RS passes contentious RTI Bill Rejects oppn demand to refer Bill to select committee NEW DELHI, JUL 25 (PTI): Parliament on Thursday approved an amendment to the RTI Act that gave the government powers to decide salary and service terms of the statutory body head and its members, with Rajya Sabha passing it by a voice vote. The Upper House witnessed high drama when it negated a motion for sending it to a house panel. While the Lok Sabha had passed The Right to Information (Amendment) Bill, 2019 on Monday, the Rajya Sabha gave its approval on Thursday after opposition walkout over what it said was “intimidation” tactics by treasury benches to influence voting on the motion to send the bill to a Select Committee for greater scrutiny. BENGALURU, JULY 25 (PTI): Karnataka Assembly speaker KR Ramesh Kumar on Thursday disqualified two Congress rebel MLAs and an Independent legislator till the end of the term of current House in 2023. Giving his ruling, the Speaker said he would take a decision on the remaining 14 cases in a “couple of days.” Kumar said members disqualified under the antidefection law cannot contest or get elected to the assembly till the end of the term of the House. He said he was convinced that the resignations by the three members were not voluntary and genuine and he had therefore rejected them and proceeded to disqualify them under the anti-defection law. “They have violated the provisions of the 10th Schedule of the Constitution (anti-defection law) and therefore are disqualified,” he said. The speaker’s announcement came two days after the Congress-JDS coaltion government headed by H D Kumaraswamy collapsed as it lost the trust vote in the assembly.

Ciethu Greenfield airport financially not viable, says DoNER minister Spl. Correspondent

NEW DELHI, JUL 25 (NPN): Union Minister of State (Independent Charge) Development of NorthEastern Region (DoNER), Dr. Jitendra Singh, Thursday said that Greenfield airport at Ciethu in Kohima proposed by the State Government of Nagaland was financially unviable. In written reply to a question in Rajya Sabha, Dr. Singh said that the feasibility study was conducted by the multi-disciplinary team comprising officials from Directorate General of Civil Aviation, Ministry of Environment, Forest and Climate Change and AAI in August, 2018. He said that though the project was technically feasible, the financial implication of site development was exorbitant making the project financially unviable. It may be mentioned that the state chief minister Neiphiu Rio while addressing the 5th Governing Council meeting of NITI Aayog at Rashtrapati Bhavan in Delhi on June 16, 2019 had urged the Centre to expedite

various projects that have been pending for some time including Greenfield Airport at Ciethu, Kohima. Rio had highlighted that the Ciethu airport was proposed in 2003, but regretted that even after feasibility surveys and studies by various Central government agencies and preparation of DPR, the project was still pending. Dr. Jitendra Singh while highlighting “North Eastern Region Vision 2020” stated that the document provides an overarching framework for the development of the North Eastern Region to bring it on a par with other developed regions under which different Ministries, including Ministry of DoNER have undertaken various initiatives. He disclosed that outlays by Central Ministries in the North Eastern Region have increased substantially. Dr. Singh pointed out that mandatory earmarking of at least 10% of GBS of Central Ministries/Departments for North Eastern Region (NER) and creation of Non-Lapsable Central Pool of Resources (NLCPR) has

augmented resource flow to the region. He said that there has been a sharp rise in provisional expenditure (subject to final vetting by Ministry of Finance) by Central Ministries in NER by 83% from Rs.24819.18 crore in 201415 to Rs.45,518.14 crore in 2018-19. An allocation of Rs.59,369.90 crore (BE) during 2019-20 has been made for the North Eastern Region, including Ministry of DoNER, Dr. Singh disclosed. According to Dr. Singh, strengthening infrastructure and connectivity was a major thrust area identified by the Vision document. Several connectivity initiatives have been undertaken in the recent past, he added. In respect of Air Connectivity, modernization and development of Airports have been taken up. This includes construction of a new integrated terminal building at Guwahati, Imphal and Agartala Airports; Extension of Runway at Dibrugarh Airport; Strengthening of Runway, Taxiway at Dimapur Airport; and upgradation works at Tezu Airport.

KOHIMA, Jul 25 (NPN): State government Thursday organised farewell programme for outgoing Governor of Nagaland, PB Acharya, at State Banquet Hall, Kohima. Speaking at the programme, state chief minister, Neiphiu Rio, said Governor Acharya would always be the “best goodwill ambassador of Nagaland and the Naga people.” As Constitutional head of the State, Rio said Acharya has had a meticulous and exemplary tenure, saying that the governor conducted himself in an impeccable manner and upheld the Constitution of India in exemplary fashion when the State experienced a few political crises during the past few years. Rio recalled that Acharya did not come to Nagaland as a stranger, but rather was already a

well known figure as he had been closely associated with the entire north eastern region since the 1960s. Opposition benches wanted the Select Committee motion to be voted first but Chair said it would be taken up only after the debate, forcing multiple adjournments earlier in the day. When House finally got to discussing it, opposition parties including Congress, TMC, Left Front and SP opposed the amendment saying it was being done to undermine people’s right to information and scuttle probing questions. Opposition alleged that RTI amendment bill would undermine the independence of the information commissioners. The amendments seek to give the government powers to fix salaries, tenures and other terms and conditions of employment of information commissioners appointed under the RTI Act. RTI Act, which was passed by Parliament on June 15, 2005 and came into force on October 13, 2005, sets out a regime that allows citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of every public authority.

K’taka speaker disqualifies 3 rebel MLAs

MOKOKCHUNG, JUL 25 (NPN): At least three persons have been arrested by Mokokchung police in connection with missing cash amounting to Rs. 2, 50, 25, 700 meant for replenishing ATMs. The arrests were made following a written complaint from Regional head North East of SIS Cash Services Private Ltd that some of the employees had manipulated ATM money and subsequently resulted in shortage of cash in ATMs.

It stated the firm SIS Cash Service Pvt Ltd conducted audit in 19 ATMs and detected shortage/missing of cash in 18 ATMs amounting to Rs. 2,50,25,700. The three arrested accused have been identified as one Limatemjen Molier, son of Lanusosang of Dibuia village, presently residing at Aongza ward; Imtimendang (younger brother of Limatemjen Molier) and Imtisunep (Private Security SIS), son of late Lanutemjen, presently residing at Alempang ward. NEW DELHI, JUL 25 (PTI): The government has decided to extend the Parliament session till August 7, Parliamentary Affais Minister Pralhad Joshi said in the Lok Sabha on Thursday. As soon as the triple talaq bill was passed in the House, Joshi rose to inform the Speaker Om Birla about the decision to extend the session. The decision was taken at a meeting of the Cabinet Committee on Parliamentary Affairs here, according to sources. The government had indicated on Wednesday that the ongoing Parliament session could be extended.I&B Minister Prakash Javadekar had said the Opposition has always demanded that Parliament should meet for more number of days. The session, which began on June 17, was scheduled to end on July 26. K Y M C
