New Delhi, Feb 7 (PTI): Riding on tech-savvy elements like QR codes and mobile apps, poll authorities have geared up for the elections to the 70-member Delhi assembly on Saturday, making tight security arrangements across the national capital and keeping an extra vigil in Shaheen Bagh and other sensitive polling areas.

Over 1.47 crore voters are eligible to exercise their franchise in the electoral battle for Delhi, which is largely being seen as a triangular contest among the ruling AAP, a spirited Congress and the opposition BJP which has campaigned very aggressively ahead of the election.

In view of the ongoing anti-CAA protests in Shaheen Bagh, the Delhi CEO Office has put all five polling stations in the area under the “critical” category, and confidence-building measures are continuously being undertaken to reassure voters, officials said.

Delhi Chief Electoral Officer Ranbir Singh reiterated that the area is under “tight vigil” and “there is no obstruction” in areas where poll activities will be conducted, so voters will face no problems.

He said 1,47,86,382 people are eligible to vote in the Delhi polls, and 2,32,815 are in the age group of 18- 19.

Voters in various categories include males ( 8 1 , 0 5 , 2 3 6 ) , f e m a l e s Delhi ready for assembly polls today (66,80,277), service voters (11,608), third gender voters (869), and senior citizens (aged 80 and above) voters (2,04,830), officials said.

The bitterly fought high-octane campaign that lasted for over three weeks ended at 6 pm on Thursday, just 38 hours before the start of voting for the high-stakes Delhi assembly election.

There are 672 candidates in the fray for 70 assembly seats.

Tight security arrangements have been made across the national capital and police force and paramilitary personnel have been deployed.

Special Commissioner of Police (Intelligence) Praveer Ranjan, had earlier said 190 companies of Central Armed Police Forces (CAPF) will be deployed as part of the security measures. This is nearly four times the number of CAPF personnel deployed during the 2019 Lok Sabha polls, he added.

There are 13,750 polling booths, besides one auxiliary booth, located at 2,689 locations across Delhi.

“As far as critical polling stations are concerned, there are 516 locations and 3,704 booths in that category,” Singh said.

Besides police security, polling stations falling in the “critical category” get paramilitary cover. Activities will be monitored through webcasting, he said.

Police and election machinery are on “extra vigil” and assessing the situation all the time across the national capital, he added.

Security personnel kept guard at strong rooms storing EVMs. Election staff carried EVMs and other polling material to booths under tight supervision in all constituencies.

Shaheen Bagh falls in the Okhla assembly constituency. The area has become the epicentre of protests against the Citizenship Amendment Act (CAA) in the national capital and the agitation has been thrust by political parties into a poll issue.

Hundreds of people, including women and children, have been protesting since December 15 at Shaheen Bagh against the CAA and the National Register of Citizens.

Poll authorities had met protesters recently and encouraged them to vote on the polling day.

“The 2020 Delhi polls will be tech-driven with greater use of technology elements like mobile apps, QR codes, social media interface, seeking to enhance the experience of all categories of voters, before polling or on the voting day. And we are trying to make the best use of it,” he said.

Electors can carry smartphones at polling stations in 11 assembly constituencies for accessing QR codes from the voters’ helpline app in case they have not brought the voters’ slip to the booth.

Delhi has 70 Assembly constituencies and one constituency in each of the 11 districts will have this techdriven facility.

The 11 are Sultanpur Majra, Seelampur, Ballimaran, Bijwasan, Trilokpuri, Shakur Basti, Nee Delhi, Rohtas Nagar, Chhatarpur, Rajouri Garden and Jangpura

According to Singh, focussed campaigns were carried by his office to reach out to different sections of voters, aiming to break the “urban apathy” of the electorate.

Special campaigns were carried out in 30 constituencies which had seen lower turnout in 2019 Lok Sabha polls.

Singh hoped that the twin-edged strategy of more thrust on use of technology complemented with massive campaigns in the run-up, will lead to a greater turnout than in 2015. A mega, multi-domain outdoor campaign is being carried out by the Delhi CEO Office to bring large number of electorate to the polling booths, besides jingles on all major FM stations.

The ruling AAP is going into the Delhi election with the hope to repeat its stellar performance in the last assembly polls, while the BJP, which bagged all seven seats here in the Lok Sabha election, will be aiming at expanding its vote share in the national capital.

The Aam Aadmi Party had got 54.3 per cent votes in the 2015 Assembly polls, while the Bharatiya Janata Party got a vote share of 32 per cent and the Congress managed to bag just 9.6 per cent of the total votes polled. Some BJP leaders have raised exclusion of OBC members in the trust. Two former party Chief Ministers, Kalyan Sinagh and Uma Bharti, who were in forefront in the Ram Mandir agitation and have been facing cases in the CBI court, have sought reservations for them on the committee.

“Not just Dalits but backwards too should get representation in the Ram Mandir Trust as they are as staunch Ram Bhakts,” said Kalyan Singh, who was Uttar Pradesh Chief Minister when the Babri Masjid was razed in 1992. Now sources close to Dalit leaders have said that they are contemplating the matter to challenge in the court as the “government body should adhere to the policy of reservation” in which adequate representation of SCs, STs and OBCs is required. But they are talking to legal experts if the constitution of a trust can be challenged or not, said a source. He also said many Naga civil societies played significant roles in bringing the talks to near conclusion as per the governor’s address.

Swu spoke against any organisation or individual from playing any role in the peace process as it could only create confusion and delay the final settlement.

He said if at all, such organisations and individuals may play a role for strengthening and encouraging the NNPGs to unite and raise a united voice to the government of India. Swu also said since the governor had stated that negotiations have successfully concluded it would be productive if the government of India disclose to Nagas and all stakeholders what had been agreed or negotiated as it would help clear all doubts and assumptions and protect the process from misconception.

On CAA, Swu said the expression of resentment by some had transformed into a nationwide movement now and urged the State government to review its stand and withdraw the Assembly resolution supporting CAA of February 23, 2019.

He accused the PDA government of denigrating Naga people’s image by supporting the Citizenship Amendment Act just to be in the good book of the Central government. Referring to Nagaland Post reports, Swu observed that, besides political parties, State governments, universities, unions, associations, student bodies, human rights organisations both within and outside the country, religious bodies, legal fraternity and six of the largest political groups in European Parliament and United Nations Commission for Human Rights (UNHRC) had stated Citizenship Amendment Act was “discriminatory” in nature and “dangerously divisive” and had called for repealing the discriminatory provisions.

On Register of Indigenous Inhabitants of Nagaland (RIIN), he remarked that listing names of indigenous inhabitants for identification and making a master list could not protect or safeguard the rights and identity of indigenous people.

Swu said the justification put forward by the State government that RIIN would prevent issuance of false indigenous certificates to non-indigenous people was misleading, stressing strengthening the existing laws was the need of the hour instead of spending time and resource to find alternative means that would only lead to incurring of huge financial cost.

Also taking part in the debate, NPF MLA Kuzholuzo Azo Nienu observed that despite the peace talks, there was social and political unrest in the State.

He also questioned the silence of the government on recruitments by various underground groups after October 31, 2019.

He said anticipation for a solution had kept alive insurgency problem and multiple taxations, adding the word “close” had confused the citizens. Azo asked the government if the governor’s assertion that negotiations had been successfully concluded was true, or in case there was any hidden agenda, it should be revealed to the MLAs.

Calling for informing all factions that Nagas in Manipur would be accommodated under Naga Autonomous Council, Nagas in Arunachal Pradesh under autonomous council and Nagas in Assam under district council, Azo said accommodating all the factions in Nagaland could lead to grave situation and so the truth must be spelled out.

O n C i t i z e n s h i p Amendment Act, Azo said expecting ILP or Article 371 (A) to save the Nagas was foolish. He cautioned that the Central government would bulldoze Citizenship Amendment Act and spell the death of the constitution.

Taking part in the debate, NPF member Dr Chotisuh Sazo extended support to the amendments moved by his party colleague Imkong Imchen.

He also asked Rio how close Naga political issue was towards solution as always claimed.

While appreciating the negotiating parties, Sazo said the House must urge them to take all sections of the people into confidence to avoid dissension in future.

He also stressed that solution should be inclusive and honourable whereby durable peace would reign in the land.

He also hit out at the government for the panic situation in Nagaland in October 2019 when Dimapur airport was taken over by Indian Air Force for some time for jet fighters to practise day and night operations over Nagaland even as Army personnel intensively patrolled villages and raided houses. He said PDA government had instructed its administrative officials to remain in station, while leave of police personnel were cancelled except on medical ground and police battalions asked to stock sufficient rations for two to three months, etc.

He asked the government whether creating such war-like situation was meant to press upon the NPGs to conclude the peace talks on or before October 31, 2019 and today, the governor claiming that talks have successfully concluded?

Sazo demanded that as elected representative of people and also as stakeholders, the MLAs deserved to know the outcome of the talks and asked the government to explain the meaning of “successfully concluded” and “we could be very close to it”.

Further, he pointed out that Article 371(A) and ILP did not protect the Nagas as even some of the clauses that were enshrined in the Article were not implemented in toto by the Centre and also many clauses of the 16 Points Agreement still not implemented.

During his address, Modi attributed the following quote to former chief minister of Jammu and Kashmir Omar Abdullah: “The abrogation of Article 370 will bring a massive earthquake that it will divide Kashmir from India.” Abdullah has been under house arrest for the past six months. On Thursday, officials said that their detention had been extended as he and another former chief minister, Mehbooba Mufti, were booked under the harsh Public Safety Act (PSA).

As it turns out, Prime Minister Modi was actually quoting an article from a satirical website “Faking News”. The website had published the exact quote on May 28, 2014.

Faking News is the leading Indian news satire and humor website. It contains cutting edge satire on political and social scenario of India.

The day before this satirical piece was published, Abdullah had posted a tweet about Article 370 and the Modi government. The tweet suggested that Jammu and Kashmir would not be a part of India if Article 370 ceases to exist. This is the closest statement by Abdullah Alt News could find compared to Modi’s statement. However, there is no mention of an earthquake. That word appears only in the Faking News article.

A Google search does not throw up any reports in which Abdullah has been quoted making the statement cited by Modi. Furthermore, an advanced search on Twitter in both English and Hindi using keywords from Modi’s claim only throws up references to the Faking News’ article and nothing else.
