Pak PM asks army, citizens to ‘prepare for all eventualities’

DIMAPUR, FEB 26 (NPN): Following a report published on Monday on a video that went viral in social media which purportedly showed BPL rice being repacked in plastic bag to be sold as Andhra Parimal, Food Corporation of India (FCI) clarified that it was not involved in any way. FCI said the report on the video had put question mark on its integrity and commitment towards ensuring food security to the nation. FCI clarified that the godown and persons shown in the video were in no way related to FCI and therefore was in no way connected with the racket. There is no mention of FCI in the video, it added. As per the report published in Nagaland Post, the FCI employee who was interviewed had clearly stated that the godown belonged to a nonNaga private party/contractor and not FCI. Further FCI also said, the Public Distribution System (PDS), as explained by an anonymous FCI official, was erroneous and not based on facts. It stated that the current PDS did not include BPL families after implementation of National Food Security Act, 2013. It also explained that while it did awarded contracts to transporters, but specifically only for transportation of food grains from its one food storage depot (FSD) to another located in other districts, which was technically called “dispatch” and not “issue” of (Cont’d on p-5) food grains.

DIMAPUR, FEB 26 (NPN): Dimapur Chamber of Commerce and Industry (DCCI) and East Dimapur Business Association (EDBA) Tuesday while “considering the impracticality” of Sunday closure have appealed to the NSCN (I-M) to immediately lift Sunday closure on trade/businesses including food joints, confectioneries, medicine, groceries, perishable items and travel and tour agencies. In a joint statement, the DCCI and EDBA said that since the imposition of shop closure they had met NSCN-UT-I CAO on two occasions and apprised him of the difficulty of the business community, travellers and the public. Accordingly, they said CAO“responded positively” to relax medicine, confectionaries, travel agencies and lodging hotels. However, they said that in absence of proper directives, there has been huge confusion and unwanted elements taking undue advantage of Sunday closure were harassing the business community.

Further, on other business/ trade, the two associations said they were told by CAO that proper directive from the Home kilonser would be taken and intimated to the business community. However, they said till date no decision has been intimated to the business community. DCCI and EDBA said the business community was therefore “totally disappointed.” Appreciating the intention of Sunday shop closure as a “Christian state”, the DCCI and EDBA, however, maintained that considering Dimapur was the commercial capital of Nagaland and being cosmopolitan in Nature, the shop closure on Sunday was “impractical and self-defeating”. They said shop closure have not restrained hundreds and thousands of shoppers from Nagaland going to nearby town of Assam for shopping on Sunday resulting in huge revenue loss and heavy losses to those dealing with perishable items and “unwanted problems to the public/ (Cont’d on p-5) consumers.”

Rio lays Nagaland State Power Policy 2018 Correspondent KOHIMA, FEB 26 (NPN): Nagaland chief minister Neiphiu Rio laid the Nagaland State Power Policy 2018 during the last day the third session of the 13th Nagaland Legislative Assembly on Tuesday. Some of the key objectives under this policy includes- building adequate capacities in generation, transmission and distribution infrastructure to attain energy security and handling and to achieve 24x7 power for all by 2021. To bridge the demand and availability gap, the state government shall explore additional power purchase through PPA from the upcoming generation projects for long term and bilateral/ energy exchange etc. as short term measure. The policy aims to renovate and modernize the existing assets to achieve optimum utilisation and quality power supply. As

per its vision statement, the department of Power recognised power as the engine of growth of any developing economy and without which no major economic activities can be sustained. Therefore the Government of Nagaland’s power policy envisions a turn around of the department from heavy loss making sector to profit making in the shortest time possible by introducing the latest state of art technology to modernize the power distribution, transmission and generation system. The policy will also encourage private sector participation in the state power sector to achieve competitive and efficient delivery system. As per the strategy, the state will strive to add generation capacity to meet 20% of the total requirement by 2021. A state level core committee comprising of chief secretary as chairman, commissioner & secretary, power as mem-

All acts and rules promulgated by the government of India and the state shall be applicable for implementation of Nagaland state power policy 2018 under the acts and rules. The policy shall be reviewed from time to time so that essential policy directives and needs of the State are evolved to meet the changing needs of the state.

NLA passes appropriation bill for Rs. 18,026.10 cr Correspondent KOHIMA, FEB 26 (NPN): After more than seven hours of debate, Nagaland Legislative Assembly (NLA) passed the appropriation bill for Rs 18,026.10 crore for 2019-20 on the last day of the third session of 13th NLA on Tuesday. The bill was passed by voice vote as the Nagaland Appropriation Bill (No. 2), 2019. Leader of opposition TR Zeliang, who raised 27 cut motions out of 82, withdrew at the request of leader of House and chief minister Neiphiu Rio, by stating that he withdrew the cut motions since members would not receive befitting reply. On the discrepancies of figures shown in the Supplementary Demand for Grants and the additional funds provided as furnished in the unstarred question, the chief minister clarified that the opposition members should stop thinking to have known everything about the budget and asked them to study before making wild allegations on the floor of House based on limited knowledge. Rio clarified that though the total supplementary amount proposed was Rs 2,154.20 crore, the actual net increase under various categories was Rs 109.39 crore only in RE 2018-19 over BE 2018-19. He explained that the seemingly huge difference of Rs 2,044.81 crore was because savings under one demand could be adjusted in another demand, due to which supplementary was required , and savings in revenue section could

not be adjusted in capital section or vice-versa even within the same demand because of which supplementary was required. On the question to enhance funds in DUDA, Rio clarified that the budget allocation in 2018-19 was Rs 21 crore and for 201920 he had increased it to Rs 23 crore, an increase of 9.5% over the previous fiscal. However, he said the allocation under DUDA was not necessarily the true and only reflection of developmental activities in Eastern Nagaland. He said the budget was a financial document that contained estimates of receipts and different items of expenditure during a financial year, including debts and liabilities. Commenting that all members were not expert professionals in budget preparation, he advised them to stop pretending to know and instead make an attempt to understand things better before getting carried away. On the budget being termed an entertainment budget, lacking in consistency, financial transparency and financial accountability, Rio said the budget was no different from what it used to be during the time of previous governments. He explained that the focus and thrust areas were different this time and so were the programmes and policies as these reflected his priorities. On an allegation by opposition member Yitachu, Rio remarked that the member had the habit of labouring hard under misconceptions and mis-

understandings, primarily caused by his inability to understand the financial statements contained in the budget documents. He alleged that Zeliang was not happy at the importance accorded to youth and culture. After 18 members from both the opposition and treasury benches took part in the debate on budget, Rio in his reply appreciated the legislators for their active participation. He said such a healthy debate would strengthen the democratic system and improve governance in the State. He said the government would be closely studying inputs, grievances and suggestions and take measures accordingly, while assuring that PDA government would continuously strive to carry out its responsibilities in an effective manner. Earlier, the leader of opposition (LoO) pointed out anomalies in Goods and Services Tax (GST) by pointing out that the growth rate of GST in the State showed diminishing returns. He said it was 25% in 2017-18, which went down to 11.4% in 2018-19 and further estimated to be 9.72% in 2019-20. Zeliang said, before introduction of GST, the State government should have introduced online system on Central Sales Tax (CST), whose growth rate was 19.60% in 2017-18 from the previous fiscal. He warned that if the government followed the present trend of spending additional amount, this would rise to an unimaginable (Cont’d on p-5) level.

PAC clarifies on Agri Expo incident

DIMAPUR, FEB 26 (NPN): Public Action Committee (PAC) of the Naga Council Dimapur (NCD) Tuesday clarified that the “genesis of the crime committed” at Agri Expo site on August 1, 2018 and thereafter the alleged involvement of some Naga Political Groups were “two sides of the coin that is misconstrued.” The committee through its media cell affirmed to ensure that the “truth behind the crime shall be made public”. PAC has, therefore, appealed to the responsible NNPGs and to one and all that “whoever resort to threat and intimidation, coerce or force Wilson Kenye or the investigation agency” would be held responsible for “concealing the truth and is thereby a party to the crime.” K Y M C
