Indo-Pak air forces battle IAF PILOT CAPTURED BY PAKISTAN; PAK F16 SHOT DOWN NEW DELHI, FEB 27 (PTI): Pakistani F16s and Indian MIG 21 jet fighters clashed in the skies above their disputed border, with each side claiming to have shot down at least one warplane and Pakistan capturing an Indian pilot, escalating the biggest rise in years of military hostilities between the nuclear-armed rivals. The air battle between the air forces of the two nations is the first after 48 years. In various videos circulated by Pakistani accounts, the pilot of the Indian MIG 21 –Wing Commander Abhinandan- was seen blindfolded and wounded, his arms tied behind his back, being interrogated. The videos were taken off as Pakistan faced allegations of violating the Geneva Convention for prisoners. Later, a video showed the pilot sipping tea, saying that “officers of the Pakistani army have looked after me well”.
DRDA Wokha pen down strike DIMAPUR, FEB 27 (NPN): Employees under District Rural Development Agency (DRDA) Wokha including officers and staff have decided to go for pen down strike starting February 28, 2019 till pending salaries were released by the department. In a press note, DRDA Wokha PD Thungdeno Mozhui said the decision to go on a strike was taken by officers and staff during a meeting on February 27, 2019, which was held in connection with non-payment of salary for the past 10 months. The officers and staff expressed dismay that due to non payment of salary they were facing untold hardship to meet daily needs of the family especially children’s education.

NEW DELHI, FEB 27 (AGENCIES): Petrol and diesel prices took a pause on Wednesday, after six consecutive days of hikes. Data from IOC showed that fuel prices in Delhi and Mumbai, among other metros, were kept unchanged on February 27, after 12 hikes.

The government of India said it expects the “immediate and safe return” of an Indian Air Force pilot captured by Pakistan after an air combat that marked the worst escalation between the neighbours in decades. New Delhi summoned the Pakistan envoy and lodged a strong protest over what it called an “unprovoked act of aggression by Pakistan”, saying its jets had targeted military installations in India a day after Indian fighter jets crossed the Line of Control and carried out a strike at a major terror camp. Pakistan declared that it had
carried out “strikes across Line of Control from within Pakistani airspace” but it was “not retaliation or escalation”; it was a demonstration that it was fully prepared to do so if forced. “That is why we undertook the action with clear warning and in broad daylight,” it said. Pakistan Prime Minister Imran Khan, in a televised address, called for dialogue and said: “It was our plan to not cause any collateral damage, and not to cause any casualties. We simply wanted to show capability. Two Indian MiGs crossed Pakistan’s Borders,
and we shot them down. I want to now address India and say let sanity prevail.” Pakistani Army spokesperson Major General Asif Ghafoor, however, has claimed that two Indian pilots have been captured alive. He added that one pilot was injured and was receiving medical treatment. Amid rising tension, Prime Minister Narendra Modi met with the military chiefs, the National Security Advisor Ajit Doval, the Defence and Foreign Secretaries and intelligence officials. He called the military chiefs again to his home for discussions. India had been on high alert amid warnings of retaliation by Islamabad after IAF fighter jets destroyed a terror camp of the Jaishe-Mohammed in Balakot, around 80 km from the Line of Control, in a pre-dawn strike on Tuesday. New Delhi said it was a “non-military and preemptive” strike based on credible inputs that Jaish was training suicide bombers for more attacks like Pulwama. Over 40 soldiers were killed on February 14 when a Jaish-e-Mohammed suicide bomber attacked a security convoy.
JLF urges GoI to expedite peace process DIMAPUR, FEB 27 (NPN): Calling for unity and understanding among all sections of Naga people in order to strengthen the peace process and create an environment conducive for a successful implementation of a final peace accord, the Joint Legislators’ Forum (JLF) on Naga Political Issue appealed to Government of India (GoI) to understand and appreciate the Nagas who had made significant sacrifices to ensure that the ceasefire and peace talks were not affected and work towards an early and acceptable political solution. In a consultative meeting with NSCN/GPRN at Rhododendron Hall, Chumoukedima here on Wednesday that was chaired by JLF speaker-in-charge and chairman Zhaleo Rio, the forum also assured that it would not come in the way of any alternative arrangement that might come
about following a political solution. Rather, JLF said it would extend all cooperation to ensure that a congenial atmosphere was created for successful implementation of the peace accord. According to a statement issued by the forum, the consultative meeting was successful and held in a cordial manner with positive deliberations from the members present. The ongoing peace process was the main subject of discussion and the members present deliberated on the issue in an extensive manner, it was added. While JLF members, including its chairman, chief minister Neiphiu Rio and leader of opposition TR Zeliang, extended appreciation to NSCN and national workers and their families for their contributions and sacrifices in upholding the Naga political issue and for bringing the movement thus far, they pointed out that all
60 members of Nagaland Legislative Assembly had united under one banner by setting aside their political ideologies and party affiliations for the Naga political issue in the greater interest of the people and work towards lasting peace. The forum further assured to play the role of not only a facilitator but become much more proactive, even as it appealed to the national workers to guide it in such a manner that JLF might positively contribute towards success of the negotiations in any manner possible. The deliberations were unanimous that the political talks need to be expedited in order to take the negotiations to their logical conclusion and find a solution that was honourable and acceptable to the people and one that upheld the political and democratic rights of the Naga people, the statement added.

ISLAMABAD, FEB 27 (AGENCIES): Pakistan Prime Minister Imran Khan Wednesday again offered talks with India and said better sense should prevail between both the countries. On the action of Pakistan shooting down an IAF fighter jet, Imran Khan said: “Our action was only intended to convey that if you can come into our country, we can do the same.” Offering to defuse tensions Imran said: “Let us open the corridor of negotiations and settle all outstanding issues.” He said that all wars are miscalculated, and said that better sense must prevail. “We should sit down and talk about differences,” he said. “I ask India: with the weapons you have and the weapons we have, can we really afford a miscalculation? If this (situation) escalates, it will no longer be in my control or in (Prime Minister) Narendra Modi’s,” Khan said. “We offered India every possible support into the investigation into the Pulwama attack. That’s not in Pakistan’s interest to promote terrorism,” Khan said.
NEW DELHI, FEB 27 (AGENCIES): Amid the rising Indo-Pak tensions, the Opposition on Wednesday condemned the ruling BJPs “blatant politicisation” of the armed forces sacrifices and also criticized Prime Minister Narendra Modi for not convening an all-party meeting. Representatives of 21 opposition parties, including Congress President Rahul Gandhi, TMC chief Mamata Banerjee and CPI(M) general secretary Sitaram Yechury, met in the aftermath of the February 14 Pulwama terror attack and the subsequent IAF strike on Jaish-e-Mohammed (JeM) training camp in Balakot in Pakistan. Reading out the statement after the meeting of the parties, Congress president Rahul Gandhi condemned the “Pulwama terror attack by Pakistan-sponsored Jaish-e-Mohammad” and “lauded the action taken by the Indian Air Force against the terrorist camp on February 26”. He added, “The meeting of the 21 parties expressed their deep anguish over the blatant politicisa-

Amit Shah uses airstrikes to appeal to voters
As tensions between India and Pakistan continue to rise, the BJP president Amit Shah posed the following question to the people of Uttar Pradesh’s Ghazipur: “Who can ensure the security of the country? The people of the gathbandhan (SP-BSP-RLD alliance) or Modiji?” According to The Hindu, Shah was addressing a chaupal (corner) meeting in the eastern UP district when he urged people to vote for the Prime Minister Narendra Modi on Tuesday – the day the Indian Air Force said it had struck down a Jaish-e-Mohammed training camp in Balakot, Pakistan. “Who can give a mooh todh jawab (fitting reply to Pakistan?) Who can wipe out terrorism?” he asked while launching the BJP’s Kamal Jyoti Sankalp campaign for the 2019 Lok Sabha elections in Ghazipur. Shah using the IAF strike for electoral gains may likely invite controversy as the saffron party has appealed to opposition forces multiple times to refrain from using the Pulwama attack politically.
Acharya interacts DDVDBA alleges misappropriation with service providers of PMAY-G funds by RD department DIMAPUR, FEB 27 (NPN): NaDIMAPUR, FEB 27 (NPN): Alleging that the Rural Development (RD) department has misappropriated the sanctioned amount under Pradhan Mantri Awas Yojana - Gramin (PMAY-G), the Dimapur District VDB Association (DDVDBA) has urged the Nagaland State VDB Association (NSVDBA) to immediately intervene and expedite refund of “looted” amount to beneficiaries. In a press note, DDVDBA general secretary Thrilongse Sangtam, vice president Vikheyi Zhimo and jt. secretary Mughato Awomi said Centre had sanctioned Rs 1,30,000 for each beneficiary for construction of rural house under PMAY-G. DDVDBA stated that RD department deposited Rs 1,30,000 for each beneficiary into the account of the concerned VDB, jointly operated by the concern VDB secretary and BDO. However, the association expressed surprise and dismay that the amount of Rs 1,30,000 for each beneficiary was allegedly pulled back by RD director from VDB account using digital signature (Cont’d on p-12) without the knowledge of the concern

Calling upon every citizen to acknowledge the service rendered by these service providers, Governor Acharya said without them, people would have to travel long distances to procure everyday requirement. The service providers have made things easy and convenient for consumers, he added. Stating that ‘service to mankind is service to God, Acharya said one should not be ashamed of their job and that all work was equal. He also encouraged the gathering to avail the various Central and State government schemes made available for them. This he said would further strengthen their establishments and businesses.

Out of the total amount of Rs 1,30,000 for each beneficiary, DDVDBA stated that the department was “surprisingly” issuing only seven bundles of CGI sheets and Rs 10,000 to the beneficiary. “This means that the department kept 80% of the total amount meant for the construction of rural houses which is not acceptable at all,” DDVDBA stated. Further, DDVDBA pointed out that all the beneficiary houses were geotagged before the construction and were to be geo-tagged during the progress of work/construction and also after completion of the house. However, it stated that with only seven bundles of CGI sheets and Rs 10,000, the beneficiary cannot complete the construction. DDVDBA has, therefore, requested NSVDBA to immediately intervene so the beneficiaries could complete the construction on time as desired by the Centre. DDVDBA also stated that NSVDBA, if necessary, could take legal advice to bring justice.

In what seems to be a repeat of last year’s June episode, three different breeds of fish – rahu, pankaj and pomfret – weighing 200 kg were confiscated from both wholesalers and retailers in New Market and disposed of at Dimapur Municipal Council (DMC) dumping site in Sunrise Colony on Wednesday. violation of government notification and Food Safety & Standard Act, 2006 was seized and disposed of at Zunheboto Town Council dumping site in the presence of Zunheboto deputy commissioner Shanavas C and additional deputy commissioner Ajit K Ranjan. The action followed receipt of positive results from tests conducted on fish samples sent to SPHL, Kohima from the district. The fish samples were collected by a joint inspection team headed by Zunheboto CMO-cumdesignated officer Dr CW Tungoe and included deputy CMO Dr K Akaho Sema and FSO. They were assisted by the district administration and police. This was stated in a press release by Shekho Sophie, district media officer, Zunheboto CMO office. Observations made by officials: It was observed that though Dimapur was the gateway through which
fish and other consignments entered the State, the districts did not have a laboratory to check formalin presence in fish and conduct other tests. Nagaland currently has SPHL only in Kohima and a mobile laboratory, which too is generally stationed in Kohima, although Dimapur is the main gateway for entry of food items into the State and has a greater need for a mobile laboratory. Secondly, though there is a veterinary quarantine department in the State collecting entry fees, it is not adequately equipped to check if livestock entering the State is safe for consumption. The meeting also considered initiating more stringent checks at entry points before food items are cleared for entry into the State. Unfortunately, Dimapur does not even have a proper food testing laboratory to begin (Cont’d on p-12) with.
DIMAPUR, FEB 27 (NPN): Naga Mothers’ Association (NMA) Tuesday expressed regret that it decided to boycott the visit of the Interlocutor due to the “insincerity of the Government of India to resolve the long drawn Naga political issue till date.” In a memorandum to the Interlocutor for Naga Talks, RN Ravi, NMA president Abei-ü Meru and joint secretary Malsawmthangi Leyri stated that as long as the Government of India failed to acknowledge or respect the role that Naga mothers played in trying to bridge differences amongst “our armed brothers” and bringing a cessation of hostilities, NMA would not be in a position to listen to another litany of updates from the Centre because the future and destiny of Naga society and people were at stake. Affirming that the association stood by its slogan “Shed No More Blood”, NMA expressed hope that

UNTABA: United Naga Tribes Association on Border Areas (UNTABA) has urged the Government of India to fulfil the commitments and promises made earlier by bringing back to Naga people all the transferred Reserve Forests and amalgamate all the contiguous Naga areas in Assam to Nagaland in the impending political settlement. In a representation to RN Ravi, UNTABA chairman Hukavi T Yeputhomi and general secretary Imsumongba Pongen stated that Nagas would not accept any political settlement that he may be working on if the commitments and promises made to the Nagas by Government of India was again sidelined.
