Centre asks states to do away with affidavits New Delhi, Jul 27 (PTI): All states have been asked to do away with the requirement of taking affidavits for executive- level jobs and allow self-attestation, the government told Parliament on Thursday. “As part of simplification of procedures, the central government had issued advisories to all states and union territories to do away with the requirement of taking affidavits for executivelevel jobs and for allowing self- certification in a phased manner,” Minister of State for Personnel Jitendra Singh said in a written reply in the Rajya Sabha. The government is trying to promote self-attestation of documents for the majority of governmental work instead of notarised or gazetted affidavits. In a bid to save the common man from hassles, Prime Minister Narendra Modi on August 1, 2014 pushed for shifting to selfcertification of documents and pitched for minimum use of affidavits.

NBCC appeals for clean polls DIMAPUR, JUL 27 (NPN): As bye-election to the 10 Northern Angami-I Assembly Constituency is all set to be held on July 29, 2017, the Nagaland Baptist Church Council (NBCC) Clean Election Campaign (CEC) core committee has appealed to all the voters, intending candidates and political parties/party workers to maintain peace and tranquillity for free and fair election. In a press release, NBCC CEC core committee urged all to abide by the clean election guidelines and respect the 18-point agreement made between NBCC and political parties on June 22, 2017. CEC core committee also reminded the voters to exercise their valuable-God given right to vote for development and to bring positive change in the society. Further, the committee warned that buying and selling of votes and booth capturing was not only a sin but would eventually invite divine judgment. Reminding that the voters, candidates or political parties were all Christian in the context of Nagaland, the core committee urged all responsible Christians to keep their Christian values and principles above individuals’ benefits. It also appealed to all the Christians to prayerfully exercise their franchise with a clear conscience.

PATNA/NEW DELHI, JUL 27 (IANS): Nitish Kumar was on Thursday sworn in as the Bihar Chief Minister at the head of a JDU-BJP government, a day after he dumped the RJD and the Congress, but faced murmurs of protest from senior leaders including Sharad Yadav. The Kerala unit of his party snapped ties with him. Nitish Kumar also came under attack from former allies who called his decision a “betrayal” of the 2015 mandate. Nitish Kumar, who took the oath of office and secrecy with his former Deputy Sushil Kumar Modi of the BJP, has to prove his majority in the Assembly on Friday. crecy by Governor Keshari Nath Tripathi at a hurriedlyorganised event at the Raj Bhavan as JD-U supporters raised slogans of “Nitish Kumar Zindabad”. The new JD-U-BJP combine including some other parties has submitted to the Governor a list of 132 MLAs, 10 more than the half-way mark of 122 in the 243 member Assembly. They include 71 of JD-U, BJP’s 53, RLSP’s and LJP’s two each, HAM’s one and three independents. The RJD has 80 MLAs and its ally Congress has 27. The CPI-ML, bitterly opposed to the BJP, has three members. “My commitment is for the people of Bihar and for the development of Bihar. The decision is in Bihar’s

interest and for its development,” Nitish Kumar said after taking oath. It was not a smooth affair though as two JD-U MPs, M.P. Veerendra Kumar, head of the party’s Kerala unit, and Ali Anwar (Bihar) rebelled against his decision to embrace the BJP. The unhappy leaders met at Sharad Yadav’s residence in Delhi and said the veteran was upset with Nitish Kumar. The meeting was also attended by JD-U general secretary Arun Srivastava and spokesperson Javed Raza. Veerendra Kumar said he was ready to quit the Rajya Sabha to pursue his fight against “fascist forces”. “We are not accepting the JD-U joining the NDA and our relations with Nitish Kumar have ended. It’s shocking Nitish Kumar has joined the NDA. We all thought that he will fight the fascist tendencies but he has now become a part of it.” “None of the party office bearers were consulted before taking such a cruel decision,” Anwar said. Nitish Kumar’s move marks his return to NDA after almost four years. JD-U severed ties with BJP after it chose Modi as its PM candidate in 2013.

Oppn slams Nitish

Lalu Prasad, whose son Tejashwi Yadav faces corruption charges and which triggered the collapse of the Grand Alliance, accused Nitish Kumar of “cheating” the people of Bihar. He said Nitish Kumar “conspired” with the BJP to get graft cases filed against his family. “I made him the Chief Minister despite my party being the single largest party in the state.” The RJD leader said his party was consulting legal experts and may approach the Supreme Court as the verdict in the S.R. Bommai case was not followed while inviting Nitish Kumar to form the government in Bihar. Congress Vice President Rahul Gandhi also slammed Nitish Kumar for shaking hands with the BJP for “personal gains”. “The mandate was against the communal stand of the BJP but Nitish has chosen to embrace them. We were aware of what was going on for three-four months. This is the problem with Indian politics. For the sake of power and personal gains, they compromise with anything.”

DIMAPUR, JUL 27 (NPN): Nagaland and Arunachal Pradesh Governor, PB Acharya, who attended the swearing in ceremony of the President of India, Ram Nath Kovind, in Delhi on July 25, 2017, paid a courtesy visit to the President at Rashtrapati Bhavan, New Delhi on July 26, 2017. In a press release, Raj Bhavan PRO said the governor presented a shawl and a pineapple from Nagaland “signifying the famed Pineapple Festival of Nagaland” to the President on the occasion. Governor also invited the President to Nagaland, which the later accepted and assured to include in his 2017-18 tour itinerary, PRO said. During his official visit to Delhi, Acharya also called on Union Home Minister, Rajnath Singh on July 25. Later on July 26, Acharya called on Culture and Tourism Minister, Dr. Mahesh Sharma and discussed various issues related to the states of Nagaland and Arunachal Pradesh.

DIMAPUR, JUL 27 (NPN): The seven daily newspapers of Nagaland (four English and three vernaculars) -- Nagaland Post, Morung Express, Eastern Mirror, Nagaland Page, Tir Yim Yim, Capi and Ao Milen, published from Nagaland and registered with the Registrar of Newspapers for India (RNI) have been compelled to issue a public statement clarifying our stand with regard to the Newspaper Association of India (NAI), Nagaland Chapter. 1. The Nagaland newspapers have no official relationship with the Nagaland Chapter of the NAI. We understand NAI’s objectives are to encourage, develop, promote and improve regional local newspapers throughout the country. Therefore, being an association of newspapers it would have been prudent on the NAI’s part to have consulted with the newspapers in Nagaland while exploring possibilities of opening a Nagaland Chapter. Unfortunately, this did not hap-

pen. The Nagaland newspapers state clearly that we do not have any relationship with the NAINagaland Chapter. 2. Furthermore, the Nagaland newspapers will not take any responsibility for the activities and actions of the NAI-Nagaland Chapter. We wish to put on record that none of the NAI-Nagaland Chapter members are presently associated with any of the seven newspapers named on this statement, and as such cannot claim to represent the Nagaland newspapers. Therefore, the seven newspapers are neither liable nor responsible for the actions and activities of the NAI-Nagaland Chapter. 3. Finally, the Nagaland newspapers openly state that no organization or group, including the NAI-Nagaland Chapter, has the right to represent the interests and welfare of the newspapers in Nagaland without due consultation and expressed written consent given by the newspapers.

RTI reveals anomalies in 3 deptts.

DIMAPUR, JUL 27 (NPN): Replies to RTI indicated that there has been huge anomalies in three departments-School Education, Social Welfare and Food & Civil Supplies- estimated at several hundreds crore rupees. This was disclosed in a synopsis of a PIL filed by RTI activists S.T. Yapang Longkumer and Odi Jamir at the Gauhati High Court Kohima Bench on July 25, 2017. The petitioners termed the anomalies as massive misappropriation of funds during the past several months. The petitioners stated that in response to RTI from the Finance department on June 15,2017 , it was brought to light that the department’s Budget and Monitoring Cell (B&MC) had issued 73 Drawal Authority/s (DA) to the School Education department from 21.04.2016 to 31.03.2017 under demand no. 31. The petitioners

claimed that among the 73 DAs, some 23 appeared to be serious anomalies, from which a whopping amount of Rs. 248.67 crore was drawn from 21.04.2016 to 31.03.2017 purportedly for the purpose of construction of school buildings, SSA & RMSA salaries, payment of scholarships. Further, the petitioners pointed out that the Social Welfare department had drawn an amount of Rs. 222.49 crore within 10 months for the purpose of clearance of liabilities under wheat and nutrition programme, construction of park for persons with disabilities in Kohima, orphanages, children homes, observation & shelter homes etc., purchase of food items under SNP, payment of pensions to beneficiaries and blind persons. With regard to Food and Civil Supplies department, the petitioners said that upon detail examina-

tion and perusal of the documents furnished by the Finance department, it was revealed that the B&MC had issued 17 DAs to the Civil Supplies department from 02.06.2016 to 17.07.2016 under Demand No. 22. Amongst the 17 DAs, the petitioners said four appeared to have had serious anomalies where Rs. 12.55 crores were drawn from 21.04.2016 to 31.03.2017 for the purpose of printing of ration cards, transportation handling charges of food grains of additional BPL, AAY rice for beneficiaries. The petitioners alleged that the amounts drawn by the departments were never used judiciously for the purpose of progressive and genuine welfare activities of the citizens. Maintaining that amounts may have been allegedly siphoned off, the petitioners appealed to the Court direct the CBI to conduct a thorough investigation into the anomalies.

Terminate contractual appointments: PSAN DIMAPUR, JUL 27 (NPN): Public Service Aspirants of Nagaland (PSAN) on Thursday reiterated its demand for immediate termination of all contractual appointments made after June 6, 2016 and requisition the resultant vacancies to NPSC for direct recruitment. In a press release, media cell PSAN claimed it has unearthed as many as 32 contractual appointments in the department of higher education, justice & law and art & culture. It said the appointments were made after the state government had issued notification banning contractual appointments, vide office memorandum (OM) dated June 6, 2016. PSAN questioned why was the notification issued when the state government did not intend to follow it? Describing the OM as “a mere eye wash”, PSAN said those contractual appointments made post June 6, 2016 was “a

complete betrayal of trust and mockery of democratic ideals.” Further, PSAN said that in the rural development (RD) department, as many as 21 posts of BDO/RDO/APO (Class-I gazetted) were currently under deputation. PSAN reminded RD department that since 2012 as many as 23 vacancies of BDO/RDO/APO have resulted but only two BDO posts were requisitioned to NPSC for direct recruitment during the same period. PSAN has therefore asked the RD department to explain why so many posts were being filled through deputation when there was NPSC to fill up vacancies through direct recruitment. It said that RD department was also answerable to the people of Nagaland for violating the government’s standing order on deputation dated August 30, 2004. (Cont’d on p-7)

VVPAT to be used for bye-election: CEO Correspondent

KOHIMA, JUL 27 (NPN): Chief Electoral Officer (CEO) Nagaland, Abhijit Sinha on Thursday informed that the Voters Verifiable Paper Audit Trail (VVPAT) would be used for the bye-election to the 10-Northern Angami-1 Assembly Constituency to be held on July 29. Talking to media persons here, Sinha said this would be the second time where VVPAT would be used in Nagaland. Sinha also informed that campaigning had come to an end at 4 p.m. Thursday while exit polls have also been prohibited till the polling is over. The CEO said adequate Central armed forces would be deputed in all the 25 polling stations to ensure peaceful conduct of polling, with photographers/videographers at every polling staton to capture

the whole election process. He assured that the use of VVPAT will have nil chances of anomalies as voters would be able to verify their voting. Sinha said proper instructions for use of VVPAT in the form of posters would be put up at various locations both in English and Tenyidie. As directed by the ECI, Sinha has asked all electors who have been issued EPIC to produce the same for identification at their respective polling stations. BSF and DEF Kohima on Thursday conducted area domination exercise in the form of “Flag March” in areas under the constituency.
