Govt appoints Vigilance Commr. DIMAPUR, JUN 1 (NPN): Nagaland government on Friday appointed Mayang Lima (Retd) principal district & sessions judge as the Vigilance Commissioner in the State Vigilance Commission. According to a notification issued by P&AR department (vigilance branch), the tenure will be for a period of five years or till the official attains the age of 65 whichever is earlier, with effect from the date he assumes charge.

DIMAPUR, JUN 1 (NPN): State BJP president, Visasolie Lhoungu, and party rank and file Friday congratulated Tokheho Yepthomi on his massive victory in the Lok Sabha by-election. BJP Nagaland said that despite “stiff opposition and propagandas” against PDA during the campaign season, the result proved people’s support and faith on the PDA government. BJP expressed gratitude to the people of the state for voting and electing PDA candidate. It also appreciated the chief minister Neiphiu Rio for spreading the campaign for PDA candidate effectively and tirelessly. Besides the state machineries, the party appreciated PDA alliance partners and acknowledged 12 BJP legislators and all party workers for their active participation in the by-election.

Commandos resorted to firing teargas shells and carried out baton charge as the mob attacked them with stones between Mawkhar and Motphran. The clash erupted after a bus conductor was allegedly assaulted by a group of people residing at Them Aew Mawlong (Harijan/ Punjabi lane). However, the situation

turned volatile later in the night when the mob attempted to march towards Them Mawlong and started pelting stones at the police deployed in the area. A journalist and four civilians were also injured in the clash. “We (police) have tightened the security all over the city after miscreants set four vehicles on fire in four different locations at Motphran, Umsohson, Rynjah and Nongmynsong,” Davies Marak, the district police chief of East Khasi Hills said Three stone pelters’ were arrested. AGP has three ministers in the cabinet and internal division over its resolution would signal trouble for the ruling alliance of BJP, AGP and Bodoland People’s Front (BPF). Should AGP leave the alliance, the BJP-BPF coalition would survive, but with 73 members against 87 with AGP, in the 126member assembly. Meanwhile, Assam government also held an urgent meeting with the All Assam Students Union Friday. DIMAPUR, JUN 1 (NPN): Growing opposition to the Citizenship (Amendment) Bill, 2016 has found echo in Nagaland too with the Nagaland Tribes Council (NTC) opposing the Bill and extending its support to the voices of indigenous people across the North Eastern States and Assam against the proposed legislation. Expressing serious concern over the possible negative impact of the Bill on the state, NTC through its media cell urged Government of India to reconsider its policy and not go against the sentiments of indigenous people. While lauding the decision of Meghalaya government of firmly opposing the Bill, NTC also urged Nagaland government to oppose the Bill keeping in mind the popular wish and interests of the citizens of the State. NTC feared that once the Bill is passed, it will grant citizenship to people belonging to minority communities (More on p-4) of Hindus, Sikhs, Buddhists,

Stating that the Bill would allow religious groups from other countries to return to India and become its bona fide citizens, NTC termed the proposed legislation as “subjective and communal” as it stands for the interests of Hindus in particular overriding Indian pluralism and secularism. According to NTC, granting citizenship on religious consideration was dangerous and against secular principles of India. Northeast is highly infested by illegal immigrants, particularly from Bangladesh, and regularisation of these illegal residents will be a direct threat to the region’s political future and survival of its indigenous people, their identity, culture and land, it warned. NTC pointed out that in Assam, where 20 million illegal immigrants from Bangladesh alone are already residing there, the new law will only facilitate continuous flow of illegal immigrants to that State and its neighbours. So, sensing the possible impact of the Bill, leading civil society organisations, along with

NTC said the apprehension of people of Assam is obvious given the fact that when the floodgate is opened, indigenous landowners in the State will be overwhelmed by the foreigners in due course of time. The native people of Assam will become secondary citizens by these intruders, it warned. Justifying the protests of the people of Assam under the aegis of All Assam Students’ Union (AASU) as right and timely, the council stated they deserve support from all indigenous communities in the Northeast. It stressed that Assam is a “good neighbour” and acts as the gateway to Nagaland, adding that the inter-State is and will remain porous. NTC further pointed out that as “when Assam gets cold Nagaland sneezes”, Nagaland’s border too cannot be sealed from infiltration of those illegal people in the long run. And when Assam is flooded with foreigners, Nagaland will become the first victim of the proposed Bill, it cautioned.

Cong accuses PDA of using 2 cadres killed in factional violence NH resolves to continue govt resources to win by-poll striving for Nagas’ cause DIMAPUR, JUN 1 (NPN): Two GPRN/NSCN cadres were killed and one civilian injured in a factional clash reportedly between NSCN (I-M) and GPRN/NSCN in Tirap district, Arunachal Pradesh on Thursday. The clash occurred at place between Namsang and Sipini village, under Deomali jurisdiction, Tirap district, according to sources. The factions resorted to indiscriminate firing resulting in the death of two cadres. MIP of GRPN/NSCN identified the two slain cadres as ‘capt.’ Ranchoan, son of Wangjo of Paniduria village, Tirap district and ‘corpl.’ Lainwang Konyak, son of Pongkei Konyak of Yuching village Mon district. GPRN/NSCN has expressed heartfelt condolences to the bereaved family members of the two slain cadres. MIP said the two died in “an unprovoked

FNR appeals for peace: In a statement, FNR has expressed deep concern over the clash between NSCN (I-M) and GPRN/NSCN in Arunachal Pradesh and added that it was “devastated” at the loss of human lives and injuries in the violence. FNR said that the factional violence that happened at a time when Nagas were reasoning together and seeking ways to strengthen the Naga reconciliation process, only undermined

the Naga yearning for reconciliation, understanding and harmony. It said such acts were contradictory to the commitment and principles of the Covenant of Reconciliation, and so called for ending all factional violence, especially armed violence. FNR appealed to leaders of both the groups to “immediately intervene and stop this factional violence.” Further, the forum appealed for restraint and urged the two sides to address the issues by using dialogue and peaceful means. FNR also called upon all the Naga Political Groups (NPGs) to remain vigilant and to refrain from all forms of armed violence and media-war. Meanwhile, FNR extended solidarity with fellow Nagas in Tirap, Changlang and Longding districts at their present difficult time.

DIMAPUR, JUN 1 (NPN): Noting with concern that some elements are trying to derail its smooth functioning by using the name of a Naga national organisation and asking some of its federal units not to attend Federal Assembly, Naga Hoho has resolved unanimously to continue striving for the cause and interests of Naga people. In a consultation meeting held at Hotel Vivor, Kohima on Thursday, the members also contended that with the withdrawal of Ao Senden and Sumi Hoho from Naga Hoho, any official belonging to the two tribes ceases to be a member of organisation. Therefore, it was decided that the concerned executives must resign from their respective posts in consonance with the

constitution and on moral ground. Though it was originally scheduled as a Federal Assembly, the members present agreed to convert the assembly into a consultative meeting in view of the absence of some officials and federating units. The House regretted the dissent among Naga Hoho office bearers vis-àvis calling of Federal Assembly, though it agreed that the speaker’s summon of the assembly was justified as office bearers had been failing to fulfil their constitutional obligations as enshrined in Yezabo Article 6 clause 4 under which the Federal Assembly has to be held at least twice a year. But, the members noted after the last assembly on September 28, 2016 no assembly was convened.

Farmer organisations also called for boycott of mandis or wholesale markets in Punjab, Haryana, Uttar Pradesh and Madhya Pradesh, leading to fears of shortage and price rise. At some places in Punjab, farmers dumped vegetables and milk on road as a mark of protest. “During the 10-day long protest, the farmers will stay in their villages and will not go to cities for supplying their produce,” he said, adding they can however sell their produce among villagers. The farmer organisations have alleged that the central government has failed to address their issues pertaining to low income, farmer suicides and debt. “We have also been demanding minimum income guarantee scheme, implementation of Swaminathan Commission report and waiver of farmers’ debt,” said Rajewal.

DIMAPUR, JUN 1 (NPN): National Investigation Agency (NIA) on Thursday filed supplementary charge sheet in Special NIA Court, Dimapur against ten Nagaland government employees under section 39 and 40 of Unlawful Activities (Prevention) Act, 1967. The ten accused government employees were arrested by NIA on different dates in 2017 and 2018, in connection with NIA Case No. RC-01/2016/NIA/ GUW. In a press release, NIA said the accused government officials helped NSCN (K) in raising funds out of government resources. The agency said investigation has clearly established involvement of the ten accused government officials in the crime. The ten Nagaland state government employees include joint director/DDO,

NIA stated that the case was registered on the charges of large-scale extortions and unlawful tax collections by various terrorist organizations/gangs. According to the agency, extortion drive was “carried out under the direction of self-styled Brigadier of NSCN (K), Issac Sumi.” It stated that first charge sheet against three cadres of NSCN (K) had already been filed on January 25, 2017.

DIMAPUR, JUN 1 (NPN): Stockists and Suppliers’ Union (SSSUD) Friday threatened to impose indefinite bandh on transport of sand to Nagaland if the government of Nagaland failed to respond to its clarification on royalty issue. Recently SSSUD decided to stop paying tax on sand-laden vehicles with effect from June 1 until the government decide which of the two departments -- department of environment, Forest & Climate Change and the department of Geology Mining (G&M) -- was authorised to collect tax.
