. Our forests are our natural heritage and, as tribals, our identity will be lost when we lose our forests.” He also released “State of Environment Report for Nagaland” on the occasion. The minister appealed to all organisations, the church, student bodies, government departments and public to care and nurture the environment, “for environmental degradation will affect everyone and it is our joint responsibility to prevent that”. Thanking those churches that were having their Sunday Morning service with environment as the theme, he said “Human beings are the caretakers of God’s creation and environment is one of the core areas of Christianity”. Meanwhile, Chang reiterated that change was on the agenda of the PDA government and that, as part of this, many changes were being brought in the department. Under Nagaland Forest Management Project, he said afforestation projects would be undertaken in about 14,000 ha across 32 villages. Each project site would be mapped using GPS and integrated with the department website using latest GIS (Cont’d on p-11) technology.
ANCSU protest: Student bodies, organisations flay police action DIMAPUR, JUN 4 (NPN): Several student bodies and organisations have condemned the police action against the ANCSU members and student volunteers in Kohima on Tuesday. NSF: Naga Students’ Federation (NSF) has expressed strong resentment on the state government machineries for resorting to lathi-charge, manhandling and the use of water canon against peaceful agitating students in uniform, called by ANCSU at Nagaland Civil Secretariat. NSF media cell, said it took serious note on the detainment of ANCSU president along with two of his colleagues and president of Capital College Students’ Union. NSF said it strongly objected to the highhandedness of the police and termed it as ‘heinous’, while at the same time appealed to the agitating members for calm and to show restraint. Acknowledging the demand of ANCSU as ‘genu-
ine’, NSF extended its solidarity to the affected members. Meanwhile, NSF reiterated on its stand that priority will be given to students’ issues and for this it appealed to the state government to resolve the issues with the urgency. NLSF: Nagaland Law Students’ Federation (NLSF) strongly condemned the highhandedness of the state government in arresting the ANCSU president and members. In a press release, NLSF president C Talimoa Chishi and general secretary Dieku Wetsah stated that such act on the part of the government was unconstitutional and asked the government under what provision of law the police arrested the student leader. Asserting that ANCSU was fighting for the genuine cause, NLSF said it would support such cause or demand. The federation has appealed to the government disburse scholarship to students. Students’ Union (DNSU) has expressed distress over the alleged detention of ANCSU officials during peaceful dharna and use of water cannon on the students. In a press release, DNSU president Sedevilie Angami and general secretary B Mhajan Tsopoe said that “such coercive approach” by the government towards the student body over the genuine cause was a serious concern. Regardless of any motives and reasons, DNSU said it extend full support to the demand of the ANCSU. DNSU has requested the government to take up the matter without unnecessary delay in order to avoid any untoward incidents in the future. SKK: All Sumi Students’ Union (SKK) has expressed concern over state government’s handling of matter relating to ANCSU demand on the misappropriation of students’ stipend. In a press note, SKK president Atokiho Sumi and
general secretary Hutoshe Kits also strongly condemned the picking up of ANCSU officials and firing water cannon on peaceful college student volunteers. SKK said detention of ANCSU officials was with an attempt to coerce the student body from staging democratic movement against corruption prevailing in the department. Describing ANCSU’s charter of demands as “genuine and appropriate”, SKK urged the state government to make public the list of officials responsible for misappropriation of scholarship and initiate punitive action without further delay. Stating that it was “closely observing” the development taking place, SKK warned that the state government would be held solely responsible should there be any fallout due to mishandling of the situation and shielding the corrupt officials. ENCSU: Easter n Nagaland College Students’ Union (ENCSU) has strongly opposed
detention of ANCSU president and his colleagues by the state police. In a press release, ENCSU president M Longre Chang and general secretary Wangnei Jessuhu expressed anguish over the use of water cannon and lathicharge on students by police force. ENCSU has demanded that the responsible authority and the state government immediately take up the students demands. It cautioned that the state government would be held responsible if any untoward incident occurred to the students. NPRAAF: Na g a la nd Public Rights Awareness and Action Forum (NPRAAF) has expressed “unhappiness” over the arrest of ANCSU president Katho P Awomi along with the other student leaders who were peacefully and democratically protesting against withholding of scholarship fund meant for the students of Nagaland.
ANCSU from June 5, the Dimapur Chamber of Commerce and Industry (DCCI) has said it will not allow any bandh without prior notice or intimation and has directed all shops and business establishments in Dimapur to open and not to be pressurised to close. DCCI has also informed the district administration and Police in Dimapur that the business community will carry on activities as usual and to ensure adequate security arrangements. DCCI said the fight between ANCSU and the Directorate of HTE was in Kohima and not against the business community, so it was illogical to impose a bandh in Dimapur. While expressing sympathy with the ANCSU, the DCCI has appealed to student to exercise restraint and not to impose the bandh. DNSU: Dimapur Naga Students’ Union (DNSU) Tuesday asserted that proposed bandh was without its knowledge and has therefore decided not encourage the said indefinite bandh. (Cont’d on p-11)
JCPI reminds of June 7 meet
DIMAPUR, JUN 4 (NPN): Joint Committee on Prevention of Illegal Immigrants (JCPI) has once again requested the 16 tribe hohos of Nagaland to attend the meeting on June 7 at Tourist Lodge, Dimapur at 11 a.m. in order to hold “extensive deliberation on Citizenship (Amendment) Bill”. In a press note, JCPI convenor K. Ghokheto Chophy and secretary Tia Longchar, while asserting that the presence of tribe hohos was of outmost importance, said that the committee will not be issuing official letter of intimation as all the representatives of the 12 tribe hohos were unanimous in their view to hold another meeting on the issue. The decision was at the meeting held on May 18, attended and attested by 12 tribe hohos, CSOs-- NTC, NGBF, NCD, CNTC, ENPUD, UNTABA, SN, ACAUT, Nagaland Garo Union, and Dimapur district based bodies like DDGBF, DUCCF, TUCT, CAKU, ASTD, WCH, LHD, DNSU, ASTUD, AYF, and DAYO. JCPI clarified that another round of talks has been fixed on June 7 as four out of the 16 tribes could not attend the May 18 meeting. In this regard, JCPI has once again extended invitation to the three mass based organizations– CNTC, ENPO and TPO (as the apex body of 5 Nagaland tribes) for the said meeting.
Gov, Dy.CM extend Id greetings
DIMAPUR, JUN 4 (NPN): Nagaland Governor, PB Acharya, and deputy chief minister, Y Patton, have extended Id-ulFitr greetings to the people of Nagaland particularly the Muslim community. In his message, Acharya said that the festival of Id-ul-Fitr marks the culmination of the Holy Month of ‘Ramzan’, the month of prayers, blessings and forgiveness. He expressed hope that the sacred occasion would usher in good will and harmony and further strengthen the values of composite society everywhere. Governor Acharya prayed that Allah’s blessings light up the path of oneness and lead to happiness and success on the occasion. Dy CM: Nagaland deputy chief minister, Y Patton, who is also the BJP Nagaland Legislature party leader, wished the Muslim community love, joy and happiness on the auspicious day. He said that every community must aspire and resolve to live in harmony.
