China builds village inside Arunachal Pradesh

SGI map shows Chinese village lies well within India

NEW DELHI, JAN 18 (AGENCIES): China has constructed a new village in Arunachal Pradesh, consisting of about 101 homes, show satellite images accessed exclusively by NDTV. The same images, dated November 1, 2020, have been analysed by several experts approached by NDTV, who confirmed that the construction, approximately 4.5 kms within Indian territory of the de facto border, will be of huge concern to India. Though this area is Indian territory, according to official government maps, it has been in effective Chinese control since 1959. However, earlier only a Chinese military post existed, but this time a full-fledged village that can house thousands has been built. The village, located on the banks of the River Tsari Chu, lies in the Upper Subansiri district, an area which has been long disputed by India and China and has been marked by armed

NJCF dismayed over false prophecies DIMAPUR, JAN 18 (NPN): Nagaland Joint Christian Forum (NJCF) has expressed deep dismay over the false propaganda using God and prophecy to demean the sanctity of the church and prophecy. In a statement issued through its vice president Rev Dr N Paphino, NJCF observed that unfounded and self-styled prophecy has created more confusion among the people during this difficult time when the world is going through the life-threatening pandemic. It alleged that some people who call themselves prayer people of habitually creating fear psychosis among the people misusing the name of God. Pointing out that the church holds the institution of prophecy in high esteem, NJCF stressed that the prophecy could not be used at every turn to go against the plan and programmes that were for the good of people. It said those who saw things for their self-interest could not be trusted. “How many times a prophecy can be proven wrong for those who propagate falsehood?” it asked. (Cont’d on p-8)

conflict. It was constructed in the eastern range of the Himalayas even as Indian and Chinese soldiers confronted each other in their deadliest clash in decades, thousands of kilometres away in the Western Himalayas in Ladakh. The latest image that establishes the village in question is dated November 1, 2020. The image dated a little more than a year before that - August 26, 2019 - does not show any construction activity. So, the village was set up in the last year. In response to NDTV’s detailed questions, the For-

eign Ministry, which was also sent the satellite images, did not challenge what the pictures show. “We have seen recent reports on China undertaking construction work along the border areas with India. China has undertaken such infrastructure construction activity in the past several years.” The government says it remains committed to improving border infrastructure. “Our Government too has stepped up border infrastructure including the construction of roads, bridges etc, which has provided much needed connectivity

to the local population along the border.’’ In October last year, China’s Foreign Ministry spokesperson said, “For some time, the Indian side has been ramping up infrastructure development along the border and stepping up military deployment that is the root cause for the tensions between the two sides.” There are, however, no signs of Indian road or infrastructure development in the immediate vicinity of the new Chinese village. In fact, in November 2020, which is when this satellite image was taken,

Proposed tractor rally on Jan 26: It’s law & order matter, says SC NEW DELHI, JAN 18 (PTI): Supreme Court told the Centre on Monday that the proposed tractor rally on the Republic Day by farmers protesting against the new farm laws is a “law and order” matter and Delhi Police is the first authority to decide who should be allowed to enter the national capital. A bench headed by Chief Justice S A Bobde, while hearing the Centre’s application seeking an injunction against the proposed tractor or trolley march or any other kind of protest which seeks to disrupt the gathering and celebrations on January 26, said that police has all the authority to deal with the matter. “Does the Supreme Court say as to what are the powers of police and how they will exercise them? We are not going to tell you what to do,” said the bench, also comprising Justices L N

Rao and Vineet Saran. The apex court told Attor ney General K.K Venugopal that it will take up the matter for hearing on Wednesday, January 20. “The question of entering into Delhi is a law and order matter and will be determined by the police,” the bench said, adding, “Mr Attorney General, we are adjourning the matter and you have all the authority to deal with this matter.” Centre, in an application filed through Delhi Police, has said that any proposed march or protest which seeks to disrupt and disturb the Republic Day celebrations will cause an “embarrassment to the nation”. During the hearing conducted through videoconferencing, the bench said who should be allowed to enter Delhi and who should not be allowed has to be dealt with by the police as

the court is not the “first authority”. The bench told Venugopal that the apex court is seized of the issue of farm laws and “we have not said anything on police powers”. SC then asked, “Are farmers unions appearing today?”. Senior advocate Dushyant Dave said he was representing some farmer unions in the matter. Advocate AP Singh, representing one of the farmers’ body, told the bench about the affidavit filed by them requesting the top court to remove the remaining three members of the court-appointed committee to resolve the issue of farm laws and select people who can do the job “on the basis of mutual harmony”. “We will hear everyone on that day (next date of hearing),” the bench said, adding, “We will hear you in the same combination of bench”.

BJP MP from Arunachal Pradesh, Tapir Gao, had warned Lok Sabha of Chinese incursions in his state, referring specifically to the Upper Subansiri district. On Monday, he told NDTV that this includes the construction of a new double-lane road. “Construction is still going on. China has entered more than 60-70 kms inside the upper Subansiri district if you follow the path along the river. They are constructing a road along the river known locally as the Lensi as it flows in the direction of the Subansiri river.’’ The Foreign Ministry did not respond directly to a question on whether the village construction has been diplomatically raised with Beijing. It said to NDTV, ‘’The government keeps a constant watch on all developments having a bearing on India’s security and takes all the necessary measures to safeguard its sovereignty and territorial integrity.’’ An authentic online map of the Surveyor General of India, used by the government as its official map, clearly shows that the Chinese village lies well within Indian territory.

Booked for sedition, 2 scribes released from detention in Manipur IMPHAL, JAN 18 (PTI): A day after detaining two journalists for sedition following the publication of an article “endorsing revolutionary ideologies” on their news portal, the Manipur police on Monday released them as they admitted that it was published due to oversight, an officer said. The police had booked executive editor Paojel Chaoba and editor-in-chief Dhiren Sadokpam of The Frontier Manipur online news portal under the Unlawful Activities Prevention Act. The move followed the publication of an article, “Revolutionary journey in a mess” by M Joy Luwang, in the website on January 8. It criticised the “revolutionary groups” of Manipur for moving away from their cause. “They were detained on Sunday evening as part of the investigation process,” Imphal West SP said.

580 adverse events reported, 2 deaths not linked to vaccine: Centre

NEW DELHI, JAN 18 (AGENCIES): A total of 3.8 lakh people have been vaccinated since the rollout of the coronavirus vaccines three days ago, the government said today. Among them, 580 cases of adverse reactions have been observed and seven persons have been hospitalized. Two persons have died also but neither deaths are related to vaccines, the government said. A death was reported from Moradabad, Uttar Pradesh last evening. Mahipal Singh, 46, a ward boy at a government hospital, had received the vaccine shot 24 hours before. The district’s Chief Medical Officer has said the death is unrelated to vaccination. The postmortem report reveals the immediate cause of death as “cardiogenic shock/septicemic shock” due to “cardio-pulmonary disease”, the state government said. According to his family, he had been unwell before the jab. The second person to die was a 43-year-old man in Karnataka’s Bellary. The government said he had died of cardio-pulmonary failure. The postmortem is yet to be

done, the government said. Of the seven people hospitalized, three are from Delhi. Two persons have been discharged and one is under observation at Max Hospital. Two cases have been reported from Karnataka, one of the patients is still under observation. One person is under observation in Uttarakhand, at the All-India Institute of Medical Sciences in Rishikesh. Another person is hospitalized in Chhattisgarh’s Rajanandgaon. World Health Organisation defines AEFI or Adverse Events Following Immunisation as any untoward medi-

cal occurrence which follows immunisation and does not necessarily have a causal relationship with the usage of the vaccine. Of the 3,81,305 healthcare workers vaccinated so far, 1,48,266 were administered the vaccine on Monday. The drive took place across 25 states-- the corresponding figure on Sunday was six. Every state has its own schedule and target for each vaccination site. Most states target vaccinating 100 beneficiaries each day at each site. Roughly one crore health workers and two crore frontline workers will receive the vaccine initially.

Informing this in a press note, state immunization officer, Dr. Ritu Thurr said that all vaccinated healthcare workers will receive the subsequent second dose after 28 days, even as they will have to strictly follow COV1D-19

appropriate behaviours even after their vaccination. All the districts will have more sessions for the remaining healthcare workers in the coming days. The first phase of vaccination is reserved only for pre-registered healthcare workers as they are at the highest risk of infection and also to reduce transmission to patients when caring for them. All vaccination sites are entered in COWIN portal and all beneficiaries are verified with photo identity cards before receiving the vaccine.

Chatgate: Arnab’s WhatsApp chat shows leak of classified info NEP 2020: Centre to release NEW DELHI, JAN 18 (AGENCIES): Republic TV Editor-in-Chief Arnab Goswami was apparently privy to the Modi government’s plan to launch an air strike on Pakistan’s Balakot in retaliation for the Pulwama terror attack, three days before the Indian Air Force bombed the terrorist camp on 26 February 2019, report The Print. This is part of the purported WhatsApp conversations between Goswami and then Broadcast Audience Research Council chief executive Partho Dasgupta, that went viral Friday. The WhatsApp conversations are part of Mumbai Police’s charge sheet, submitted before a court, in connection with the case of alleged manipulation of Television Rating Points (TRPs) by news channels, including Republic TV and a few others. The purported

conversations, among other things, revealed that the Narendra Modi government had planned the air strike “in a way” that the people would be “elated”. In the purported chat, dated 23 February 2019, Goswami informed Dasgupta that “something big will happen”. When the latter asked if it was about “Dawood”, Arnab explained, “No sir Pakistan. Something major will be done this time.” “It’s good for big man in this season. He will sweep polls then,” replied

the then BARC chief, asking whether it will be “a strike” or “something bigger”. Goswami then responded, “Bigger than a normal strike. And also on the same time, something major on Kashmir. On Pakistan, the government is confident of striking in a way that people will be elated. Exact words used.” Arnab was apparently citing the information shared by a government functionary, but didn’t disclose whose “words” they were. ThePrint reached Goswami for comment but there was no response. ‘This attack we have won like crazy’: Soon after the Pulwama terror attack on 14 February 2019 in which 40 CRPF jawans were killed, Goswami had a chat with Dasgupta and they discussed how the news worked very well for the channel’s (Cont’d on p-5) TRPs.

Congress, NCP demand JPC probe

Congress and Nationalist Congress Party have asked the government to institute a JPC inquiry into the ‘Chatgate’ involving Arnab Goswami and Partho Dasgupta, contending that there was evidence that he was privy to the Balakot air strikes that were “planned” by the BJP regime purely with Lok Sabha elections in mind. Former I&B minister and Lok Sabha MP Manish Tewari, referring to the leaked chats, tweeted, “If what sections of media is reporting is correct, then it points towards a direct linkage between Balakot air strikes and 2019 general elections. Was national security milked for electoral purposes? Needs a JPC investigation.” Tagging defence minister Rajnath Singh, Congress veteran and former home

minister P Chidambaram tweeted, “Did a journalist (and his friend) know about the retaliatory strike on Balakot camp three days before the actual strike? If yes, what is the guarantee that their ‘source’ did not share the information with others as well, including spies or informers working for Pakistan? How did a ‘For Your Eyes Only’ decision find its way to the governmentsupporting journalist?” NCP chief spokesperson Mahesh Tapase said, “It is extremely shocking and disturbing to know how issues related to national security have been used to gain TRPs.” “The question also arises how Arnab was privy to such sensitive information. The Home Ministry has to identify the source and immediately take action,” he said.

implementation plan soon

Spl. Correspondent

NEW DELHI, JAN 18 (NPN): Union Ministry of Education on Monday said that it would soon release details of the implementation plan of National Education Policy (NEP) 2020. NEP 2020, which covers wider spectrum of school education from pre-primary to senior secondary, is the third in the series of National Education Policies (1968 and 1986 modified in 1992) in India and is the first education policy of the 21st century. The recommendations given have varied timelines as the policy is made for next 20 years. Therefore, the implementation of NEP is being carried out in a phased manner, the ministry stated. To achieve the goals

and objectives of NEP 2020, it said the DoSEL has prepared a draft implementation plan with Task lists linking each recommendation with tasks, responsible agencies to carry out the task, timelines and outputs. The document is being finalised and will be released shortly. The major portions of NEP will be covered under the new National Curriculum Framework (NCF) and centrally sponsored schemes. Groundwork for NCF is initiated and it is likely to be developed in the next academic session i.e. 2021-22.
