KOHIMA, FEB 22 (NPN): Taking on the government, Leader of the Opposition (LoP) T.R. Zeliang Friday questioned the ruling PDA government about its sincerity in bringing about an early solution to the Naga political issue. Taking the floor to wind up the debate from the opposition side, Zeliang said Governor PB Acharya had taken keen interest in Naga political issue and made repeated statements that it was the top priority. However, he regretted that nothing was done on the ground, except setting up of Joint Legislature Forum (JLF). He questioned the government as to what concrete steps it had taken to help resolve the Naga political issue in the last 11 months. Zeliang recalled the governor’s statement of March 6, 2018 wherein he announced that Naga political issue would be resolved within six months but by failing to mention that statement made at Raj Bhavan in his address at the August house, it was like rubbing salt to injury, said Zeliang. Centre withdraws AR empowering order

NEW DELHI, FEB 22 (IANS): Ministry of Home Affairs (MHA) on Friday withdrew a notification giving sweeping powers to Assam Rifles to conduct searches without a warrant and take people into custody in the non-Armed Forces Special Powers Act (AFSPA) areas. According to sources, fears of a backlash forced the Centre to scrap the notification. MHA put the notification in abeyance and would bring now only after a thorough review and consultations with the state governments, they said.

DIMAPUR, FEB 22 (NPN): Drawing attention to NSCN (I-M) ato kilonser Th Muivah’s recent interview to a private channel, the Working Committee, NNPGs expressed the view the interview was an opportunity to appreciate fellow Nagas and reveal the up-to date, practical and panoramic view of a political solution “that was on the anvil if there was one.” WC through its media cell, however, said that Th Muivah ended up accusing NNPGs of being a parallel force propped up by government of India against him. for promising “election for solution” before the February 27, 2018 assembly elections then subsequent contradictory statements by BJP national leaders which he said amounted to “empty rhetorical statement and an insult on the entire Nagas”. To add to the insult, he cited the recent statement made by former Union human resource development minister and BJP leader Sanjay Ram Paswan who had on February 19 announced that the Naga Issue would be resolved after Lok Sabha polls. He said it was very unbecoming of any party to try and score political points over genuine struggle and demands of the Nagas. He also termed as “deafening silence” the failure in mentioning this aspect in the governor’s address including integration of contiguous Naga areas under one administrative umbrella. On the integration issue, Zeliang pointed out that since 1964, the Nagaland assembly had passed seven resolutions and if the successive governments wanted to ignore the issue, then there would not have been any need to pass resolutions one

after another in the Assembly. Zeliang also alleged that no visible steps have been taken after the Framework Agreement was signed on August 3, 2015, except for announcement after announcement. Further, the opposition leader said though the ruling government was making statements in regard to strengthening the 16-Point Agreement, Article 371(A), etc, but if it was going to cherry pick on issues to be strengthened, he warned that the Nagas would be led towards darkness and doom. He assured that the opposition party would give positive and unconditional support to the government in protecting the rights and future of the Nagas in right perspective, but would vehemently oppose any government activity that compromised with the future of the Naga people. Zeliang also disagreed with the resolution adopted at the consultative meet held on January 31 at Chumukedima, pointing out that it was unrealistic and had no merit. Besides the several resolutions adopted by the State government, he said many NGOs and civil society groups had

expressed their resentment against AFSPA. He recalled that from the day Nagaland became the 16th State of Indian Union in 1963 till today, NLA has not passed a single resolution accepting AFSPA and yet it continued to be in operation in the whole of Nagaland. He said the statement of governor was not only faulty but unacceptable to the House. Zeliang alleged that the PDA government had the tendency to sell “impractical and outrageous dreams” to the people, only to retract in the end. He cited the instances of promise of good roads in 60 days, 100 days and after which it blamed the weather and finally settled with a promise of good roads within one year. He asked the government to be honest in its statement and sincere in its approach to develop the State to be on a par with other States. On timely release of scholarship, Zeliang said it was totally wrong and preposterous to say that the student community in Nagaland had not received even the backlog of the final instalment of 2017-2018 scholarship.

KOHIMA, FEB 22 (NPN): Irked by rejection of questions by assembly secretariat, the opposition members raised the issue on the second day of the third session of the 13th NLA Friday. Taking the lead, opposition MLA, Imkong L Imchen, asked the reason for turning down his question, saying the question was for the welfare of the people. Stating that questions cannot be turned down on simple excuses, Imchen asked the assembly officials to understand the rules. A l s o, K u z h o l u z o Nienu, MLA, asked the reason for not admitting his question and said deputy speaker must read the Rules 39 in detail. He also expressed displeasure over turning his starred questions into unstarred without his concern while asking the functioning of the assembly secretariat in proper manner. Further, pointing out that in a democratic set up, government belongs to the treasury bench and house belong to opposition, Azo said debate was therefore the duty of the opposition else having opposition would be (Cont’d on p-11) meaningless.

Naga issue on state govt’s top agenda: Rio Correspondent

KOHIMA, FEB 22 (NPN): Asserting that the Naga political issue was at the top of his government’s agenda, the state chief minister, Neiphiu Rio, Friday said that the government was committed to undertake all possible measures to bring a congenial atmosphere that facilitates the political negotiations to be expedited. During a debate in the house on the Governor’s address, the chief minister reiterated that Nagas were fully protected by Art. 371 (A) and the existence of Nagaland as a state was not in question. He said Nagaland was formed out of the political agreement and Article 371(A) ensure that Nagaland exists. He stated that 16 Point Agreement, which was incorporated in Art. 371 (A) and Bengal Eastern Frontier Regulation 1873 Act, remained in force and the Act protects the state. Reacting to opposition members objecting to the governor address quoting January 31, 2019 consultative meeting resolution on Citizenship Amendment Bill, the chief minister said “objecting to this resolution is not an objection or oppo-

sition to the government or the governor’s address but it is in fact rejection of a resolution of the civil societies and tribal organization.” He said the opposition NPF had boycotted the consultative meet and they were unaware of the views and expressions of the mass based organizations. On Naga integration, Rio said six resolutions for integration of Naga inhabited areas were passed in the past years so there was no issue of questioning the stand of the government on Naga “integration”. He urged all to participate actively and voice out their thoughts during the forthcoming meeting with Interlocutor, R.N. Ravi. Agreeing to the suggestion made by Imkong L Imchen, MLA, to hold a special session for discussion on Naga political issue and Article 371(A), Rio said “If we unite we can save our people and move towards development and progress.” Meanwhile, with the clarification and assurance for special session on CAB, the opposition withdrew the amendments on the motion and it was unanimously adopted by the House. On Saturday, discussion of CAB would be held.

Wka-Merapani road: Lotha bodies to move court

DIMAPUR, FEB 22 (NPN): Lotha organisations have resolved to seek legal recourse against the firm involved in construction of Wokha- Merapani Highway upgradation to two-lane after observing that the Lucknow-based contractor M/S CS infraconstruction Limited was not following the technical specifications in the execution of the contract work. In a press release, Lotha Hoho chairman Er. Mhondamo Ovung and general secretary S Abenthung Ngullie said that non-compliance of specifications has been observed since the work activities started sometime in October 2017. (Cont’d on p-10)

Transaction days

DIMAPUR, FEB 22 (NPN): In order to facilitate clearance of pending government transactions, the state government has declared February 23, 2019 (fourth Saturday) and March 23, 2019 (fourth Saturday) as ‘transaction days’ for the treasuries located in Kohima. In a notification, the state government also declared Wednesdays (March 6, 13, 20, and 27, 2019) as transaction days for all the treasuries in the state.

Irani inaugurates projects under NERTPS Correspondent

MOKOKCHUNG, FEB 22 (NPN): Union Minister of Textiles Smriti Zubin Irani, inaugurated and launched four sericulture development projects for women empowerment under the North East Region Textile Promotion Scheme (NERTPS) at Sabangya, Chungtia village, Mokokchung District Friday in the presence of Minister of State for Home Affairs, Kiren Rijiju. Irani unveiled the inaugural stone of the Post Cocoon Technology Project along with the launching of integrated scheme for development of Eri and Oak Tasar silk industry. Speaking at the inaugural function, Smriti Irani spoke about the numerous projects pertaining to sericulture in the north east states and the overwhelming output that the region produces for the entire country. She also said the government was trying to promote silk production in large scale throughout

the North East region looking at the rich potential of Muga silk production in region. She said that 100% production of muga silk, 100% production of oak tasar silk and 99% production of eri silk for the entire country was produced by the northeast states. Further, Irani assured that the project proposal presented by the village council of Chungtia for the eri silk development would be put on priority basis to materialise at the earliest. Minister stated that the Muga P3 basic seed station inaugurated under NERTPS at Kobulong, Mokokchung, at the cost of Rs. 3 crore

would benefit close to over a thousand commercial farmers and 130 seed rearers in that particular area. She said that this project alone would benefit 400 hundred women by providing linkages from cocoon storage, breeding units, dying units, fabric processing unit, certified loans and the common facility cetre so that value addition can be done. Minister of State for Home Affairs, Kiren Rijiju, stated that rearing of muga/ eri and the beautiful distinctive pattern textile were part of the Naga tradition. He said that Nagas have always stood up as fashionable people because of the unique but diverse costumes, amongst the various Naga tribes. The Minister credited the status of the Naga womenfolk for being on par with the menfolk in many fields. Rijiju asser ted that NERTPS would not only benefit the community in economic terms but would also promote women empowerment by expanding their potentials.

Anomaly in Police tenders: KDCC Justice Uma takes DIMAPUR, FEB 22 (NPN): Kohima District Congress Committee (KDCC) has alleged irregularity in finalising the tenderer(s) for supply of 33 items of clothing and equipments for Nagaland Armed Police, Nagaland Police and IRB for the year 2017-18. In a press note, KDCC president, Kevi Vizo, stated that as per the RTI revelation the State Purchase Board had “amusingly approved” different tenderers for the supply of same materials on percentage basis. KDCC alleged that the department flouted all laid down norms by clubbing together the different bidders to that of the most qualified bidder. Out of the 33 items, KDCC cited the instance of tender for Long boots, where the firm that bid Rs 1075 was awarded the work but again,

but the work was not only sanctioned against that single bidder but other bidders including the firm bidding the highest at Rs 1425 and lowest at Rs 950. “Similar process has been followed while granting supply order for other 32 items,” KDCC claimed. Alleging another anomaly, KDCC said the tenderers who had failed to separately mention the CGST and SGST rates beyond the normal rate of the item were also approved. Accusing the Purchase Board of the norms, KDCC stated that in open tender the qualified bidder should only be getting the supply order. KDCC has therefore demanded that the government initiate proper action against the approving authority of the tender process involving crores of rupees.

oath as Lokayukta

DIMAPUR, FEB 22 (NPN): Nagaland Governor, PB Acharya, administered the oath of office to Justice Uma Nath Singh, former Chief Justice of Meghalaya High Court, as the Lokayukta of Nagaland on February 22, 2019 at a programme held at Raj Bhavan Kohima. The oath taking ceremony was attended by chief minister Neiphiu Rio, Leader of Opposition TR Zeliang and a host of ministers, MLAs and government officers. Justice Uma Nath Singh is the first Lokayukta of the State and would hold the office of the Lokayukta of Nagaland for a term of five years or till he attains the age of 70. (Cont’d on p-10)
