Biden sworn in as 46th US president COVID vaccine will ensure protection: H&FW Harris takes oath

KOHIMA, JAN 20 (NPN): In a bid to allay apprehensions and misconceptions among people against the vaccine for COVID-19, principal secretary Health & Family Welfare (H&FW) Amardeep Singh Bhatia explained that Covishield vaccine against the virus was rolled out after trials and recommendation from an expert panel of scientists. In an interview to Nagaland Post, Bhatia said only after exper ts and scientists prioritised the safety and efficacy of the vaccine and after the recommendation of Drugs Controller General of India (DCGI), the vaccine was being administered on an emergency basis. He said, based on the data made available by the experts, the vaccine was safe and effective. Further, Bhatia informed that around 65% of the beneficiaries listed in the first three days had been administered the vaccine. He said out of the remaining 35% left out, quite a substantial number could not turn up for the vaccination as most of them were out of
State COVID tally 12067 D I M A P U R , JA N 2 0 (NPN): Nagaland on Wednesday recorded only one COVID-19 positive case in Kohima taking the tally to 12067. As on January 20, seven more patients recovered from the infection while the number of active COVID-19 cases in the state was at 104. Meanwhile, the distribution across various categories include 4666 cases from the armed forces/ police, 1856 returnees, 4973 traced contacts and 572 frontline workers. PTI adds: With 13,823 infections reported in a day, India’s COVID-19 caseload rose to 1,05,95,660, while the recoveries surged to 1,02,45,741, the Union health ministry said on Wednesday. The death toll due to the disease increased to 1,52,718 in the country as 162 new fatalities were recorded, the ministry data updated at 8 am showed. The total number of people who have recuperated from the disease surged to 1,02,45,741, pushing the national COVID-19 recovery rate to 96.70 per cent. The COVID-19 case fatality rate stands at 1.44 per cent, it said. The active caseload remained below 3 lakh.

Bhatia said the vaccines would be issued to the beneficiaries registered in CoWIN App. To another query, he said vaccination days would be reduced to three or four days in a week so that other services are not affected. Meanwhile, in order to allay fear and apprehension against the vaccine for COVID-19 and also to encourage health workers to get inoculated, H&FW principal director, Dr. Vizolie Z Suokhrie assured that the vaccine will protect them and in turn enable them to protect the community. Dr. Suokhrie was administered with the Cov-
ishield vaccine at Seikhazou Urban Primary Health Centre on Wednesday morning. Dr. Suokhrie said that he was fortunate to be inoculated with the vaccine and reiterated that it was safe. He appealed to the people to come forward and take the vaccine so as to protect the community. National Health Mission director Dr Kevichusa Medikhrü was also administered with the vaccine in the afternoon. It may be mentioned that AIIMS director Randeep Guleria had also allayed apprehensions about the vaccines and assured that the side-effects will not result in death of the beneficiary. “Even if a person takes Crocin or Paracetamol, they may develop allergic reactions. There is nothing to worry about. There is no side-effect which would result in death,” Dr Guleria said.

The second batch of Covishield vaccine arrived Dimapur on Wednesday from Guwahati by Air India flight. The consignment, containing 23000 doses, was received by health authorities at Dimapur airport.

tate Health department informed that vaccination of healthcare workers was done with great success on Wednesday as the state achieved 73% of Wednesday’s target. According to state immunisation officer (UIP) and spokesperson for Covid-19 vaccination, Dr. Ritu Thurr, 1097 healthcare workers were vaccinated on Wednesday without any adverse events being reported across 41 session sites. Till date 3,970 health workers have been vaccinated in the state safely by the covishleld vaccine

across all districts. Though H&FW directorate has directed districts to conduct COVID-19 vaccination days on Monday, Tuesday and Wednesday, it gave permission to Kohima district to hold session sites at Botsa PHC, Viswema CHC, Kemipfuphe PHC, Kezocha PHC, Kohima Village PHC, Zakhama PHC, Zakhama army hospital and Mon district at Aboi Chc & Thomching PHC. All vaccination sites are entered in COWIN portal and all beneficiaries are verified with photo identity card before receiving the vaccine, Dr. Thurr said.

Former first ladies Michelle Obama, Laura Bush and Hillary Clinton were also present. Around 1,000 people attended the swearing-in ceremony, including Supreme Court justices and members of Congress, who were limited to just one guest each due to the COVID-19 pandemic. Biden enters the White House with the top challenge to lift the country from the devastation of a raging pandemic. Revival of the economy, which has been badly bruised by the pandemic, is another challenge that he faces.
Centre offers to put on hold farm CM inaugurates Noklak as 12th district of Nagaland laws for 18 months to end protest NEW DELHI, JAN 20 (AGENCIES): In a major climb down, the Centre has offered to suspend the three contentious farm laws for up to 18 months in a bid to end the protests at Delhi’s doorstep. Centre also proposed to constitute a committee to review the laws and continue the ongoing dialogue with farm unions. The proposal came at a meeting between farm unions and the centre on Wednesday, after nine rounds of talks failed to resolve the deadlock. Farm unions, however, told the government they will respond on Thursday after discussing the proposal. The next meeting is scheduled on 22 January. “The government is ready to suspend the three laws for one to one-and-ahalf years during which a solution can be reached by mutual dialogue. We want the agitation to end and
the talks with farm unions to continue,” Agri minister Narendra Singh Tomar said after the meeting. Bharatiya Kisan Union (Ugrahan) president Joginder Singh Ugrahan said: “...We rejected the proposal but since it has come from the government, we will meet tomorrow and deliberate over it.” The government has offered to suspend the implementation of the three laws for up to 18 months or a mutually agreeable period of time to restore the trust of farm unions, and they are willing to do this through an affidavit in the Supreme Court, said K. Kuruganti, who is part of the 41-member delegation of Samyukta Kisan Morcha negotiating with the government. “The government has also proposed to form a committee to decide on the future of these laws on whether they
will be repealed or amended. We will send our response in a day,” Kuruganti added. On a plea filed by Kisan Mahapanchayat, the court also issued notice on the application to reconstitute the four-member review committee it had formed on 12 January while staying the implementation of the laws. One of the members, Bhupinder Singh Mann, recused himself on January 14 stating he cannot compromise with the interests of farmers. Supreme Court further said that the expert panel has no power to adjudicate and will only submit a report to the court after hearing all sides. Protesting farmer unions have refused to present their views before the committee and argued that they will only hold a dialogue with the government which has the powers to repeal the laws.

NBA raises red flag on attempts to codify social customs, practices Leaking classified info act of DIMAPUR, JAN 20 (NPN): Nagaland Bar Association (NBA), has cautioned the attempt to codify old social customs and practices of various tribes and seriously viewed the impending negative effect to the age-old customary practises of Nagas. NBA president Talitsungba Ao and secretary V.Hukavi Zhimomi, in a statement, said the bar at its executive committee meeting on January 13,2021 came to this conclusion after discussing matters related with the ongoing steps taken by the state government for codification of Naga social customs and practices. The NBA executive pointed out that in order for social customs and practices to have the force of law, ought to fulfil the three necessary requirements: it must have been in practice
without any interruption since the time immemorial; it must have been regarded as having the force of law and also it must be unwritten. According to NBA, social customs and practices once reduced into writing under the authority of the government, will become a “code” and lose the essential legal ingredients of customary laws. It emphasised that social customs and practices codified by the government or under the authority of the government which becomes code and no longer customs and practices in the eye of law. Further, NBA pointed out that apart from protection of religious and social practices of the Nagas, and the Naga customary laws and procedures under Article 371A (a) (i) (ii) of the Constitution of India 1950,
the protection and preservation of the social customs and practices of the ethnic minorities all over the world were universally acclaimed inherent rights. NBA said these practises were also recognised and protected by declarations of the United Nations, adding that no authority can lawfully impose codification of these customs and practices. However, NBA said the government of Nagaland apparently “may not have taken proper legal advice or may have been wrongly briefed on the subject matters.” According to NBA, even the Centre could not so far codify the social customs and practices uniformly for the entire populace of the country because of the divergence among communities - religiously, ethnically or for the other
reasons. It said that the leaders of tribal unions/associations in Nagaland could be lacking in knowledge about the likely negative legal consequences that could arise if such codification was allowed to be made by the government or under its authority. NBA said the recent requisition by the state government in directing all the tribal unions/associations in the State to furnish in writing, the questionnaire it circulated relating to various social customs and practices, appeared to be “misdirected in the eye of law” and liable to be abandoned to maintain the legal sanctity of the social customs and practices. Meanwhile, NBA has stated that despite of the Nagaland state having the distinction of the second oldest among the North-
Eastern states, it was lacking far behind other states in the establishment of the State Judiciary. Apart from Article 214 of the Constitution of India 1950, NBA said the Union Cabinet had also passed resolutions providing separate High Courts for each state. NBA said Nagaland was still controlled by the Gauhati High Court that functions under “different social atmosphere as distinguished from our tribal social conditions.” It said Nagaland “has ample provisions for independent higher judiciary in the state as against the control from the authority located in another state.” NBA appealed to the state authorities “to exercise the Constitutional powers so the people in the state would enjoy the full privileges of being a full fledged state”.

Antony saying the government’s committed an “act of treason” by allegedly passing on information about the Balakot airstrikes to Republic TV Editor-inChief Arnab Goswami, The Print reports. “Leaking of an official secret is a criminal act… leaking information about sensitive military operations is treason. It is an antinational activity. They need to be punished. No mercy,” Antony said, adding that it was a violation of the Official Secrets Act (OSA). “This was an anti-national act,” Antony said.
On Wednesday, the Congress party fielded a battery of leaders at a press conference to intensify the heat on the issue that has caused a political storm in the last few days. Congress leaders said they will also raise the issue in Parliament (Budget session) scheduled to begin on January 29. The move came just a day after Congress leader Rahul Gandhi held a press conference, where he termed the passing on of information a “criminal act” and pointed fingers at Prime Minister Narendra Modi and other top leaders of the government.
