Ruckus in Parliament over CAA, NPR

NEW DELHI, FEB 3 (AGENCIES): Proceedings in both the Houses of the parliament were disrupted on Monday over the amended citizenship law and the issue of NPR. In the Lok Sabha, various opposition parties led by the Congress, including the DMK and the NCP, staged a walkout as their demand to discuss the new law was not entertained while proceedings in Rajya Sabha were washed out as opposition members raised slogans against the government, demanding a debate on the Citizenship Amendment Act (CAA) and NPR. Soon after the House reassembled at 1.30 p.m. after a lunch break, leader of Congress in Lok Sabha, Adhir Ranjan Chowdhury raised the issue of CAA, seeking discussion over the law in view of violent protests across the country against it. As Lok Sabha Speaker did not allow Congress leaders to raise the issue and allowed Delhi MP Parvesh Sahib Singh Verma to speak on motion of thanks to President’’s address, the

NPF to field Dr. Imtiwapang for Speaker’ post KOHIMA, FEB 3 (NPN): NPF has decided to field former NLA speaker, Dr. Imtiwapang Aier as the party’s candidate for the election to the Speaker’s post scheduled to be held on February 7. This was disclosed by a senior member and NPF legislator. NPF secretary general Achumbemo Kikon informed that the decision to contest the speaker’s election was made during February 1 consultative meeting. He however said that the house left it to the discretion of the MLAs to choose the candidate. He said party whip had been issued to all MLAs, including the seven suspended, hoping that the members would abide by it. On the disqualification petition against the suspended MLAs, Kikon said the party was justified to go to high court seeking directive to the speaker to dispose the case. He however said that the matter would be taken up after the ensuing Assembly session got over. Meanwhile, former Home minister Thenucho Tunyi was appointed as working president of NPF. He was administered the oath of allegiance by senior VP (adm) Kruzakie Kelio in the presence party functionaries. (Correspondent)

opposition led by the Congress, including DMK, Indian Union Muslim League (IUML), NCP, Jammu and Kashmir National Conference, walked out of the House. Earlier, the opposition began to protest against the government to “roll back” CAA soon after the House assembled at 11am and the lawmakers came near the Speaker’s podium sloganeering “save our democracy”, “save our Constitution”, “save our India”, “Prime Minister, reply”, “stop inflammatory speeches” and “roll-back CAA” when Speaker Birla did not allow them to speak over the issue.

In the morning, Chairman M Venkaiah Naidu disallowed notices given by several opposition members to discuss the issue and then adjourned proceedings till noon after MPs belonging to the Congress, TMC, Left and BSP rose to raise the issue. Naidu said members will get enough opportunity to raise the issue during discussion on the Motion of Thanks on the President’s Address to the joint sitting of both Houses of Parliament. The President’s address had specific mention of the amended citizenship law and it can be discussed during the debate on the Motion of Thanks, he said. However, Satish Chandra Mishra of the BSP, Derek O’Brien of the TMC, T K Rangarajan of the CPM and other opposition members rose to speak on it. Naidu cut them short, saying he has already given a ruling on adjournment notices and cannot allow them to speak now. As other opposition members joined them, Naidu adjourned proceedings.

NPF to move anti-CAA resolution in Assembly; hold protest during session Correspondent

KOHIMA, FEB 3 (NPN): Opposition NPF has decided to move a resolution against the Citizenship Amendment Act (CAA), 2019 during the fifth session of the 13th Nagaland Assembly, scheduled to begin from February 7. Talking to media persons here, newly-appointed NPF secretary general Achumbemo Kikon said the party during, a consultative meeting of the NPF legislature wing and party officials held in the residence of party president Dr. Shürhozelie Liezietsu on Saturday, decided to let the legislators take up the CAA issue. The MLAs would put up a fierce argument during the ensuing Assembly session and would move a resolution for “withdrawal or rolling back” CAA, he said adding that the party workers will also hold protests against CAA during the Assembly session. Reiterating his party’s stand, he said the Act was discriminatory because it was based purely on religion, pointing out the NPF had always stood against any

policy that discriminated religion. He said the Act had already divided the people, with even European Parliament taking cognisance as it was dividing the people on religious lines. On the alleged controversial comment of deputy chief minister Y Patton, Achumbemo remarked that a man of his stature was not expected to make such comments though the former had clarified that his statement during the LSU conference was “twisted misrepresented”. “Patton must realise that being a deputy CM whatever he speaks matters and therefore should be careful and not say anything detrimental for the society,” he said. Noting that the deputy chief minister had personally clarified on the matter, he hoped that the clarification was genuine. Kenye misled Pfoze, says Kikon: On the reason for sparing NPF Lok Sabha member Lorho S Pfoze, while Rajya Sabha member KG Kenye was suspended, Kikon explained that Pfoze had clarified that he was

constantly in touch with Kenye as he was made to understand that Kenye was in touch with NPF president over the contentious Bill. He said Pfoze was misled because after Kenye gave an interview to Rajya Sabha TV supporting CAA, , which was also circulated widely, the NPF president had advised Kenye through telephone call not to participate in the voting as it defied the party resolution. Kikon claimed that Pfoze had also expressed regret in his reply “if his action has caused misunderstanding and breach in the principles, decisions and discipline of the party” and tendered an apology. Considering all these, Kikon said the yardstick and degree of punishment meted out to Kenye could not be applied to the Pfoze. He however said a stern warning was given to Pfoze, while asserting that the decision taken by DAC was fair and just. He added that NPF could not take cognisance of voluntary resignation as punishment, which Kenye had done during a press conference.

The medical student is in an isolation ward at a district hospital, said the Kerala’s Health Minister K K Shaila. “The patient’s condition is stable,” the official added. This is the third case in Kerala after deadly coronavirus claimed more

than 300 lives in China. The death toll in China’s coronavirus epidemic soared to 361 with 57 deaths. China’s National Health Commission in its daily report said that 2,829 new cases of coronavirus were reported nationwide on February 2, taking the total number of infection to 17,205. A i r p o r t Au t h o r i t y of India (AAI) has set up screening and testing counters in most of the airports of North East India, a top AAI official told PTI on Monday. Officials in Miz-

oram capital Aizawl said that two people, who had returned to the state from China early January, have been kept under house quarantine in Cente has asked all the hospitals across all states and Union territories (UTs) to prepare isolation wards. Probe on Wuhan institute study on bats in Nagaland NEW DELHI, FEB 3 (AGENCIES): The government has ordered an inquiry into a study conducted in Nagaland by researchers from the U.S., China and India on bats and humans carrying antibodies to deadly viruses like Ebola, officials confirmed to The Hindu. The inquiry comes as officials worldwide grapple with the spread of novel coronavirus 2019, from Wuhan, China, to 20 countries, that has resulted in over 300 deaths. The study came under the scanner as two of the 12 researchers belonged to the Wuhan Institute of Virology’s Department of Emerging Infectious Diseases, and it was funded by the United States Department of Defense’s Defense Threat Reduction Agency (DTRA). They would have required special permis-

sions as foreign entities. The study, conducted by scientists of the Tata Institute of Fundamental Research, the National Centre for Biological Sciences (NCBS), the Wuhan Institute of Virology, the Uniformed Services University of the Health Sciences in the U.S. and the Duke-National University in Singapore, is now being investigated for how the scientists were allowed to access live samples of bats and bat hunters (humans) without due permissions. The results of the study were published in October last in the PLOS Neglected Tropical Diseases journal, originally established by the Bill and Melinda Gates Foundation. “The Indian Council of Medical Research (ICMR) sent a five-member committee to investigate. The inquiry is complete,

and a report has been submitted to the Health Ministry,” a senior government official told The Hindu. The US Embassy and the Union Health Ministry declined to comment on the inquiry. In a written reply to questions from The Hindu, the U.S. Centre for Disease Control (CDC) in Atlanta said it “did not commission this study and had not received any enquiries [from the Indian government] on it.” An American official, however, suggested that the U.S. Department of Defense might not have coordinated the study through the CDC. Bats often carry ebola, rabies, marburg and the SARS coronavirus. Many high-profile epidemics have been traced to bats, and scientists are discovering new bat-borne viruses all the time.

The Nagaland study suggests bats in South Asia act as a reservoir host of a diverse range of filoviruses, and filovirus spillover occurs through human exposure to these bats. For the study done in 2017, 85 individuals participating in an annual bat harvest at Mimi, Nagaland, were picked. The majority of bat hunters were male, aged between 18 and 50, and participated at least eleven times in the harvest. The study says the potential virus present in the bats may not be an exact copy of the virus responsible for various outbreaks. Given the widespread challenges from the newly discovered viruses, officials say they want to take no chance on their spread and will take action to ensure all medical studies in the country adhere to strict norms.

tions to monitor such persons and has also set up necessary measures for any untoward events in conformity of the Central guidelines. While urging the public not to panic, H&FW has sought full cooperation, particularly from those who have/ will be coming from affected countries to self declare by contacting the department at:- 7005435243, 9856071745 and7005539653. It further requested all those who have visited the affected country(s) on or before January 15, 2020 to send their detailed address (Country, Province and address as well as Nagaland Address along with contact number) to the above mentioned contact numbers through text message or by WhatsApp. The personal information of these persons will be kept under the preview of confidentiality, Health & Family Welfare department stated.

State NPP unit rebuffs Hayithung’s statement DIMAPUR, FEB 3 (NPN): National People’s Party (NPP) Nagaland State unit has outrightly rejected the statement issued by Hayithung Bill Lotha against deputy chief minister Y Patton, published on February 3, clarifying that it did not in any way endorse his statement in any form, nor it was aware of any such perspective, either at the state or national level. In a rejoinder issued by state general secretary Samuel Sumi, NPP said Hayithung’s statement or remark was purely made in his personal capacity, and therefore any consternation or speculation that might have arisen in the light of the recent press release should be laid to rest. While appreciating the stellar role played by fourth estate in Naga society in general and the cooperation it extended in particular, NPP unit also urged the local dailies to ascertain the veracity of news items pertaining to its affairs before publishing them.

has taken serious note of a recent video that went viral on social media on deputy chief minister Y. Patton delivering his speech on the occasion of the general conference of the Lotha Students Union at Merapani on January 27-28. The BJP through its general secretary P. Kavili Achumi disclosed that the video had been posted on facebook by one Jandemo Lotha but for unknown reasons, was immediately deleted. Then, said Kavili, it went viral after one ‘Vikato’ alias ‘Vyca Shihovinu Aye’ vice president of NDPP central youth wing reposted it on facebook in ‘The Nagas.’ BJP accused Vikato of waging a “communal politics and hate campaign against BJP and its leaders, both at the centre and state.” BJP alleged that Vikato used to post “objectionable bigotry picture, videos and malicious statement against BJP leaders and precisely against the hon’ble deputy chief minister for quite sometime.” On enquiry about Vikato, BJP claimed that he was a “self opportunist’ and habitual defector who earlier raised his right ‘Hand’ (Congress), then he was sweeping the street with the Broom as AAP and finally ending up with the Globe (NDPP). BJP said such “habitual defectors and fame mongers” have no ground to be leader in any political party of NGO. Further, BJP alleged that Vikato has a crime registered against him by the NIA Imphal branch as one of the prime accused in the March 5 incident in Dimapur. BJP also alleged that Vikato was “gainfully employed in a government sector as graduate teacher.” On this, BJP urged upon the authorities to “carefully investigate at the earliest and take necessary action if found true.” In defense of Y. Patton, BJP clarified that he always stood for “fairness and meritocracy” in the examination process and in particular, credited him for being the one person who curtailed NPSC viva marks from 75 to 55.
