No cut in excise on oil, hints Jaitley NEW DELHI, JUN 18 (PTI): Union Minister Arun Jaitley on Monday urged citizens to pay their due share of taxes “honestly” to reduce dependence on oil as a revenue source, and virtually ruled out any cut in excise duty on petrol and diesel saying it could prove to be counterproductive. While salaried class pay their due share of taxes, Jaitley said “most other sections” have to improve their tax payment record, which is keeping India “far from being a taxcompliant society”.

DIMAPUR, JUN 18 (NPN): Nagaland chief minister, Neiphiu Rio, has expressed deep concern and anguish over the loss of lives of Assam Rifles personnel in an ambush allegedly carried out by NSCN (K) near Aboi under Mon district on June 17, 2018. In a statement issued by the chief minister’s office (CMO), Rio said the state government strongly condemned such acts of violence in the State particularly when Nagas were yearning for lasting peace after decades of strife and bloodshed. “Such acts of violence have no place in civilized society,” he said. Stating that PDA government was committed towards an early and inclusive resolution of the long-standing “Indo-Naga conflict”, the chief minister said the government has also repeatedly declared that it would be an active facilitator in the peace process so Nagas could live in peace without compromising their unique culture, identity and traditions that had been recognized by the Government of India.

Assam Police demolish wall at border village Staff Reporter

DIMAPUR, JUN 18 (NPN): A wall that was being constructed at Rilan village was demolished by Assam Police personnel on Monday after the latter claimed that it fell under reserved forest area of their State. However, the villagers refuted the Assam Police’s contention and claimed that they possessed land pattas and had been paying tax to the Government of Nagaland for the past 10 years. The incident was later defused in the evening after officials of Dimapur and Karbi Anglong districts met and shared their respective stands on the issue at Rilan village. Both sides decided to conduct higher-level dialogues to come to an amicable solution on the issue. Karbi Anglong executive magistrate A Bemthoi demanded that all construction activities in the area should be stopped and that both sides should maintain status quo. She also claimed that Assam Police personnel had demolished the wall as it fell under reserved forest. She asked the villagers not to undertake any construction (Cont’d on p-7) activities until a legal solu-

tion to the boundary issue was arrived at. On the other hand, Dimapur SDO sadar Zubenthung Ngullie demanded that the district administration should be intimated prior to any demolition drive. He alleged that Assam Police personnel did not follow the standard operating procedure while taking up the demolition drive. He asserted that since the villagers had land pattas and the area was in Nagaland, there was no harm in taking up construction activities. He also asked the villagers to write to Dimapur deputy commissioner so that the issue could be taken up for talks at the higher levels. Earlier, the villagers

claimed that around 40 Assam police personnel entered the village in the wee hours of the day and demolished the wall that was under construction. The police team also barred the villagers from taking up any construction activities in the area as the former claimed that the area was a Disturbed Area Belt (DAB). According to gaon burah Nchumbemo Lotha, timely intervention by village elders prevented further damage. He also asked why no neutral force was deployed in the area if it was a DAB. The villagers also demanded that IRB personnel, who were earlier stationed in the area, should be redeployed.

NPF reminds CM to clarify 2 martyred in Jun ANATG 2015 batch begins indefinite agitation

DIMAPUR, JUN 18 (NPN): Rebuttal by NDPP and Chief Minister’s Office notwithstanding, NPF has once again demanded to know under what circumstances CM Neiphiu Rio made controversial statements before media on June 12 vis-à-vis integration of contiguous Naga-inhabited areas and controversial Citizenship Bill, 2016. In a rejoinder, NPF asserted that it would not allow the government of the day to play with the interest of Naga people. NPF also claimed that NDPP would soon be de-registered by Election Commission of India, even though the party had prayed for extension. It alleged that, apparently knowing that derecognition was imminent, Rio had already initiated political discussions with JD (U) supremo and Bihar chief minister Nitish Kumar, probably for a merger of his party with Kumar’s.

Declaring that it was not at all interested in interfering in internal affairs of another party, NPF, however, hoped that “innocent” NDPP MLAs would not have to suffer as a consequence of the de-recognition of their party, which was in “final stage”. Further refuting NDPP and CMO’s claims that the NLA under the leadership of TR Zeliang had not passed any resolution over integration of contiguous Naga-inhabited areas, NPF reminded that the 9th session of the 12th NLA held from July 21-27, 2015 under the speakership of Chotisü Sazo had allotted two days for discussions on Naga integration and political issues and thereafter five resolutions were adopted, out of which resolution No. 1 dwelt on Naga integration. NPF claimed that this was a record of sorts that could not be erased as per Rio’s wish or his “cohorts”.

DIMAPUR, JUN 18 (NPN): Assam Rifles has claimed that two jawans were martyred in the firefight with a joint group of NSCN (K) and ULFA (I) at Aboi on June 17. According to PRO IGAR (N), an area domination patrol from Aboi company operating base, after an operational task, was returning to Aboi at around 3.05 p.m., three km South of Aboi town, when the leading vehicle came under IED blast and was fired upon by undergrounds. KOHIMA, JUN 18 (NPN): All Nagaland Ad-hoc Teacher’s Group (ANATG) 2015 batch began their phase-IV indefinite agitation outside the directorate of School Education Monday demanding service regularization. Holding a banner, which read “Give us our legitimate rights; justice delayed is justice denied”, the ad hoc teachers numbering 1166, who have appeared and clear their suitability test on May 20, 2017, gathered at the venue to protest against the government’s silence regarding their demand. Since the ANATG 2015 batch announced that it was mandatory for all its members to attend the protest, some of the aggrieved ad hoc teachers with their babies took part in the agitation. Speaking to media persons, ANATG 2015 batch (Cont’d on p-7) president, Rüguotsolie, said

the agitation would continue until the government fulfilled their demand. He said the government was reluctant to regularise their service despite rendering service for the last six to seven years with mere fixed paid salary of Rs 6700 for primary teachers and Rs. 8400 for graduate teachers. He said meager salary paid by the government was not sufficient to meet the

daily needs especially those with families. Spokesperson of the group, Bendang Temsu, also affirmed that the phase-wise agitation would continue until their demands were met. He also said that ad hoc teachers have been working in fixed pay since their appointment in 2010. ANATG also claimed that all the required formalities and suitability test were

done last year, but the state government was not serious about serious regularisation. One of the members said there could be a hidden agenda for not regularizing their service without proper explanation. The member claimed that they were appointed against state sanctioned vacant post. Members said that according to appointment order their service was supposed to be regularised in 2015 after completion of three years as ad hoc teacher. “We have tried our best to avoid agitation running from table to table, however the situation compelled us to take up agitation as the last option,” said a member. ANATG said they had also submitted several representations, memorandum and ultimatums to the government on this issue, but they have been denied justice till date.

Gaming addiction a mental health disorder: WHO PHQ staff, citizens demand DG’s retention

GENEVA, JUN 18 (IANS): World Health Organization (WHO) has now included “gaming disorder” as a mental health condition in its International Classification of Diseases (ICD). The ICD, a diagnostic manual published by the (More on p-8) WHO, was last updated in 1990 and its new edition, ICD-11, has included gaming disorder as a serious health condition that needs to be monitored. “Gaming disorder has been added to the section on addictive disorders,” the WHO said in a statement. This classification means health professionals and systems will be more “alerted to the existence of this condition” while boosting the possibility that “people who suffer from these conditions can get appropriate help”, Vladi“What little they read in mir Poznyak, a member of magazines make them the WHO’s Department of football experts.” Mental Health and Sub-

stance Abuse, was quoted as telling the CNN. “Millions of gamers around the world, even when it comes to the intense gaming, would never qualify as people suffering from gaming disorder,” he said, adding that the overall prevalence of this condition is “very low”. “And let me emphasise that this is a clinical condition, and clinical diagnosis can be made only by health professionals which are properly trained to do that,” he noted.

The new ICD-11 is also able to better capture data regarding safety in healthcare, which means that unnecessary events that may harm health -- such as unsafe workflows in hospitals -- can be identified and reduced, the statement said. It also includes new chapters, one on traditional medicine: although millions of people use traditional medicine worldwide, it has never been classified in this system. Another new chapter on sexual health brings

together conditions that were previously categorised in other ways (e.g. gender incongruence was listed under mental health conditions) or described differently. ICD-11 will be presented at the World Health Assembly in May 2019 for adoption by member states, and will come into effect on January 1, 2022. “ICD is a cornerstone of health information and ICD-11 will deliver an upto-date view of the patterns of disease,” said Lubna Alansari, WHO’s Assistant Director-General (Health Metrics and Measurement). The ICD is the foundation for identifying health trends and statistics worldwide, and contains around 55,000 unique codes for injuries, diseases and causes of death. It provides a common language that allows health professionals to share health information across the globe.
