KOHIMA, FEB 23 (NPN): Nagaland chief minister and Leader of the House, Neiphiu Rio Saturday tabled a government resolution in the state Assembly which out rightly rejected the contentious Citizenship Amendment Bill (CAB), 2016 after a stormy debate. On the other hand, the Leader of the Opposition (LoO) moved for an amendment on the government’s resolution on CAB, seeking to omit resolution Nos. III and IV. In the third resolution tabled by Rio, it re-affirmed the Constitutional guarantee given by Article 371A, which is the part and parcel of the historic 16 Point Agreement that led to formation of Nagaland State and protects, defends and safeguards the customary way of life of Nagas, right to land and its resources etc., without interference by Parliamentary enactments like the CAB. NSCN/GPRN (K) CFSB meet CFMG chairman Staff Reporter

DIMAPUR, FEB 23 (NPN): NSCN/GPRN (K) Cease-Fire Supervisory Board (CFSB) members on Saturday met Cease-Fire Monitoring Group (CFMG) chairman and has formally resumed 2001 cease-fire. Talking to Nagaland Post, NSCN/GPRN general secretary, Isak Sumi, said CFSB members met CFMG chairman, Lt. Gen. (retd) Shokin Chauhan, and has “officially” resumed the cease-fire with government of India. He said both the parties would maintain cease-fire as per the CeaseFire Ground Rules (CFGR) agreed position. It may be noted that NSCN/GPRN (K) decided to resume the cease-fire which it unilaterally abrogated on 2015 after the split of NSCN (K). The group then joined the ongoing Peace Process with Government of India as part of Working Committee (WC) of NNPGs. Earlier in an interview to Nagaland Post, deputy National Security Advisor (NSA) and GoI’s Representative to Naga Peace Talks, R.N. Ravi, had also said that cease-fire would automatically resumed if NSCN (K) join the peace process.

Earlier, initiating the debate, opposition member Imkong L. Imchen reiterated that Article 371 (A) was fading and the inherent provisions were being done away by Central government and legal luminaries. He said since the 16 Point Agreement was “made by politicians”, the issue cannot be left to the interpreted by bureaucrats and legal luminaries otherwise would “destroy the legislative intend.” Imchen said that though the entire region was fully aware of the CAB, it continues to remain a threat even if it has failed to be tabled in the Rajya Sabha. Pointing out that NLA has every right to go against the CAB consciously, Imchen said there was no room for exemption and demanded that the Bill be scrapped in totality by making it non existence and therefore supported amendment moved

State police set to form elite force Staff Reporter

DIMAPUR, FEB 23 (NPN): State police department is all set to form Nagaland Armed Police Special Task Force (NAPSTF), an elite force equipped with best weapons, mobility and equipments. DGP Nagaland, T. John Longkumer announced this while addressing uniformed personnel at the Passing out Parade of the 55th batch cadet havildars and recruit constables of NAP/ IR Bns and HG&CD at NAP Training Centre Parade Ground, Chumukedima here on Saturday. DGP said that NAPSTF has been approved by the administrative department, adding that preparations have already started. “It is our dream and aspiration to modernise the police force of Nagaland and make it the best police in India, which would be successful through join effort,”

he added. Highlighting the achievement of the Nagaland police, the state police chief said that Nagaland was the second state in India to launch an Emergency Response Support System (ERSS). Stating that the department has been working for the enhancement and welfare of the police, the DGP challenged jawans and officers to inculcate a “credible force” in the eyes of the people of the state. He encouraged the Nagaland police to keep up the great work and continue to live by their motto. Reminding the chief minister’s announcement that 15% extra allowance of the basic pay for personnel posted at the NPTS, the DGP was hopeful that it would come into effect from April 1, 2019. Congratulating the 376 recruits, police chief encouraged them to carry out their duty with pride and joy. Stating that

He reminded them that the initial days would impact their later years. Further, DGP asked them to be mentally prepared and ready for any situation as an armed force; to sacrifice, protect and safeguard the nation. Giving a brief report of the training, NAPTC Commandant, Ben Longkumer, pointed out that altogether 376 personnel have been recruited including eight cadet havildars and 368 recruit constables. Highlights of the programme included parade review by IGP (Trg & Bdr) Nagaland, Liremo Tsopoe Lotha, administration of oath, presentation of trophies and certificates to awardees in various categories and marching out of the parade.

1700 kg formalin-injected fish seized DIMAPUR, FEB 23 (NPN): Despite instruction to fish vendors to get sample analyzed before sale and extending prohibition order banning fresh fish treated with formalin or any form of preservative for a year with effect from December 2018, around 1700kg fish treated with formalin was seized in Kohima on Saturday. In a press note, food safety cell, H&F department, stated that Kohima Municipal Council officials intercepted a pickup truck transporting fresh fish from Dimapur to Kohima at by-pass check gate on February 23. Samples of Rohu, Katla, Pankaj and Prawn were collected and sent to State Public Health Laboratory for testing (SPHL). The test report from food analyst confirmed the presence of added formalin in the fish, the food safety cell stated. The seized fish was destroyed at Zürüzou (KMC

KOHIMA, FEB 23 (NPN): Advisor IPR, SCERT and village guard, Toshi Wungtung, said that the Village Councils (VCs) and administration would have the authority to grant or to withhold citizenship to fellow Indians if the Citizenship Amendment Bill (CAB) was enforced, but for foreigners it becomes a central subject. Maintaining that Nagas were protected by ILP and Article 371 (A), he asked the members to be very conscious before making any political statements. Affirming that Article 371 (A) protects Nagaland, Wungtung cited an instance of boundary wall construction between India-Myanmar which was resolved because of Article 371 (A). (Cont’d on p-11)

KOHIMA, FEB 23 (NPN): The opposition NPF Saturday walked out of the Nagaland Assembly during the ‘Question Hour’ alleging that the ruling PDA government was not following the laid down rules and procedure of the House. The issue came up when Urban Development minister, Metsubo Jamir had stood up to reply to a starred question and supplementary of the Rural Development department put up by opposition member, Yitachu. The Leader of Opposition (LoO), T.R. Zeliang intervened and demanded that the concerned advisor for Rural Development or the Leader of the House (LoH) should have replied and not any other member. To this, chief minister and LoH, Neiphiu Rio, who is also the minister in-charge of RD, informed the House that he had authorised some of his cabinet ministers to reply to some of the questions. “Any minister can reply to any questions,” Rio said and stated that it had been the general practice

Nagas take out mass rally in Delhi DIMAPUR, FEB 23 (NPN): Thousands of Nagas living in Delhi Saturday took out a peaceful rally in the national capital with the demand for early solution to the Naga political issue that was honourable and acceptable to all Nagas. The rally, organised by Naga Students’ Union Delhi (NSUD) in collaboration with Naga community in Delhi on the theme “Global Nagas Call for Immediate Political Solution- Honourable and Acceptable”, was taken out from Mandi House to Jantar Mantar. Around ten thousand Naga residents, including students, employees, lawyers, religious leaders, scholars, intellectuals, organisations and from the various professions capital converged at Mandi House and later marched towards Jantar Mantar, Delhi. KOHIMA, Feb 23 (NPN): State Assembly on Saturday passed the Nagaland Lokayayukta (Amendment) Bill 2019 by a voice vote. The bill was introduced by the leader of the house and chief minister, Neiphiu Rio. The Act, which has come into effect, will extend to the entire state and will also be applicable to public servants posted outside Nagaland in connection with the affairs of the State of Nagaland. Under the bill, Rio stated the Lokayukta shall be appointed by the governor in accordance with the recommendation tendered by a select committee consisting of the chief minister, the chief justice of Guwahati High Court, NLA speaker and the leader of opposition.

Alobo Naga and the Band escapes unhurt: Alobo Naga and the Band had a narrow escape in Itanagar as mob ran amok burning down almost everything at IG Park, Cona where the Itanagar International Film Festival was scheduled to take place. As per reports, the festival was scheduled to play host to the likes of Alobo Naga and the Band from Nagaland and SKD band from Assam. In his Facebook post, Alobo Naga claimed they were caught in the middle of firing. He also claimed that mob burned down their car (Innova) and all instruments along with all the other vehicles parked inside the venue (IG park).
