253 including 5 women candidates file nominations on last day

KOHIMA/MOKOKCHUNG/MON/DIMAPUR, FEB 7 (NPN): A total of 253 candidates including stand-bys filed nomination papers for elections to the 60-member 13th Nagaland Legislative Assembly Wednesday, informed Nagaland Chief Electoral Officer, Abhijit Sinha IAS. With just 20 days left for the elections, the last day of filing of nomination papers witnessed the highest number of nominations. Mokokchung district led as the highest with 48 candidates who filed nomination papers for 10 Assembly seats. For the 2018 assembly elections, there will be five women candidates who filed their nomination papers. The National People’s Party (NPP) a first timer in Nagaland has nominated two women candidates- Wedie-u Kronu (3 Dimapur-III) and Dr. K. Mangyangpula (Noksen). Three others are from NDPP, BJP and Independent- Awan Konyak (NDPP/ Aboi), Rakhila (BJP/Tuensang Sadar-II) and Rekha Rose (Ind/ Chizami). Parties, excluding standbys, who filed nomination were- NPF(59 candidates), NDPP (40), NPP (27), BJP (20), INC (20), JD-U (15), LJP (2), NCP (6), AAP (3) and Independent (17). Siblings in fray: The 2018 February election will also witness brothers from three families and three districts contesting the elections. Rios: Former chief minister Neiphiu Rio (11-Northern Angami-II) and his younger brother Zhaleo Rio (GhaspaniII) had been members of the 12th NLA (Neiphiu later resigned after winning the lone Lok Sabha seat in 2014). Both Rio brothers will be contesting on NDPP tickets. Rangkaus: Peren district will witness the Rangkau brothers contesting the February 27 elections. While Nagaland chief minister, Taditui Rangkau Zeliang (Peren) will seek re-election, his brother N.R. Zeliang (Tening) will be contesting his first election. Both are contesting on NPF tickets. Jamirs: Mokokchung district will also be witnessing two brothers contesting the elections but with separate parties. While retired chief secretary, Alemtemshi Jamir will be contesting from Mongoya and Angetyongpang constituencies as an NDPP candidate, his younger brother and retired director Rural Development department, Metsubo Jamir will be entering the fray for the first time from Mokokchung town as an NPP candidate. It may be recalled that Governor of Odisha Dr. S.C. Jamir and his younger brother and current DAN minister S.I. Jamir were the first siblings in Nagaland to contest elections the same year and become members of the house.

NGBF asks GBs to stay neutral DIMAPUR, FEB 7 (NPN): Nagaland GB Federation (NGBF) has discouraged Guan Buras (GBs) from actively involving in politics either by contesting in the elections or holding posts in political parties. A press release from its media cell said that should GBs find themselves in a situation where they had to become involved thus, they should strip themselves of any posts in any “GB units or district level organizations.” NGBF reminded the GBs that they were the guardians of customary laws and protectors of traditional rights and they should stand upright during times of trial. The village chiefs and GBs hold great responsibility and authority in decision making and dispensing justice for the people’s wellbeing, and so it is important that they maintain their “status” and be free from any obligations beyond the sanctity of their title, NGBF said.

Modi pitches simultaneous polls NEW DELHI, FEB 7 (AGENCIES): Prime Minister Narendra Modi on Wednesday pitched for his idea of holding simultaneous elections in the State and Centre again, saying 4000 crores had been spent on the last general elections which was held in 2014. In face of vehement opposition from the opposition, PM Modi has repeatedly asked all parties to rise above politics on this issue, arguing that it would cut down the cost of elections in terms of time, money and manpower. The government has pushed ahead with the idea, starting as a first step, to

develop consensus on the issue. But the first parliamentary committee meeting held to discuss the idea last month remained inconclusive, with opposition leaders pointing out a series of hurdles, a senior BJP leader had said. In his reply to a motion of thanks on the President’s address in parliament, the Prime Minister asked all parties to consider the idea again. “Let us have a constructive discussion on holding simultaneous Lok Sabha and Vidhan Sabha elections in the various states,” he said. “After the elections, Centre and states must work together”.

He also took a leaf out of history, citing the example of simultaneous Lok Sabha and Rajya Sabha elections, which used to be held till 1967. “Everybody has expressed their views on combined elections for Lok Sabha and Rajya Sabha...” However, the opposition has negated the idea of simultaneous elections on the ground of feasibility. The Congress, the Left Front and the Aam Aadmi Party have also said simultaneous elections will be against federal principles. It has also been pointed out that sustaining it would require extensive amendments to the Constitution.

PM’s wife Jashodaben injured in accident JAIPUR, FEB 7 (AGENCIES): Prime Minister, Narendra Modi’s estranged wife Jashodaben was injured and her relative was killed when their car rammed into a truck in Rajasthan’s Chittorgarh, police said. Jashodaben did not suffer any major injuries in the accident in which four other people travelling with her was also injured, SHO PS Singh said. The deceased was identified as Basant Bhai Modi (67). Jashodaben Modi is a retired teacher who lives with her brother in a small town in PM Modi’s home state of Gujarat.

Centre to now link driving licence with Aadhaar NEW DELHI, FEB 7 (PTI): Centre is in the process of linking driving licences with Aadhaar number to weed out fake licences and a software for this covering all states on a real time basis is under preparation, the Supreme Court was told today. A bench comprising Justices Madan B Lokur and Deepak Gupta was informed about it by a court-appointed committee on road safety headed by former Supreme Court judge Justice K S Radhakrishnan. This assumes significance as a five-judge Constitution bench headed by Chief Justice Dipak Misra is currently hearing a clutch of petitions challenging the constitutional validity of the Aadhaar scheme and the enabling 2016 law. The committee, in its report filed in the top court, said it had held a meeting on November 28 last year with the joint secretary of Ministry of Road Transport and Highways (MoRTH) to discuss several issues, including procurement of fake licences and how to eliminate it. “On the issue of fake licences, joint secretary, MoRTH informed

that national informatics centre is now preparing ‘Sarthi-4’ under which all licences would be linked to Aadhaar,” the report said. “This software will cover all the states on real time basis and it will not be possible for anyone to get duplicate or fake licence anywhere in the country,” it said. The advocate representing the committee, told the bench that the panel was scheduled to have a meeting with the MoRTH and other authorities concerned on February 22-23 to discuss compliance of directions given by the apex court earlier. Additional Solicitor General Pinky Anand, appearing for the ministry, told the bench that fatalities in road accidents in India have gone down by around three percent in 2017 as compared to 2016. The bench said it was “heartening to know” that number of fatalities and injuries in road accidents have come down. In its report, the committee said it had asked states and union territories (UTs) to forward road accident data for entire 2017. “The commit-

tee has since received data from all the states/UTs, except Arunachal Pradesh, Manipur, Mizoram and Daman and Diu which indicates that in the states/UTs which have submitted data, there has been a reduction of 4,558 fatalities (i.e. 3.0 per cent) and 24,023 injuries (i.e. 5.0 percent) in 2017 as compared to 2016,” the report said. The committee told the court that through its November 24, 2017 letter, it had asked all states to set up a road safety fund which would be non-lapsable, and to have a steady flow of funds by diversion of “significant” portion of fines collected from traffic violations. It said some states had already set up road safety fund and the committee was pursuing the issue with remaining states in order to ensure full compliance of the apex court’s order which had said that the fund should be established by March 31, 2018. The report said at the November 28 last year meeting, it was discussed that since driving licences were now in the form of a smart card, its punching in cases of default was likely to damage the data stored in it.

NPF files compliant with EC; NDPP counters KOHIMA, FEB 7 (NPN): NPF Central office has lodged a complaint with the Election Commission against NDPP candidate of 11-Northern AngamiII, Neiphiu Rio for what the party alleged was an incident of Rio’s supporters obstructing NPF candidate Chupfu-o from filing his papers on Wednesday. NPF general secretary, S. Akho Leyri in a complaint letter addressed to the principal secretary (political parties) ECI stated that Chupfu-o was obstructed from filing his papers by supporters of Rio near Nerhema village. Leyri has urged EC to take immediate

and necessary action. When contacted, CEO Nagaland informed that Chupfu-o filed his papers 15 minutes before the closing time (3 p.m.) NDPP 11 NA-II A/C counters: In a letter to the principal secretary (ECI) , NDPP 11 Northern Angami-II A/C president, Vibeilietuo Kets said that Chupfu-o’s entourage was stranded for a brief moment due to some traffic snarl at Nerhema village. Kets however said that the NPF party seized of the opportunity to accuse Neiphiu Rio, a veteran politician, of his involvement. NDPP said Rio was well acquainted with the model

code of conduct as well as the dos and don’ts for candidates. Such allegation was baseless, devoid of proof and laced with malafide intent to defame the party and the candidate to gain political mileage, Kets stated. Meanwhile, NDPP appealed all to maintain law and order and cast their votes in the true Christian spirit. NDP also acknowledged and thanked BJP Nagaland president, Visasolie Lhoungu, and his supporters for keeping the spirit of oneness and uplifting the alliance signed between NDPP and BJP and for not contesting against the alliance consensus CM candidate.

KBBB CEC dos & don’ts to political parties

DIMAPUR, FEB 7 (NPN): In a significant development, ACAUT chairman Joel Naga and spokesperson, Mar Longkumer on Wednesday resigned from their posts. In a letter to ACAUT co-chairman, Joel Naga said having moral responsibility towards the organization and the people, and having failed to stop the 13th Assembly elections as per the ‘solution before election’ slogan, he has decided to resign on moral grounds. When contacted he confirmed that he and Mar had decided to quit from their posts. In his resignation, Mar Longkumer said he had decided to resign since he had other priorities to look after, which needed total commitment and attention. Both the members thanked the people for their support and for reposing their faith in the cause of ACUAT. I t m ay m e n t i o n e d t h a t ACAUT advisor, K.K. Sema had officially joined the Congress to contest the upcoming polls from Ghaspani-II A/C.

DIMAPUR, FEB 7 (NPN): Convened by Konyak Baptist Bumeinok Bangjum (KBBB) Clean Election Committee (CEC), a joint consultative and coordination meeting was held with various political parties at Mission Centre, Mon on Wednesday in the presence of the Konyak Union (KU), Konyak Nyupuh Sheko Khong (KNSK) and Konyak Students’ Union (KSU) to ensure free, fair and clean election “within Konyak soil.” In a press release issued by KBBB CEC convener, Nyamto Wangsa, the meeting unanimously resolved that no party would indulge in any anti-social activity, unlawful act or commit any aggression against any individual, household or groups. The meeting finally resolved that in the event of non-adherence to or violation of the above resolutions, the political party’s functionary or candidate concerned would be held responsible, the release added.
