Wreckage of missing AN-32 found NEW DELHI, JUN 11 (AGENCIES): After a rescue operation that ran for eight days, the wreckage of the crashed An-32 aircraft of the Indian Air Force (IAF) was finally spotted but the next big challenge before the rescuers is to physically get to the site -- all while fighting the tough terrain and inhospitable weather. The wreckage of the aircraft was spotted 16 km north of Lipo, northeast of Tato at an approximate elevation of 12000 ft by the IAF Mi-17 helicopter undertaking search in the expanded search zone, the Air Force said. After the identification of the wreckage of An-32 by Mi-17V5, Cheetah of IAF and Advanced Light Helicopters (ALH) of Indian Army reached the crash site. Due to high elevation and dense forest, helicopters could not land next to the crash site. However, the Air Force has said that the nearest landing site has been identified and rescue operation by helicopters will commence Wednesday early morning. Ground forces will continue to reach the crash site during the night.

NEW DELHI, JUN 11 (IANS): Former Union Minister and seven-time MP, Virendra Kumar will be the Protem Speaker of the new Lok Sabha which will have its first session from June 17. K u m a r, a s e n i o r BJP leader from Madhya Pradesh, will administer the oath to the newly-elected members of the 17th Lok Sabha. In the first term of the Modi government, kumar was MoS for Women and Child Development. The Protem Speaker is a temporary arrangement till the regular Speaker is elected by the Lok Sabha. Kumar will administer the oath to the new members of the Lok Sabha on June 17 and 18 before the new Speaker is elected on June 19. President Ram Nath Kovind will address a joint sitting of the Lok Sabha and the Rajya Sabha on June 20.

While the Air Force is likely to airdrop its Garud commandos along with local teams, carrying out combing operations in the thickly forested areas remains a daunting task. Low hanging clouds make visibility extremely poor and that could be a challenge.

The other option before the authorities is to send ground teams on foot but they will take more than 24 hours to reach the spot and the operation entails crossing a river and walking through a dense forest. Explaining the terrain where the An-32 wreckage

has been spotted, an official said the “location where the wreckage has been sighted is a ridge, and if there is a requirement to cross the ridge it will be extremely challenging.” The An-32 aircraft had 13 people on board and the IAF said efforts are on to establish the status of the occupants. It’s a fairly large area, so it will require a high number of people to do the job, said an official. Also, the teams hitting the ground will have to be prepared to camp in the area even if they are air dropped because flying every day might not be possible due to the harsh weather, sources said. Efforts are now continuing to establish the status of occupants and establish survivors, IAF said in a statement. In the last eight days, ISRO satellites, the Indian Navy’s reconnaissance P8i and all possible aerial surveillance operations were used along with ground teams of the Indian Army and Indo Tibetan Border Police were used to carry out search operations for the wreckage.

SSAALWC threatens to halt SARDP work DIMAPUR, JUN 11 (NPN): Alleging that 90% of affected landowners were yet to receive compensation under Special Accelerated Road Development Programme (SARDP) in Sumi area, SARDP Sumi Area Affected Landowners Welfare Committee (SSAALWC) has announced that it would not allow construction work in the area. In a press release, S S A A LWC c h a i r m a n Ghuvishe Zhimomi and member secretary Kakheto Zhimomi said Kilomi/M-6 & Khughutomi villages (under Pughoboto sub-division), Xuivi, Kilo Old, Satakha town, Zhekiye, Aghuyito town, Shoixe, Yemishe, Sukhalu, Sheyipu, Natha Zhimo and Zunheboto town on the Chakhabama-Zunheboto road were included under Phase A. Claiming that Xuivi village, Satakha town, Sheyipu, Natha Zhimo and Zunheboto town were not included in the second phase of compensation list, the duo declared that without payment of compensation and forcing villagers to work would not be acceptable in any way.

State plea to Centre for 100% coverage of water supply by 2024

DIMAPUR, JUN 11 (NPN): Out of Nagaland’s 2,000 rural habitations, 48.76% has been covered by water supply, while 51.3% remains partially covered. Disclosing this during his speech at the conference of State ministers on Water Conservation, Rural Drinking Water Supply and Swachh Bharat Mission (Grameen) held at Vigyan Bhawan in New Delhi on Tuesday and convened by Union Jal Shakti minister Gajendra Singh Shekhawat, Nagaland PHED minister N Jacob Zhimomi sought Centre’s assistance in helping the State government reach out to all the remaining areas by 2024. He also congratulated Shekhawat on behalf of chief minister Neiphiu Rio for taking over charge of the Union Jal Shakti ministry. According to PRO of Nagaland House, Delhi, the Union minister agreed to take up Zhimomi’s appeal for helping the State in providing water supply to all areas in right earnest. Centre announces scholarships Konyak bodies to oppose inauguration of Mon district hospital for 5 crore minority Students NEW DELHI, JUN 11 (AGENCIES): Several scholarships such as pre-matric, post-matric and meritcum-means will be provided to 5 crore students from minority communities, including 50 per cent girls, in the next five years, Union minister Mukhtar Abbas Naqvi said, on Tuesday. The programme, part of the government’s outreach to minority communities, will have a huge focus on girls. Various scholarships - for before and after school boards -- will be provided to 5 crore students, which will include 50 per cent girl students, Minority Affairs minister Mukhtar Abbas Naqvi announced Tuesday. The outreach is part of the government’s efforts to create an atmosphere of healthy inclusive growth by eradicating the “disease of communalism” and appeasement politics, Naqvi said. The Narendra Modi government is a dispensation committed to “samaveshi vikas, sarvsparshi vishwas (inclusive growth with trust),” the minister added. Under the new plan, girls from minority communities who have dropped out of schools will be linked

to education and employment. They will be provided with “bridge courses” from reputed educational institutions of the country. There will be a “PadhoBadhi” campaign, focussed on areas where minority families do not send their daughters to school. At a later stage, students will be coached for free if they want to sit for competitive exams - including in Central and state administrative services, banking services, staff selection commission and railways exams. This will be provided to all economically weaker students from minority communities -- Muslim, Christian, Sikh, Jain, Buddhist, and Parsi. Madrasa teachers across the country will be given training from various institutions in mainstream subjects. This programme will be launched next month. The scholarships would include more than 10 lakh Begum Hazrat Mahal Girls Scholarship for the economically weaker sections. In the interim budget announced in February, the government had allocated Rs. 93,847 crore - a jump of 10,000 crore from previous year’s allocation.

DIMAPUR, JUN 11 (NPN): While appreciating Neiphiu Rio for upgrading 100-bedded Mon district hospital when he was chief minister in 2013, all Konyak frontal organisations headed by Konyak Union (KU), Konyak Nyupuh Sheko Khong (KNSK) and Konyak Students’ Union (KSU) have resolved to oppose the inaugural programme of the incomplete and poorly-designed hospital build-

ing by Rio scheduled on June 27. In a statement, KU president S Howing Konyak alleged that despite investing a huge sum of money (Rs 21.26 crore) under National Health Mission (NHM), the building was not patientfriendly as its construction was not done as per the actual detailed project report (DPR). He said the hospital management committee had continuously pleaded be-

fore the agency concerned in this regard, but its plea was totally turned down. Under the circumstances, he said the Konyak frontal organisations were compelled not to cooperate with the State government and warned that the inaugural programme would not be allowed until and unless its demand for rectification was met and rectified with(Cont’d on p-7) out delay.

‘Life expectancy in India down due to air pollution’ NEW DELHI, JUN 11 (AGENCIES): Life expectancy in India has gone down by 2.6 years due to deadly diseases caused by air pollution, according to a recent report by an environment think tank. The report by the environment organisation Centre for Science and Environment (CSE) revealed that outdoor and household air pollution together are causing deadly diseases. “Air pollution is now the third highest cause of death among all health risks ranking just above smoking in India. This is a combined effect of outdoor particulate matter (PM) 2.5, ozone and household air pollution. (Full report on p-11)

Kohima Police releases video on child labour Correspondent

KOHIMA, JUN 11 (NPN): Considering the growing incidences of child abuse and child labour in the State, Kohima Police has initiated in producing a video on child labour and released here on Tuesday evening on the eve of World Day Against Child Labour. This year, the theme for the World Day Against Child Labour will be “Children shouldn’t work in fields, but on dreams”. The six-minute 59second video clip portrays an adamant government officer and his wife abusing a 12-year-old domestic help without realising about its legal consequences. The video has been produced by Dreamz Unlimited and its concept was given by North Kohima SDPO M Yambemo Humtsoe. India is sadly home to the largest number of child

labourers in the world and though most children begin work at a young age due to economic reasons, doing so allows them to break from some social constraints as. As per reports, there has been a growing demand for household help and use of children for doing domestic tasks urban areas where these children are forced to perform all sorts of work even as they lose all their freedom and essentially become slaves. According to the officer, many child labour and child abuse cases go unreported In Nagaland. Meanwhile, the SDPO said minor children from rural areas were brought to towns on the pretext of ensuring them better education and life, but they ended up as domestic helps with a wretched living condition, even as most parents of these kids did not realise the real-

ity and the hardships faced by their loved ones. He said there were instances of cases being registered in the State regarding abuse of domestic help, mostly children. A prominent person working for child welfare, but did not wish to be named, observed that in other States, domestic help were brought from neighbouring States. However, she said Nagas illtreated their own children in Nagaland by keeping Naga domestic helps and made it a tribal issue between the guardian and the children’s parents whenever any issue arose. Despite various Acts for child protection, she regretted that only about 40% of them were actually implemented, adding that judiciary system too could no longer be trusted as it was manipulated. She said many child labour and child abuse cases were not even

reported, except for few rape or sexual abuse cases. It may be mentioned that Child and Adolescent Labour (Prohibition and Regulation) Act, 1986 prohibits employment of children below the age of 14 years in any job, including as a domestic help. The Act also prohibits employment of adolescents, i.e., between 15 and 18 years of age, in any hazardous occupation and processes, and it is a cognisable criminal offence and punishable with imprisonment up to two years or fine up to Rs 50,000 or both. Further, Article 24 of the Fundamental Rights mentioned in the Constitution of India under Right Against Exploitation prohibits employment of children below the age of 14 years in any factory or mine or engagement in any other hazardous job.
