SHILLONG, JUL 9: Noting that the North Eastern states suffers from the lack of adequate private investment, Union Home Minister Rajnath Singh on Monday said that the Narendra Modi-led government is committed to ensure socio-economic development of this region as per its potential and also ensure peace and prosperity to the citizens. Fuel prices hiked for 5th straight day

NEW DELHI, JUL 9 (AGENCIES): Petrol and diesel prices across the four metro cities rose for the fifth straight day on Monday. According to the data on state-run Indian Oil Corporation’s website, petrol price in Delhi today is Rs. 76.36 per litre. In Chennai and Kolkata, petrol prices are Rs. 79.25 per litre and Rs. 79.03 per litre respectively. Petrol prices in Mumbai today are Rs. 83.75 per litre. In tandem with the cost of petrol, diesel prices also registered a rise on Monday across the four metro cities, as mentioned on Indian Oil Corporation (IOC)’s website and its app, Fuel@IOC. Diesel prices today stand at Rs. 68.07 per litre in Delhi. Diesel price in Mumbai is Rs. 72.23 per litre. Diesel price in Kolkata is Rs. 70.62 per litre. In Chennai, it is Rs. 71.85 per litre.

DIMAPUR, JUL 9 (NPN): Nagaland chief minister Neiphiu Rio has urged the Centre to ensure that budget for North Eastern Council (NEC) was redrawn and funds allotted to the council be utilised basically for NEC works and not for clearing the liabilities of governmental bodies and agencies of the region. Speaking on the inaugural day of the two-day plenary of NEC at Shillong on Monday, Rio also said there had been sufficient accumulation of funds due to parking of 10% of their budget by Central ministries for the Northeast, and suggested allocating the money to the Union ministry for development of north-eastern region (DoNER) for clearing liabilities and taking up new schemes. The chief minister pointed out that the present system of priority lists and retention of projects sanctioned and approved caused much delay and that energy, time and resources were wasted chasing these projects thereby delaying development. He said as there was much ambiguity

on what will be approved, the States were not able to plan their projects. He explained that projects retained and put on priority lists raised expectations of the people, however, delay in their approval created a negative impact in people’s minds, for which the State governments and political leadership often ended up in an uncomfortable position. This contributed further towards deficit in public confidence on the Central government, he added. Pointing out that there were multiple agencies like NEC, DoNER and the recently-created North East Forum, Rio called for clarity on the roles of these bodies and also advocated giving flexibility to the State governments for utilisation of Central fund allocations. Stating that the Northeastern States were lagging behind other States and regions in terms of development, he urged NEC to continue playing a proactive role in ensuring all-round development of the region. SC upholds death sentence to 4 Nirbahaya rapists Metsubo plans to upgrade Mkg town NEW DELHI, JUL 9 (IANS): The Supreme Court on Monday rejected review petitions filed by three of the four convicts and upheld the death punishment in the horrific 2012 gang rape and murder of a young Delhi professional who came to be known as Nirbhaya. Chief Justice Dipak Misra, Justice R. Banumathi and Justice Ashok Bhushan said the petitions lacked grounds for a review. Convicts Mukesh, 29, Pawan Gupta, 22, and Vinay Sharma, 23, had sought recall of the Supreme Court’s May 5, 2017 verdict upholding the death sentence awarded by a trial court and confirmed by the Delhi High Court. The fourth, Akshay Kumar Singh, 31, had not filed for a review. Pronouncing the judgement, Justice Bhushan said the review petition must show an error resulting in miscarriage of justice. He

said none of the petitions by the convicts pointed out to an error leading to miscarriage of justice. The court also said the hearing on the appeals against the Delhi High Court judgement confirming the death sentence lasted 38 days as defence lawyers were given full opportunity to state their cases.

“Review applications cannot be entertained. (A) convict cannot be allowed to re-agitate the grounds of appeal. There has to be an apparent error on record to show it resulted in miscarriage of justice. “The death row convicts failed to point out error in the judgement. (The) convicts were heard elabo-

rately during appeals and no grounds have been made out for review of its verdict,” Justice Bhushan said. The victim’s mother Asha Devi said she hoped the convicts would be executed soon. “There is more fight ahead, but we have got justice once again. We hope that the legal formalities are taken care of and the culprits are taken to the gallows as soon as possible.” Union Minister for Women and Child Development Maneka Gandhi said she was “satisfied” with the Supreme Court verdict in the case that led to the amendment of the Criminal Procedure Code to make rape punishable with death penalty. The convicts, who lived in Delhi, are now left with another legal option, seeking a relook at death sentences through a curative petition.

KOHIMA, JUL 9 (NPN): Chief Commissioner for persons with disability (PwD), Dr Kamlesh Kumar Pandey said Nagaland government lacked awareness on the Persons with Disabilities Act, 1995 and stressed that the government needed to work more for PwD in the State. Briefing media persons at Hotel Vivor here on Monday afternoon after a review meeting with disability department and NGOs, Pandey said PwD was a State subject and rights enshrined in PwD Act must be implemented. He added that NGOs too were not much aware of the Act and neither were these registered with government regulatory bodies or national institutes that work for PwD. Stating that the Centre had released Rs 4 crore in 2017 for PWDs

He informed the media that the State government had issued certificates to about 7,000 out of the 29,361 PWDs, even as he underlined the need for proper implementation of the PWD Act as soon as possible. regarding availability of benefits meant for them, the chief commissionerate office had organised mobile courts in different parts of the country along with PWD commissionerates of the States. He also proposed to organise similar mobile courts in remote areas of Nagaland to ascertain the facilities available for the differently-abled. The issue came to light during an interaction with the PwD commissioner, who said he had no office or any staff either. Currently, Visol who works from his home office, exuded confidence that with the installation of a new government in the State he would finally have a proper office. He also said that though the Central government had sanctioned fund for constructing 16 government office buildings having access for PwD, not a single such structure had come up in the State.
