‘NE is the cancer capital of India’
Staff Reporter
DIMAPUR, JUN 2 (NPN): North Eastern region has been dubbed as the “cancer capital of India” on account of lifestyle, low awareness and late detection that has led to rise in number of cases of the disease. Making this observation while speaking to media persons ahead of the Continuing Medical Education (CME) on common cancers of North East India programme at Eden Medical Centre Saturday, director of Dr. Borooah Cancer Institute (BBCI) Guwahati Dr. AC Kataki lamented that the reason for the region being dubbed as “cancer capital” arose from the fact that it alone added about 39,635 cancer patients in a year. According to earlier reports published by the Indian Council of Medical Research (ICMR), under its National Cancer Registry Programme (NCRP), Aizawl in Mizoram and Papumpare in Arunachal Pradesh were recorded as districts with the highest age adjusted cancer incidence rate in the country. Dr.Kakati also cited Population Based Cancer Registry (PBCR) of Indian Council of Medical Research, where incidents of cancer in North East vary from 150 to 200 per lakh of the population as against the national average of 80-110. He said Nasopharynx, stomach and Oesophagus cancer were highest among males while cervix, breast, and stomach cancer were the highest amongst females in the region. While highlighting the major causes for cancer in the region, Dr. Kataki emphasized the need for oral

MBBS, BDS seats
DIMAPUR, JUN 2 (NPN): All Nagaland College Students’ Union (ANCSU) has appealed to the state government to acquire additional seats for undergoing MBBS and BDS courses. In a representation to the minister of health and family welfare (H&FW), ANCSU vice president and grievances committee chairman, Benjong Longchar, and assistant general secretary, Imnameren N Jamir, stated that the Centre has enhanced the seats for undergoing MBBS and BDS all over the country. However, it stated that Nagaland over the years has been benefited with very limited seats for undergoing MBBS and BDS. The student body alleged that during the past years the state government has failed to acquire additional seats.
visual examination every three years, self-breast examination in women and the importance in genital hygiene, which has led to a gradual decline in cervical cancer in the country. Dwelling on the cancer scenario in Nagaland, Dr. Kataki said tobacco-related cancer constitutes 39.6% of all cancers in males and 12.6% in females. Fortunately, the prevalence of tobacco consumption in Nagaland has dropped from 56.8% in 2010 to 43.3% in 2017. The burden of cancer in Nagaland as against its population of 19,80,602 is 1,278 every year, he said. While appreciating the Dr. Lima Imchen, director of Eden Medical Centre, for making it possible for the people of the state to avail
the state-of-the-art cancer care facilities at Dimapur, Dr. Kataki was also hopeful that such infrastructure and facilities would also be made available in other parts of the state. Due to lack of adequate facilities in the state, Dr. Kataki said 78 percent of cancer patients in Nagaland had to travel outside the state for treatment as compared to a meagre 6.6 percent in the neighbouring Assam. With an aim to augment cancer facilities in Nagaland, Kataki informed that BBCI has offered Post Graduate Fellowship Programme to doctors to 10 doctors from the state. LH reaffirms dissociation from NH Dimapur, Jun 2 (NPN): Lotha Hoho (LH) has reacted sharply to the recent statement issued by the Naga Hoho (NH) which appeared to suggest that it (LH) was among some hohos who were being prevented from attending the Naga Hoho Federal Assembly meeting by a “Naga National organisation”. Hitting out at Naga Hoho, LH chairman Mhao Humtsoe and general secretary Er. Mhondamo Ovung have expressed surprise that the Naga Hoho was still “unaware” that Lotha Hoho had dissociated since 2008 over the manner in which election for the post of NH president was carried out at Phek in 2008. The two said this was reaffirmed by the Lotha Hoho and also published in all local media on September 6, 2016. Therefore, they said, Lotha Hoho will not recognise “any Lotha
individual or organisation, who may attend any programme/meeting of the NH” and any individual or organisation attending NH meeting would be deemed as “self-styled and illegal”. Further hitting out at NH, the LH said it was honouring its dissociation from NH in 2008 and which was not influenced by any organisation or individual but based on the “rift between the two hohos at Phek in 2008.” The two said LH has again reaffirmed its dissociation from the Naga Hoho in 2008 and “will continue to remain so”. It further reminded NH that the Central Nagaland Tribes Council of which LH is a constituent, “had also dissociated from the Naga Hoho vide media publication of 1st September 2016”. LH also informed that it has endorsed this reaffirmation to all Naga tribal organisations of Nagaland for record.
EC rules out bringing back ballot papers KO L K ATA , J U N 2 (IANS): Ruling out any possibility of bringing back ballot papers for elections, Chief Election Commissioner O.P. Rawat on Saturday said the EVMs were being made a ‘scapegoat’ as the machines cannot speak and political parties needed to blame someone or something for their defeat. “There is absolutely nothing about the integrity of the system... However, time and again whenever there are eruptions on this, we clarify the issue,” Rawat said at an interactive session on “Electoral Integrity and Role of Money in Elections” organised by the Merchants’ Chamber of Commerce and Industry (MCCI) here. He said the panel had, last July, announced at an all-party meeting that all elections henceforth would be conducted using EVMs coupled with Voter Verifiable Paper Audit Trail (VVPAT) machines. VVPAT is also being used along with EVMs for enhanced transparency and credibility in the voting process, he said.
DFO Dimapur on royalty collection DIMAPUR, JUN 2 (NPN): Office of the divisional forest officer (DFO) Dimapur Saturday asserted that the collection of forest royalty for sand was as per government notification dated April 17, 2018. In a press release, DFO Dimapur stated that the said notification was issued with the approval of chief minister Nagaland. On the contrary, the G&M department has been maintaining that the forest department continued to collect royalty on minor minerals despite government authorising the G&M department to implement NMMCR 2004. On Friday, the Sand Stockists and Suppliers’ Union (SSSUD) on Friday threatened to impose indefinite bandh on transport of sand to Nagaland if the government of Nagaland failed to respond to its clarification on royalty issue.

SHILLONG, JUN 2: Army columns conducted flag marches in some parts of Meghalaya’s state capital Shillong on Friday night as security forces grappled with the tense situation following violent clashes that broke out between the police and an unruly mob in the city’s Motphran area since Thursday night. “The army is on standby and will be deployed if the situation warrants it. The situation is still tense but under control,” Deputy Commissioner of East Khasi Hills district, Peter. S. Dkhar said on
Saturday. On Friday night, district authorities imposed night curfew from 10 p.m. to 5 a.m. in Shillong agglomeration as there was a likelihood that breach of peace may spread to other parts of the city. Prior to the imposition of night curfew, Dkhar imposed indefinite curfews in areas under Lumdiengjri police station and Cantonment Beat House from 4 a.m. on Friday. The clash erupted after a skirmish between some women and the driver of SPTS bus at Them Metoer led to the assault of three persons. The injured were
shifted to Civil Hospital and were released after first aid. The parties involved in the skirmish had arrived at a verbal compromise at Cantonment Beat House. The government has ordered a magisterial inquiry into the incident as well as to identify elements spreading rumours and inciting violence. A criminal case has been registered in Sadar Police Station regarding the incident in which the three boys were assaulted. The investigation of the case is in progress and one person has been arrested and search is on for others involved in the crime.
NPF questions appointment of Vigilance Commr Correspondent
KOHIMA, JUN 2 (NPN): Naga People Front (NPF) on Saturday criticized the PDA government for appointing ex-NDPP candidate of 22-Arkalong A/C, Mayang Lima as the new Vigilance Commissioner. Reminding the PDA government that the post of Vigilance Commissioner was not political but a statutory post, NPF spokesperson Achumbemo Kikon said it was very unbecoming of the government to appoint a candidate who had recently lost the assembly elections.
The party therefore demanded that the appointment be immediately revoked. Citing central guidelines, Achumbemo said for such appointments the leader of the opposition should be consulted, but it was not done so in this case. He said the government should show some respect to the opposition party which has 26 legislators. Achumbemo also wildly speculated about whether Mayang Lima, who had once been Registrar of the Gauhati High Court Kohima Bench, was in any way involved in the high court (Cont’d on p-5)
Post by-poll: NDPP-NPF exchange salvo Oppn should not undermine people’s mandate: NDPP DIMAPUR, JUN 2 (NPN): Following the Lok Sabha by-poll victory, NDPP has asked opposition NPF not to undermine the wisdom and mandate of the people which has been given to the PDA. Reacting to NPF’s allegation that unprecedented proxy voting and booth capturing by the PDA rocketed the overall voting percentage despite low voter turnout, NDPP said that there was not a single case of pollrelated violence/skirmishes except in Kubza village under 26 Aonglenden A/C wherein polling was disrupted by NPF supporters thereby leading to re-poll. “Since it is the NPF which destroyed the peaceful process of polling, it should not accuse others for its own hooliganism spawned by
frustration of impending electoral defeat,” NDPP asserted. In a press note, NDPP media & communication committee also hit out at the Congress, saying it does not have the moral authority to hurl wild allegations that the PDA government had used all government machinery/ resources at its disposal to win this by-election, when the party (Congress) has been wiped off in Nagaland and does not have a single MLA in the Assembly. Rather, NDPP advised Congress to behave in a matured manner by learning to respect the people and their conscious mandate instead of pointing fingers at others for its own debacles. NDPP has reminded the rival parties that the NDPP-BJP alliance within just two months of being elected to power gained more than the sitting representatives of the (Cont’d on p-7)
NPF party shocked by NDPP’s contradiction Naga People’s Front (NPF) on Saturday slammed the NDPP for washing its hands by denying that it had not filed the FIR against NPF president Dr. Shürhozelie Liezietsu but had only lodged a complaint to the Election Commission of India for the purported inflammatory speech made by Dr. Liezietsu. In a press note, NPF press bureau reminded NDPP that one Prasielie Pienyü, the election agent of NDPP candidate Tokheho Yepthomi had Filed the FIR on May 22 against Dr. Liezietsu under Section 153 A IPC and 125 Representation of People’s Act 1952 corresponding to GR Case No. 84/18. In this regard, NPF asked NDPP whether there was communication gap
between their leader who filed the FIR and its party functionaries who had randomly issued the press statement without knowing the pros and cons of the issue in question, or whether it was a cheap political gimmick to confuse the minds of the people. NPF said that though its president was prepared to be arrested for a good cause he was rendering for the people by propagating the Article 25 of Constitution of India, that advocate secularism and freedom of religion, it was only on the intervention of the party leaders and loyalists that obtained an anticipatory bail before the police arrived at his home to arrest him. It said that the NDPP/ BJP had accused Dr. Liezietsu of making inflammatory speech at an election rally held at Kohima, and assumed that the speech (Cont’d on p-5) K Y M C
