Govt initiates minor bureaucratic rejig DIMAPUR, JUN 21 (NPN): In a minor bureaucratic reshuffle, the state government Thursday ordered the transfer and posting of three IAS officers and one IFS officer with immediate effect. As per a notification dated June 21, 2018, R Binchilo Thong, IAS, additional chief secretary and development commissioner has been transferred and posted as DG, ATI and additional chief secretary (Rural Development); Dr. D Bhalla, IAS, DG ATI & CRC, Nagaland House Delhi has been relieved of the charge of DG ATI. Sentiyanger, IAS, principal secretary, Municipal Affairs has been transferred and posted as development commissioner with additional charge of Municipal Affairs; L Kire, IFS, principal secretary, DUDA, rural development, forests, environment and climate change has been relieved of the charge of Forests, environment and climate change and would hold additional charge of principal secretary, finance and chief minister’s office; Anoop Khinchi, IAS, on return from deputation has been posted as additional secretary, rural development.
Power shut down
DIMAPUR, JUN 21 (NPN): Power department has informed all the consumers under electrical subdivision No-II, Dimapur, Burma camp power house that Purana Bazar feeder, Airport feeder, Veterinary feeder, Town feeder and Power house feeder would be under shut down from 5 a.m.-10 a.m. on June 23. In a press note, Executive Engineer Er. Imsenkaba stated that department would be carrying out a preventive maintenance work at 66/11 KV, 2 x 10 MVA Sub-Station, control room, Burma Camp.
BJP Manipur expels leader held with drugs

IMPHAL, JUN 21: BJP Manipur unit has expelled party leader and chairman of Chandel Autonomous District Council (ADC) Lunkhosei Zou, who was arrested with a huge quantity of contraband drugs, from the party for his “anti-party and anti-social activities” with immediate effect. He was arrested on Tuesday night by a Narcotic Affairs Border team along with the huge quantity of heroin and party drugs worth over Rs 27.79 crore. The court has remanded the chairman and seven others arrested persons to police custody for 10 days. (More on p-7)

D E H R A D U N, J U N 2 1 (IANS): Prime Minister Narendra Modi on Thursday said that yoga has the power to unite individuals, society, country and the world at large, and has emerged as a major unifying force globally. Leading the fourth International Yoga Day celebrations here in Uttarakhand, Modi said that the world has embraced yoga and glimpses of this can be seen in the manner in which the International Day of Yoga is marked every year. “In fact, Yoga Day has become one of the biggest mass movements in the quest for good health and wellbeing,” he said. State govt to crack down on ‘non-performing’ teachers Correspondent KOHIMA, JUN 21 (NPN): In an attempt to crack down on non-performing teachers, adviser School Education, K.T. Sukhalu has announced that he would personally review and work with accounts branch, director and principal director while releasing salary of the teachers into their bank accounts. Addressing the 13th general conference of Nagaland School Education Administrative Officers’ Association (NSEAOA) at Capital Convention Centre here on Thursday, Sukhalu alleged that many teachers did not teach properly and was merely taking salaries, for which performance of the government schools had plummeted. He added that even irregular attendance of the teachers had become a huge problem. He asked such teachers not willing to teach properly to resign and give opportunity to those youngsters who were eager to bring about a change in the society through education. The adviser also announced that the school education department would soon introduce biometric attendance. Referring to the State government’s blanket order under which all government employees must submit their Aadhar numbers, he directed the teachers to submit their Aadhar numbers within two months, failing which their salary would be withheld. Further, he said to double check
the presence of teachers in schools, all institutes have been asked to prepare half-yearly reports and warned initiating action against teachers not performing well. Lamenting poor enrolment in government schools, Sukhalu pointed out that in some school there was only one student. And with many schools recording zero pass percentage, he questioned the quality of education in the State. The adviser said there were more than 20,000 teachers, yet enrolment and performance continued to plummet. He pointed out that as against optimal teacher-student ratio of 1:25, Nagaland had 1:8. Admitting that the State had excess teachers and that it was difficult to cut down their numbers, he said the enrolment and performance of government schools, however, did not justify the number. Sukhalu said promotion had been put on hold due to non-clearance of DPC as many officials were officiating only, even as he asked them to keep all papers in order to speed up the process. Rupin Sharma under govt scanner Attract patients to govt hospitals: Pangnyu GUWAHATI/DIMAPUR, JUN 21 (AGENCIES): Nagaland government is set to take disciplinary action against former officiating DGP, Rupin Sharma for allegedly “orchestrating a campaign” using state police and public, with protests and signature campaigns, to extend his tenure as the DGP, a Hindustan Times (HT) report stated. Sharma, who has been put on compulsory wait, refuted the allegations, saying, “I have nothing to do with this campaign.” Beside the public, a section of the state police had initiated a signature campaign to demand that the 1992-batch IPS officer be allowed to continue as DGP. Calling it “attempts to engineer a mutiny among the state police”, a senior state government official, on condition of anonymity told the HT, said the government has been “advised
to initiate disciplinary proceedings”. According to Hindustan Times, Nagaland chief secretary Temjen Toy said: “It was an informed decision on the basis of inputs received from agencies that he (Sharma) was responsible for creating the hype on social media and also engineering protests not only by public but members of the forces that led to a serious likelihood of breakdown of law and order.” He noted that the campaign was launched “at a time when the state was grappling with issues arising on account of violent attacks on armed forces”. This official quoted earlier explained how the state government was “disappointed” on how an administrative decision to appoint the DGP, a prerogative of the state government, has become “a matter of public debate and discussion”.
“There were serious competence issues,” the official quoted earlier said when asked about Sharma. “He was more about populism and welfare than policing.” A source close to Sharma admitted that the officer did undertake some welfare measures for the police. “For example, the ration and supplies system was overhauled. Police canteens came up and cops who would get just Rs 500-600 as travel allowance during election duty got as much as Rs 3,000,” he said, explaining why even cops were rallying behind him. However, another senior office pointed out that claims about Rupin releasing more money this time were not based on facts. The office explained that unlike previous years, this time the allowance was enhanced by the Centre. . “It incorrect to accuse all officers of pocketing the allowances earlier,” the officer asserted.

KOHIMA, JUN 21 (NPN): The joint meeting of State government officials and representatives of All Nagaland Ad hoc Teachers’ Group (ANATG), ACAUT and Public Service Aspirants of Nagaland (PSAN) with senior additional advocate general ended in a deadlock, which made the agitating teachers decide to continue with their agitation. The joint meeting was initiated by principal secretary School Education, Menukhol John at secretariat conference hall here on late Thursday afternoon to clear doubts and communication gaps on the interpretation of the High Court order W.P (C) NO 145 (K) /2017. Senior additional advocate general (SAAG) K Sema clarified during the meeting that the July 2017 Gauhati High Court order was a blan-
ket order that stayed the 2008 notification. Pointing out that the State government could not defy the court, Sema explained that unless the 2008 notification was set aside or modified, the government could not do anything on the issue. The SAAG also informed the meeting that government had tried to help the ad hoc employees by passing another order in July 2017 to regularise the contractual and ad hoc teachers on completion of three years, however even that order was stayed by the High Court. Claiming that the government was trying its best to explore if some relaxation could be given to the ad hoc teachers, Sema said the hearing was listed next week and that unless the court gave its final verdict, any decision would tantamount to contempt of court. He added that implead-
ing whether ad hoc teachers were included in the July 2017 court order did not materialise at this time since the order was stayed by court. Further, he said ACAUT did not have the right to say that the ad hoc teachers were not included in the blanket order since 2008 notification was also challenged in the court. ANATG spokesperson Bendangtemsu Ozukum highlighted the plight of the ad hoc teachers and requested the government to move the court seeking relaxation of the ad hoc teachers from the purview of the July 2017 court order. To this, John said even before the ad hoc teachers pointed out, the State government had already moved the court, adding that school education department had also prepared the required documents and submitted them to the court.
