After BJP, NPF party sounds poll bugle
DIMAPUR, FEB 2 (NPN): After BJP became the first party on Thursday to formally announce its participation in the Assembly election scheduled on Febr uar y 27, Naga People’s Front (NPF) has followed suit. In a statement issued by NPF on Friday, the party said if all Naga NGOs and political parties could not arrive at a consensus on deferment of elections, it too as a recognised political party could not be an exception to participating in the upcoming general election. According to the statement, government of India had been repeatedly pointing out that holding of timely elections was a constitutional requisite and that it was bound by constitutional provisions. It was, therefore, apparent that the February 27 election was a reality, the statement pointed out, adding that NPF, as a party, had solemnly pledged allegiance to the principles of socialism, secularism and democracy. NPF Mon clarifies
DIMAPUR, FEB 2 (NPN): NPF Mon division has clarified on the report, published on February 2 that the NPF party may not contest elections in Tizit 41 Assembly Constituency. In a press note, NPF Mon general secretary (Adm), Wango Konyak expressed concern over the statement by party sources, and said there will not be any compromise on the matter. He stated that it should not become a matter of confusion as “one of the unfailing aspirants will be contesting in Tizit.” NPF Mon said the unit “disagreed” and do not endorse the “unacceptable” statement. Wango further said if other regional and national political parties were ready to contest the polls in spite of the CCNTHCO boycott, the NPF Mon was also ready to file nominations at “almost all the A/Cs along with other parties.”
FDLP launched in state
DIMAPUR, FEB 2 (NPN): Forward Democratic Labour Party (FDLP) Nagaland was launched on February 2, at OB 31, Naga Shopping Arcade, Dimapur. FDLP, National president, Rakesh Kumar nominated Lima Longchar as FDLP state president, Munthin Newmai as state secretary and Ranjit Kumar Sanghvi as the state media convenor.

NPF claimed that it had always stood for an early and honourable solution to the Naga political problem. To buttress its point, the party pointed to its legislators resigning en masse way back in 1964 after a cease-fire agreement was signed between Government of India and Naga nationalist group. F u r t h e r, i n 1 9 9 8 , heeding to the call of civil societies and underground groups, NPF had refrained from participating in the Assembly elections, which resulted in Election Commission of India derecognising the party and freezing its symbol, the statement recalled. On December 15, 2017, the NPF-led DAN government had adopted a resolution on the floor of the Assembly to urge government of India to bring a solution to the Naga political issue before elections, and this resolution was further endorsed by Central Executive Council of NPF
on January 23 this year, the statement added. It may be recalled that the state BJP unit was the first party in the state to formally declare that the party would contest the elections “for the cause of solution” to the Naga political problem.
BJP unit objects to prepoll alliance with NDPP BJP Nagaland state unit party workers have expressed resentment over the pre-poll alliance forged with the Nationalist Democratic Progressive Party (NDPP) at New Delhi. In a press note, state BJP media cell said that the state party unit do not endorse any pre-poll alliances with any party but they were only in favour of postpoll alliances. The decision, without taking the unit’s opinions into consideration, had opened up avenues for losses to many winning party candidates, the press note assereted. It further added that a letter of protest had been forwarded to BJP national president, Amit Shah.

Day 3: No candidates NE budget allocation 2018-19 file nominations increased by Rs 7023 crore KOHIMA, FEB 2 (NPN): Even after major political parties like the ruling NPF, BJP including the opposition Congress had announced that they would contest the forthcoming assembly polls, no candidates have filed their nominations yet on the third day for filing of nominations. According to reports, Chief Electoral Officer (CEO) Nagaland, Abhijit Sinha informed that no nominations were filed by any candidate so far. The last date of filing of nominations is February 7. On January 29, 11 political parties, at the meeting organized by Core Committee of Nagaland Tribal Hohos and Civil Organisations (CCNTHCO), signed a ‘joint declaration’ to not issue tickets or allow any candidate to file nominations. However, on February 1, led by the BJP party, the NPF including Congress had put all speculations to rest by declaring that they were all geared up to contest the polls. According to reports, BJP was yet to take a final call on the pre-poll alliance as talks were still going on for seat sharing with likeminded parties.
BJP state unit media cell convener, K. James Vizo told PTI that discussions with national BJP leaders were still being held so that the party could finalise its candidate list and that they were in talks with NPF to formulate a seat sharing plan. NPF had stated before that the party had entrusted its president, Dr. Shurhozelie Liezietsu, and chief minister, T.R. Zeliang with the task of finalising the candidates and had given them the decision making power on seat- sharing with the BJP. Meanwhile, Nagaland Pradesh Congress Committee (NPCC) has gotten approval for its first list of candidates from the All India Congress Committee, NPCC secretary, Moa Imchen told PTI. But NPCC reiterated that the party was committed to its stand that it would not file nominations unless some other party should do so first. “We are mentally and physically prepared to contest the election, but everything depends on the filing of nominations by the other political parties,” NDPP working president, Nuzota Swuro told PTI.

NEW DELHI, FEB 2 (NPN): Union Budget 201819 budgetary allocation for the North Eastern region witnessed an increase of Rs. 7,023.19 crore. The allocation for the current fiscal year has been fixed at Rs. 47,994.88 crore, up from Rs 40,971.69 crore in 2017-18. Apart from this, Development of North Eastern Region (DoNER) Ministry’s budget was also hiked from Rs. 2,737 crore (in 2017-18) to Rs 3,060 crore (2018-19). The direct grants-in-aid to the North Eastern states have also been increased from Rs 1,449.83 crore to Rs 1,638.27 crore. Capital outlay for the land locked region was up by Rs. 280 (Rs 700 crore for 2018-19 from Rs 420 crore in 2017-18). In the budget presented on Thursday, Union Finance minister, Arun Jaitley also focussed on increasing air connectivity in the region. The Finance ministry announced an allocation of Rs 1,014.09 crore for the upcoming financial year towards revival of 50 airports and Viability Gap Fund-
ing (VGF) for improving aviation infrastructure in the area under the regional connectivity scheme of-Ude Desh ka Aam Nagrik (UDAN). The allocation in 2017-18 was Rs. 200 crore. According to the Indian Express report, around 40% or 129 of the 325 air routes awarded under the second phase of the regional connectivity scheme were for North Eastern and hill states. These include strategic airports such as Kargil in Jammu & Kashmir, Pakyong in Sikkim, and Tezu in Arunachal Pradesh, where civilian air connectivity will be provided for the first time. Further, the phase-II of the government’s flagship scheme has also seen routes being served by helicopters apart from fixed-wing aircraft. In fact, nearly 70 percent, or 31 out of 56 new destinations to be connected via air transport will be served by helipads. In the Budget, the finance ministry has also allocated a sum of Rs 73.31 crore as grants-in-aid to Airports Authority of India as reimbursement of expenditure already done for the development of Pakyong
airport in Sikkim, which borders China. However, the Finance Minister made no mention about the renewal of the North East Industrial Investment and Promotion Policy and other key areas of concern. According to reports, around 20 major railway projects involving laying of 13 new rail lines, gauge conversions, laying double tracks and construction of other paraphernalia like new stations and expansion of existing ones were sanctioned. “The budgetary details for Railways will be known only after we get the ‘Pink Book’ on February 5,” explained Union Minister of State for Railways Rajen Gohain told The Assam Tribune. The Finance minister also mentioned about hike in allocation for the bamboo sector. “We removed bamboo grown outside forest areas from the definition of trees. Now, I propose to launch a Restructured National Bamboo Mission with an outlay of Rs. 1290 crore to promote bamboo sector in a holistic manner,” Jaitley said in his speech. (Cont’d on p-7)

DIMAPUR, FEB 2 (NPN): At least 13 Indo Tibetan Border Police Force (ITBPF) personnel, who were on their way to Chenmoho in Mon district for pollrelated duty, were injured, three of them seriously
when the truck they were travelling in met with an accident on Friday afternoon. It was also reported that the seriously injured personnel were airlifted for medical assistance.
ENPO leaves issue of poll participation to parties DIMAPUR, FEB 2 (NPN): Eastern Nagaland People’s Organisation (ENPO) has left the decision of participation in the ensuing Assembly election in Eastern Nagaland to respective political parties and their intending candidates. A press note issued by ENPO media cell on Friday said a joint consultative meeting was held at IMC Hall on January 31 with representatives of six tribal unit, all recognized political parties and intending candidates within Eastern Nagaland, frontal organisations, advisors, talk-team members and elders wherein a resolution was taken to this effect. The meeting also resolved to continue its full support for a peaceful and honourable solution to the Naga problem based on consensus and political rights of Nagas, and in accordance to the January 29 joint declara-
tion by political parties. While urging the parties to honour the joint declaration, ENPO equally resolved to leave the matter of participation in the election to the respective political parties and intending candidates in Eastern Nagaland. ENPO asserted that it would continue to support the cause of Naga, irrespective of whether polls were held or not. It also stated that the reason for not observing bandh in Eastern Nagaland on February 1 was due to mixed reactions and lack of unanimity across Nagaland over January 29 decision calling for a State-wide bandh. It was also perceived that the bandh would only cause inconvenience to the public, the organisation pointed out, adding that the matter should not, however, be misconstrued by anybody.
SHILLONG, FEB 2: Meghalaya BJP on Friday announced the first list of 45 candidates for the Meghalaya Assembly elections. The list includes the name of former Congress minister Alexander Hek, former deputy speaker, Sanbor of the NCP and former parliamentary secretary, Robinus Syngkon who had joined the BJP. However, the party denied ticket to State’s BJP president, Shibun Lyngdoh’s sister Violet Lyngdoh in favour of former parls secretary Justine Dkhar, who quit the assembly and joined the BJP. Violet who is a sitting member of Jaintia Hills Autonomous District Council joined National People’s Party to fight the polls.
Two more MLAs quit DIMAPUR, FEB 2 (NPN): NPF legislators Dr. Longrineken (29- Jangpetkong A/C of NPF) and L. Khumo Khiamniungan (57-Thonoknyu A/C NPF) resigned from the Membership of the Twelfth Nagaland Legislative Assembly. With this latest resignations of the NPF legislators, the strength of 60-member NLA has been reduced to 43. M e a n w h i l e, N L A speaker, Dr. Imtiwapang Aier, accepted the resignation of Dr. Longrineken and L. Khumo Khiamniungan from the membership of the 12th NLA with effect from February 2, 2018. A press release issued by NLA secretariat stated that consequent upon the resignation, the assembly speaker has declared the seats under 29- Jangpetkong A/C and 57-Thonoknyu A/C as vacant with effect from February 2, 2018.
