RN Kovind sworn in as India’s 14th President
NEW DELHI, JUL 25 (AGENCIES): Ram Nath Kovind took oath as the 14th President of India in the Central Hall of Parliament on Tuesday. Chief Justice JS Khehar administered the oath of office to Kovind who swore to “preserve, protect and defend the constitution and law.” Former President Pranab Mukherjee, Vice President Hamid Ansari, Lok Sabha Speaker Sumitra Mahajan and Prime Minister Narendra Modi were present at the ceremony. “I am accepting this position with all humility and I am grateful for this responsibility,” said Kovind in his inaugural address. He said he comes from a very simple background and feels privileged to walk on the same path as Dr. Radhakrishnan, Dr. Abdul Kalam and his predecessor, Pranab Mukherjee. “I bow to the 125 crore citizens of this great nation and promise to stay true to the trust they have bestowed on me,” he added. Petroleum workers strike
DIMAPUR, JUL 25 (NPN): Petroleum workers in the Northeast have threatened to go on indefinite strike from July 27 protesting non-implementation of the Minimum Wages Act, 1936. The strike has been called under the banner of the Assam Petroleum Mazdoor Union (APMU). APMU president Munin Mahanta and general secretary Ramen Das informed that the union will boycott loading and unloading of petroleum products (oil and gas) throughout the North East during the period.

AAP unit ultimatum on CM DIMAPUR, JUL 25 (NPN): A day after the state chief minister, T.R. Zeliang, appealed for calm and assured to work towards all round development, the Aam Admi Party (AAP) Nagaland unit on Tuesday challenged the chief minister to undo the wrongs of the past years within 15 days. In a press release, media cell, AAP Nagaland unit, said Zeliang was not a new leader for the Nagas to believe that he would bring peace, development and give basic rights to every Naga citizen. “His poor former leadership is indicated everywhere in the State in every field like poor health center, poor road, poor administration of every school, secondary, college and university and others,” AAP said and urged Zeliang to abstain from making false statement for the sake of speech.

KOHIMA, JUL 25 (NPN): Nagaland chief minister, T.R. Zeliang on Tuesday completed the formation of his jumbo-sized ministry by inducting nine advisers and 26 parliamentary secretaries. Zeliang administered the oath of office and secrecy to the advisors and parliamentary secretaries at State Banquet Hall. With this Zeliang has been able to accommodate all the 47 legislators. However, the question lies as to how Zeliang would distribute the portfolios in a jumbo-sized ministry to please all. Talking to media persons after the swearing-in, the chief minister disclosed that the distribution of portfolios to the council of ministers and others would be done in a day or two. Considering the fact that there are so many members with less vacancies, the portfolio distribution needs to be worked out properly, he added. DIMAPUR, JUL 25 (NPN): Democratic Alliance of Nagaland (DAN) legislature party comprising of 47 MLAs have unanimously reaffirmed to endorse chief minister T.R. Zeliang as DAN legislature party leader. A statement signed by the 47 MLAs said that the resolution was adopted at the meeting of the DAN legislature party after the swearing in ceremony of advisors and parliamentary secretaries on Tuesday. The 47 MLAs have also unanimously elected Noke Wangnao as the new chairman of the DAN. Noke’s candidature was proposed by Imtilemba Sangtam and seconded by S.I. Jamir and Er. Levi Rengma in the presence of State BJP president and DAN vice chairman, Visasolie Lhoungu, the statement said. The resolution was adopted by the 47 MLAs by raising their (Cont’d on p-7) hands.

Zeliang said since the action taken was arbitrary and not according to the NPF constitution, the MLAs have decided to demand resignation of the NPF president, Dr. Shürhozelie Liezietsu. The issue was deliberated during the NPF legislature meeting on July 24, he added. On the issue of NPF central taking the party whip issue to court, Zeliang said their intention was to get a stay order before the expansion of his ministry. How-
ever, the court did not allow it and rather fixed the next hearing for July 31, Zeliang said. Zeliang was optimistic that the petition will be dismissed, saying it does not hold any merit. When asked whether he would seek to initiate any action against the 10 NPF MLAs who had voted against the whip issued by him during the July 21 floor test, Zeliang said the matter would be discussed during the NPF legislature party meeting. However, citing the anti defection law, Zeliang said if any member defies the whip it will directly attract disqualification and that if anyone files petition before the speaker, they will
also face disqualification. He further noted that as per rule, one can submit a petition only after 15 days. Meanwhile, on MKR Pillai’s case, T.R. Zeliang said he would pursue the matter since the government had already instituted an Inquiry Commission. With regard to termination of Pillai’s service, which was yet to be made public, Zeliang said he is yet to see the file which has been under process. He said Pillai will not be allowed to continue service until investigation is completed. Earlier, chief secretary, Pankaj Kumar initiated the oath taking ceremony which was witnessed by cabinet ministers, government officials and party workers.
MoRTH sanctions 115,435 kms State govt notifies on of national highways across India service termination NEW DELHI, JUL 25 (AGENCIES): The Ministry of Road Transport and Highways (MoRTH) informed Lok Sabha that total 115,435 kilometres of National Highways have been sanctioned in all 35 states and Union Territories in the country. In a reply of unstarred question raised by Shimla MP Virender Kashyap in Lok sabha, Union Minister of State for Road Transport and Highways Pon Radhakrishnan informed Lok Sabha that out of total 115,435 kilometres, 10,668 kilometres national highways have been sanctioned in the states of Himachal, Punjab, Haryana, Chandigarh and Jammu Kashmir. He told that 2,642 kilometres national highways have been sanctioned in Himachal Pradesh while 2,641 kilometres in Haryana, 2,601 kilometres in Jammu & Kashmir, 2,769 kilometres in Punjab and 15 kilometres have been sanctioned for Union Territory Chandigarh. The minister told that highest 15,436 kilometres (kms) national highways have been sanctioned for Maharashtra while minimum 15 kilometres have been sanctioned for Chandigarh.

DIMAPUR, JUL 25 (NPN): Consequent upon the cancellation of the Indigenous inhabitant certificate, Schedule Tribe and Backward Tribe certificate of one Lunghilang Pamai on June 13 last, the state government through a notification on July 21, terminated the service of Pamai as secretariat assistant who reportedly belonged to Manipur state. In this regard, the state government has written to the NPSC to recommend another candidate in lieu of Pamai from the waiting list under BT Zeliang maintained by the commission for appointment to the said post. It may be recalled that a complaint was lodged by Zeliang Peoples’ Organization Nagaland (ZPO-N) against issuance of Scheduled Tribe Certificate, Indigenous Inhabitant Certificate and Backward Tribe Certificate to two persons from Manipur in the name of Zeliang tribe. In the compliant to Commissioner Nagaland on July 26, 2016, ZPO (N) pointed out the issuance of certificates to two persons-- K. Rangsobe, s/o Peining and Mr. Lunghilang Pamai s/o Ramlan from Manipur, who appeared the NPSC Exam 2016 vice No. 15424 and No. 15663 respectively in the name of Zeliang tribe.
NPF CEC endorses DAC’s decision against 31 MLAs KVC, KVYO issue directives for clean election DIMAPUR, JUL 25 (NPN): NPF Central Executive Council (CEC) has endorsed the decision of the Disciplinary Action Committee (DAC) of the party to expel 20 MLAs of the party and suspend another 11 MLAs “for anti-party activities” that was detrimental to the unity and integrity of the party. This was one of the 15 resolutions adopted at the CEC emergency meeting held in Kohima on July 25. Resolution committee convenor Zaku Tsukru, members Phushika Aomi, Pusazo Luruo, Blaise Ihielung and member secretary Sebastian Zumvu, stated that the party’s CEC has recommended immediate suspension of E.E.Pangteang from the party for “anti-party activities.” It also resolved to take up disqualification petition against all NPF Legislators, who defied party whip issued by NPF Chief Whip

It resolved to demand the President of India to immediately recall the governor of Nagaland. CEC also condemned the NLA Speaker for his “act of favouritism and nepotism, and unconstitutionally siding with his brother in law TR Zeliang” and demand his resignation on moral ground. Also, condemning the “unconstitutional government” headed by TR Zeliang for violating all Constitutional provisions, the CEC demanded the immediate
resignation of Zeliang. The house further endorsed the DAN coalition partners’ decision to elect Kuzholuzo (Azo) Nienu as its chairman. It also endorsed and recognised the election of Azo as the Leader of NPF Legislature Party. Claiming that Azo has more than one-half support of the NPF party legislators, the CEC demand he be officially recognised as such by the NLA with necessary protocol arrangements due to him. CEC has also extended full support to the leadership of party president Dr Shürhozelie Liezietsu. It endorsed the support extended by the party president to the Prime Minister of India for his sincere attempt to bring an early solution to the Naga political problem and to curb corruption in the country. Besides, the CEC has approved the core committee constituted by party
president Dr Shürhozelie Liezietsu on July 24, 2017. At the meeting, the CEC approved the dissolution of NPF working committee and finance committee by the party president. It also recommended dissolution of the NPF Peren Division and all frontal organisations of the party in the division for siding with expelled legislators. It was resolved to introduce Personal Confidential Report (PCR) system for all responsible members of the party with effect from July 2017. Meanwhile, the NPF CEC has called upon party legislators “who have been misled by selfish elements” to come back to the fold of the party to avoid severe penal repercussions. It cautioned that, henceforth, all forms of anti-party activities would attract immediate disciplinary actions, be it party functionaries or legislators.
DIMAPUR, JUL 25 (NPN): Kohima Village Council (KVC) has informed all that the council has endorsed the agreement made between political parties in Nagaland and Nagaland Baptist Church Council in principle and the Model Code of Conduct by the Election Commission. In this regard, KVC chairman Dr. Neiphi Kire and general secretary Zeneizo Rutsa has asked all to abide by the directives for the forthcoming 10-Northern Angami-I A/C bye-poll . In order to ensure free and fair election, KVC resolved that no one shall buy votes with money, shall not insist/force Clan, Khel, Village and family to declare support for a particular candidate, shall not bribe voter/s with money or materials, shall not distribute alcohol, drugs or other intoxicants to voters, shall not set up camps in the colony/
Khel/Village/Town, shall not use force, intimidation and undue influence to voters, shall not use the support of undergrounds/NPGs to threaten voters, shall avoid house to house campaign, shall not use/spread false propaganda for personal gain, shall not be involved in booth capturing and any other activities which are unbecoming of any political party and no proxy voting. It further asked all genuine voters to vote without fail and warned that outsiders, who are not genuine voters, would not be allowed to disrupt the voting process. KVYO: In another statement, Kohima Village Youth Organisation (KVYO) president, Medozhatuo Rutsa and joint secretary, Ruokuoneitso Kire has informed that KVYO, during its emergency meeting on July 22 made several resolutions in order to promote free and fair election.
KVYO said it would strictly monitor all the polling booths under its jurisdiction and affirmed to restrict entry of non-registered electors of the particular area on the polling day. KVYO warned defaulters of unbending consequences, saying they will be solely held responsible for their heedless behaviour. While encouraging all to participate in fair election, KVYO also cautioned registered voters of severe action if found indulging in any unfair means or disrupting the peaceful atmosphere. KVYO further warned all residents not to entertain or host any person during the poll period. “If any atrocious situation arises out of this, the house owner entertaining such person will be held responsible,” KVYO added. In this regard, KVYO has sought the cooperation of all electors and appealed to everyone to observe a free and fair election day. K Y M C
