BENGALURU, JUL 17 (AGENCIES): The Supreme Court on Wednesday gave 15 dissident MLAs of Karnataka complete freedom to opt out of the ongoing Assembly session even as it acknowledged the Speaker’s discretion to decide on their resignations as and when he considers appropriate In its interim order on Wednesday, the bench led by the Chief Justice of India Ranjan Gogoi observed that the 15 rebel MLAs cannot be compelled to participate in Assembly proceedings despite a whip order being issued by the Congress and JD(S). The court verdict was interpreted in political circles as a relief for the rebel lawmakers, as it categorically said an option should be given to them as to whether they wanted to take part or stay out of the assembly proceedings. JCPI to support RIIN exercise DIMAPUR, JUL 17 (NPN): Joint Committee on Prevention of Illegal Immigration (JCPI) has resolved to support the ongoing exercise of Registration of Indigenous Inhabitants of Nagaland (RIIN) in the state, stating that RIIN was indispensable to effectively enforce the new system of ILP. In a press note, JCPI convenor K Ghokheto Chophy and secretary Tia Longchar stated that the resolution was unanimously adopted at a meeting with the apex Naga tribal hohos of Nagaland on July 16, 2019 at Hotel Japfu, where nine out of 14 tribes attended the meeting. JCPI stated that three tribes of ENPO have, however, expressed their desire to take collective final decision with ENPO. JCPI said the house also reaffirmed the earlier resolution and urge government to notify extension of BEFR, 1873 to cover the entire administrative jurisdiction of the state including Dimapur immediately. The house noted that establishment of real time RIIN, to identify the status of the stakeholders under various categories and to rectify the past anomalies with authentic statistics, was essential for implementation of government programme and policies in the state.

DIMAPUR, JUL 17 (NPN): Nagaland and Manipur Governor, P.B. Acharya met Union Home minister Amit Shah and his deputy G Kishan Reddy, who is in charge of Northeast, separately in New Delhi on July 15. According to PRO to governor, Acharya apprised Shah on the difficulties faced by people living in border areas due to lack of development. He said public private partnership (PPP) projects should be started in these areas for the benefit of the people. Acharya also informed Shah about his recent meeting with vendors and other service providers during an interactive meet held at Raj Bhavan in Kohima. He said Food Security Act should be implemented for the benefit of targeted group. At the metting with Reddy, Acharya the minister that people of the State were eagerly waiting and were hoping for an early honourable and respectable solution to the over six-decades-old Naga issue. He expressed the hope that a permanent solution would be achieved at the earliest.

DIMAPUR, JUL 17 (NPN): The consultative meeting of civil society organisations (CSOs), tribal hohos, NGOs, senior citizens and legislators with State government representatives held at the State Banquet Hall, Kohima on Wednesday unanimously resolved to support and extend cooperation to the State government in implementation of the proposed Register of Indigenous Inhabitants of Nagaland (RIIN). According to a government statement, the meet-

ing also resolved that the process of enumeration for implementing RIIN would be carried out only after consultations with all stake holders and after the final modalities/guidelines were agreed upon. Chaired by chief secretary Temjen Toy, the meeting was attended by Chief Minister Neiphiu Rio and his cabinet colleagues, speaker, deputy Speaker, deputy chief minister Y Patton and members of Nagaland Legislative Assembly, senior state government officials and office bearers and representatives of Angami Public Organisation, Ao Senden, Chakhesang Public Organisation, Chang Kulei Setsang, Konyak Union, Khiamniungan Tribal Council, Lotha Hoho, Phom People Council, Pochury Hoho, Rengma Hoho, Sumi Hoho, Western Sumi Hoho, United Sangtam Likhum Pumji, Yimchunger Tribal Council, Zeliang People’s Council,

Eastern Nagaland People’s Organisation, Nagaland Tribes Council, Central Nagaland Tribes Council, Naga Mothers’ Association, Eastern Nagaland Women’s Organisation, Naga Students’ Federation, Eastern Naga Students’ Federation, Nagaland GBs’ Federation, Naga Council Dimapur, Joint Committee on Prevention of Illegal Immigrants and Senior Citizens Association of Nagaland. After the introductory remarks by Patton, Rio called upon all tribal hohos and CSOs to cooperate with the government in this endeavour. He said the government alone would not be able to carry out the task and thus urged all concerned to be part of this exercise by way of engaging themselves with the common people at the grassroots level. And as suggested by the tribal hohos and CSOs, the chief minister said the

government would also reconsider the timeframe and work out the modalities with the help of the stakeholders. In the meeting, the tribal hohos and CSOs were given an opportunity to express their thoughts and suggestions for effective implementation of RIIN, the statement claimed. While all the tribal hohos and CSOs present endorsed the decision of the State Government for creation of RIIN and desired to support the initiative, they, however, asked the government to give sufficient time to have further discussions on the matter and suggested the necessity to work out clear and practical modalities while carrying out the RIIN exercise. Naga Hoho and NSF failed to attend the meeting, while mediapersons were not allowed inside the State banquet hall, saying it was a closed-door meeting.

Rio to re-shuffle ministry soon Correspondent

KOHIMA, JUL 17 (NPN): As reported by Nagaland Post on June 8, chief minister Neiphiu Rio is all set to effect a minor reshuffle of his ministry soon. According to source, pressure from ally, the BJP has triggered the move of the alliance which just completed one year in office. It was also learnt that Rio held a thorough discussion with BJP national general secretar y Ram Madhav over the proposed re-shuffle of his cabinet. A list of ministers and their re-shuffled portfolios was also sent to Delhi to apprise the Central BJP leadership, sources said. Meanwhile, sources informed Nagaland Post that deputy chief minister Y Patton, who is currently in charge of Home and National Highway, is likely to be given the charge of Road and Bridges department, which is held by Independent MLA, Tongpang Ozukum. Also, Zhaleo Rio, who is younger brother of the chief minister, is likely to be relieved from the post of deputy speaker and assigned as adviser of Sericulture

and Excise departments, while newly elected member from 26 Aonglenden constituency Sharingain Longkumer may be given the post of deputy speaker, sources added. Current PWD (R&B) minister Tongpang Ozukum is likely to be assigned Housing and Mechanical, while another BJP MLA Dr Longriniken is likely to be assigned Border Affairs and National Highway. Incumbent Urban Development & Municipal Affairs minister Metsubo Jamir is likely to be given Rural Development portfolio, while Dr Nicky Kire is likely to be given the Urban & Municipal Affairs department.

RIIN a means to address illegal migrant issue: Cong DIMAPUR, JUL 17 (NPN): Underlining his party’s stand on RIIN, Nagaland Pradesh Congress Committee (NPCC) president K Therie maintained that the issue of illegal migrants needed to be resolved sooner or later either by RIIN or other means and extended cooperation in this regard. In a statement, the NPCC chief stressed on the need for a clear census and identification was necessary for all political and economic programmes both for the nation and for the State. In this regard, Therie said RIIN was meant to further authenticate census while Aadhar and electoral roll were to enable the State to apply ILP. Therie explained that the simple qualification for RIIN was that the name of a person or his/her name or his/her legitimate ancestor must be in the electoral list of December 5, 1963. He said this would impact upon those who don’t qualify for RIIN and would be subject to ILP and Article 371(A). Therie said bona fide citizens who fail to qualify RIIN would be required to give more explanation regarding their status and position. There said some remained critical of Article 371(A), because the state assembly had failed to make laws for effectively implementing Article 371(A) in letter and in spirit. (Cont’d on p-7)

Karnataka Assembly Speaker KR Ramesh Kumar welcomed the Supreme Court decision, giving him freedom to decide on the resignations of rebel MLAs, and said he would conduct himself responsibly in accordance with the principles of the Constitution. The Speaker has, however, not given any indications about the time frame within which he would decide on the resignations. As many as 16 MLAs -- 13 from the Congress and three from JD(S) -- have resigned, while independent MLAs R Shankar and H Nagesh have withdrawn their support to the coalition government, putting the coalition government in jitters. Meanwhile Congress has pressed for disqualification of 13 MLAs, including independent R Shankar, who had merged his Karnataka Pragnyavantha Janatha Party with it. If the resignations of the 16 MLAs are accepted, the ruling coalition’s tally will plummet to 101, reducing the 13 month-old government to a minority.

Foreigner tribunals have also been set up to curb illegal stay of foreigners in India, he added. People in Assam are scrambling to prove their citizenship as part of an exercise to prepare a Supreme Court-ordered registry of citizens in the state. The list is due to be released on July 31. Other states in the North East have launched similar exercises to identify people without Indian citizenship.

DIMAPUR, JUL 17 (NPN): Jotsoma Youth Organisation (JYO) has alleged unauthorised collection of money by Kohima traffic police at landslide area (Kezhanu), Jotsoma and demanded that the district administration take necessary action against the traffic police personnel on duty. In a complaint letter addressed to the deputy commissioner (DC) Kohima, JYO president Khrieto Peseyie and secretary Rokozhalie Gwirie claimed that Kohima traffic police personnel on the night of July 16, 2019 at around 6-7:30pm collected money from heavy vehicles to cross the landslide. Claiming that the illegal activity was going on for the last two weeks, the JYO said traffic police were collecting Rs 100 up to Rs 2000 depending on the load capacity of the trucks. Further, JYO stated following report of heavy traffic jam along NH-29 on July 16 evening, youth volunteers led by its president rushed down to help regulate

the vehicles to cross its jurisdiction without hardship. On verifying the cause of the jam, JYO said the volunteers caught a traffic police personnel collecting money from each trucks to cross the sinking area of the road. On further interrogation, JYO said the traffic police personnel admitted that they were collecting money just for “chai pani” expenditure. In this regard, JYO wondered whether the collection by the Kohima traffic police personnel was authorised by the district administration? “If the collection is not authorised, we request you to take necessary action against the Traffic Police personnel on duty as their unauthorised and illegal activities had caused untold misery to the travellers,” JYO demanded. JYO expressed hope that action taken by the administration would be intimated to the organisation for better coordination to help the general public. NPMSA temporarily suspends stir

DIMAPUR, JUL 17 (NPN): Nagaland Planning Machinery Service Association (NPMSA) has resolved to temporarily suspend the agitation/pen-down strike with immediate effect. In a letter to the state chief secretary, NPMSA president Imlikokba Longkumer stated that the strike has been suspended following government’s assurance that the ‘matter will be taken up at the earliest in the next Cabinet Meeting’ and ‘all steps will be taken to ensure that the service interests of the members are not put to a disadvantageous position’. In the event of government’s failure to remove/expunge the post of OSD (Skill Development) from Schedule I & II of the Nagaland Planning Machinery Service Rules, 2019, in the next cabinet meeting, the association cautioned that it would be compelled to resume the agitation.

RIIN consultative meet 2.0 on Jul 20

DIMAPUR, JUL 17 (NPN): Government of Nagaland has convened a consultative meeting on the exercise for creation of the Register of Indigenous Inhabitants of Nagaland (RIIN) with Garo Tribal Council Nagaland, Dimapur; Kachari Tribal Council Nagaland, Dimapur; Karbi Union, Nagaland, Dimapur and Kuki Inpi Nagaland, Dimapur at the Rhododendron Hall, Police Mess, Chumukedima, Dimapur on July 20, 2019 at 11 am. According to an official bulletin, the chief minister and the deputy chief minister would be present at the proposed meeting. Presidents of four tribal bodies have been requested to attend the meeting along with two representatives each.

Aghunato GBs resolve to back NH

DIMAPUR, JUL 17 (NPN): Village chiefs (GBs) union of Aghunato area, erstwhile un-administered area under North-East Frontier Agency (NEFA), who had consultations on prevailing Naga peace process vis-à-vis Naga tribal hohos “in pursuance of one goal one nation”, said they have resolved to support the Naga Hoho (NH). In a press release, GBs union Aghunato area general secretary Kivito Awomi said the consultations deliberated at length that “Nagas are one and there cannot be different opinion in pursuance of common goal.” Therefore, the house unanimously resolved to support the NH to strengthen the peace process and to pursue the unity among the Naga community. The union pointed out that the first “Indo-Naga” battle took place under Aghunato area (Aghushito sub-division) where “several villages were burnt down to ashes and so many precious lives have been lost...” On the basis of this “historical record”, the union has appealed to all the tribal hohos to come together and stand unitedly to fight against the unseen forces that confronting Naga society today.
