Nagaland heritage textbooks to replace Alternative English

KOHIMA, FEB 6 (NPN): In a significant development, to preserve local culture and traditions of the state, State Council of Educational Research and Training (SCERT) Nagaland has developed a Nagaland Heritage Studies Textbook series to replace Alternative English as a subject up to Class 5 throughout the state. Nagaland Governor, P.B. Acharya graced the occasion as the chief guest and released the textbook series in a function held at SIEMAT hall SCERT Kohima on Tuesday. The Governor in his address termed it “a historic day” and lauded the SCERT for its commendable task of developing the textbook which will help the Nagas preserve their identity. He said almost all the states of the country were slowly losing their heritage and culture, including Nagaland, and unless this is checked, we will lose our identities. Keeping the web safe for everyone is a shared responsibility,” Sunita Mohanty, Director, Trust and Safety at Google India, told reporters. “While the Internet has made life easier by helping us share and receive day-to-day information, we also need to be aware of the consequences, negative experiences that make us vulnerable to threats. “Women, children and adults are vulnerable to bad actors on Internet, hence there is an urgent need to sensitise them about the possible threats,” Mohanty added. India has the second largest Internet user base in the world. In 2017, India crossed over 400 million Internet users and this number is expected to reach 650 million in the next two years. With improved connectivity and affordable smartphones and data, Indians are taking to the web in a big way, spending over 200 minutes daily on their screens.

The Governor asserted that even if one speaks English fluently and well the person would not die an Englishman. He pointed out that many universities in the country were offering foreign languages but there was not a single university offering tribal dialects and so he had taken the initiative to introduce it

in some of them. He called upon the people of the state to make a concerted effort to preserve their identity and culture for which, he said, political and social will was needed. Nagaland State Commission for Women chairperson, Dr. Temsula, in her address said that any discourse on Naga identity, history and culture had to rely on oral traditions as we do not have any contemporary and indigenous written accounts of our history. She said transforming an oral story into a written one should mean transferring the cultural

ethos in the original onto a script and for this the first recipient should be the mother-tongue and not another language. In doing this, she said the culture of a community is remembered afresh by the people and it is re-vitalized through the written medium which in turn acts as a re-affirmation of the culture. She cautioned that translating a text to another language was littered with hazards because of the risk of displacement of meaning from the original. Also, she stated that there is often the temptation of embellishment, exaggeration and romanticizing of native lores, which had to be guarded against. SCERT director, T. Sekhose, in his brief report on the project said Nagaland has been blessed with different cultures and the attempt to tap its potential took years since this project was started in 2015 and required over 50 seminars and other necessary groundwork. KOHIMA, FEB 6 (NPN): State BJP unit exuded confidence that they would win all the 20 seats it will contest in the forthcoming assembly elections scheduled for February 27. BJP unit general secretary, Eduzu Theluo informed Nagaland Post that the internal difference within the party over pre-poll alliance with the NDPP has been resolved and the party has decided to abide by the seat sharing agreement. The issue was discussed during the meeting with minister of state for home and Nagaland election in-charge, Kiren Rijiju at Dimapur on February 5, he said. BJP also discussed its poll strategy with Rijiju and the party workers were determined to win all the 20 seats, he added. Meanwhile, party sources said that Prime Minister, Narendra Modi, BJP national president, Amit Shah and other central ministers and party functionaries were expected to campaign for the party candidates across the state.

NEW DELHI, FEB 6 (AGENCIES): Unique Identification Authority of India (UIDAI), the agency that administers Aadhaar, announced that plastic Aadhaar cards are unusable, and prone to data theft. “There could be a possibility of sharing Aadhaar details (personal sensitive demographic information) without informed consent with some devious elements,” the UIDAI said in a release. The agency reiterated that the Aadhaar letter, its cutaway portion or downloaded versions of Aadhaar on ordinary paper or mAadhaar are “perfectly valid” and warned people against falling for the plastic printed Aadhaar card trap, as the vendors charge anywhere between Rs 50 to Rs 300 or more. The agency asked people to keep away from such elements, shops or vendors. Ajay Bhushan Pandey, chief executive officer, UIDAI, said, “So-called Aadhaar Smart card is totally unnecessary and a waste as during such printing its QR code often becomes dysfunctional. The Aadhaar card or the downloaded Aadhaar card printed on ordinary paper or mAadhaar is perfectly valid for all kind of uses.” In case a person loses his Aadhaar card, he can download his Aadhaar card free of cost from https:// eaadhaar.uidai.gov.in. The print out of the downloaded Aadhaar card, even in black and white form, is as valid as the original Aadhaar letter sent by UIDAI. There is absolutely no need to print it on plastic/PVC card or get it laminated.

DIMAPUR/WOKHA, FEB 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Tuesday, released the final list of 23 candidates for the February 27 Assembly elections. Based on the approval of the AICC Central Election Committee, NPCC announced the names of the candidates. (See table) Former bureaucrat and ACAUT advisor, Khekiye K. Sema on Tuesday also officially joined the Indian National Congress (INC) to contest the upcoming State Assembly polls from Ghaspani-II A/C. Along with K.K. Sema, the president of Indigenous Minority Tribes (IMT) of Nagaland, K. Lun Tungnung also joined the party to contest from Dimapur III A/C. Making this announcement at Sema’s residence

in Dimapur, NPCC president, K. Therie said that democracy and secularism were the “clear visions” that Sema and the INC believed in. While stating that the need of the hour in the state was to “move the people whether they vote for secularism or communalism or to vote for Christ or Hindutva,” Therie slammed candidates rushing for BJP tickets. 38 NPF Wka clarifies on election violence DIMAPUR, FEB 6 (NPN): Reacting to the reports of poll related violence, published on Monday, 38 NPF Wokha unit issued a clarification saying the rival candidate and supporters should own moral responsibility for “the atrocities, intimation they are carrying in the constituency.” In the clarification, NPF 38th Wokha A/C president, Yiben Tungoe and general secretary, Thungbemo Tsanglao, alleged that an IED was found planted by supporters of the rival candidate, on February 4 at 5 p.m, in the Wokha Village Eloe Hoho office’s kitchen. NPF unit said it was fortunate that the IED was found before it exploded, which “could have possibly taken 6-7 precious lives.” According to them, Wokha Village Council lodged an FIR on the same day. It also alleged that an attempt to murder one Renbithung Yanthan, of GA Colony, at Wokha Town, was made by one Tumchobemo Kikon, supposedly a supporter of the rival candidate, on January 18. An FIR on this matter was also lodged by Humtso Union Wokha Town, but no one has been arrested so far, the NPF unit stated. Citing these incidents, it said that the FIR lodged by their rival candidate’s party against the damage of vehicles was groundless. NPF unit also condemned the actions of the rival candidate’s supporters and appealed to all right thinking citizens to condemn “such act of terrorism.”

Dimapur police cracks abduction case

DIMAPUR: Basing on a complaint lodged at East police station Dimapur about forceful robbery and abduction of a government official DAN secretary, Imlilepden Pongener on the night of December 3, 2017 Dimapur police registered a case against the same. According to ADCP/ PRO, on the night of December 3 at around 8:30 p.m. three unidentified miscreants forcefully entered the victim’s private residence behind super market complex, Dimapur and threatened and intimidated the victim and his wife for not attending their phone calls and for non compliance of their demand for money. Miscreants robbed cash of Rs.1,17,000/-, five mobile

handsets and the key of the victim’s official government vehicle. After which the victim was blind folded and was forcefully made to sit in the victim’s private vehicle and abducted him from his residence. The victim was then taken to a secluded location at Naharbari area (Dhansiri River bank), wherein the victim was physically assaulted. Miscreants later tied up the victim and confined him alone inside his vehicle for the whole night before fleeing from the scene. On the next morning on December 4 at around 5:30 a.m. some local resident spotted the vehicle and came to the rescue of the victim. After an extensive surveillance and look-out for the three miscreants,

DIMAPUR: Hindustan Scouts & Guides (HS&G) has expanded its base in the north-eastern states of the country with number of schools joining the movement. In a press release, secretary for north east region and Nagaland state, HS&G, Gnana Nirmala, informed that in the past few months, a number of activities were carried out in Nagaland, Assam and Arunachal Pradesh where hundreds of scouts and guides were trained. The release informed that Gurupad, Pravishika of Rajyapuraskar testing

camp was organised from December 9 to 13, 2017 at Bethany School, Guwahati where a total of 164 scouts and guides participated. The HS&G visited Good Shepherd Public School (Senior Secondary & Primary), Little Star School, Green Mount Senior Secondary School, VKV Residential Public School, Royal International School, Dani Polo School, and Vidhya Bhawan in Arunachal Pradesh where Preveshika training course was imparted to 247 scouts and guides. On October 27, 2017 Praveshika training was

imparted to 160 students at King David School, Khatkhati, Karbi Anglong, which included scouts, guides and bulbuls. Earlier on September 23, 2017, 157 scouts and guides were trained at Central Training Institute campus, Dimapur where students from St Paul School, Carmel School, Holy Cross Higher Secondary School and Herbert Spencer participated. Meanwhile, HS&G has thanked school principals for their support and cooperation for conducting the camps and allowing their students to participate.

DIMAPUR: Transpor t Commissioner in supersession of the “Public Notice” dated August 1, 2014 has directed non-digitized/ booklet form of driving licences to digitize their licenses in the national application “Sarathi”. According to DIPR report, Transport Commissioner has directed holders of non- digitized format of registration certificates or driving licenses have been given a moratorium period for digitizing both vehicle registration certificates and driving licenses on or before April 30, 2018, failing which, the registration certificates or driving licenses shall be nullified. It has been cautioned that all non-digitized registration certificates and driving licenses digitized till date shall also be treated valid for all legal considerations. Transport Commissioner has informed that the directive was in accordance to the observations made by the Supreme Court Committee on Road Safety and as per the directive of the Government dated November 11, 2017.

DIMAPUR: A delegation of Naga Scholars’ Association (NSA) called on Chief Election Commissioner (CEC) of India Om Prakash Rawat and his colleagues in New Delhi on February 2 seeking his intervention in deferring the Assembly Elections of Nagaland against the backdrop of Naga people’s desire for an early solution to the protracted Indo-Naga political problem.

3 girls charred to death in Ghy fire

Guwahati, Feb 6 (PTI): Three minor girls were burnt to death and two other children suffered serious burn injuries when a fire gutted 12 houses in Bashistha area of the city Tuesday, the police said. The fire broke out at one house in Patarkuchi locality of Bashistha area early this morning and spread to other 11 houses killing three girls on the spot. The two injured children have been admitted to a local hospital, police said. The cause of the fire and the extent of damage were yet to be ascertained.

IMPHAL, Feb 6: At least nine Assam Rifles personnel were injured in a grenade attack on an Assam Rifles transit camp in Imphal Tuesday evening. Two hand grenades exploded simultaneously inside the transit camp in Imphal’s Khuman Lampak around 6 p.m. Police said that the hand grenades were lobbed by suspected militants from outside the campus of the transit camp which is located opposite to Manipur police commando complex. At least nine Assam Rifles personnel were injured in the twin blast. Of them, two sustained critical injuries and have been referred to Shija hospital from RIMS hospital where they were rushed to. Soon after the blast, top officials of the state police department including DGP LM Khoute rushed to the spot and took stock of the situation.

Meanwhile, CPI-M State Secretary Bjjan Dhar claimed that while poll panel officials were demonstrating the functioning of EVMs and VVPATs in Ampi constituency in southern Tripura, a button pressed against a particular symbol showed another symbol getting the vote. “We have informed chief electoral officer Sriram Taranikanti and he assured us to take remedial steps in this regard. The CEO also told us that the EVMs and VVPATs would be demonstrated in front of political party leaders soon,” he told the media. In the 60-member house, the CPI-M has fielded 57 candidates leaving one seat each to its Left Front partners Communist Party of India, Forward Bloc and Revolutionary Socialist Party.

Shillong, Feb 6: Meghalaya Chief Minister Mukul Manda Sangma on Tuesday filed his nomination papers for the upcoming state assembly polls from Ampati assembly constituency. Sangma, who has been winning for five consecutive terms from Ampati constituency, will be filing his nomination papers from Songsak assembly seat on Wednesday. Sangma said that the Congress party will return with a “thumping” majority and will retain the government for the fourth consecutive term. Urban Affairs Minister, Ronnie V. Lyngdoh, Former Chief Minister Salseng C. Marak and Dikkanchi D. Shira, the wife of incumbent Chief Minister Mukul Sangma filed their nomination papers as nominees of Congress from Mylliem, Resubelpara and Mahendraganj respectively. While former Union Minister Agatha K. Sangma and former Meghalaya Rajya Sabha member Thomas A. Sangma also filed their nomination papers as National People’s Party nominee from South Tura and North Tura assembly seats respectively. “Response of the people is very good and the people of Meghalaya want change. I am confident that NPP will form the government and I will be part of the new government in Meghalaya”, Agatha said.

We fight credibly and want to clearly see that the mood of the people of Meghalaya which is to remove the Congress government which for 15 years has a track record of unkept promises, vote for the best candidates. We always said that we will find a majority seats and 47 seats is the vast majority out of 60 seats,” he told journalists. BJP MP slams Congress over ‘pakoda’ jibes in LS

NEW DELHI, FEB 6 (IANS): BJP MP Prahlad Joshi on Tuesday slammed Congress leader P. Chidambaram’s comments comparing selling pakodas (fritters) to begging, as the Lok Sabha took up a debate on the motion of thanks to the President’s speech. Amid protests by the Telugu Desam Party (TDP) and YSR Congress over the budget, a debate on the motion of thanks was initiated in the Lower House by Bharatiya Janata Party member Rakesh Singh. Joshi, who was the second speaker from the ruling party, compared Chidambaram’s remarks to earlier remarks by Congress leader Mani Shankar Aiyar, who had referred to Prime Minister Narendra Modi as “chaiwala” or a tea seller. “He (Chidambaram) is insulting poor people. First you insulted Modi for selling chai in childhood, now you are insulting ‘pakoda wala’ (fritter seller),” said Joshi.

Prahlad Joshi Chidambaram, who has served as the Finance Minister and Home Minister in the United Progressive Alliance (UPA) regime, had said that by the Prime Minister’s logic - if selling ‘pakoda’ was a job then even begging was a job. “You, Congress people, you do not know... In Hubli-Dhadwad (Karnataka), there are so many people... One person completed BE degree, he got a job but rejected it because he is earning more in selling pakoda,” he said. “You do not under-

stand the dignity of labour,” he said. He also slammed Congress President Rahul Gandhi’s comment calling poverty a “state of mind” and said: “Rahul Gandhi said that poverty is a state of mind. He does not know poverty. He was born with a golden spoon (sic).” Initiating the discussion earlier, Singh said the work done by the BJP-led government can be gauged from the fact that people were talking about the government’s achievements. “After 10 years of corruption, this (government) was a pleasant change. Now people are talking about achievements of the government, not about corruption,” he said. He also said that the BJP gover nment under Modi was taking Mahatma Gandhi to every household with the Swachh Bharat mission, while Congress just enjoyed power in his name for years.

Violence in Punjab town after 2 die in accident CHANDIGARH, FEB 6 (IANS): At least four vehicles and one liquor vend were set ablaze in the violence that erupted following an accident in which two youth were killed in Punjab’s Dera Baba Nanak town on Tuesday, police said. The two were killed while they were riding on their two-wheeler and it was hit by a pick up jeep in the town around 55 km from Amritsar. The speeding pickup jeep belonging to a liquor contractor hit the victims’ scooter from behind. Both died on the spot. Family members of the victims alleged that the liquor contractor had deliberately killed the youth. “We registered a case of murder,” Batala Senior Superintendent of Police Upinderjit Singh Ghumman told the media. The police rushed to the spot after violence broke out. However, by then the mob had set the vehicles and the liquor vend on fire. A fire tender was rushed to the spot. Dera Baba Nanak town is around 255 km from here. It lies close to the international border with Pakistan.

Delhi Police launches upgraded women’s safety app NEW DELHI, FEB 6 (PTI): The Delhi Police today launched an upgraded version of its women’s safety app, the third in a row, to plug loopholes in the mobile application and offer a wide range of features to its users. The revamped app ‘Himmat Plus’ was launched by Delhi Lt Governor (LG) Anil Baijal today. The app comes in English and Hindi, and has a special feature for scanning the QR codes of taxi, autorickshaw and e-rickshaw drivers to verify their details. Launched as a pilot project, the app can be used by women commuters coming out of the Delhi Airport and five metro stations -- Anand Vihar, Vishwa Vidyalaya, Malviya Nagar, Saket and Nehru Place. Baijal said that the app would act as a deterrent to crime against women, and would empower and make them more confident while travelling. He also hoped that the model is implemented in the entire city. “Women are little vulnerable while travelling and when they board a taxi or an auto-rickshaw, they do

The LG also announced the constitution of a technology council in the Delhi Police. The council would give inputs on various aspects of crime prevention and detection using technology. The upgraded app has been transformed from an ‘Emergency Safety’ app to an ‘Utility’ app. The process of registration has also been simplified. Now

anybody can download it on their mobile phones unlike the previous app for which one had to visit the Delhi Police’s website to download it. The Facebook page of the Delhi Traffic Police and Twitter handle of the Delhi Police have also been linked to the app to provide traffic updates and other information. The application was first launched in 2015 and despite its relaunch in April last year, it found few takers. It was then the Delhi Police engaged students from the

Indraprastha Institute of Information Technology, Okhla, to come up with a better structure for the app. The student’s group also conducted a survey to study the failures of the app. “The audit revealed that the interface of the app was not sufficiently userfriendly, it was not bilingual and was not comprehensive and the registration process was cumbersome,” Delhi Police Commissioner Amulya Patnaik said. The Delhi Police then decided to revamp it and a special drive was launched in June last year to capture the details of the drivers of taxis at Delhi Airport and auto-rickshaws and erickshaws at the five selected metro stations. “The details of 2000 taxi drivers at the airport and around 1,000 drivers of auto-rickshaws and erickshaws were collected and fed in the server of the Himmat Plus app. “Each driver has been provided with a ‘QR card’ to be placed in their vehicle which can be scanned by the commuter to establish the authenticity of the drivers,” Pathak said.

33 homeless people found dead in Delhi in first week of Jan: Govt NEW DELHI, FEB 6 (PTI): As many as 33 homeless people were found dead in the national capital in the first week of January, the Lok Sabha was informed today. Four of them were found near hospitals, three near railway stations and the remaining 26 at different places in the city, Minister of State for Home Affairs Hansraj Gangaram Ahir said in reply to a question in the House. In all these cases, inquest proceedings have been conducted by the police to ascertain the cause of death, he said.

The Union minister informed the House that according to the Delhi Urban Shelter Development Board (DUSIB) two night shelters are under construction with the funds received from National Urban Livelihood Mission scheme. The DUSIB has received Rs 2 crore under the scheme for construction of new night shelters. At present, DUSIB runs 83 pucca (permanent), 115 porta cabins and 66 temporary shelters in tents meant for winter season. The total capacity of these shelters is 21,134 people.

She also thanked the governments of Nigeria and Benin for their help and support in the efforts to rescue the Indians. The ship, an oil tanker owned by Mumbai-based Anglo Eastern shipping company, went missing off the coast of Benin in the Gulf of Guinea on Saturday. Based on feedback from states, the figure for the shortfall of houses in the urban area has been revised down to 11 million by his ministry from earlier 18 million, he said, adding that over 37.45 lakh houses have been sanctioned. K C Venugopal (Congress) said nationalised banks were not giving loans to the poor and claimed the scheme was “failing”. Puri retorted by saying that he was trying to be “modest” in his reply and was “taken aback” by Venugopal’s claim. He cited budgetary allocation and financial outlay for building houses for the poor to assert that the “scheme is a roaring success”.

As soon as the Ministry releases the Amount, the implementing Agency shall do the necessary payment to the remaining deserving students. Maharaja dethroned

O

nce the pride of India and the unquestioned ‘Maharaja of the skies’ -- Air India -- will soon join the ranks of several other private airlines in squeezing as much from the flyers to make money after it is formally taken over by private operators. . Private bidders will buy at least 51% stake in Air India. The Maharaja’s assets will be transferred to the winning bidder by June this year. By then, AI will be split into five parts, with four of them — AI-AI Express-AI SATS; ground handling unit; engineering units and Alliance Air — being offered for sale while the fifth will be a SPV that will remain with the government. The SPV will have AI’s unsustainable debt, Centaur hotels, land and the priceless art collection that the airline has built over decades. AI’s debt of Rs 50,000 crore, which may be as high as Rs 70,000 crore, will be spread over these five entities. IndiGo and Tata-Singapore Airlines are interested in the airline arm of AI. A foreign player, whose identity is not being disclosed, has also written to the government, expressing interest in the airline business. Other players in ground handling and aircraft maintenance have come forward for the other units of AI. Turkey’s Çelebi Aviation Holding, and India’s Bird Group and Livewel Aviation Services Pvt. Ltd have shown interest in the national airline’s subsidiaries. Air India has a fleet of about 140 planes, with a 17% share of traffic on routes linking India to international destinations and a 13% share of the domestic market. The airline—which is part of the Star Alliance, the world’s biggest airline grouping—also has prime slots at airports across the world, along with land banks and buildings among its assets. There are many reasons why Air India has gone on a nosedive. One, if the fact that the once lucrative and money making routes were ‘gifted’ to a private airline, supposedly favoured by a former minister. The other is that Air India became an employment dumping ground for politicians and bureaucrats and eventually had one of the biggest ever number of employees whereas other airlines have less than half the employees of Air India as these airlines ensured that their companies did not go into the red. Air India used to be one of the best airlines in the world (its ‘hawai sundaris’ included Maureen Wadia and Parmeshwar Godrej, among others) but the rot that set in after its unceremonious nationalization by prime minister Jawaharlal Nehru took a few decades to show up as big losses. However, the rot set in after 1999 when successive civil aviation ministers piloted Air India to its descent by appointing corrupt bureaucrats into the airline and gradually merging the national airlines with the domestic airline (Indian Airlines). The Modi government had tried to turn things around but the losses kept piling though Air India’s losses were reduced to almost 60% in the fiscal year ended March 2016. Being a government carrier is more of a curse than a boon as Air India has to cater not only to the innumerable VVIPs but also tens of lakhs of government employees who are eligible for holiday travel cost by air and this too has to be booked by Air India. It will be the end of a glorious chapter that faded and ended in oblivion when Air India is split into five companies.

You must be willing to be placed on the altar and go through the fire; willing to experience what the altar represents— burning, purification, and separation for only one purpose— the elimination of every desire and affection not grounded in or directed toward God. But you don’t eliminate it, God does. You “bind the sacrifice…to the horns of the altar” and see to it that you don’t wallow in self-pity once the fire begins. After you have gone through the fire, there will be nothing that will be able to trouble or depress you. When another crisis arises, you will realize that things cannot touch you as they used to do. eneral Constitutional Provisions on Religion: The Constitution of India contains in its Chapter on Fundamental Rights several provisions that emphasize complete legal equality of its citizens irrespective of their religion and creed and prohibit any kind of religion-based discrimination between them. The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India as provided in Article 14. The State shall not discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth, or any of them, either in general or in the matter of access to or use of general and public places and conveniences as provided in Article 15. Article 16 provides that there shall be equality of opportunity for all citizens in the matter of employment or appointments under the State and no citizen shall, on grounds only of religion be ineligible for, or discriminated against, in respect of any employment or office under the State. Freedom of Religion: The Constitution of India safeguards the freedom of conscience and the right to profess, practise and propagate the religion of one’s choice under Article 25. There shall be freedom as to payment of taxes for promotion of any particular religion by virtue of which no person shall be compelled to pay any taxes the proceeds of which are specifically appropriated in payment of expenses for the promotion or maintenance of any particular religious denomination as provided in Article 27. Every religious denomination or any section thereof has the right to manage its religious affairs; establish and maintain institutions for religious and charitable purposes; and own, acquire and administer properties of all kinds as provided in Article 26. Article 30 provides that Religious and linguistic minorities are free to establish and administer educational institutions of their choice, which shall not be discriminated against by the State in the matter of giving aid or compensation in the event of acquisition. One of the fundamental Duties is to promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities as provided in Article 51A(e). All citizen shall have the right to the freedom of speech and expression and also to assemble peaceably and without arms as provided in Article 19. Article 21 provides the right to life and personal liberty. India is also a signatory to the Universal Declaration of Human Rights and the International Covenants on Economic, Social and cultural Rights and the International Covenant on Civil and Political Rights where the freedom of religion or belief is recognised as a basic inalienable human right. Provisions for Mainly Christian Group: The following special provisions were included in the Constitution for certain communities which are mainly Christian by religion:

(a) Some special provisions of a transitory nature for the AngloIndian community - Articles 331, 333, 336-37, 366(2). (b) A provision for the protection of the customary law and its administration among the Nagas in the Christian-dominated State of Nagaland provided in Article 371A where it provides Special provision with respect to the State of Nagaland – (1) Notwithstanding anything in the Constitution. (a) no Act of Parliament in respect of (i) religious or social practices of the Nagas, (ii) Naga customary law and procedure, (iii) administration of civil and criminal justice involving decisions according to Naga customary law, (iv) Ownership and transfer of land and its resources, (b) the Governor of Nagaland shall have special responsibility with respect to law and order in the State of Nagaland for so long as in his opinion internal disturbances occurring in the Naga Hills – Tuesang area (c) A similar provision for the Mizos in the Christian- dominated State of Mizoram was also provided in Article 371G. Of offences relating to religion is punishable under the Indian Penal Code provided in sections 295, 2095A, 296, 297 and 153A in the nature of destroy, damages, or defiles any place or worship, with deliberate and malicious intention of outraging the religious feelings of any class of citizens of India, by words, either spoken or written, or by signs, voluntarily causes disturbance to any assembly lawfully engaged in the performance of religious worship, or religious ceremonies, trespassing on burial places, uttering words, etc,. with deliberate intent to wound religious feelings. Persecution of Christians in India: Yet, inspite of the above mentioned constitutional guarantees and international commitments, there are several incidences it violates the fundamental rights of the citizens on the ground of religion including the Christianity. Para 3 of the 1950 Presidential Order is violative of fundamental rights safeguarded in the Constitution of India. Several states of India have enacted laws titled “Freedom of Religious Acts” or anti-conversion laws. These laws, enacted in six states require the person covering to give details of his or her conversion to the district magistrate, either prior to the conversion “ceremony” or subsequent to it. These laws used to target and harass religious minorities. It has noted that Hindu extremists frequently invoked the anti-conversion law as a means of inciting mobs against Christians or having them arrested without evidence. According to report of 2014 there were six instances when Christians were allegedly accused and arrested under the Freedom of Religion acts in Chhattisgarh and Madhys Pradesh, Type of violence against Christians are murder = 0.4%, charged under the Freedom of Religion Act = 2%, intimidation = 54%, desecration of religious system = 8%, discriminatory Law/ Policy = 0.6%. In Chhattisgarh, villages are passing orders banning the entry of priests of faiths other than Hinduism. At least 43 deaths in over 600 cases of violence, 194 targeting Christians and the rest Muslims, have taken place in between 26th May 2014 and 13th May 2015, marking almost one year of the National Development Alliance government led by BJP. The most prominent flag-bearer of Hindutva politics, the RSS since its birth in 1925, has been steadfastly working for turning India into a theocratic state. It enjoyed the support of a section of high-caste Hindu society but with the formation of the National Democratic Alliance governments(1998-2004), RSS greatly accelerated its old favourite past-time of turning India into a Hindu Rashtra and minority-bashing as part of Hinduvat project. It is also the dream of Sangh Parivar to convert this diverse, plural, composite India into a Hindu Rashtra. In order to weaken the India democracy, the administrative, legal, scientific and educational, structures created during the past sixty years have either been demolished or tempered. The Christian community in India is concerned at the intensity of the targeted and communal violence directed against it almost on a pan India basis. Violence against Christians picked up in independent India and continues till today in the form of vicious hate campaigns, physical violence, police complicity. State impunity contribute to the persecution of the Christian community in many states of India. Human Rights and Civil Society groups have documented the death of at least two persons in 2014, killed for their Christian faith. The list of incidents reflects 147 cases, with many more going unreported and undocumented. The two cases of death in communal anti Christian violence were reported from Orissa and Andhra Pradesh. An analysis of the data shows Chhattisgarh topping the list with 28 incidents of crime, followed closely by neighbouring Madhya Pradesh with 26, Uttar Pradesh with 18 and the list go on. Much of the violence has taken place during the present government of the BJP led National Democratic Alliance(NDA). The violence peaked between August and October 2014 with 56 cases, before zooming up to 25 cases during the Christmas season including the burning of the Catholic church of St Sebastian in Dilshad garden in the national capital of New Delhi and the violence has continued well into the New Year 2015, with more Catholic churches in the city targeted as incidents continue in other states. A ticket to Kohima

ot only do the politicians and the voters commit political adultery during election; even taxis and its drivers love to fornicate with money during election in Nagaland. At a quarter past two on January 5, 2018, we (I and my sister) landed at Chumu Taxi stand and headed straight to the Counter to book our tickets to Kohima. No one was inside the Counter. On seeing that there were 4-5 Taxis being parked in the parking lot, we enquired as to which Taxi would first leave and to which we were told that there were no Taxis available unless some Taxis did arrive from Kohima. Few minutes had lapsed into hour as more passengers accumulated as we waited to get our tickets. Out of nowhere, a gentleman appeared and patted my shoulder saying “Kohima jabole aseh?” I affirmatively replied. We exchanged few words and he assured us that (as he generally does so) he would drop us to Kohima since pliable taxis were in short supply due to current requisitioning of vehicles by the concerned authority (for election duty). Meantime, he had conversations with other stranded co-passengers where two more passengers came forward and we boarded his vehicle for onward journey to Kohima, hoping that the fare would be at an approved rate. That gentleman handed a Rs 100 bill to the station master / supervisor (????) and we started our inglorious journey. We moved out and that gentleman (on the wheel) unsuspectingly apprised us that he had to pay 100 rupees (Rs 50 as approved parking tax plus Rs 50 as bonus to those who manned the station by the private – without permit – taxis), to contemptuously make it as his basis to fetch higher fares. Well after we crossed the Patkai Bridge, he, again, went on to state that since his return journey would be without passengers, he had to charge us double the amount of the fixed fare from Kohima to Dimapur. We all stood amazed at the sight of a stereotyped conservative and a lodor Chakhesang (the Driver) suddenly turned into, and camouflaged in, a sophisticated Lotha Chalak (pun intended) on every step we leapt forward. (I was left bewildered at the sight of a Chakhesang driver who exceptionally possessed a gut to have tricked his passengers to paying him double the approved fare. Are Chakhesangs traditionally as money-minded as that?). We ended the journey by paying him 400 rupees per passenger. Felt agitated, yet we the common people are left with no alternative but to remain submissive as we shall continue to depend on public transportation system to get

The Naga sovereignty vs so-called solution

he Naga National Council (NNC) was formed by the Naga people in the year 1946. Thus The NNC/FGN and our people have commemorated the 73rd NNC formation day on 2nd February, 2018 at Peace Hall, Chedema Peace Camp. Our people have already declared our national independence on 14th August, 1947 and held a Plebiscite of Thumb impression on 16th May 1951 to remain as a Sovereign Nation. To this the Naga National Council (NNC) established our Government known as the Federal Government of Nagaland (FGN) on 22nd March 1956. Hence the Naga Army, FGN fought undeclared war against the Occupational Armed Forces of India the aggressor about 10 years and successfully resisted the adversary. Seeing the suffering and the tragedy of our people, the Nagaland Baptist Church Council (NBCC) took bold initiative and brought Ceasefire Agreement between the Federal Government of Nagaland (FGN) and the Government of India (GOI) through Na-

galand Peace Mission and the Ceasefire Agreement was officially effected on 6th September 1964. But the Government of India unilaterally abrogated the Ceasefire in 1972. Yet the Federal Government of Nagaland still honours and maintains the Ceasefire Agreement of the two Governments. Therefore, Nagas should not confuse about the existence of our Nation. The father of our Nation A.Z. Phizo, President NNC has already submitted a Memorandum to His Excellency Frederick H. Poland, President of the United Nations General Assembly on 8th October, 1960. Then A. Z. Phizo, NNC President gave a Memorandum to the Secretary-General, UNO on 14th September, 1965 and the Under Secretary of the UNO acknowledged the Memorandum on 13th October, 1965 on behalf of the SecretaryGeneral, UNO: “Dear Mr. Phizo, 13 October 1965. The Secretary-General has asked me to acknowledge receipt of your letter of 14 September, which reached him

only on his return to New York from the Indian subcontinent. The Secretary-General has read your letter with interest and has taken note of its contents. Sincerely yours, Sd/- Ralph J. Bunche Under-Secretary.” Therefore seeking the recognition of our Nation by the UNO is the only remaining objective of our Nation. So full co-operation of our people to the Nation is inevitable. At present, some Nagas are blindly wasting their valuable time and wealth for the socalled aimless solution from the invader by violating the famous Lakhuti resolution of 27th April, 1955. The Resolution reads: “Any person or persons who in order to destroy or undermine the integrity and well-being of Nagaland, and who for this purpose act, abet or set up organizations against or oppose the Political, Administrative and Traditional Institutions of the Nation, or an attempt to do so, whether with or without the aid of another

country or countries, shall be deemed to have committed TREASON.” Some impostors and renegade groups are seeking Piecemeal Solution from the enemy. But it is against the will of God and against the sovereignty of the Nation as we have already sacrificed tens of thousands of lives and our all in defence of our Nation. Now let us not shed unnecessarily our blood, tears and sweat anymore, instead let us sacrifice our all for the righteous cause of our Nation and build up a prosperous Nation for Christ together. So let us fear God and do our works according to His will. A.Z. In order to better operate the booming but neglected transportation sector in our State, following suggestions are made for the managing agency (ANTA) and the government for kind perusal – (i) In spite of the taxis being available at the Station, some drivers, with a pernicious intention to let the passengers end up paying them above the rated fare for to and fro journeys when all the other options are exhausted, assume an arrogant attitude and stop plying on alternate mode. ANTA, being the manager, should not only concern with collection and raise in fare yet the agency ought to identify such drivers and resorting to application of stern actions – including recommending termination of driving licence and taxi permit of the erring drivers to the government - to facilitate means of conveyance more reliable and public-friendly. (ii) As the managing agency, ANTA should own responsibility for permission granted to the private taxis. As that gentleman had admitted to paying the Association (above the fixed amount of parking tax), it is an established fact that few private taxi drivers are in cahoots with some association’s agents to unethically mint few bucks. Conversely, the ANTA, due to the actions of some of its unscrupulous agents, stands on a losing spree whose yoke will ultimately let loose against its esteemed clients. ANTA must overhaul its existing system of operation (lax and arrogant attitude of its drivers, checking private taxis, ensuring alternate movement of taxis, catering service to its stranded passengers etc.), since the extant mode of operation is partly responsible for off-themark service and in losing the confidence of the public. (iii) There are hundreds of youths – educated and semiskilled – willing to embark on sectors like transport and services to earn their livings. If the presently engaged drivers continue to derelict their call of catering to the needs of the vast majority, let their permits and licences be cancelled in an attempt to create an opportunity to the enterprising new generation to take a stride. If the watchword of the government officials lamenting that jobs in government sector are saturated means business, transport and services sector is one avenue where our youth can foray into when the government revamps the system by upgrading our existing infrastructure. (iv) Space should be created for new operating agencies in public transportation system to take on with the existing agency/ies so as to introduce the most competitive service in the market and to offer the best ride to the public. Autorickshaw fares

Sir,

The services provided by the rickshaws and autorickshaws are not only appreciated, but needed. Catching an ‘auto’ in time has saved us from many awkward, embarrassing and even dicey situations. There is however the problem of overcharging. The people who can actually make a difference either drive an auto themselves or have their own means of commute and do not have to face this problem. The rates fixed by the administration are definitely not random, they assess how much fuel is burnt from point ‘A’ to ‘B’ and consider other factors before fixing the rates. Where does the traffic and road condition factor in? Why are we constantly overcharged citing these two reasons? We do not pluck money from the trees, we do not need our transport fleecing us of the little we manage to earn. We have enough people fleecing us every day. Being overcharged spoils our day and makes us antagonistic towards autos. Will someone please address the overcharging problem? Aleno, Half Nagarjan, Dimapur

If the mandatory provision of providing the Aadhaar number is not withdrawn, then nearly 1,000 students hailing from Nepal will not be able to take the exam for munshi, maulvi, aalim, kaamil and faazil,” General Secretary, Madarise Arbia Teachers Association, Diwan Sahab Jaman Khan told PTI. Nepalese citizens get birth and citizenship certificates, and based on one of these documents, they are given admissions to madrasas in India, he said.

MUMBAI, Feb 6 (Agencies): Gold demand in India is likely to remain below its 10-year average for a third year in 2018 as higher taxes and new transparency rules on purchases may cap last year’s rebound in buying, the World Gold Council (WGC) said on Tuesday. India is the world’s second-biggest gold consumer and lower demand there could rein in global prices that have risen 8 per cent since mid-December, although a drop in imports of the metal would help India reduce its trade deficit. Gold consumption in 2018 will likely be between 700 and 800 tonnes versus 727 tonnes last year, Somasundaram PR, the managing director of WGC’s Indian operations, said on Tuesday. Indian demand has averaged 840 tonnes over the last 10 years. Gold demand will lag because of a higher goods and services tax (GST) on bullion purchases imposed in 2017 and measures to track gold purchases, he said. In July, the GST on gold was raised to 3 per cent from 1.2 per cent. India has also made it mandatory for customers to disclose their tax code, or Permanent Account Number (PAN), for high-value gold purchases. The government moves have disrupted the business of the small jewellers that account for nearly twothirds of India’s total sales, Somasundaram said.

The outcome of the 6-member MPC meeting is being keenly awaited by stakeholders amidst a huge sell-off in the stock markets globally. In its December review, the MPC had kept the benchmark interest rate unchanged on concerns of a possible price rise but had left the door ajar for a rate cut in future. Retail inf lation crossed the RBI’s comfort level and rose to 5.21 per cent in December on increase in prices of food items. The retail inflation, based on Consumer Price Index CPI), was 4.88 per cent in November. In December 2015, it was 3.41 per cent. Emergency declared in Maldives; Former leader, 2 SC judges arrested

Maldives defence soldiers patrol on the main street of Male, Maldives Male, Feb 6 (AP): Security forces in the Maldives stormed the Supreme Court overnight, arresting two judges and later a top opposition politician, after the government declared a state of emergency in the Indian Ocean nation famous its luxurious resorts. The government of President Yameen Abdul Gayoom has moved to assert its power since the Supreme Court ordered several imprisoned opposition politicians to be freed late last week. The government announced a 15-day state of emergency late last night, giving it sweeping powers, including to make arrests,

search and seize property and restrict freedom of assembly. Yameen has cracked down on civil liberties since coming to power in 2013 , imprisoning or forcing into exile nearly every politician who opposes him. Hours after the state of emergency was declared, security forces in riot gear and blue camouflage stormed the Supreme Court building, arresting two of its judges, including Chief Justice Abdulla Saeed. It was not immediately clear what charges they faced, if any. The whereabouts of the court’s other two judges were not clear Tuesday morning. Later, former dictator

and opposition politician Maumoon Abdul Gayoom was seen on cellphone video shot by his daughter being quietly escorted from his home by security forces, hugging friends and family and waving to supporters before being driven away. Shortly before his arrest he sent a message on Twitter saying a large deployment of police had surrounded his house: “To protect me or to arrest me? No idea.” His lawyer, Maumoon Hameed, said Gayoom faced charges including bribery and attempting to overthrow the government. Gayoom was president from 1978 to 2008, when the Maldives became a multiparty

democracy. The president’s main rival, exiled former President Mohamed Nasheed, denounced the emergency decree and urged people not to obey what he called an “unlawful order.” “This declaration is unconstitutional and illegal,” Nasheed, the country’s first democratically elected leader, said in a statement. Nasheed, who lives in exile, was among the opposition politicians ordered freed by the Supreme Court. The Maldives is an archipelago of more than 1,000 islands with fewer than 400,000 citizens, more than one-third of them living in the crowded capital city, Male. Tourism now dominates the country’s economy, with wealthy foreigners flown to hyperexpensive resort islands. But it remains, in many ways, a small community. Gayoom, the former dictator, is the half brother of President Yameen. The two men are now political enemies. Nasheed, the opposition leader, unseated Gayoom in the country’s first democratic elections in 2008. But he and Gayoom are now political allies in an opposition alliance.

Pak warns India against any ‘misadventure’

ISLA M ABAD, F e b 6 (PTI): Pakistan’s defence minister Khurram Dastagir has warned India of a “response” in case of a “misadventure” by it. Dastagir’s remarks came during a Kashmir Solidarity Day gathering at the President House here on Monday which was hosted by President Mamnoon Hussain. “They [India] may have the right to start an [unprovoked] misadventure but the right to respond, at what level and with what magnitude will be reserved by us,” The Express Tribune quoted Dastagir as saying. He also said that Pakistan was committed to the 2003 ceasefire agreement with India but said that it should not be interpreted as weakness to respond in case of a war. “Our commitment to abide by the ceasefire agreement is not a response limitation,” the Defence Minister said. He claimed that the Indian forces were involved in crimes against humanity in Kashmir. “It makes it incumbent on me to demand that there must be an international enquiry to determine the exact spectre of the crimes being committed by the Indian forces in Kashmir,” he said.

ASEAN renews calls for durable solution to Rohingya crisis

SINGA P O R E , F e b 6 (Agencies): Southeast Asian foreign ministers renewed calls on Tuesday for a durable solution of the Rohingya crisis in Myanmar, and affirmed the need to enhance trust to resolve disputes in the South China Sea. Ministers from the 10-member Association of Southeast Asian Nations also called for the speedy and safe return of displaced people to Myanmar following an agreement signed between Yangon and Bangladesh in November. They also stressed the need to find a “comprehensive and durable solution” to address the root causes of the conflict but acknowledged there is no quick fix, Singapore foreign minister Vivian Balakrishnan said after the informal talks, the ministers’ first meeting under Singapore’s chairmanship. “ASEAN is fully committed to assist the

Myanmar government in humanitarian response but ultimately, what we need is a long-term political solution,” he said. The Muslim Rohingya minority has been fleeing persecution in Buddhistmajority Myanmar for decades. Renewed violence last year drove hundreds of thousands of Rohingya to seek refuge in Bangladesh. Balakrishnan said some ASEAN ministers voiced concerns over China’s land reclamation activities in the South China Sea but they were encouraged by an agreement last year by both sides to start formal negotiations for a code of conduct governing behavior in the disputed area. Asked if talks will begin in Vietnam in March, Balakrishnan declined to say. “The situation in the South China Sea is calmer now. I believe there is shared good faith and good will

Jadhav faces more charges

Islamabad, Feb 6 (PTI): Kulbhushan Jadhav, who was sentenced to death by a Pakistani military court on spying charges, is now facing trial in multiple cases related to terrorism and sabotage, according to a report in media. Dawn reported quoting an official that Jadhav has multiple cases against him in which he had been indicted on terror and sabotage related charges. The cases are progressing, the paper quoted the official saying. He said only the spying case against Jadhav has been concluded out of the multiple cases against him. The paper quoting a source also said that Pakistan on a number of occasions had sought access to 13 Indian officials to ascertain information in the case. But New Delhi has remained stubbornly uncooperative, the paper said.

Moscow, Feb 6 (IANS): The Russian Central Elections Commission (CEC) on Tuesday registered incumbent President Vladimir Putin as a candidate for the upcoming presidential election. The commission, in a live broadcast, said that Putin’s headquarters had collected 314,837 signatures in his support, more than the 300,000 threshold needed for the registration, reports Xinhua news agency. It has checked 60,000 signatures and found that just 232 of them or 0.39 per cent were invalid. Washington, Feb 6 (PTI): A bill was introduced Tuesday in the US House of Representatives to end nondefence aid to Pakistan as it “provides military aid and intelligence” to terrorists. It sought that the amount be redirect to infrastructure projects in the US. Introduced by Congressmen Mark Sanford from South Carolina and Thomas Massie from Kentucky, the legislation will prohibit the US State Department and the US Agency for International Development (USAID) from sending American taxpayer money to Pakistan. Instead, these funds will be redirected to the Highway Trust Fund, the account that pays for road infrastructure in the US.

On the occasion of ‘Safer Internet Day on Tuesday, citizens engagement platform LocalCircles released the results of a survey that gauges the pulse of citizens on this subject. The first question was if the government and schools in India should define an age under which children cannot have social media accounts. Seventy-nine per cent respondents agreed with this, 17 per cent did not agree and four per cent were unsure. Citizens are keen that the government defines an age and then enforces this via the Education Boards, Schools and District Administrations. “In many countries, the minimum age of a person required to join a social media

site like Facebook, Snapchat etc. is 13 years. However, it is commonly known that many children tend to declare false age and create profiles,” LocalCircles said in a statement. The second question asked was what the minimum age for children in India should be to have social media. Sixteen per cent said it should be 13 years and 36 per cent said it should be 15 years. Another 36 per cent said the age limit should be 18 years while 12 per cent schools or government should not regulate the social media access of children. Asked if children in India should be allowed social media accounts between the ages of 11-13 with parental consent, 61 per cent responded in a negative while 34 per cent said it should be allowed. t’s not such an easy journey to make for a woman in Bollywood, says Prernaa Arora, who has established her name as a producer with two backto-back hits “Rustom” and “Toilet: Ek Prem Katha” to her credit. As her third project “Pad Man” is about to be unveiled, she looks at the future not as a female producer but as direct competition for the other Bollywood producers. P r e r n a a ’s f a t h e r Virendra Arora was a producer to reckon with. But she had to start from scratch. There were no successful female producers before her. Except maybe Shabnam Kapoor. “Yes, I’ve heard of her. This is a very tough job for a woman. There are no female producers per se, unless you count the actresses like Priyanka Chopra and Anushka Shrma who have turned producer after attaining success as actors,” Prernaa said. Prernaa had no such transitional plans. “It was straight to production for me. Luckily, I started with a superstar as disciplined and generous as Akshay Kumar sir in ‘Rustom’. It can’t get any better than him.” On the journey ahead, she said: “No one is going to be extra-kind to you just because you are a woman producer. It’s all for himself or herself in the entertainment industry. And I’m proud to say I am making my way through my chosen profession without having to play the feminine card.” She has no patience with gender discrimination. “One hears so much these days about women in the entertainment business being exploited. Of course, there are Harvey Weinsteins in Bollywood too. One of my ambitions is to make our film industry a safe place for women to work in,” she said. Talks have been ongoing between the Football Association and the English Football League regarding the proposal. A winter break is commonplace throughout European football and the Premier League has today released a statement clarifying the position. The statement reads, “The Premier League has been in discussions with the FA and EFL for several months regarding the challenges of the increasingly congested English football calendar, and ways in which we can work together to ease fixture congestion while also giv-

ing players a mid-season break.” “Provided space can be found in the calendar, we are open to this in principle and will continue constructive discussions with our football stakeholders to seek a workable solution.” Spain, France, Germany and Italy all currently operate with the winter break system, with the Bundesliga taking the longest period of time away from the field at 22 days. It is understood that the discussions are exploring whether two weekends after the FA Cup third round in January can be made available for a winter break. The break wouldn’t apply to the Football League as that competition needs each weekend available to fill its 46 matches.

NEW DELHI, Feb 6 (PTI): Formidable India are likely to have an easy passage to the knockout stage of badminton mixed team event as they have been drawn with minnows Pakistan, Scotland and Sri Lanka in Group A of the Commonwealth Games. The 2018 Commonwealth Games will be held in Gold Coast, Australia from April 4 to 15. A total of 16 nations were drawn in four groups where each nation will play the other three countries in each group in the first two days of the competition at the Carrara Sports and Leisure Centre, which had hosted the Sudirman Cup last year. Besides India, medal-contenders Malaysia have been clubbed alongside Canada, Seychelles and Ghana in Group D, while England have been placed with Australia, South Africa and Uganda in Group C. M A DRID , F e b 6 (Agencies): FIFA and the Spanish government agreed on Monday the “need to clarify as quickly as possible” the situation regarding the country’s football federation (RFEF) to avoid a potential World Cup ban. World football’s governing body warned the Spanish federation in December that it could be suspended from the Russia 2018 because of government interference. The issue arose after long-time RFEF president Angel Maria Villar was forced to resign last year from the post he had occu-

pied since 1988 following his arrest as part of a corruption investigation. He was detained in July on allegations of collusion, embezzlement and falsifying documents and spent two weeks in custody before being released on bail. However, the Spanish Sports Council’s (CSD) insistence that new elections be called for the presidency of the football federation attracted FIFA’s interest for political interference. On Monday, FIFA secretary general Fatma Samoura met with Spanish sports minister Inigo Mendez de Vigo in Madrid,

along with CSD president Jose Ramon Lete and interim RFEF chief Juan Luis Larrea. “The two delegations agreed on the need to clarify as quickly as possible and by legal means the exceptional situation of the RFEF,” read a statement from the ministry of education, culture and sports, adding that talks were held in “a climate of full collaboration”. Larrea, another longtime football administrator, said he was “convinced there is no danger” surrounding Spain’s participation at this year’s World Cup.
