State govt set to implement RIIN RIIN to check issuance of fake Indigenous Inhabitant Certificates DIMAPUR, JUN 29 (NPN): As reported in Nagaland Post on June 6 about setting up of Register of Indigenous Inhabitants of Nagaland (RIIN), the Home commissioner, R. Ramakrishnan through a notification informed that the RIIN will be prepared in a period of 60 days with effect from July 10, 2019 by designating teams for each village and ward (urban area). RIIN will be the master list of all Indigenous Inhabitants of Nagaland. RIIN, which is being implemented to prevent issuance of fake Indigenous Inhabitant Certificates, will be prepared with an extensive survey, with the help of village wise and ward wise list of Indigenous Inhabitants based on official records. This will be prepared under the supervision of district administration. As per the notification, the team will be led by an SDC(C)/EAC as chairman and members-- BDO/UDO,

Petrol, diesel prices hiked for third day NEW DELHI, JUN 29 (AGENCIES): Petrol and diesel prices were hiked for the third straight day on Saturday. After today’s price revision, petrol became costlier by five paise while diesel became costlier by up to 10 paise in major cities across the country. In national capital Delhi, petrol on Saturday was retailing 11 paise higher at Rs. 70.28 per litre. Diesel in the city was selling at Rs. 64.11, up 10 paise from yesterday’s Rs. 64.01 per litre. In Dimapur, petrol price went from Rs.68.18 on Friday to Rs 68.28 on Saturday. Diesel in the commercial hub of Nagaland became 10 paise costlier and was retailing at Rs 61.91 per litre. In the state capital Kohima, petrol was selling at Rs 68.97 compared to Rs 68.88 per litre on Friday while diesel was retailing at Rs 62.45 per litre, 10 paise increase from Friday’s rate of Rs. 62.35. Price of petrol and diesel is dependent on the global crude prices and the rupee-US dollar exchange rate as India imports 80 per cent of its crude requirements.

The designated teams will carry out house-tohouse visit to and make a list of indigenous inhabitants actually residing in the household. Each family member will be listed in the village of their original residence and mention will be made if the concerned member is actually residing in town or Kohima or Dimapur or elsewhere. The format for making the list will mention “Permanent Residence and Present Residence” separately, while Aadhaar numbers, wherever available, will also be recorded.

‘One nation, one ration card system’ States given 1 year to roll out scheme

Adequate publicity about the survey of Indigenous Inhabitants will be made at district level and state level by Home department in association with DIPR. Further, the list of Indigenous Inhabitants will be published in the respective villages and wards which will then be authenticated by village and ward authorities under the supervision of the district administration. Each list will then be signed by the concerned teams as also the village and ward authorities. The provisional lists prepared by the teams will then be published in the villages and wards and also on the websites of the district and the state government on September 11, 2019. A period of 30 days (on or before October 10, 2019) will be given for any claims and objection after the publication of the provisional lists. The respective DCs will then adjudicate on the claims and objections-- based on official records and evidence produced, and after giving an opportunity of being heard, the list of indigenous inhabitants will be finalized and each indigenous inhabit-

ants will be issued a unique ID. Opportunity will also be given to the person against whose name an objection has been made. Orders will be passed by the DCs in each case which will be as per the existing laws and rules of the government. The process will be completed in a period of two months i.e. on or before December 10, 2019. Accordingly, the final list of Indigenous Inhabitants-- RIIN will be created and copies of the same will be placed in the respective villages, wards, districts and at state level. Electronic copies will also be placed in the Digital Locker at State Data Centre and a mechanism of electronic and SMS based authentication of Indigenous Inhabitant Certificates will be built. This will be done as part of the Online System of Inner Line Permits. Every indigenous inhabitant of Nagaland, whose names are included in the RIIN will also be issued bracoded and numbered Indigenous Inhabitants Certificates. Once the process is complete, all genuine indigenous Inhabitants will

be issued certificates with Unique ID and notified by the Register of Indigenous Inhabitants of Nagaland. All existing Indigenous Inhabitant Certificates issued by any authority earlier will become invalid. The entire exercise of the setting up of RIIN will be monitored by Commissioner, Nagaland to ensure time bound implementation of the survey and finalization of RIIN. In addition, the state government, will designate nodal officers in the rank of secretary and above for each district, who will monitor implementation of the entire plan of survey and setting up the guidelines. The nodal officers will be required to visit the districts allotted to them at least once per month. Their role will be to monitor the implementation and will not interfere in the adjudication process, which will be solely the responsibility of the DCs. The nodal officers will submit monthly reports of their visits, meetings etc. to the Permanent Committee before 20th of each month.

DIMAPUR, JUN 29 (NPN): Dimapur District Citizens Forum (DDCF) has condemned the PIL filed in the Supreme Court against proposed implementation of ILP in Dimapur by one Ashwini Kumar Upaday. In a press note, DDCF president Joseph Lemtur said the decision to condemn the act was taken at a meeting held on June 28. The meeting was attended by representatives of various tribes and communities of Dimapur along with advisory board members. DDCF is represented by tribal bodies as well as different communities of Dimapur. DDCF stated that the house unanimously decided that if required all-community delegation of DDCF would visit Delhi and apprise Ashwini about the situation arising in Nagaland after he filed the PIL and would urge him to withdraw the PIL in the interest of all.

IMPHAL, JUN 29: Manipur police on Saturday busted a brown sugar factory and seized 111.915 kilogram of heroin (brown sugar) worth around Rs 100 crore in the international market. The police claimed that it was the biggest drug haul case in the history of Manipur. Three persons, including a couple, have been arrested and several chemicals, equipment and tools used in manufacturing of brown sugar were also seized in the operation. While parading the arrested persons along with the seized items at NAB office in Imphal late Saturday afternoon, Narcotic and Affairs of Border (NAB) SP, W Basu said that the illegal factory was busted by a combined team of NAB and Thoubal district police. DIMAPUR, JUN 29 (NPN): Naga Students’ Federation (NSF), while appreciating the state government for approving the ILP committee report in February this year, has questioned the government for the delay in implementing the Inner Line Permit (ILP) in the entire state till date. Since the committee on Inner Line Permit had already submitted its report to the state government on February 15 and the same approved, NSF president Ninoto Awomi and general secretary Liremo R. Kikon, in a representation to the chief minister, demanded immediate implementation of ILP in the entire state without any further delay. NEW DELHI, JUN 29 (NPN): Union Minister of Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan Saturday announced the implementation of ‘One nation-one ration card’ scheme in the whole country by June 30, 2020. In this regard, the Central government gave a oneyear time to the states and the Union Territories (UTs) to implement the “one nation, one ration card” system without any fail. Paswan said, while addressing media here, that work on linking all the ration cards all over the country with Aadhar cards and organizing food grain distribution mechanism in its entirety through Point of Sale (PoS) machine is in the final stage. Under the scheme, the beneficiaries would be able to buy subsidised foodgrains from ration shops in any part of the country, from any public distribution system of their choice. DIMAPUR, JUN 29 (NPN): Chümoukedima Village Council (CVC) has expressed dismay over the dismal condition of roads under Chümoukedima jurisdiction, left neglected by the PWD department. Despite Chümoukedima town being recognized as one of the fastest growing township in India with an exploding population, CVC chairman Razouvotuo Chatsu wondered as to why the town continues to have the most neglected roads. Chatsu said not a single road within Chümoukedima is pliable, as no repair works or road construction had been taken up for the past 20 years. This has made the public undergo untold hardships even to commute for basic amenities and the worst affected are the school children and ailing patients, in need of medical attention, who has to suffer through the trench-like potholes and natural reservoirs of rainwater on the main roads, he added. He pointed out that the major

Expressing delight at the proposed road construction from Nagaland gate (Watiyongpang) to Arm post (Tsusangra) that was set to begin soon, the Tuli Town Ward Union (TTWU) and Tzudikong Adhoc Town Council (TATC) have demanded that road must be constructed as per the technical specification laid down by the Centre. In a press note, TTWU chairman Temsuinba and TATC chairman O Benjung cautioned that failure to carry out the road construction as per the work order, the two bodies would take necessary action against the contractors. They said that Amguri-Mokokchung road (NH-61) via Tuli was one of the important roads in Nagaland, the lifeline of not only Mokokchung district, but also connects Tuensang, Zunheboto and Wokha districts. However, the unions said that due to poor condition of Mokokchung-Mariani road via Changki village, the AmguriMokokchung road had to bear heavy burden for smooth transportation. Since last three years, they said the highway has gone from bad to worse, adding that the vehicles especially small cars find it difficult to ply the road.

The pilot scheme has been approved with a total budget outlay of Rs.147.61 crores for a period of 3 years beginning 2019-20. The pilot scheme would be funded by the Centre in the ratio of 90:10 in respect of North Eastern, Hilly and Island states and 75:25 in respect of the rest of the States. The Scheme will focus on 15 Districts (one District per State). At present, 9 states have agreed to start the scheme and have identified the districts-- Andhra Pradesh, Gujarat, Karnataka, Kerala, Maharashtra, Uttar Pradesh, Orissa, Tamil Nadu and Assam. The remaining states have been requested to select the districts and work on implementation of this system by selecting AgencyMills for rice fortification.

DIMAPUR, JUN 29 (NPN): Reacting to a PIL filed by a BJP leader Ashwini Kumar Upadhyay in the Supreme Court against the proposed implementation of Inner Line Permit (ILP) in Dimapur, Gorkha Elders’ Forum (GEF) has clarified that Gorkha community in Dimapur was neither connected to the PIL nor did any of its members meet the petitioner on the matter. GEF president Madan Singh Bhitrikoti expressed shock that Gorkha community name was tagged as being party to the PIL. “We vehemently deny that any of our indigenous Gorkhas of Dimapur is in any way even clear connected to either Ashwini or the PIL,” GEF said. Meanwhile, the forum has demanded Upadhyay to withdraw the PIL and remove Gorkha community name immediately.

DIMAPUR: The 13th National Statistics Day was celebrated on June 29 under the theme “Sustainable development goals (SDGs)” organised by the Directorate of Economics and Statistics (DES) Kohima. According to DIPR report, National Statistics Day is celebrated to mark the birth anniversary of Prasanta Chandra Mahalanobis who was an Indian Bengali scientist and applied statistician and is considered as the father of modern statistics in India. Y. Sacheo Ovung, director, spoke on the theme at the event and called

upon his colleagues and staff to examine to what extend the prevailing statistical system in the state caters to the need for rational monitoring of the sustainable development goals indicators to achieve the goals set globally. He further added that the 2030 agenda for “Sustainable Development” are a set of 17 goals aimed at achieving a better world by 2030 and was first adopted on 25th September 2015 by 193 countries at the 70th summit of United Nations. CRO condemns, SPC Riphyim declared new parish centre rejects DCCI resolution

DIMAPUR: Consumer Right Organization (CRO) Nagaland has condemned the Dimapur Chamber of Commerce and Industry (DCCI) June 22, 2019 meeting resolution particularly resolution No. 4, which affirmed that “no individual or organization will be allowed to conduct search for expiry of items or MRP inside shops and godowns...” In a press release, CRO Nagaland president James Jungio and vice president Simon Achumi also reacted to DCCI clarification that the was adopted “in the interest of the consumers and general public”. DIMAPUR: Naga army has condoled the demise of ‘major’ Kiihiiyi on June 28 from Porba village. A condolence note from Naga army, FGN commanderin-chief ‘gen’ Tavecho Lala stated that, late Kiihiiyi bearing Naga army number 15216, son of Khiihiiyi, was enrolled on August 15, 1975 and was serving in the 13th Bn, 5th brigade, southern command at the time of his demise. Naga army, FGN stated that during all his years of service, he was a sincere and dedicated soldier. Naga army pray that his soul would rest in peace and his family members be comforted by almighty God.

DIMAPUR: Assam Rifles seized IMFL being smuggled into Nagaland from Assam, wherein a total of 967 cases of various types of IMFL amounting to approx Rs 41,09,352/- was found hidden in a truck moving from Khatkhati to Kohima on June 27. According to PRO (DEF) Col C Konwer, the driver Md Saidul Rehman, age 25 years, son of Md Jiban Ali, r/o Bokajan, district Karbi Anglong and co-driver Md Izazu Islam, age 17 years, son of Yunus Ali, r/o Khatkhati, district Karbi Anglong (Assam) were apprehended. And therefore, she said that it was “our” responsibility to educate the common populace about it. EMC, Dr. Aoakum in his speech said that the fight against cancer was not just in the physical body, but within the brain, mental attitude and spirit and therefore if a patient comes with hope and confidence, the treatment goes well. Dr. Aoakum also said that, at present EMC has the latest and advanced chemotherapy, latest radiation machine, and yet all these can fail but God never fails, whereby EMC wants to put out hope in something beyond. He also called upon the families and friends to be support group for everyone who needed hope not only from the outside but to believe that it was not the end for God was always there. Arunachal passes bill to protect medical staff, institutions

GUWAHATI, JUN 29 (AGENCIES): Elephants of Assam, be it in the captive or in the wild, have been the worst victims of the illegal animal trade in India, reports Northeast Now news. According to reports compiled by the Northeast Now, a total of 61 elephants had been sent out of Assam between 2008 and 2015. While elephant smugglers eyed the captive-born elephants for sale outside the state, even juvenile elephants were caught from the jungles, for the illegal trade. Unfortunately, there is no record of the return of the 61 elephants with the Assam Forest Department. And in most cases, the forest officials don’t know the present locations and well being of the elephants. As per the record, in 2009, as many as 15 elephants were sent outside Assam. Similarly, 20 el-

ephants were transported in 2014 from the state. It is definite that all the elephants which were sent out of Assam between 2008 and 2015 were sold at high prices. Fearing that the unscrupulous traders would sell more and more elephants from Assam, on September 24, 2015, O.P. Pandey, the then Chief Wildlife Warden of Assam had issued an order and stopped movement of elephants to other states. Pandey’s order (WL/ FG7/16/TP/Pt-C/201415) was under Section 43(2) of the Wildlife (Protection Act, 1972, and movement of elephants to other states will remain suspended till further order. Interestingly, even after O.P. Pandey’s retirement, there has been no movement of elephants from Assam to any other state from 2016 to 2018. It is still not known whether Ranjana Gupta, the incumbent Chief Wildlife

Warden has revoked O.P. Pandey’s order banning movement of elephants outside the state or not. Can the Assam Forest Department allow transportation of any elephant outside the state without revoking O.P. Pandey’s order? While animal rights activists fought tooth and nail to stop the transportation of the four elephants to the Jagannath Temple in Assam, the issue of O.P. Pandey’s order may again put the Assam Forest Department on the back foot. OP Pandey’s successor, Bikash Brahma had also initiated a lot of steps to stop transfer of elephants from Assam to other states. Brahma had framed a set of strict rules on elephant transportation. Brahma had vetoed the set of rules by R.K. Borah, a government advocate of the Gauhati High Court, and had even placed it for approval of the Assam cabinet.

Thousands of TET teachers protest in Guwahati GUWAHATI, JUN 29 (AGENCIES): Thousands of TET-qualified teachers, who came from different parts of Assam to stage protest in the state capital, have been confined at the College of Veterinary Science College playground in Khanapara on Saturday, reports The Northeast Now news. The teachers, who cleared Teachers’ Eligibility Test (TET) seven years back, have demanded regularization of their services along with security without any pre-condition. The administration has prevented the agitating teachers from carrying out their ‘Dispur Chalo’ programme by confining them in the sports complex. The main gate of the multi-purpose sports complex at Khanapara in Guwahati has been locked by the administration. The act of the administration has been criticized by the TET-qualified teachers. PUNE, JUN 29 (IANS): At least 15 people, mostly labourers hailing from West Bengal and Bihar, were killed and three others injured when a boundary wall of a posh building collapsed here early on Saturday, officials said. Taking a grim view of the tragedy, Chief Minister Devendra Fadnavis ordered the Pune Collector to conduct a detailed probe into the incident in Kondwa as dramatic videos on social media showed cars lined up next to the structure nosedive. “Extremely saddened to know about loss of lives in the Pune wall collapse incident,” said Fadnavis, announcing a compensation of Rs 500,000 to the kin of each deceased and Rs 25,000 for each injured in the tragedy, the biggest in the current monsoon season. Governor C.V. Rao also expressed grief over the incident and said “every life lost was precious” while wishing speedy recovery to the injured. Pune Guardian Minister Chandrakant Patil who also rushed to the tragedy site this afternoon, warned that no guilty would be spared and directed the officials to submit a probe report within a week. Opposition Congress state President Ashok Chavan demanded that the government should take stringent against all those found guilty for it and take measures to provide relief to the families of the victims and survivors.

CHANDIGARH, JUN 29 (PTI): The Haryana police Saturday arrested two persons, including a woman, in connection with the murder of a Congress leader in Faridabad. Police have arrested two persons -- gangster Kaushal’s wife Roshni and their servant Naresh -- in the recent murder of Vikas Chaudhary, Haryana Additional Director General of Police (ADGP) Navdeep Singh Virk said. “Roshni and Naresh made available weapons to accused Vikas alias Bhalla, a resident of village Dhanwapur, and Sachin of village Kheri in Faridabad district, involved in firing along with two other persons,” he said in a statement released on his Twitter account. Naresh has identified Vikas in the CCTV footage and informed that he is the same person to whom he made available the weapons, Virk added. He said the car used in the murder of Chaudhary has also been recovered. Police said there was a dispute between Chaudhary and Kaushal over money. Haryana DGP Manoj Ya-

Chaudhary, a spokesperson of the state Congress, was parking his car outside a gym in sector 9 here when the assailants fired 12-15 bullets at the vehicle from two sides, killing him on the spot, police had said. A murder case was registered and several police teams were formed to nab the assailants.Virk had earlier said the killing of Chaudhary appeared to be connected with his own criminal background.

KANPUR (UP) JUN 29 (PTI): A 16-year-old Muslim boy was allegedly beaten by unidentified men here for wearing a traditional skull cap and refusing to chant “Jai Shri Ram”, police said on Saturday. The incident occurred on Friday when Mohammad Taj, a resident of Barra, was returning home after offering namaz in Kidwai Nagar, the Uttar Pradesh police said. Three or four unidentified motorcyclists stopped Mohammad Taj few hundred metres from his house for overtaking them and objected to him wearing the skull cap, Station House Officer (Barra) Satish Kumar Singh said. Satish Kumar Singh said the attackers asked the teenager to chant “Jai Shri Ram”, and kicked and punched him badly after he refused to do so. “They removed my cap, pinned me down and beat me black and blue while asking me to chant ‘Jai Shri Ram’,” Mohammad Taj told PTI. The 16-year-old alleged that the men told him that wearing the skull cap was “not allowed” in the area. The teenager said he cried for help and begged a couple of shopkeepers to rescue him. Later, he added, some passersby rushed to help him, following which the attackers fled. An FIR has been registered under the Indian Penal Code, including Section 153A (causing enmity between people of different religions), the officer said. A medical examination of the victim has been done and efforts are on to identify the accused, Satish Kumar Singh added.

Concerns over intolerance

U

S secretary of state Mike Pompeo has urged India to stand with the US in speaking out religious freedom, while hailing India as birthplace of four major world religions. In his address at India International Centre on arrival in New Delhi, he called on India to “speak out strongly together in favour of those rights for whenever we do compromise those rights, the world is worse off.” It may also be recalled that then US president Barack Obama during his visit in 2015, had said that India would succeed as long as it was not splintered along religious lines, while addressing students and invitees as the end of his visit to India. Obama was lucid with his message for religious tolerance with a pointed reference to Article 25 of the Indian constitution. Obama drew many similarities between India and the U.S., saying he was optimistic about their shared future because, “We vote in free elections, reach for similar heights, respect human rights.” He said the U.S. wanted to be “first in line” to build India’s infrastructure, including “roads, ports, bridges and airports.” Mike Pompeo’s indirect hint on the issue of religious tolerance which was earlier voiced with concern by then US president Barack Obama is something which the government of India ought to be concerned with. The spike in lynching, cow vigilante and violence unleashed by right wing extremists have not gone unnoticed in the international fora. Whether under Democrats of Republicans, the US has been vocal against any form of religious intolerance in any part of the globe. It may also be recalled that in 2018, a US federal commission, had voiced concern that religious freedom conditions continued a “downward trend” in India during 2018 as fringe nationalist groups resorted to violence, intimidation, and harassment of non-Hindus and Hindu Dalits. The US Commission for International Religious Freedom (USCIRF) in its 2018 report named the Rashtriya Swayamsevak Sangh (RSS), Sangh Parivar, and Vishva Hindu Parishad (VHP) as those groups that were alienating non-Hindus or lower-caste Hindus including Muslims, Christians, Sikhs, Buddhists, and Jains, as well as Dalit Hindus, who belong to the lowest rung in the Hindu caste system. While noting India’s known history as a multicultural and multi religious society , the commission said that approximately one-third of state governments enforced anti-conversion and/or anticow slaughter laws against non-Hindus, while fringe mobs engaged in violence against Muslims or Dalits whose families have been engaged in the dairy, leather, or beef trades for generations, and against Christians for proselytizing, it said. The U.N has expressed concern about the targeting of minorities in India and has warned Indian officials of the consequences of their “divisive policies.” Michelle Bachelet, the U.N. human rights chief, said this in her annual report to the U.N. Human Rights Council in March 2019. Some experts charge that BJP’s alleged lack of action could translate to its support of these actions. Much has been said about the rising trend of communal violence unleashed by extreme right wing elements in India since 2014 through blatant hate speeches and rise in hypernationalism. Now that BJP has come to stay and even if one wondered for how long, the undeniable fact is that fear pervades the polity and this has to be addressed by all freedom loving Indian citizens.

How we contribute to society’s ethical and moral decline

n my previous articles, I’ve stressed the essentiality of introspecting into ourselves since we are all major contributors to what our society has become. Without regurgitating what I’ve formerly pointed out, I would like to cite some reallife examples to substantiate all that I have been asserting. These examples, I hope, will help the readers to grasp the subtle and implicit ways in which most of us, myself included, contribute to the perpetuation of our society’s ethical erosion. Let us look at the case of MKR Pillai, retired Nagaland Police (NP) personnel from Kerala, who built a Rs. 4000 crore business empire; just to be clear, Four Thousand Crore business empire. Pillai, a native of Kerala, started his career as a constable and retired as Additional Superintendent of Police. After his retirement, he was appointed as a Consultant to Nagaland Police managing its motor transport wing. The question is: where did he amass all that wealth? I-T raids and investigations in 2017 revealed that he had built such an empire from the mismanagement of funds with impunity thanks to his close connections with Nagaland politicians, senior officials, and previous Governors of Nagaland. During the 2017 I-T raid, the Sreevalsam Business group, Pillai’s family run business, declared over Rs. 100 crore of unaccounted money. A person, such as Pillai, was able to do this precisely because most of us care so very little about others and our society. As long as we get something (even few thousands of rupees) from such deceitful states of affair, we don’t care what damages they do. Try to wrap your head around the amount of money, meant for the modernization of Nagaland Police (who are supposed to serve and protect its citizens), been siphoned off and mismanaged. What an insult to the people of Nagaland that an officer of the law is able to do such a thing and still elude justice? The Irony, however, is that we cannot blame Pillai, nor the politicians, the police officials,

or the bureaucrats. Blame ourselves, we are the enablers here. We enable such deeds to happen and do so with impunity. It is us who have created such a societal environment where it pays to be corrupt, deceitful, and crooked. Our next examples are the cases of the removal of previous DGP of Nagaland, Rupin Sharma, in 2018; and the transfer of Nagaland Chief Secretary, RB Thong, earlier this year. The Government of Nagaland in 2018 cited that Rupin Sharma—a super cop who played a monumental role in the extradition of infamous gangster, Abu Salem, in 2005 from Portugal—the then DGP of Nagaland “does not possess the requisite experience” and that his appointment was a “stop-gap arrangement,” and so on. On the contrary, Rupin Sharma was a seasoned officer; more importantly, he was not a “Yes Man.” He did not say “yes” to the politicians who were well-versed in and enthusiastic about backdoor appointments (because of political obligations) into Nagaland police cadre along their tribal lines. And in Nagaland, politicians want “yes man” and even the majority of us do want to be a “yes man.” A quintessential aspect of being a “yes man” is that it requires you to sell your dignity and self-respect. And Sharma was not selling his self-respect and dignity. When Rupin was appointment as Nagaland’s DGP, there were significant positive changes, such as skill development programs for the inmates, where money earned by the prisoners were deposited into their accounts; and an increase in the salary of constables all thanks to his recommendations, and so on. Moreover, Rupin was not tribal; he had no affinities with any tribes. Hence, citizens began to think there will be equal and fair opportunities in the recruitment processes, which did not sit well with the politicians, high ranking officers and bureaucrats. The temperature in France surpassed 45 degrees Celsius for the first time on record on Friday as Europe sweltered in an early summer heatwave that has caused several deaths. Europe is a continent with fairly cool climate and in the past temperature during summer seasons used to hover around 20 plus. But the recent spurt in temperature level has caused consternation. Once Europe used to be the cradle of great thinkers and philosophers and it gave birth to so many discoveries and inventions. What greatly catalysed and helped achieve remarkable discoveries and inventions was indeed the cool climate. In a hot atmosphere one cannot concentrate much and it will make one restless and uncomfortable. But the cool climate as one of the factors, after the great renaissance in Europe helped achieve marvellous inventions. So, the climate of a particular country plays an important role in the lives of the people of that country. Unfortunately, the change in the climate is also changing the vibes of the people and thought pattern of the people. When the temperature goes up in these parts of the world and once it remains to be unchanging, viz. if it remains to be hotter like that of in Africa, then a complete change will happen on the people of Europe. I wonder if similar transfers could be done when a member of larger and “advanced” tribes occupy this office (Just wondering)? What are we, the citizens, to think of such unfolding of events? How can tribalism and trust deficit not perpetuate? Such actions only reaffirm tribalism and trust deficit between tribes in Nagaland. On the one hand, politicians talk about unity; while on the other, they show favoritism that sustains divisions. Such divisive actions humiliate groups that do not possess such political might. This was an implicit way of saying: “I am doing this and what can you do about it?” Indeed, what can average citizens do about this? Silence is indeed deafening. This is similar to what BJP is doing to this country, by cajoling minority and tribal communities. Lastly, our next example is the most recent one: the misuse of scholarship funds. The director of Higher and Technical and his lackeys have unashamedly misused the students’ scholarship funds. No doubt, even politicians, implicitly or explicitly, are involved in this, since how can directors and mid to highlevel bureaucrats embezzle such a huge amount of funds without the knowledge of the concerned ministers. The students’ bodies held a protest; yet, looking at the history of student bodies agitations/protests, I am afraid the director of the concerned department along with those others involved will elude justice; at the most, these perpetrators will get a slap on the wrist.

The state government, from the highest level, has given assurance that the concerned matter will be inquired into and that Lok Ayukta was investigating into this matter. However, even the members of the adjudicators are not only appointed based on political connections but are also themselves obligated to the politicians. As such, the investigation will be lost in the cumbersome court processes and other bureaucratic red tapes (i.e. the file will be lost somewhere in the dusty government offices, never to be found again). The point of these above illustrations of examples is that we allow such states of affairs to continue. Indeed, the government, as well as its politicians and bureaucrats, will invariably give proper justifications for the above-mentioned episodes, since they are good at giving excuses. More importantly, these cases poignantly display the complacency of the people in Nagaland. For money, most of us are willing to defend what we despise and castigate what we hold dear. We keep our mouths shut either because no one cares or because we have some monetary or material gains to be made out of such conditions. We ought to remember that we neither can nor should we blame Pillai, the politicians, director of Higher and Technical, and other government officials precisely because we are all complicit in creating and sustaining an environment, where such unethical codes of conduct have become normal. We have normalized such behaviors. We are the contributors and enablers that have led to where our society is morally and ethically. There is or must be something shockingly wrong with us and the way we view things around us to habitually enable such states of affairs to occur. I do hope my estimations are erroneous. agaland is blessed with rich natural resources and has rich vegetation. Its resources has not yet fully been utilized nor exploited. But sadly, Nagaland is also a victim of global climate change and has been witnessing its effect over the recent years in different parts of the state like late monsoon shower, drought, flood, rise in temperature,unseasonable rain etc. Of recent, once it is known for most suitable city, Chennai is facing acute water shortage for the past few weeks. The major water reservoirs are dried up which once feeds the entire city. It is alarming and a grave concern that if the government do not take extreme measure to tackle the crisis, it will be a mass holocaust some day. This entire crisis has been blamed for the late monsoon rain and the state government is being questioned for failing to tackle the crisis, but the reason in best known to everyone, Climate Change. It is an eye opener for the state like Nagaland to comprehend and take a preventive measure before the same fate is encountered in future. Nagaland, being a developing state, depends widely on natural resources and agriculture however it is the responsibility of the Government to give due importance to sustainable development and protecting the environment side by side. The global climate change will not compromise any state or region if extreme measure is not taken at present. The state capital is one example where half the citizen does not get sufficient water supply although the state has enough fresh river water to feed the entire populace. It is because the state lacks modern mechanism and water management policies. The citizens are compelled to suffer artificial water crisis in all the major district headquarters of the state. Along with other developmental activities, the Government should give priority in conserving and harvesting rain water and water management policies. Focus should also be made on the construction of water reservoir in every district in order to avert future water crisis. By formulating such policies and programs the citizens should at least enjoy their basic rights and not hamper their developmental activities. The rich natural resources will one day be depleted in not use judiciously. Climate change is a global concern now. It is not only the government alone but a join responsibility of every citizen and various stakeholders who should come forward by imposing moral responsibility in protecting the environment. Lynching incidents shouldn’t be politicised: Mukhtar Naqvi MUMBAI, JUN 29 (PTI): Union minister Mukhtar Abbas Naqvi Saturday said incidents of lynching should not be given a communal colour or politicised. He was speaking to reporters after inaugurating a renovated hall of the Haj House in Mumbai. “Lynching is a criminal subject. It should not be given a communal colour. It is highly condemnable and no one should politicise it,” the Minority Affairs Minister said. The comment comes in the backdrop of the alleged lynching of a 24-yearold man in Jharkhand last week. The victim, Tabrez Ansari, was allegedly tied to a pole and thrashed with sticks by a mob in Seraikela Kharsawan district of Jharkhand on suspicion of theft. The man was purportedly seen in a video being forced to chant “Jai Shri Ram” and “Jai Hanuman”. He later succumbed to injuries. Naqvi said the culture of harmony and tolerance of majority Hindu community has built and strengthened the foundation of India’s democratic secularism. “India is the world’s

Lynching victim Pehlu’s sons chargesheeted for cow smuggling ALWAR, JUN 29 (PTI): Two years after Haryana resident Pehlu Khan was lynched by cow vigilantes in Rajasthan’s Alwar district, police here have filed a chargesheet against his two sons and a truck operator for illegally transporting cattle. The issue triggered a row with AIMIM chief Asaduddin Owaisi charging that the Congress in power was the “replica of the BJP”. Owaisi was reacting to earlier reports that Pehlu Khan was also chargesheeted. Although the case goes back to April 2017 when the BJP was in power in the state, the chargesheet is being filed months after the Congress took over. “The chargesheet was accepted by the court on May 24 against three persons under the Rajasthan Bovine Animal Act. Since Pehlu Khan had died, he has not been chargesheeted,” Alwar Superintendent of Police Anil Paris Deshmukh told PTI. H o w e ve r, Pe h l u Khan’s name was mentioned in the summary of the chargesheet. Police maintained that the case against Pehlu Khan, his sons Irshad Khan (25) Aarif Khan (22) and truck operator Khan Mohammad stood proved in the investigation. They were charged

under the Rajasthan Bovine Animal (Prohibition of Temporary Migration or Export) Act, 1995. Pehlu Khan and his sons were thrashed by a mob on the suspicion of cow smuggling in Alwar’s Behror on Aprli 1, 2017. Pehlu Khan died at a hospital in Alwar on April 3. The Rajasthan Police registered a case against the people who allegedly lynched Pehlu Khan and thrashed his companions. Six men were named in the FIR which also mentioned about 200 unidentified people. A case was also registered then against Pehlu Khan and others under the Rajasthan Bovine Animal Act, which allows the transportation of cattle only after getting permission from the administration. Police had then booked 16 people for illegally transporting 36 animals in six vehicles. They were on their way to Nuh district in Haryana from Jaipur when the cow vigilantes stopped two of the vehicles in Behror on the Jaipur-Delhi national highway, thrashing Pehlu Khan and his sons. Amid the row over the latest chargesheet, Rajasthan Chief Minister Ashok Gehlot Saturday distanced himself from any role in the investigation.

Rains continue in Mumbai for 2nd day MUMBAI, JUN 29 (PTI): Heavy rains continued to lash Mumbai and its neighbouring areas for the second consecutive day on Saturday. Although the rains did not much affect the normal life in the city, at least five persons were injured in rain- related incidents, officials said. The suburban local trains, called the lifeline of Mumbai, remained largely unaffected and were running as per their schedule. However, in view of IMD’s heavy rainfall forecast, the Central Railway (CR) cancelled some express or passenger trains, especially those between Mumbai and Pune. They were treated in nearby hospitals and discharged,” they said.

State govt set to implement RIIN

The exercise will also be reviewed and monitored by the chief secretary every month. Thereafter, no fresh Indigenous Inhabitants Certificates will be issued, except for new born-- children born to Indigenous Inhabitants of Nagaland, for whom a mechanism will be built to issue Indigenous Inhabitants Certificates along with Birth Certificates and simultaneous updating of the RIIN database, with due intimation to the authorities concerned. This will be done as a feature to be incorporated in the ‘Online System of ILPs’ which will have a component for RIIN as well. The RIIN database will be updated with latest photographs and other details, every 5 years.

After completion of all formalities, there will be a complete ban on issue of fresh Indigenous Inhabitants Certificates. However, in case of anyone left out from the RIIN, he/she will need to file an application before the Home Commissioner, who will verify and take necessary action for updating in the RIIN, if needed. The notification stated that a ‘Permanent Committee’ under the Home department will monitor the entire exercise of creation of the RIIN and its implementation of the same. Meanwhile, the Home commissioner has warned that any deputy commissioner or any other officer/ authority that issues any Indigenous Inhabitant Certificate in violation of these guidelines will attract disciplinary action.

In this regard, all concerned have been directed to comply with the guidelines and complete the exercise of setting up of RIIN in a time bound manner. It may be mentioned that the decision to setup the RIIN was based on the recommendations of the Committee on Inner Line Permit report headed by Abhisek Singh (IAS), submitted to the state cabinet on February 15, 2019. Accordingly, the state cabinet of February 15, deliberated on the issue and also decided to extend the ILP regime in the entire State including Dimapur. The Committee’s recommendations were approved and the decision to frame regulations for implementation of committee’s report undertaken.

The company on Friday became the first incumbent telecom operator to have shut down its 3G network in Kolkata and said that it has refarmed the 900 MHz spectrum being used for 3G to further strengthen its 4G network. The 3G technology, which came into the country only around 2011, has thus seen the fastest eclipse. Mumbai, Jun 29 (IANS): Lower trade deficit narrowed India’s current account deficit to $4.6 billion in Q4 of 2018-19. The Reserve Bank of India’s data on India’s Balance of Payments (BoP) showed that CAD narrowed from $13 billion in Q4 of 2017-18 and $17.7 billion in the preceding quarter. “The contraction of the CAD on a year-on-year (y-o-y) basis was primarily on account of a lower trade deficit at $35.2 billion as compared with $41.6 billion a year ago,” RBI said. “Net services receipts increased by 5.8 per cent on a y-o-y basis mainly on the back of a rise in net earnings from telecommunications, computer and information services.” However, remittances declined by 0.9 per cent to $17.9 billion from their level during a year ago period. In the financial account, net foreign direct investment was stagnant at $6.4 billion in Q4 of 2018-19. “Foreign portfolio investment recorded net inflow of $9.4 billion in Q4 of 2018-19 - as compared with $2.3 billion in Q4 a year ago - on account of net

New Delhi, Jun 29 (Agencies): The void created after Jet Airways’ closure has hit hard on passengers’ pockets, with several international routes seeing a surge in flight ticket fares. Flights to places like London, New York, Sydney, Dubai and Toronto have been a significant rise in fares since Jet Airways’ shutdown in April. The maximum fare surge of up to 157 per cent (when compared with the corresponding month last year) was seen on the Mumbai-New York route in March, claims travel platform Cleartrip. As per the data collected by the platform for June, a maximum of 58 per cent rise in fare was seen on the Mumbai-Toronto route, followed by 49 per cent on the Mumbai-New York route. The MumbaiSingapore route also saw a major rise of 36 per cent in fare in June alone. Jet Airways, which last year had a fleet size of over 140 planes, closed its operation completely on April 17. The airline used to operate around 120 daily international flights until December 2018.

Japanese Prime Minister Shinzo Abe said in a press conference after the end of the two-day summit that the G20 leaders agreed on the need to boost economic growth and expressed concerns about globalization and the world trade system, reports Efe news. Abe said the 20-member group reaffirmed its support for “the fundamental principles backing a free trade system” and placed special emphasis on achieving open, free and nondiscriminatory markets and a level-playing field. Japanese Prime Minister said even though it was difficult to find one solution to so many global challenges at once, the group had managed to show a common will in many areas. The leaders also recognized the clear “downside risks” to the global economy according to Abe, who said the member-countries had agreed to spearhead economic growth and stressed the need to reform the World Trade Organization. Beijing/Osaka, Jun 29 (PTI): Chinese President Xi Jinping and his American counterpart Donald Trump agreed Saturday to re-launch the stalled negotiations to end the bruising trade war, according to the Chinese state media which said the US will not impose new tariffs on imports from China. The move came as Trump held a lengthy meeting with Xi on the sidelines of the Group of 20 economic summit in Osaka, Japan. During the meeting, the

countries, state-run Xinhua news agency reported. The US and China - the world’s two largest economies - have been fighting a damaging trade war over the past year. Trump is demanding China to reduce massive trade deficit which last year climbed to over USD 539 billion. He has also asked China to workout verifiable measures for the protection of intellectual property rights (IPR), technology transfer and more access to American goods in the Chinese markets. Trump has already slapped a 25 per cent tariff on USD 250 billion in Chinese goods. Trump has also threatened 25 per cent tariffs on another USD 300 billion in goods from China. China said will re-start “on the basis of equality and mutual respect,” the media reported. Experts previously believed that such gigantic birds only ever existed on the islands of Madagascar and New Zealand as well as in Australia. The newly-discovered specimen, found in Taurida Cave on the northern coast

of the Black Sea, suggests a bird as big as the Madagascan elephant bird or New Zealand moa once lived in Europe. Researchers from the Russian Academy of Sciences say it weighed about 70 stone (450kg) and believe it may have been a source of meat, bones, feathers and eggshell for early humans. Lead author Dr Nikita Zelenkov said: ‘When I first felt the weight of the bird whose thigh bone I was holding in my hand, I thought it must be a Malagasy elephant bird fossil because no birds of this size have ever been reported from Europe. ‘However,

the structure of the bone unexpectedly told a different story. ‘We don’t have enough data yet to say whether it was most closely related to ostriches or to other birds, but we estimate it weighed about 450 kilos. ‘This formidable weight is nearly double the largest moa, three times the largest living bird, the common ostrich, and nearly as much as an adult polar bear.’ It is the first time a bird of such size has been reported anywhere in the northern hemisphere. Although the species was previously known, no

one ever tried to calculate the size of the animal. The flightless bird, attributed to the species Pachystruthio dmanisensis, was probably at least 11.5 feet (3.5m), and would have towered above early humans. It may have been flightless, but the researchers said it was also fast. While elephant birds were hampered by their great size when it came to speed, Dr Zelenkov said the femur of the bird found in Crimea was relatively long and slim, suggesting it was a better runner. The femur is comparable to modern ostriches as well as smaller species of moa and terror birds. But speed may have been essential to the bird’s survival. Alongside its bones, palaeontologists found fossils of highly-specialised, massive carnivores from the Ice Age. They included giant cheetah, giant hyenas and sabre-toothed cats, which were able to prey on mammoths. Other fossils discovered alongside the specimen, such as bison, help date it to 1.5 to 2 million years ago. A similar range of fossils was discovered at an archaeological site in the town of Dmanisi in Georgia, the oldest hominin site outside Africa. (Mailonline)

New Delhi, Jun 29 (PTI): Former India captain and junior coach Rahul Dravid will move to a bigger cricketing role on Monday when he takes charge of the National Cricket Academy in Bangalore on a two-year contract. As NCA’s Head of Cricket, Dravid will groom the next generation of cricketers and chart out a roadmap for junior cricket. He will also monitor the upcoming women cricketers besides appointing the coaching staff at NCA and the zonal cricket academies. The batting great will also spearhead NCA’s rehab programme for the injured cricketers. The new role means that he won’t be able to travel with India A and U-19 teams as he used to. Former India pacer Paras Mhambrey and Abhay Sharma remain part of the junior team support staff. “He will travel with India A and U-19 teams but not for the entirety of the tour. Pak claim dramatic win over Afghanistan

Leeds, Jun 29 (PTI): Pakistan survived a mighty scare to continue its surge towards the World Cup semifinals with Imad Wasim (49 not out) showing nerves of steel to guide them to a tense three-wicket win over Afghanistan, here Saturday. In heart-stopping action, the gritty Afghanistan yet again came close to creating a big upset but were denied by Wasim, who emerged an unlikely batting hero along with Wahab Riaz (15 off 9). The Afghans after dominating the large part of the Pakistan innings, wilted under pressure, missing run outs and catches towards the dramatic end. The Afghanistan spinners turned the match on its head by reducing Pakistan to 156 for six and the modest 228-run target was now looking like a mountain to scale for the 1992 champions. It was Mujeeb ur Rahman (2/34) and Mohammed Nabi (2/23) who saw off the Pakistan top-order to set it up nicely for Afghanistan. Nsholo’s hat-trick and Haenchilo’s brace helped Mt. Hermon Higher Secondary School outclass Khedi Baptist Higher Sec-

ondary School 5-0 to enter the next round. Nsholo opened the scoring in 14th minute and scored his second goal in the 20th minute. In the 30th minute, he converted a penalty to complete his hat-trick after a penalty was awarded by the referee for an intentional handball inside the danger zone by Thejanguzo. In the second half, Haenchilo struck twice in the 37th and 43rd to finish the game in favour of Mt. Hermon.

With his treble, Nsholo becomes the second hat-trick scorer of the tournament. In the second match, Baptist High Kohima beat Holy Family Higher Secondary School, Kohima 1-0. pal, Madhya Pradesh from June 21 to 23. Jon won the silver medal in sub-junior category while Hridhinandan and Ritodeep Bhattacharjee won a bronze medal each in the pre-teen category.

The Nagaland Pencak Silat team was lead by coach Deep Kumar and team manager P. Kahoto Yeptho. Earlier, Nagaland Pencak Silat team also won 2 gold and 4 silver medals at the second North East Pencak Silat Championship which was held in Tezpur, Assam. Patiala, Jun 29 (PTI): Sports Minister Kiren Rijiju on Saturday announced that the diet budget of the SAI trainees, senior and junior athletes will be increased to bring parity. Earlier, the diet budget for SAI trainees, junior athletes and senior athletes was Rs. 250, Rs. 480 and Rs. 690, respectively but the Rijiju has decided to make the amounts equal. Speaking about his decision, Rijiju said, “While having my meal at the athletes mess (at the National Institute of Sports) in Patiala, I noticed that senior and junior athletes and SAI trainees have different diets since the food budget for each section is different.” “However, diet is key for the success of a sportsperson and no child can become a world champion with inadequate diet. The diet of an athlete should not depend on the level at which he or she is playing, but on the need of the athelete as per recom-
