IMPHAL/GUWAHATI, JAN 15: At least four people were injured after anti-Citizenship (Amendment) Bill (CAB) protestors clashed with the police in Imphal on Tuesday while protests against the controversial Bill raged on in Assam Tuesday amid ‘Bhogali Bihu’ celebrations as copies of the legislation were burnt symbolically. In Imphal, Police used tear gas and mock bombs to disperse protesters who threw stones towards the police during the protests at two places. One of the protests originated from Imphal Khwairamband Bazar where women vendors of three all-women run markets joined the students in carrying out a rally on the street along BT Road. A large number of police personnel rushed to the spot in a bid to disperse the protestors. As the protestors forced to proceed, police resorted to firing several rounds of tear gas shells and mock bombs which outraged the protestors who pelted stones towards the police.

Fuel prices rise for the 6th day
NEW DELHI, JAN 15 (AGENCIES): Petrol and diesel prices were hiked for the sixth straight day on Tuesday amid a rise in international crude prices and rupee’s depreciation against the US dollar. After Tuesday’s price revision, petrol, diesel became costlier by 28-31 paise per litre across major cities of the country. In the national capital Delhi, petrol is sold at Rs 70.41 and diesel is sold at Rs 64.47 per litre as against Rs 70.13 and Rs 64.18 respectively on Monday.

In the melee, some protestors sustained minor injuries which need no medical attention. Police detained a student among the protestors only to release on the spot after the protestors rose up again and chased after the police by pelting stones. Police once again fired several rounds of mock bombs to prevent the protestors chasing after them. Owing to the scrimmage, normal business activities at Khwairamband Bazar and parts of Paona and Thangal Bazar, the
business hub of the state, were brought to a total halt. Almost all the shops and business establishments downed their shutters and all kinds of vehicles avoided taking the roads in the bazaar areas. No sooner had the scrimmage at Khwairamband Bazar subsided, another group of protestors – students of CC Higher Secondary School, Palace Compound and Manipur Muslims Welfare Organization (MMWO) - took out a protest rally from Palace Compound.
A clash erupted between the protestors and police who forced them to stop from further proceeding at Sanjenthong, only a few meters to reach chief minister’s secretariat. There too, police fired several rounds of tear gas shells and drew mock bombs towards the protestors who returned with stones. In the clash that lasted for about half an hour, one woman protestor fainted and four other protestors including a woman and two students sustained injuries. They were immediately rushed to nearby hospitals. None of the injuries were serious, according to hospital sources. According to leaders of MMWO taking part in the protest rally, they had gone to submit a memorandum to the Governor, demanding withdrawal of Citizenship (Amendment) Bill 2016 which was recently passed by the Lok Sabha. Protests against CAB in Assam

Shankar was dropped from the Ministry during the recent cabinet rejig, reportedly for showing reluctance to be an associate member of Congress. Nagesh was miffed over not being included in the Ministry. During the ministry formation exercise after the May 2018 assembly polls, Shankar had announced support to the BJP, but made a last minute switch towards Congress. PHEK, JAN 15 (NPN): State deputy chief minister, Y. Patton Tuesday lamented that Naga society has been affected adversely due to tribalism. Addressing the Sükrünye festival, Patton said: “Tribalism has hijacked our society and it is our own fault.” He however hoped that such festivities would help the Nagas remove the feeling of tribalism and work for oneness and
togetherness. Organised by the State government in collaboration with Chakhesang Public Organisation (CPO), the three-day Sükrünye 2019 Mini Hornbill Festival got underway here on Tuesday with Planning & Coordination and Land Revenue minister, Neiba Kronu as the chief host. Patton remarked Chakhesang community had contributed to the best of their ability towards progress of the State in the socio-economic and political spheres. He hoped the community would continue to lead the society towards achieving the “common goal and objectives”, besides reaping the fruits of sacrifice of their past leaders as well as those who were holding high positions today. Mentioning that Phek district had been named as the land of traditions, he said it was only apt for the Chakhesang community to show and lead the way to
rest of Naga people on the importance of research and preservation of rich cultural tradition and heritage. Patton explained that the main objective of the Mini Hornbill Festival was to give a boost to tourism and give equal opportunity to all Naga tribes to showcase their beautiful and rich cultural heritage, besides benefiting local entrepreneurs. Stating that there were lot of developmental projects in the pipeline for the people of Nagaland, he called upon the people to lend their support and cooperation towards the developmental activities undertaken up by the PDA government. Further, Patton claimed that the PDA government was stable and asked the people to discard the propaganda doing the round and develop a sense of integrity for all-round development of the State.
D I M A P U R , JA N 1 5 (NPN): Hitting back at the chief minister Neiphiu Rio over his remark on Citizenship Amendment Bill (CAB) that NPF had raised its voice only now and remained silent when the Bill was introduced in July 2016, the two NPF legislators –– BS Nganlang Phom, MLA 49 Tamlu A/C, and T Torechu, MLA 60 Kiphire Pungro A/C–– Tuesday said it was “unprincipled” on the part of the chief minister to blame the NPF for not raising the matter in 2016 because he was the lone MP of NPF representing Nagaland then. In a joint statement, BS Nganlang Phom and T Torechu said that Rio should have educated the NPF party in the State and Naga people in general on the matter instead of pointing his finger at the (Cont’d on p-7) NPF party.
They claimed that the chief minister sought the attention of the centre for review of the Bill only after the opposition NPF raised the issue. NPF legislators said Neiphiu Rio as former Lok Sabha MP should understand the proceedings of parliament, and place before the public domain for debate on the ramifications of the bill on the Nagas and take a clear stand on the controversial Bill because after it is passed in the Rajya Sabha, the matter cannot be reviewed. Further, they also queried as to why the current Lok Sabha MP Tokheho Yepthomi did not raise his objection in the parliament before passing the said bill in the Lok Sabha. The two MLAs maintained that the Naga people need to understand why the chief minister and incumbent Lok Sabha MP kept
silent and woke up only after passing the bill in the House of the People. “Will the CM and MP (LS) learn that the
bill is ‘Against the Interest of Nagas’ only after it is passed in the Upper House and becomes a law?” they questioned.
Blame CM for mismanagement of Rs.185.09 cr
The two NPF legislators also alleged that the chief minister, as minister in-charge of rural development in the state, was responsible for mismanagement of Rs.185.09 crore, which was released as additional grant under Niti Aayog on November 8, 2017. They claimed that the fund allocated by the high level committee (HLC), which was constituted with chief secretary as the chairman on December 13, 2017, was ignored and sub-allocations were made unsystematically in total violation of the guidelines. NPF MLAs said that the fate of four communitized departments (School
Education, Power, PHED and H&FW) were at stake due to the “unilateral decision taken by minister in-charge.” According to Nganlang and Torechu, the four departments had submitted their proposals with the schemes as per the requirement of the respective departments which was approved by Niti Aayog. Accordingly, they said HLC had accorded sanction as per the requirement of the departments. However, MLAs said in total contravention of the guidelines the allocations were drastically reduced without consulting the concerned departments and (Cont’d on p-7) HLC.

DIMAPUR, JAN 15 (NPN): What the electrocution of a painter (Anil, aged 40), at NST Colony here Saturday brought to light was the hazardous conditions that labourers often have to work due to non-enforcement of basic safety rules in the State. The incident proved that rapid urbanisation coupled with disdain for safety measures and planning are perfect recipes for a disaster waiting to happen. On Monday, Nagaland Post had visited the spot where the labourer (Anil) was electrocuted. It was found that three transmission electric cables hung perilously close to the balcony of the second floor, barely a foot away. On that fateful day, one of the cables closest to the balcony’s edge was without insulation. The labourer was electrocuted

by this particular electrical wire while working on the building. The electrical cable had not been insulated when the incident took place but by Monday, it was found
to have been insulated with black tape at two places. It may be mentioned that the two high tension cables out of the three, running along the building were insulated whereas, the one closest to
the building was not insulated. As per safety regulations, transmission cables across civilian populated areas are supposed to be insulated. Later Nagaland Post visited the injured labourer (Anil) at MH Hospital at Circular Road. Though fortunately alive, Anil was in immense pain with his entire body, except neck and face, covered with bandage. Speaking feebly, Anil could barely move but narrated the incident. Anil said he was painting the outside portion of the building on Saturday morning when he accidentally came into contact with the live cable. The electric shock was so powerful that he felt being pulled by a powerful magnetic force. A video that circulated on Facebook showed him dangling on a bamboo frame while the electric current caused smoke and
sparks on his body. Passersby who saw the shocking spectacle managed to help him and then rushed to MH Hospital. The immediate medical attention saved Anil’s life. Nagaland Post also spoke to two SDOs of the electricity department– Akito Muru from Burma Camp power house and Namheu Khate from PWD power house – on why the cable was not insulated and exposed and if mandatory vertical and horizontal distance between high voltage wires and buildings were maintained. Khate said the line in NST Colony existed even before the building was constructed and that the power department was often finds itself in a hopeless situation when the department is asked to move transmission cables only after buildings were constructed.

NEW DELHI, JAN 15 (AGENCIES): The Comptroller and Auditor General has refused to disclose details about its audit in the controversial Rafale aircraft deal, saying the process is not yet complete and any disclosure at this stage will amount to breach of the Parliament’s privilege, an RTI reply said. In its response to Punebased activist Vihar Durve who had sought the report from CAG, the country’s auditor said, “The audit is under progress and the report is yet to be finalised. The information cannot be given under Section 8(1)(C) of the RTI Act as the disclosure would cause breach of Parliament”. Section 8(1)(C) of the Right To Information (RTI) Act exempts information the disclosure of which would (Cont’d on p-7) cause a breach of privilege
of Parliament or the State Legislature. Last month, the Supreme Court had dismissed pleas challenging the deal between India and France for procurement of 36 Rafale jets. It rejected the pleas seeking lodging of an FIR and a court-monitored probe alleging irregularities in the Rs 58,000 crore deal. “The pricing details have, however, been shared with the Comptroller and Auditor General (CAG), and the report of the CAG has been examined by the Public Accounts Committee (PAC)...,” the bench led by Chief Justice Ranjan Gogoi had said.. After the Congress raised the issue that no such CAG report had been placed before the PAC, the government approached the court seeking changes in the judgment. K Y M C
