Political parties not to issue tickets for election

KOHIMA, JAN 29 (NPN): After making vain efforts to stave off a decision to not participate in the forthcoming elections with a rider that “if all agree”; eventually the 11 political parties on Monday agreed to not distribute party tickets or file nominations for the forthcoming Assembly elections on February 27. The joint declaration, by the political parties, was made in the presence of the Core Committee of Nagaland Tribal Hohos and Civil Organisations (CCNTHCO) after the meeting at Hotel Japfu, Kohima. The 11 political parties were represented by-- I. Imkong (NPCC), N. Hotongse Sangtam (UNDP), S. Supongmeren Jamir (Nagaland Congress), Dr. S. Amos Lkr (AAP), Kheto Sema (BJP), Alemtemshi Jamir (NDPP), Vanthungo Odyuo (NCP), S. Richard Humtsoe (LJP), T. Sangtam (JD-U), Shashank Ghatraj (NPP) and Apong Pongener (NPF). KOHIMA, JAN 29 (NPN): Union Minister of State for Home Affairs, Kiren Rijiju, on Monday categorically stated that the Central government attaches utmost importance to the Naga issue and has full faith in the on-going talks thereby peaceful elections in Nagaland will facilitate the talks and strengthen its commitment. Highly placed BJP sources informed Nagaland Post that Kiren Rijiju and BJP national general secretary, Ram Madhav, who arrived at Kohima on Monday morning, held a long meeting with the chief minister T.R Zeliang and NPF president, Surhozhelie Liezietsu. Rijiju reportedly said that timely holding of elections was a constitutional process and the Union government was bound by constitutional provisions. Sources said the meeting with NPF leaders was about coordination and seat sharing between the two parties. Later, the two BJP leaders left Nagaland after attending the funeral of late Penmi Phazang Kikon, wife of BJP legislator, Mmhonlumo Kikon.

In the aftermath of political parties made to agree not participate in the scheduled constitutional state general elections on February 27, 2018 the stage is set for a constitutional crisis if no candidates file nominations which begin on February 7, 2018. The ECI had announced elections to the states of Meghalaya, Nagaland and Tripura so as to constitute the new assemblies as constitutionally mandated. Then ECI is to issue notification for the elections on January 31, 2018. The tenure of the current 12th Nagaland Legislative Assembly ends on March 13, 2018 and election has to be called and the new house constituted. In the worst case scenario, if no candidate files nomination then it will mean a breakdown of the law and order and constitutional machinery. President’s Rule will have to be imposed in such a scenario under Article 356 and the assembly placed under suspended animation or eventually dissolved.
Solution Vrs Election
Centre’s Interlocutor to Naga Peace Talks, R.N.Ravi had said ‘solution’ and ‘election’ were two different compartments and which should not be mixed together. In a recent interview to Nagaland Post, Ravi said though an early solution was desired, yet it was not time specific. However, he said elections were time specific and also a constitutional obligation that had to be fulfilled. Several organisations including Naga political groups have been demanding deferment of polls since solution was round the corner. The lobby for ‘Solution Not Election’ led several to plead with the Centre as well as the Interlocutor, to defer elections. Ravi managed to have the ECI delay announcement of polls but on the condition that during the delay negotiating groups must guarantee signing an agreement within a specific time. Obviously such a guarantee could not be made without conclusive negotiations. Ravi said there will be only Naga solution for all Nagas and taking the Framework Agreement as guideline.
CCNTHCO threatens state-wide bandh on Feb 1
Committee of Nag a l a n d Tr i b a l H o h o s and Civil Organisations (CCNTHCO) on Monday warned of calling a Statewide bandh on February 1, if Election Commission of India went ahead in issuing the election notification on January 31. This was resolved at a joint meeting of representatives of 11 political parties, tribal hohos, civil society groups, NSCN (I-M) and NNPGs Working Committee, held here under the banner of CCNTHCO. While deeply appreciating political parties for being part of the joint declaration, the meeting also resolved that any candidate or political party found defying the call of solution before election or violating the joint declaration would be treated as anti-Nagas. By another resolution, the meeting decided that apex tribal hohos would monitor all district and subdivisional headquarters from February 1 till 7 so as to deter any unscrupulous and people with vested interests from filing nominations. BJP unit suspends members Naga political issue for signing joint declaration above all issues: Azo Correspondent
KOHIMA, JAN 29 (NPN): Hours after 11 political parties, including state BJP, made the ‘joint declaration’ to boycott polls, the state BJP unit reportedly suspended its members who had signed the joint declaration, saying no one was authorized to act on behalf of the party. Highly placed state BJP sources informed Nagaland Post that the party had suspended two of its members since they were “not authorised to sign or to speak on anything without the directives of the party.” State BJP president, Visasolie Lhongu could not be reached for comment. Meanwhile, according to The Indian Express report, national BJP general secretary Ram Mad-
hav had said that no one in the BJP state unit had been authorized to sign on any “paper”. “The BJP state unit will take action against the member who has signed the document,” he said. When asked to comment on this, CCNTHCO convenor, Theja Therieh told The Express that all signatories of the joint declaration were “authorised” by their respective political parties. He informed that the declaration has been signed with the knowledge of Minister of State for Home, Kiren Rijiju, in-charge of Nagaland elections. Rijiju was present at the Nagaland chief minister’s residence when the core committee had gone to meet NPF president Dr. Shürhozelie for his endorsement on the declaration.
KOHIMA, JAN 29 (NPN): Nagaland Home minister, Kuzholuzo (Azo) Nienu, on Monday asserted that Naga political issue was above all issues. Addressing the meeting of the NPF 19 Phek A/C on Monday, the minister, however, said deferment of elections could be a costly affair for the state, adding that the Nagas may regret it later. Azo said if all political parties, in the greater interest of the Nagas, agreed to not participate in the elections then he and his people would also follow suit. On reconciliation within the NPF party, Azo said a total reconciliation took place on January 23, 2018 at the CEC meeting. In this regard, he expressed gratitude to NPF president, Dr. Shürhozelie Liezietsu and chief minister, T. R Zeliang, for their sincerity and commitment towards the reconciliation process. Azo was confident that, if the elections were to be held then NPF would form the government for the fourth consecutive time with absolute majority. (Correspondent)

Finally, the meeting resolved that political parties should honour the pledge in letter and spirit, which also meant not attending a meeting of political parties called by Chief Electoral Officer on January 30. Meanwhile, addressing a press conference at Hotel Japfu after the joint meeting, Theja Therieh said the meeting decided to call for a total bandh to express resentment of Naga people. He said despite repeated representations given to government of India and parties involved in the negotiation process having reached an advanced stage when solution could be expected any time, there was no reason to prolong the dialogue any further. Lauding the display of unity by the Nagas, the CCNTHCO convener also stated that this was the first time that tribal hohos and civil societies had come together. He also expressed his gratefulness to Nagaland Joint Christian Forum for bringing all civil bodies together to speak the same language. Therieh was also appreciative of the 11 political parties for, despite being ready to face the election, showing respect to the sentiment of the people by being part of the joint declaration. Insurgency in NE likely to increase after Doklam: former GoC-in-C KOLKATA, JAN 29 (PTI): Insurgency is likely to increase in the north east after the Doklam stand-off with China and there are already signs of it in the region, former GOC-in-C Eastern Command, Lt. Gen. J.R. Mukherjee said here Monday. Whenever India has annoyed China or there has been a border related issue between the two countries, it (China) has aided insurgents in the North East, Mukherjee told newspersons here commenting on the possible fall-out of the 74-day stand-off with the Chinese at Doklam in the Sikkim sector. “Consequent to Doklam, insurgency will increase in the north east and signs of these are already evident,” Mukherjee, who is the vice-president (operations) of strategic thinktank CENERS-K, said. Mukherjee said that Doklam is neither the first time nor the last that China has made such an attempt. Its army will keep coming and camp at places of that country’s strategic interest. “In Doklam, they (China) will eventually try to twist the Bhutanese
state to get what they want,” he said and claimed that the Chinese have not left Doklam but have only stepped back a little. Centre for East and North-East Regional Studies (CENERS), Kolkata, which has as its patron former Army chief Gen Shankar Roy Chowdhury and advisor former Air Chief Marshal Arup Raha, is organising a two-day dialogue on Indo-China issues and relations between the two Asian giants. The seminar, to be held on February 2 and 3, is scheduled to be attended by Minister of State for External Affairs Gen (retd) V K Singh and will delve on issues ranging from political, economic and military capabilities to problems and prospects relating to bilateral investments. Prof Guo Xetang, director of Institute of International Strategy and Policy Analysis, Shanghai University of International Business and Economics, will be the lone Chinese speaker at the event, which is also scheduled to be attended by US and Japanese diplomats.
Bamboo excluded from tree category to benefit NE ANPSTA puts forth list of demands NEW DELHI, JAN 29 (PTI): President Ram Nath Kovind on Monday said bamboo has been excluded from the category of tree, thus allowing it to be cut, transported and used, benefiting lakhs of people in the Northeast. In his maiden address to the joint sitting of both Houses of Parliament, Kovind said lakhs of people in tribal areas, especially in the North Eastern region, depend on the bamboo industry. “The inclusion of bamboo in the category of tree had adversely affected livelihoods associated with it. Keeping in mind these difficulties, my government has excluded bamboo from the category of tree. This has now provided freedom to cut, transport and use bamboo,” President

aspirations of the people of the Northeast. “To accelerate the pace of development of this area, the North East Special Infrastructure Development Scheme was sanctioned recently, with 100 per cent central assistance. Under this scheme, projects relating to drinking water supply, energy, education and health will be completed,” he said. To strengthen electricity transmission and distribution network in the North Eastern states, Kovind said the government sanctioned schemes worth Rs 10,000 crore in the last three years. He said in Mizoram, a hydro-electric power project constructed at a cost of Rs 913 crore was dedicated to the nation recently and the government was striving to en-
hance road connectivity in the Northeast. “The work on the Agartala-Akhaura raillink which will connect India and Bangladesh is progressing rapidly. The Shillong–Tura road project was dedicated to the people last year in December,” he said. The president said this road would improve connectivity in the entire North Eastern region. Last year, the longest river-bridge of the country, Dhola-Sadiyaa, was dedicated to the nation, he said. The bridge has reduced distance between Assam and Arunachal Pradesh by 165 kilometers. President Ram Nath Kovind said the government has also decided to develop the Barak river in Assam as National Waterway-16.
DIMAPUR, JAN 29 (NPN): All Nagaland Pre-Service teacher association (ANPSTA) has submitted a list of demands through an “instant representation” to the Director of School Education, in regard to recruitment/appointment of primary school teachers. The representation from ANPSTA president, Hiyalo Jemu and general secretary, Ajano Z. Humtsoe, referred to the Right To Education (RTE) Act No. 35, and said according to the provision of the act, the National Council For Teacher Education (NCTE), New Delhi, laid down that a person has to pass the Teacher Eligibility Test (TET) as a pre-requisite qualification to be eligible for appointment as a teacher. As such, ANPSTA requested that the requirement of TET qualification be enforced for online recruitment of primary teachers. Also, the association sought to remind the department that the Nagaland SBTE had approved that a “person who is a graduate need not have the required percentage in 10+2.” As such, it said, one can be considered eligible for
PSTE/D.Ed/D.El.Ed with below 45% if one is a graduate from recognized boards or universities. Having finished the teacher training course at various DIET centres in Nagaland “with below 45% on the ground that we are graduate”, it once again appealed to the department to reconsider and restructure the procedure for online recruitment of primary teachers. ANPSTA expressed surprise over the advertisement of January 11 which said there were only 196 primary teacher posts vacant in the state when there had been 532 vacant posts “during the freeze period.” It appealed to the department to fill up the remaining posts through the normal procedure of recruitment along with the 196. It said that the “instant representation” had been written in favour of the association members from Kohima, Dimapur, Mokokchung, Wokha, Zunheboto, Phek & Peren districts, and if the representation was not considered by the department, the association said it would initiate its own course of action.
Governor condoles
DIMAPUR, JAN 29 (NPN): Nagaland governor, P.B Acharya, has expressed shock and grief at the sudden demise of Penmi Phazang Kikon, wife of Mmhonlumo Kikon, MLA. In a condolence message to Mmhonlumo, Acharya said that late Penmi Phazang Kikon’s loving, caring and understanding persona cannot be forgotten. “She was a guiding pillar and great support to you”, the governor stated. Further, Acharya conveyed heartfelt condolences to all members of the bereaved family and prayed to the Almighty to grant strength and solace to them to enable them to overcome the grief.
Memorial dedication on Jan 31 at Kohima: NTAC
DIMAPUR, JAN 29 (NPN): Nagaland Tribes Action Committee (NTAC) has informed that a dedication programme of memorial monument constructed in memory of the two Naga youths killed during the protest against conduct of ULB election in Nagaland would be held on January 31, 2018 at 11am coinciding with the first death anniversary. NTAC through its media cell stated that memorial monument was constructed under the initiative and supervision of JCC and NTAC, Kohima. It also stated that the monument immortalizing the “supreme sacrifice as martyrs’ by a young architect, the late Khriesavizo Metha, and the late Bendangnungsang Longkumer in defence of the people’s right” was constructed at the Old Secretariat complex. NTAC said the place, which was now befittingly called as the “Martyrs’ Memorial Park”, was being dedicated to the people for paying constant tribute. Therefore, NTAC has requested all responsible tribal representatives and public to attend the programme.
Vehicle requisition: ANCSU plea to govt
DIMAPUR, JAN 29 (NPN): All Nagaland College Students’ Union (ANCSU) has urged the state government to exempt vehicles on schools and colleges duty from requisition for election duty. In a press release, ANCSU general secretary, Vimeyiekho Vitso, and education secretary, Kruto Tetse-o, pointed out that with internal exams in due process and external exams approaching requisitioning such vehicles could affect smooth transportation for students. ANCSU has appealed to the state government to immediately release both private and institution owned vehicles that are on school/college duty.
Movement ban on Nagarjan bridge
DIMAPUR, JAN 29 (NPN): Deputy Commissioner (DC), Dimapur, Sushil Kumar Patel, has issued a strict order banning movement of vehicles and pedestrians over Dhansiri bridge at Nagarjan until repairs were completed. In an official order, the DC noted that some miscreants had burned down the barricade erected over the dilapidated Dhansiri bridge and were crossing over the bridge despite an order banning movement of vehicles and pedestrians. Further, the DC cautioned that anyone using the bridge would be doing so at their own risk, adding the order has been issued for strict compliance by all concerned. K Y M C
