BENGALURU, JAN 16 (AGENCIES): The drama in Karnataka continues. The ruling Congress-JD(S) coalition and opposition Bharatiya Janata Party (BJP) have traded MLA poaching charges. The Congress-JD(S) alliance suffered a major blow after two independent MLAs withdrew support to the HD Kumaraswamy government. Kumaraswamy said there’s no question of instability or internal conflict in his government. BS Yeddyurappa, the BJP’s Karnataka unit chief, accused CM Kumaraswamy of trying to lure his party’s MLAs by using “power and money”. The BJP’s MLAs are currently staying in a hotel in Gurgaon, Haryana.

PM-headed panel likely to appoint new CBI chief on Jan 24 NEW DELHI, JAN 16 (PTI): The high-powered Selection Committee headed by Prime Minister Narendra Modi is likely to meet on January 24 to appoint the new CBI director succeeding Alok Verma whose ouster has triggered a major political row. Besides Modi, Chief Justice of India Ranjan Gogoi and the Leader of Congress in Lok Sabha Mallikarjun Kharge are other members of the panel. Kharge had demanded that the panel meeting be convened at the earliest to appoint a new director of CBI as the agency cannot be run by an interim director, whose appointment he termed as illegal. IPS officer M Nageswara Rao was named as the interim director of the CBI following Verma’s removal. The sources said the government had proposed the meeting on January 21 earlier while Kharge wanted the meeting on January 24 or 25. After mutual consultations, the sources said, the government has finalised January 24 as the date for the meeting to select the new CBI Director, after Kharge is reported to have given his go-ahead for the date.

NEW DELHI, JAN 16 (PTI): The BJP has spent over Rs 122 crore to contest assembly elections in Karnataka and another Rs 14 crore in three Northeast states, according to expenditure details submitted by the party to the Election Commission. The party recently submitted ‘election expenditure statements’ for polls in four states and said it has spent Rs 122.68 crore during the Karnataka polls that took place in May last year. The party also sent in a similar report of expenses, made by its central office and state units, to the Commission for contesting polls in Northeast states of Meghalaya, Tripura and Nagaland. The report filed by the BJP said it has spent over Rs 14.18 crore to contest polls in these states, where elections took place last year. While in Meghalaya the party spent Rs 3.8 crore, it spent Rs 6.96 crore in Tripura and Rs 3.36 crore in Nagaland. The expenses include cost incurred by the party on its star campaigners, media, publicity, processions, helicopter sorties, election paraphernalia and road travel of its leaders and candidates.

D I M A P U R , JA N 1 6 (NPN): Lotha Hoho (LH) Wednesday termed as “anti-Naga” the Citizenship (Amendment) Bill (CAB) 2016, which was passed by the Lok Sabha during the just-concluded Winter Session of Parliament. LH through its media & publicity cell said the Bill seemed to be the “ultimate concern” for the minority ethnic people especially of Northeast and particularly for the Nagas. In his regard, the Hoho has urged the Naga leaders to act before the Bill gets passed in the Rajya Sabha. “Once the Bill gets through the Rajya Sabha no amount of resentment will undo that...” LH stated. The hoho has, however, queried “why do our Naga leaders not only keep mum but also do nothing to make use of the provisions available for protection of the Naga people whom they are representing? Or are our leaders leading us to doom?” It also asked the sitting Lok Sabha MP what was he doing when the house passed the Bill? “Did he

raise any voice; even if not heeded?” LH asked. Further, LH queried why were the Naga tribal and other organisations keeping quiet? Stating that Nagas have provisions such as BEFRA 1873, Article 371 A, 16- Point Agreement for their protection, the LH, however, asserted that Nagas needed to make use of the constitutional provisions or Agreements. It pointed out that all the provisions of 16Pont agreement need to be claimed particularly Clause 1, 11, 12 and 13 (to be under External Ministry, Financial Assistance, Restoration of Transferred Reserved Forests, Consolidation of Contiguous Naga Areas). “When all these provisions are already available for us why waste time in negotiation? Just make use of the provisions and adhere to them since provisions are already written and available,” LH suggested. It said that leaders of Nagaland did not seem to care to know the provisions to safeguard Nagas. (Cont’d on p-7)

DIMAPUR, JAN 16 (NPN): In a delayed report, one person in his early 30s was found dead near Assam-Nagaland border area under Tuli sub-division on Wednesday evening. According to reports, the victim was a driver who had reportedly ferried some passengers on hire to Nagaland side. Though the incident was yet to be ascertained, it was suspected that the driver was allegedly killed by some miscreants in order to hijack the vehicle. The body of the driver was later found near AssamNagaland border area under Tuli sub-division while the vehicle was found in another area. Following the news, people living in border area of Assam staged protest (Cont’d on p-7) against the murder.

He said he was hopeful that tourism at the community level would pick up. He said all the 118 MLAs of the coalition are intact and questioned why the BJP has kept its MLAs in a resort in Gurugram, far away from Karnataka. NEW DELHI, JAN 16 (AGENCIES): Ministry of Home Affairs (MHA) has given out data of insurgency related incidents in the North Eastern states-- Meghalaya, Tripura, Manipur, Arunachal Pradesh, Nagaland, Assam and Mizoram.

The main outfits involved in insurgency in the North-East are: ULFA and its offshoots, Garo militants in Meghalaya, NSCN and its offshoots and All Tripura Tiger Force and the Liberation Front of Twipra/Biswamohan. Relative to 2017, insurgency in the

region has declined by 36% year-onyear and by approximately 63% since 2014. Terrorist activities as a whole in India have been on a decline. But India, as shown by the above data, is still plagued by terrorist activities, despite bold statements made by Defence Minister Nirmala Sitharaman at the two-day BJP national conclave held in New Delhi on January 12. The NDA government post 2014 managed to keep the number of incidents lower, despite a slight jump in 2016 and 2017. The year 2018 also witnessed a jump in the deaths of civilians, security forces. But the year also saw the highest number of terrorists killed (270) ever since the Modi government came to power in 2014. The maximum number of terrorists killed in a calendar year was in 2008-- 339 terrorist neutralised by security forces. There was a 93% drop in the number of incidents of violence during the two terms of the UPA government between 2004 to 2013. Between 2004-2008 under UPA-1, terror incidents went down by 72% while during UPA-2 between 2009 to 2013, terror incidents saw a drop of 66%. K Y M C
