Govt re-tables Triple Talaq Bill

Opposition parties claim it violates constitutional rights

NEW DELHI, JUN 21 (AGENCIES): Union Law Minister Ravi Shankar Prasad today introduced the triple talaq bill seeking to make instant triple talaq a crime punishable under the Indian Penal Code. The introduction of the Muslim Women (Protection of Rights on Marriage) Bill, 2019 by Prasad saw a huge uproar in the Lok Sabha. Opposition members demanded that the Bill should not be introduced before wider consultation involving parties from the other side of the treasury bench. In the view of opposition, Speaker Om Birla called for a voice vote and ruled that the Bill could be introduced in the Lok Sabha. But then the Opposition members insisted on division of votes. The Bill was finally tabled in the Lok Sabha with 186 votes in favour and 78 against introduction of the legislation. “This is not a question of religion but about justice

Centre plans to connect all NE state capitals by 2020 NEW DELHI1, JUN 21 (AGENCIES): The capitals of Assam, Arunachal Pradesh and Tripura have been connected by broad gauge rail network and the government plans to connect all state capitals of North Eastern states by 2020 except Sikkim, the Rajya Sabha was informed Friday. In the case of Sikkim, a new line work has been sanctioned up to Rangpo in the first phase, he said. Replying to a question if the target of connecting state capitals of North Eastern States by 2020 would be met, Minister of State for Railways Suresh Angadi Channabasappa said the speed of execution is good, though completion of projects is related to availability of land. The House was also informed that the average annual expenditure in new line/gauge conversion/doubling infrastructure projects during 2014-19 was Rs 25,894 crore per year as against Rs 11,527 crore per year during 2009-14, up around 125 per cent. The average allotment per year for North Eastern states was Rs 2,121 crore per year from 2009-14. However, it increased 161 per cent to Rs 5,531 crore per year for this region during 2014-19.

to women. This is a question of dignity of women and we are committed to protect it,” Prasad said while introducing the bill. He also taunted the opposition for continuing to object to the bill, suggesting that he had expected the parties would have done some kind of a course correction after their humiliating defeat in the national elections. “This is a question of dignity of women and we are committed to (safeguard) it,” he said. He said the job of the Parliament was to legislate and it was up to courts to interpret the law. As soon as Speaker Om Birla asked Prasad to move the bill, several opposition members rose in protest and Birla allowed them to put forth their point of view. Opposing the Bill, Con-

gress MP Shashi Tharoor said the proposed triple talaq law is a “textbook example of class legislation” as it discriminates against Muslims. Tharoor said he is advocating instant triple talaq but opposing making a “void act” a criminal offence punishable with a jail term. He said abandoning of women by husbands is not unique to Muslim community, it is equally prevalent among other communities and so why not make a universal law to provide total protection to all women. Tharoor also said the triple talaq bill does not provide for anything improving the lot of Muslim women. It only punishes the Muslim men for an act that has been declared void by the Supreme Court. Owaisi of the AIMIM took a dig at the BJP, saying it has so much affection for Muslim women but is opposed to rights of Hindu women to enter Sabrimala Temple in Kerala. The Triple Talaq Bill violates constitutional rights as it stipulates three-year jail term for guilty Muslim men while non-Muslim men get only one year of jail term for a similar offence, he said. NK Premchandran of the RSP also opposed the bill. The Muslim Women (Protection of Rights on Marriage) Bill, 2019 was introduced to replace an Ordinance issued in February by the previous BJP-led NDA government. The Bill was introduced in December 2017 but owing to dissolution of the 16th Lok Sabha, the bill had lapsed as it was pending in the Rajya Sabha. The Bill proposes to make the practice of instant triple talaq a penal offence. Centre had promulgated the Ordinance on triple talaq twice-- in September 2018 and in January 2019 -- as the contentious bill remained pending in Rajya Sabha, though it was passed by the Lok Sabha.
