NEW DELHI, FEB 2: The 15th Finance Commission (FCC) left the share of states in central taxes virtually unchanged for the next financial year, but its revamped formula for how the proceeds are allocated between states will result in significant gains for states like Arunachal Pradesh, Meghalaya, Manipur and Nagaland. However, Assam failed to make any gain in its share. The panel also recommended Rs. 546 crore for Mizoram as special grant taking note that the sum of tax devolution and revenue deficit grant was projected to decline from 2019- 20 to 2020-21. The Constitution mandates that the Centre share the tax proceeds with the states, which also tap other revenue sources such as VAT on petrol and diesel, stamp duty and excise on alcohol. The formula for sharing revenues is decided by the Finance Commission every five years. This time, however, the FCC will decide the formula for six years. The report for 2020-21 was tabled in Parliament on Saturday.
PAC grateful for cancellation of ‘Lease System’ Dimapur, Feb 2 (NPN): Public Action Committee (PAC) of the Naga Council Dimapur has expressed its appreciation to the Municipal Affairs Department (MAD) for cancellation of the ‘Lease System’ of the DMC which came into effect from February 1,2020. In a joint statement, PAC convenor Vekhosayi Nyekha and secretary Elis Swu maintained that the cancellation of the ‘Lease System’, will lighten the burden of public as it came after the PAC demand which was the voice of the people. PAC said the cancellation by the state government would go a long way towards benefitting the interest of the general public and therefore acknowledged the response of the department responsible in heeding to the voice of the people. PAC also expressed sincere appreciation to Dimapur Police, including security forces, for their tireless efforts and sacrifices in maintaining law and order by “arresting many criminals who were extorting money from the public and bringing misery” and assured of its support in future. PAC also urged to public to extend cooperation to police so as to bring peace and a just society.

The 15th Finance Commission headed by former bureaucrat and lawmaker NK Singh, is due to submit its final report later this year. With regard to Gross State Domestic Product (GSDP), the North East and Himalayan states’ have been differentiated from the general states and the former have been projected to grow at a slightly lower growth rate than the latter. The panel noted that growth rates of GSDP for 2018-19 were available for many states from the state’s own calculations. However, keeping in mind the difficulty involved in combining different series of GSDP and the need for ensuring com-
parability, growth rates have been normatively projected from 2018-19. The 15th FC suggested that states be given 41% of the Centre’s net tax receipts during the next financial year, as against 42% for 2015-16 to 2019-20, arguing that the 1 percentage point change was on account of J&K and Ladakh being converted into union territories. A part of the change in the relative share of the states may be on account of the change in criteria and weights for what is called the horizontal devolution. Unlike its predecessor, the 15th Finance Commission has used the 2011 Census as the sole criteria for population
but has reduced the weight for population to 15% from the earlier 27.5%. While retaining the 15% assigned to geographical area, it has enhanced the focus on forest and ecology from 7.5% to 10%. It has also reduced the weight of income distance (how much lower or higher than the national average a state is) from 50% to 45% to provide higher devolution to the states with lower per capita income. Demographic performance and tax effort have been brought in as parameters to reward the states performing better on both these counts. Through the new mix of parameters, the 15th Finance Commission has sought to address concerns that some of the states that had managed to control the pace of population expansion were being ‘penalised’ for this achievement. The Commission’s recommendation on performance based incentives for agriculture have also been acted upon by Union Finance minister with states being encouraged to enact model laws on land leasing, agriculture produce and livestock marketing and
contract farming to avail of grants from 2021-22. There are a host of other reforms on which the 15th Finance Commission has prodded states to move-- from reducing power sector losses to education and development of aspirational districts and blocks --indicating that it will offer incentives for the better-performing states through grants-in-aid when it presents its recommendations for the next five years. FCC also recommended the creation of disaster mitigation funds at the central and state levels, which will be in addition to the disaster relief funds already in place. The share of the North East and Himalayan states shall continue to be 10 per cent, with the remaining 90 per cent to be provided by the Centre. In this regard, the panel recommended an allocation of Rs. 150 crore from the proposed National Disaster Mitigation Fund National (NDMF) for seismic and landslide risk reduction programmes in 2020-21, with an allocation of Rs. 50 crore to all the North Eastern states.
DIMAPUR, FEB 2 (NPN): Meghalaya chief minister and National People’s Party (NPP) president Conrad Sangma maintained that outcome of the Naga peace process was of utmost importance and in the interest of entire North East. Speaking to media at Niathu Resort here Sunday, Conrad explained that his concern was not as the chief minister of Meghalaya but also as president of NPP regarding issues pertaining to the Northeast. “We are all for talks. We have also resolved to support the ongoing talks as their successful conclusion will herald in peace not only in Nagaland but also impact the entire socio-economic situation in the Northeast,” Conrad said. Conrad said people across the region were closely following the Naga peace process since solution would be in the interest of all. DIMAPUR, FEB 2 (NPN): President Nagaland Pradesh Congress Committee (NPCC) K. Therie has renewed the party’s demand on the government of India, for early Naga political solution within a reasonable time, failing which the party will protest in the form of a “civil disobedience.” Stating this at a press conference Sunday at Hotel Saramati here, Therie reminded that the party on January 17,2020 resolved to urge upon the government of India and Nagaland state “to implement political solution without any further delay”. He said the resolution also reiterated that both the government of India and the Centre’s Interlocutor, honour the aspirations of all stakeholders and honour and respect the aspirations of the people which was supreme in democracy. Therie also said the
Congress demanded and expected justice and equality so that solution was implemented with NPGs under a non-political and non-partisan government. He said despite negotiations having concluded successfully on October 31,2019 after all Naga national workers expressed their views and as desired by the state government, yet solution has not arrived. Therie said Congress now expects all negotiating parties stand by their commitment. He said Congress also resolved to discuss and interact with the grass root across the state on the Citizenship Amendment Act(CAA). Therie said the party leaders had already toured Tizit, Mon and Longleng and found that people were already aware about the dangerous impact of CAA. Therie reminded that Congress opposed the imposition of the CAA(then
CAB) since 2016 as it knew the implications against the spirit of India’s secular constitution. He said since CAA seeks to divide India along religious lines, the division will take place unless the Act is removed from the constitution. The minorities such as Nagas face threat from CAA as it would submerge them under the ocean of majority religious community, a factor which Nagas used to be apprehensive even in the past.Therie said while Nagas have been struggling to preserve and protect their identity, religion and culture over the past 90 years, if CAA was is implemented, Nagas would be overwhelmed within two decades like Tripura. Therefore, he said, Congress will never accept CAA in any form. Therie lamented that all the 60 legislators and two MPs were “toothless” and unable to protect the aspiration of people from the
danger of a “reign of terror” to be unleashed under CAA from “the ocean of bigger communities”. On corruption, Therie said even some MLAs had openly said that even if they carried out development work in their areas, no one would vote for them in the next election, since corruption has become a way of life in Nagaland. He said even government servants worked only for the ruling party in power and thus nepotism and manipulation have become the norm. He also regretted that the people themselves accept rising corruption as means of electing those who will not build roads in their constituencies. He said there was no place in the state for God fearing people who want to serve the communities. Therie said the voice of people was no longer heard by those in government as everybody knew the reason why.

G U WA H AT I , F E B 2 (AGENCIES): Forum for Terrorist Victim Family Assam (FTVFA) has planned to move Supreme Court against the demand for general amnesty to the leaders of National Democratic Front of Boroland (NDFB). The FTVFA is an umbrella group of families of victims of militancy in Assam. The Bodo outfits have sought general amnesty to the cadres and leaders of the NDFB’s four factions following the Bodo Peace Accord signed on January 27, 2020. “We have no issues if the government wants to work for the welfare of the Bodo people but negotiating with militant leaders is unfortunate,” The Telegraph quoted FTVFA founder Dhananjoy Saikia as saying. He said the militants who killed innocent people
will be now treated as VIPs in the name of peace talks. “Such kind of peace treaty will only encourage armed movement. We will write to the Chief Justice of India, seeking his intervention to uphold justice at any cost,” Saikia added. Saikia’s father Kamala Saikia was killed by ULFA in 1991. Bodoland Territorial Council chief Hagrama Mohilary and All Bodo Students’ Union have urged the Centre to withdraw cases against NDFB chief Ranjan Daimary and others. A total of 1,615 rebels belonging to the four factions of NDFB, led by Ranjan Daimary, Gobinda Basumatary, Dhirendra Boro and B. Saoraigwra, laid down arms in accordance with the Bodo Accord. The state government plans to chalk out a proper mechanism for their rehabilitation.

No decision yet on date of CAA implementation G U WA H AT I , F E B 2 (AGENCIES): Though the Citizenship (Amendment) Act was passed by both the houses of the Parliament in December last year, no decision has yet been taken on the date of implementation of it. Highly placed official sources told The Assam Tribune that the State Governments would be able to implement the CAA only after the Centre frames the rules for it. The Centre has started the process of framing the rules and sought the views of the stakeholders on the issue. Assam government, on its part, has also forwarded its suggestions on the rules to be framed for the implementation of the CAA. However, sources refused to divulge the suggestions given by the State Government in this regard.
Coronavirus outbreak: Kerala reports second confirmed case NPP reacts to Patton’s remark ALAPUZHA, FEB 2 (PTI): India on Sunday reported a second case of novel coronavirus with another person from Kerala, who recently returned from China, testing positive for the infection. The condition of both patients was stated to be ‘stable’ and not serious, officials said. The second patient is also a student from Wuhan in China, the epicentre of the epidemic. The patient had returned to Kerala on January 24, the state government said. The countr y’s first novel coronavirus case was reported from Thrissur in Kerala on Thursday with a woman medical student who returned from Wuhan testing positive for the infection. Confirming the second case, Kerala Health Minister K K Shailaja said
the condition of the student, currently admitted to the isolation ward at the Alapuzha Medical College Hospital, was “stable”. Earlier in the day, the minister said in Kollam that the state was awaiting the results of tests conducted on the patient from the National Institute of Virology (NIV) in Pune. “Now, we have got the test report of the patient. There is a positive case in Alapuzha,” she told reporters here on Sunday evening after chairing a high-level meeting with senior health department officials. The first patient, a woman medical student, is in an isolation ward at the Thrissur medical college hospital. “We are trying to ensure that the virus does not spread. The two patients, who have tested positive for the virus, are stable. Their
condition is not serious. But we are monitoring them closely,” she said. Since the coronavirus outbreak in China, Kerala, which is thickly populated, has been on high alert as a large number of students from the state are studying in the University of Wuhan. The Kerala health minister said they had started the process to identify people who may have come in contact the two virusinfected patients. She said police were helping in the process. With the second case being reported from the state, people need to be more vigilant and follow all precautionary measures, Shailaja said. A meeting with officials of private hospitals in Thrissur was held and they have kept aside around 87 beds for isolation wards.

A second Air India flight carrying 323 Indians and seven Maldivians from Wuhan in China landed at Delhi airport on Sunday morning. In the first flight on early Saturday, 324 Indians were evacuated and were admitted to the two quarantine facilities set up by the Army and the ITBP, though none of them have tested positive for the novel coronavirus, according to officials. External Affairs Minister S Jaishankar said in a tweet on Sunday, “7 Maldivians brought back with 323 Indians from Wuhan on the second @airindiain flight today. #NeighbourhoodFirst at work again.” Wuhan is the epicentre of outbreak of novel coronavirus, which has killed more than 300 people in China.
DIMAPUR, FEB 2 (NPN): Reacting to the audio recording and transcript of deputy chief minister Y. Patton’s recent remarks, widely being circulated on social media platforms, the National People’s Party (NPP) national executive member and ex-Lok Sabha candidate, Hayithung Bill Lotha stated that Patton’s derogatory remark against the identity of his own tribe was tantamount to undermining that honourable recognition for the Nagas as a proud race. In a press statement, Hayithung alleged that the remarks made by Patton while addressing the general conference of Lotha Students’ Union at Merapani (held from January 27 to 28), was primarily political, wherein “he had nursed a long held grudge of getting lesser number of votes from Ralan area during the state assembly elections” of 2003 which
had led to Patton’s defeat. Hayithung further alleged that comment Patton made in his speech “was intentionally used to connote a ‘most appalling and derogatory category of humans’ and it is in fact in an essence a “racist, inhuman outburst and with a fascist mind-set”. Taking note of this, Hayithung, who was also a former BJP member, urged Nagaland Governor R.N. Ravi, to take appropriate action against Patton, by making him to “step down” and “resign on moral and ethical politic grounds”, for deeply hurting the sentiments, creating fissures, divisions amongst the Naga Society and “stoking intra- community centric tension”. Meanwhile, according to reports, Patton and the Wokha district unit of the BJP denied making any derogatory remark and said his words were twisted via social media. K Y M C
