DoNER minister meets NE MPs Centre to bear 100% funding under new NESIDS scheme Spl. Correspondent

NEW DELHI, JUN 27 (NPN): Union Minister of State for Development of North Eastern Region (DoNER) Dr Jitendra Singh Thursday said that in departure from the earlier practice of 90:10 funding of Northeast projects under NLCPR flagship scheme, the Centre has agreed that under the new scheme, North East Special Infrastructure Development Scheme (NESIDS), the entire 100% of the funding is borne by the Centre. He said this will result in a huge relief to the exchequer of the State government and also put an end to the frequent requests received from the state governments about lack of funds for them to contribute their share. hancement of budgetary allocation for development of North Eastern states are being discussed with the Finance Ministry. Welcoming the MPs, Dr. Singh said the Centre will act for improving the lives of North Eastern people in close coordination with the elected representatives from the states of the region. He further said that the procedures laid down for DPRs have been simplified so as to expedite the execution of projects in the region and to curb the unnecessary delay. The Minister added that the chief ministers and resident commissioners of different states based in Delhi have been requested to coordinate with DoNER Ministry and follow up with

the officials about the development projects of various states. Speaking about another historic decision by the Cabinet, the Minister mentioned about the Indian Forest (Amendment) Ordinance, 2017 to exempt bamboo grown in non-forest areas from the definition “Tree”, thereby dispensing with the requirement of obtaining a permit for felling of bamboo for economic use. He informed the members that in July, 2018, the NEC was restructured through the nomination of the Home Minister as Chairman, NEC and the MoS (I/C) DoNER as the Vice-Chairman, NEC. Dr Singh said that that Union Minister Amit Shah will chair the plenary session of NEC on August 3 and 4 in

Guwahati. DoNER secretary, Dr Inder Jit Singh gave his presentation about the functioning and role of DoNER Ministry. He informed that chief nodal officers and nodal officers have been appointed for each of the North Eastern states and line ministries. He also said that InterMinisterial committees have been constituted by DoNER Ministry for important sectors such as roads, civil aviation & tourism, livelihood, piggery, medicinal & aromatic plants and health & nutrition. MPs were also briefed about the North Eastern Council (NEC). During the interaction, the MPs discussed development related issues pertaining to their areas.

Kenye raises issue of CAB, Naga talk in RS DIMAPUR, JUN 27 (NPN): Lone Rajya Sabha MP from Nagaland, KG Kenye, has appealed to the government of India to take up peace process with all earnest expediently. Participating in the Motion of Thanks on the President’s address to both houses of Parliament on Wednesday, KG Kenye said that the President did not make mention on the peace talk, which he described was “a high profile peace process” in the country. The Rajya Sabha MP said that the last government had shown determination to solve the issue immediately back in 2014, but over the years the government was losing the steam. MP said that the longer the issue drags on will tax both the national and the regional interest. On the contentious Citizenship Amendment Bill (CAB), KG Kenye appealed to the Centre to interact more with the states to be affected like Assam, Nagaland and neighbouring (Cont’d on p-4) states.

NSCN (I-M) censures Along for ‘nonsensical statements’ DIMAPUR, JUN 27 (NPN): NSCN (I-M) Thursday censured Nagaland minister for higher and technical education, Temjen Imna Along, for making “nonsensical statements” insensitive of the Naga people’s struggle and sacrifice. NSCN (I-M) through its MIP maintained that Temjen Imna Along “simply to be in good book with his political boss in New Delhi” was talking in the manner making himself an authoritative person to decide the political destiny of the Nagas. It asserted that Along had earlier faced condemnation from various quarters for making a statement that Nagas were Indians. “Untamed as he is, again he made the statement that non-Nagas should find a place in the Nagaland Legislative Assembly,” NSCN (I-M) stated. MIP said it was “unfortunate that a person of typical character like Temjen has appeared in the Naga political scenario.” It also accused Along of lowering the credibility of the Naga political leaders in defense of Naga’s national identity.

Denouncing Along for his “repeated statement that goes against the national interest of the Nagas”, the NSCN (I-M) said that there should be “no further dilution of the credibility of other Naga Ministers/MLAs like Temjen has done.” It said that sanctity of Naga history was not to be tampered with for vested interests. Further, asserting that Temjen cannot afford to make a mockery of Naga’s political history, NSCN (I-M) stated that Nagas have come a long way ever since it declared Naga Independence on August 14, 1947. NSCN (I-M) has asked Along to reconcile himself to the ground reality of Naga national identity in the context of the ongoing Indo-Naga political talks and stand himself as a responsible Naga “lest he face further condemnation from the Nagas.” It also stated that Along must bridle himself from making “reckless and misleading statements to undo the hard earned historical and political identity of the Nagas that has gained worldwide recognition as a separate national entity.”

Holding Misra responsible for the failure of the two-lane project under Gayatri Maytas in Phek district, PDCSU had banned him from entering Phek district. DIMAPUR, JUN 27 (NPN): Asserting that it had taken a serious view of the PIL filed by one Ashwini Kumar Upadhyay in Supreme Court against the extension of ILP to Dimapur, BJP unit has clarified that the PIL was filed without its prior knowledge. BJP state president and Higher & technical Education minister, Temjen Imna Along claimed that till the media reported about the PIL, the party’s state unit had no knowledge of Upadhyay nor had anyone from BJP Nagaland met him. Along recalled that Governor P.B. Acharya, in his address to the third session of 13th State Assembly, stated that the government would take legal and administrative steps to streamline the system of issuing ILP and that it would be made applicable in the entire State, including Dimapur. Fol-

lowing this, he claimed that the State government had already worked out the modalities through a committee and that the Home department was in the process of implementing it. While the intent and decisions of the state government had been actively pursued by PDA partners, Along said the PIL had come as a surprise even to the state BJP. Given BJP’s respect for the demand and outcry of the citizens of Nagaland and Nagas, he said the matter had been viewed with utmost seriousness by BJP. He said BJP Nagaland unit would pursue the matter with the party’s central leadership. In the meantime, he said there should be no doubt about the sincerity and will of BJP Nagaland in ensuring that recommendations of the ILP committee were implemented at the earliest.

Nagaland Pradesh Congress Committee (NPCC) has expressed serious concern over the PIL filed in Supreme Court against extending ILP coverage to Dimapur district by one Ashwini Kumar Upadhyay, allegedly a BJP leader. In a press release issued by its communication department, Congress said though BJP Nagaland president Temjen Imna had feigned ignorance about this person, who was also an advocate in Supreme Court, his verified profile, especially his Twitter handle and his constant PIL activism on record, proved that he was a BJP leader. According to NPCC, the PIL could not have been filed without the knowledge of BJP or without the instigation of some elements living and prospering in Nagaland. It alleged that BJP had so far been successful in engineering social divisions and di-

viding country to consolidate their vote bank and come to power. NPCC held the “tearing hurry” of NDPP and BJP coalition government to apply ILP in Dimapur without proper application of mind also responsible for the current situation. Admitting that the State government surely had the power to enforce ILP in Dimapur district, the party, however, asserted that the fundamental rights of those existing bona fide settlers could not be denied nor could the threat to indigenous Naga tribes due to huge influx of illegal migrants overlooked in this given situation. The party pointed out that the PIL had now triggered serious disturbances in the minds of people living in Nagaland, creating deep fault lines among various communities co existing peacefully for decades.

Condemning the filing of PIL, Western Chakhesang Hoho (WCH) has warned that it could invite another public uprising and create social disharmony, for which he would be held solely responsible. In a statement, WCH president Dietho Rhakho also appreciated the State government’s decision to bring Dimapur under the ambit of ILP, while appealing to the government to stand upright in defending the “historical rights and aspirations” of Nagas. Alleging that the PIL was “concocted” with misleading information and wilful misinterpretation of the hospitality shown by Nagas, he claimed that the non-Nagas in Dimapur enjoyed utmost freedom and security, pointing out that almost all business establishments were run by the non(Cont’d on p-7) Nagas and were doing very

well. “No wonder, people from outside are flooding into Nagaland seeing the good grazing ground, opportunities and friendly atmosphere,” he added. Rhakho explained that the issue of extending ILP to Dimapur had come up as a precautionary measure in the backdrop of the alarming rate at which illegal immigrants were entering Nagaland through Dimapur. He clarified that ILP had nothing to do with interfering with the business activities or security of non-Nagas as projected in the PIL and reported in the media. According to him, the purpose of Eastern Bengal Frontal Regulation Act or ILP was to safeguard the rich culture and traditions of Nagas and check illegal entry of “excessive” illegal immigrants into the State.

In a letter addressed to the state chief minister, ABAM executive secretary, Mar Atsongchanger, noted that foothill road construction from Kilma in Peren to Tizit in Mon was “indeed an important life-line for Nagas and all neighboring states for all purposes.”Assuring its support for the on-going road construction, ABAM requested the chief minister to personally supervise the project in order to ensure that the work completes within the stipulated time.

JD(U) seeks proof of merger from NDPP

DIMAPUR, JUN 27 (NPN): Reacting to Nationalist Democratic Progressive Party (NDPP)’s claim of official merger of the JD (U) Nagaland unit with NDPP, the Janata Dal (United) said the claim has greatly tarnished the good image of the JD (U) widely and publicly. In a letter addressed to NDPP president, JD(U) coordinator (publicity & program) Mohammad Nisar has requested NDPP to furnish the relevant documentary evidences to support the claim of the “Official merger” within seven days. Failure to furnish within stipulated period, the JD(U) cautioned that the party would be compelled to pursue other lawful course of action against NDPP.

Fuel prices hiked

NEW DELHI, JUN 27 (AGENCIES): The retail prices of petrol and diesel were increased across major cities of the country on Thursday. Following today’s rate revision, petrol became dearer by 7 paise a litre while diesel prices went up by 5-6 paise a litre. In Delhi, petrol prices rose to Rs 70.12 a litre as against Rs 70.05 on Wednesday while diesel price peaked to Rs 63.95 per litre as compared to Rs 63.90 on Wednesday, as per data from Indian Oil Corporation website. In Dimapur, the retail petrol price was raised by 7 paise to Rs 68.13 from Rs 68.06 recorded on Wednesday. CNTC’s concern on DCCI-student loggerhead Major bureaucratic reshuffle DIMAPUR, JUL 27 (NPN): Central Nagaland Tribes Council (CNTC) has expressed happiness that Dimapur Chamber of Commerce & Industry (DCCI) realised the ambiguities over its recent resolutions and clarified them, and over which it claimed to have had shared concern earlier. In a press note, CNTC president N Matong Jamir and general secretary Er KL Moyo stressed that an organisation like DCCI, which was formed for the welfare and security of business community, should always remember that while carrying out business, it should never forget to serve in the interest of consumers as without them it would not be possible for the businessmen to flourish or survive. Public health and safety should be their topmost priority and could be compromised under any circumstances, they added. CNTC urged DCCI to maintain a strict vigil on the activities of its members so that innocent consumers were not taken advantage as some businessmen might try to

make some quick profit. Calling for upholding consumer rights in true letter and spirit as pledged by DCCI, CNTC warned that they would not hesitate to play their part as a responsible civil society, in case of any malpractice and misconduct from unscrupulous traders. Expressing concern at the same time over some student bodies, CNTC suggested that they should not cross their boundaries while raising issues of common concern. As the student bodies were formed to work for the welfare and interests of student community, the duo said it was important for them to keep mind that they were formed with the consent and blessings of respective tribal hohos. Though working for common public welfare is appreciable, CNTC said “working overtime and overindulging on every social problem”, which had respective authorities and agencies under the government, should not be the case. CNTC said they would further discourage the student community from running around seeking mon-

ey without working with their sweat and labour as that had resulted in near total absence of work culture among the youth today. Stating that the present grim unemployment scenario in Nagaland should serve as an eyeopener, the CNTC leaders advised that, instead of focusing on “freewill donations” or “goodwill contributions” in whatever style or form, the students should first work hard to build their own future. “The students are rather advised to be more focused in their studies and concentrate on their careers, instead of being over active on every social issue that consumes much of their valuable time and will cost their future too,” they cautioned. Pointing out that excessive student activism had not bode well in any part of the world, CNTC warned that in case of overstepping their limits,– as an apex body of three tribes– it would have no other option but direct their constituent tribal hohos to take necessary action on those erring student representatives or recall them.

DIMAPUR, JUN 27 (NPN): In a major bureaucratic reshuffle, the state government Thursday ordered the transfer and posting of over 50 IAS, NCS and NSS officers. Four IAS officers have also been designated as principal secretaries-- R. Ramakrishnan (NL 1998), Motsuthung Patton (NL 1998), Abhijit Sinha (NL 2000), N. Hushili Sema (NL 2001) and Bendangkokba (NL 2001).
