Amit Shah to attend Arunachal Statehood day ITANAGAR, FEB 18 (PTI): Union Home Minister Amit Shah will visit Arunachal Pradesh on Thursday to attend the 34th Statehood Day function and launch a number of projects related to industry and roads, officials said. He will also lay the foundation stone of the new headquarters of the Arunachal Pradesh police, they added.

Shah will attend the Statehood Day function in Itanagar on February 20, an official of his ministry said on Tuesday.

He will also will launch the Arunachal Pradesh Industrial and Investment Policy, 2020 and inaugurate the Joram Koloriang Road being constructed by the Border Roads Organisation (BRO), he added.

Union Sports Minister Kiren Rijiju, who hails from Arunachal Pradesh, will also attend the Statehood Day function.

Arunachal Pradesh became a full-fledged state on February 20, 1987. Till 1972, it was known as the North East Frontier Agency (NEFA). It gained the Union Territory status on January 20, 1972 and was renamed as Arunachal Pradesh. GUWAHATI, FEB 18 (AGENCIES): Assam Governor Prof. Jagdish Mukhi said that in railway budget 2020-21, centre allocated nine per cent of the total budget for the North Eastern states.

Mukhi said that infrastructure, in all its forms, is a catalyst for development, as the government is committed to promote the development of Assam and North East by strengthening the fundamentals for robust infrastructure.

Speaking at the inaugural session of North East Infrastructure Development Conclave for the development of physical connectivity and integrated urban development for North East, Prof. Mukhi said that government of India is very liberal in investing in infrastructure to eliminate service backlogs of North East with special emphasis on rural areas. He said that since a well planned infrastructure enables established businesses to expand their production levels and encourage small businesses to enter the market, both Central and State governments are making concerted efforts to put in place robust infrastructure for physical connectivity in the areas of air, water, internet and land transport.

The Governor said that the Union Ministry of Road Transport and Highways has conceived of extensive national highway projects to give a boost to the region’s physical connectivity.

Mukhi said that a host of projects involving old national highways namely 37, 37A, 40, 44, 51,52B, 54, 61, are at different stages of their implementation.

The Governor said that under UDAN scheme 12 airports across North East are in operations. Moreover, the LGBI Airport in Guwahati in the last five years, experienced major revamp including a new state of the art terminus being completed to accommodate the increasing air traffic in city.

At present the airport handles as many as 70 fleets on a daily basis. Moreover, a seamless digital connectivity has been in use in the region by liberalizing its cyber space as India and Bangladesh signed an agreement for using unspent bandwidth available at Bangladesh’s Cox Bazar in Chittagong to bring in revolution not only in the northeast but also some mainland states, the Governor said.

He also stated that Inland Waterways in Assam received a boost in the last five years.

The Budget 2020-21 announced that the 890 km Dhubri-Sadiya connectivity will be done by 2022.

‘80 L foreigners, including Jihadis marked ‘legal’ in NRC’

NEW DELHI, FEB 18 (AGENCIES): Assam Public Works (APW), the original petitioner in the Supreme Court which led to the updating of the National Register of Citizens (NRC) six years ago, has claimed that 80 lakh foreigners, including several ‘jihadis’ have been marked “legal” in the citizenship exercise.

It has urged the Supreme Court to halt the process until 100 percent re-verification was done.

Talking to Inside Northeast, APW President Aabhijeet Sharma said, “We have submitted an affidavit to the apex court yesterday. We have named as many as four jihadis who have been included. We demand an NIA, ED and CBI inquiry into the matter. Moreover, we want to urge the Supreme Court to suspend the process until 100 re-verification is done.”

Aabhijeet Sharma’s demand of investigating the NRC matter at the highest levels has brought back Assam’s citizenship exercise to filter the illegal Bangladeshi residents in the state.

It may be mentioned here that Sharma, in his press statement, raised his concerns regarding the matter.

Aabhijeet Sharma reiterated that APW would not stop at anything. “We will continue to raise this issue till all the discrepancies regarding the NRC are settled, and all the people who earned money in a corrupt manner must be punished,” he said.

MYK C Correspondent IMPHAL, Feb 18: Manipur Health minister, L Jayantakumar Singh Tuesday said that the state was prepared to tackle outbreak of coronavirus disease (COVID-19).

Replying to a question in the Assembly, raised by Congress member, Singh said screening process of passengers were being done at the airport by a of doctors, nurses and attendant. The screening of people entering the state from outside the state including from neighbouring country Myanmar was also being done at all the entry points, he added.

However, he told the house that there was no special budget allocated for the tackling the COVID-19 and the fund available under the office expenses and office contingency would be utilised if required.

Taking note of Nagaland sealing the International borders, he said the state government was also mulling to seal the borders, while also imposed ban on import of food items especially from the South East Asian countries.

AGARTALA, FEB 18 (AGENCIES): The Chief Judicial Magistrate (CJM) of a Ghaziabad court has allowed the transit remand of former Tripura chief secretary Yash Pal Singh on Tuesday, police sources informed EastMojo.

The court after hearing the case of Singh, who was arrested in connection with the alleged PWD scam that took place during the Left Front government in 2008- 2009 financial year, allowed the transit remand later in the afternoon.

“Singh was detained from IRS Apartments in Indirapuram, Ghaziabad on Monday and brought to Indirapuram police station for verification. After doing all the formalities, he was arrested and kept in Kavi Nagar police station,” the police source said.

A team of Tripura police led by Ajay Kumar Das, deputy superintendent, crime branch, arrested the former chief secretary 128 days after being booked in the multi-crore PWD scam on Monday. Singh was absconding since October 13 after being booked in the West Agartala police station. Singh served as the chief secretary in Tripura during the previous Left Front government and was booked along with former PWD minister Badal Choudhury and former chief engineer Sunil Bhowmik by the crime branch on October 13 last year.

Both the former minister and former chief engineer were arrested but are currently on bail after remaining in judicial custody for more than 87 days.

Tripura police could not arrest Singh even after making several attempts and were trying to search his Delhi house on several occasions. The police have failed to file the chargesheet till date as Singh was not arrested and was suspected to be a “big fish” in the PWD scam and irregularities reported in the expense of the works done during 2008-09 financial year. The union’s Delhi unit said an agency had promised the girl a job, but she allegedly landed in the hands of traffickers involved in prostitution. Information regarding the girl was received on February 13, and on the same night, she managed to escape. On February 14, the KSUD members went to fetch the girl from a place near the Delhi-Uttar Pradesh border.

It was suspected that there could be other girls from the state caught in similar circumstances.

On February 14, a complaint was lodged at the Vasant Vihar police station in South Delhi.

On Saturday, a team from the union, Meghalaya police, and Delhi police visited Malviya Nagar and picked up two women, one of whom is said to hail from West Khasi Hills. They also rescued one girl hailing from Meghalaya.

Voter ID not conclusive proof of citizenship: GHC reaffirms

GUWAHATI, FEB 18 (AGENCEIS): The Gauhati High Court (GHC) has reaffirmed that a voter photo identity card can’t be conclusive proof of an individual’s citizenship. The High Court’s observation was in the context of assessing who is a foreigner as per the terms of the Assam Accord.

The court also held that land revenue receipts, a PAN card and bank documents cannot be used to prove citizenship. The division bench of Justice Manojit Bhuyan and Justice Parthivjyoti Saikia reiterated an earlier judgement of the court while hearing a writ petition, which challenged the verdict of a foreigners’ tribunal in Tinsukia district of upper Assam, filed by Munindra Biswas. In Md. Babul Islam versus State of Assam (No. 3547), the court had ruled that “electoral photo identity card is not a proof of citizenship”.

Biswas, who was declared a foreigner by the tribunal in July 2019, submitted to the court that his grandfather Durga Charan Biswas belonged to Nadia district of West Bengal and his father Indra Mohan Biswas migrated to Tinsukia district of Assam in 1965.

The petitioner said he was born in Assam, is a resident of Margherita town of Tinsukia district and submitted proof of his name in the 1997 voters’ list. He also attached land documents from 1970.

However, the court concluded that the petitioner failed to furnish a voters’ list prior to 1997 to prove that his parents entered Assam before January 1, 1966 and he was living in the state prior to March 24, 1971. As per Clause 6A of the Citizenship Act, an outcome of the Assam Accord, the base year for citizenship exclusive to Assam is January 1, 1966. Those who settled in the state between January 1, 1966 and March 24, 1971 are to lose their right to vote for a period of ten years and on completion of that period would be regularised.
