India to respond to Pak terror
NEW DELHI, FEB 16 (IANS): In the aftermath of the terror attack by the Pakistan-based Jaish-e-Mohammed (JeM) in Jammu and Kashmir that killed 49 CRPF personnel, the government’s strategy for retaliation seems clear – launch an international campaign for exposing and isolating Pakistan for its complicity in terror activities, while taking all domestic and global players into confidence as it prepares for a befitting reply on a military level. All actions following the dastardly attack indicate that the government’s strategy would be a consensusbased retaliation for which the government has already started talks at different levels as it weighs all options for retaliation. From the US, China, Russia, Canada, Australia and the European Union to Afghanistan, Israel, Saudi Arabia and Indonesia, countries across the world have come in support of India and expressed solidarity with Prime Minister Narendra Modi. 3-day BSNL strike DIMAPUR, FEB 16 (NPN): Responding to the strike call given by All Union and Association of BSNL (AUAB), the AUAB NE-II Telecom Circle, Dimapur has announced going on a three-day strike from February 18, 2019. In a press release, AUAB NE-II Telecom Circle, Dimapur chairman Sukhai Sema stated that the aim of holding the proposed strike was to demand for the fulfilment of assurances given by Minister of State for Communication on the several demands of the AUAB. The members expressed regret to customers for the inconvenience that could arise out of the proposed strike and appealed the public to support BSNL.

NEW DELHI, FEB 16 (AGENCEIS): The Confederation of All India Traders (CAIT) will hold a nationwide protest on February 18 (Monday) in the wake of the deadly Pulwama terror attack in Jammu & Kashmir. The traders’ organisation has reached out to all States and the cities to join them in this nationwide ‘Bharat Trade Bandh’. In a press statement, CAIT said a strong sense of anger has grown among traders and citizens. The bandh is organised to show solidarity of traders with the nation and families of the martyrs.”

B S Dhanoa Saturday said the IAF was ever prepared to deliver “appropriate response” as assigned by India’s political leadership. Speaking at the inauguration of the Vayu Shakti exercise, a massive day and night drill here, he did not mention Pakistan or the Pulwama attack but it was clear that he was referring to cross border terror supported by Islamabad. “The IAF is ever prepared to deliver appropriate response as assigned by our political leadership and will always remain at the forefront in executing its missions,” he said in presence of Army Chief Gen. Bipin Rawat and defence attachés of several countries. “I wish to assure the nation of the IAF’s capability and commitment in meeting national security challenges and defending sovereignty of our country,” he said. Around 140 fighter jets and attack helicopters as well as a large range of missiles were used by the IAF in the fire power demonstration close to the border with Pakistan that came two days after the Pulwama attack.
Rain likely in parts of NER DIMAPUR, FEB 16 (NPN): Rain and thundershower activities are expected to occur over many places in North East Region (NER). According to Skymet Weather report, Nagaland, Manipur, Mizoram and Tripura would witness scattered light rainfall activity. Along with these rains, hailstorm activity is also expected to occur over some places of Arunachal Pradesh, East Assam and few places of North Nagaland. These weather activities will decrease after 24 hours over the northeastern states. However, light rain and thundershowers will still continue for another 48 hours. Fog will occur during early morning hours over some places. Day temperatures will drop, and night temperatures will increase in Northeast region. At present, a cyclonic circulation persists over Assam and adjoining Meghalaya region. This system is likely to further move northeastwards and extend up to 3.1 km above sea level. Due to this system, clouding is gradually increasing over the region and rain and thundershower activities are expected.

DIMAPUR, FEB 16 (NPN): Nagaland chief minister, Neiphiu Rio Saturday announced 15% extra allowance of the basic pay for personnel posted at the Nagaland Police Training School (NPTS) Chümoukedima Rio made the announcement while addressing the 65th batch passing out parade of the newly recruited constables of DEF, PHQ, INT, NPTP & 15th NAP (IR) Mahila battalion, at NPTS parade ground, Chümoukedima. The allowance will also be paid as instructors allowance to all the sanctioned staff posted in the training centres. The chief minister fur-
ther highlighted the importance of imparting superior training and informed DGP Nagaland and senior officials of the department to ensure that the new recruits were given the best training to be at par with other training centres across the country. While urging officers and jawans of the state police force to improve in all aspects, Rio assured that his government was always ready to support and work for the welfare of police personnel. Rio also congratulated the newly trained 390 constables and encouraged them to execute their duties with sincerity, dedication and always remember the motto of Nagaland Police-- “Security, Service and
Sacrifice”. He expressed the hope that the new recruits would perform with the “traditional flair and selfless devotion to duty of the Nagaland Police”. According to reports, out of the 390 personnel who have successfully completed their training, four hold Post Graduate degrees, 33 graduates, 50 class- XII, 114 matriculates and 189 under matric. Rio also congratulated the principal, NPTS and all the training staff for successfully completing the training. The chief minister also appreciated the principal and staff of the training centre for exhibiting a commendable job in imparting basic training since its inception on November 1, 1966. KOHIMA, FEB 16 (NPN): State government has reportedly moved motion for rejecting the continuous Citizenship (Amendment) Bill, 2016 in the ensuing third session of the 13th Nagaland Legislative Assembly (NLA) scheduled to begin February 21, 2019. Reliable sources told Nagaland Post that state government has notified the assembly secretariat for resolution on CAB. It was also learnt that the assembly secretariat has received letter from the opposition for debate on CAB, but was rejected since the government had already notified on the same issue. Assembly secretariat admitted that some questions were rejected and the same was replied to the concerned MLAs. However,
the secretariat refused to comment on the reason why it was not admitted. Meanwhile, the opposition MLAs, who are all geared up for the ensuing assembly session, said the party would be meeting on February 20 to plan out the strategies for the session. Expressing discontentment over the rejection of some of its questions, the opposition has asked why was the ruling government “so discomfort” in taking questions. Further, the opposition has questioned why the current assembly session was slated to begin on Thursday when assembly session normally begins on Tuesday. To this, commissioner and secretary, NLA, Benjamin Newmai, said assembly can begin on any day and it was the discretion of the concerned authority.
DIMAPUR, FEB 16 (NPN): Public Action Committee (PAC) of the Naga Council Dimapur has warned the Naga Political Groups (NPGs) that it will be compelled to take necessary action, as their requests to act against erring cadres involved in extortion activities etc. seemed to have fallen on deaf ears. In a joint statement, PAC convenor Vekhosayi Nyekha and co-convenor Ghokheto Chophy highlighted the August 1, 2018 incident where “NSCN (U) cadres and group” in a “pre-planned” heist snatched Rs. 600000 from Wilson Kenye of Mathikru, Neizolo of Jessami and Athot Tangkhul at gun point. Citing the FIR filed at Diphupar PS, PAC said the victims who had come to Dimapur to purchase a Dumper truck, were asked to wait at the Agri Expo site area from where they were robbed. However, after the FIR was lodged on August 2, 2018 by Kenye, the latter was arrested and detained at Nagarjan by one
‘maj.’ Toishe of the NSCN (I-M), PAC said. The victim was also asked to pay Rs. 600000 as ransom for his release, PAC added. The family members of Kenye arranged the amount and paid in two instalments on August 22, 2018 and September 9, 2018 to ‘maj.’ Toishe, PAC said. Interestingly, PAC said Dimapur police on November 11, 2018 arrested five persons from Agri Expo site carrying out the same modus operandi of looting on the pretext of selling used vehicles. These were the same persons who looted Kenye and two others from the same spot, PAC said, as Kenye also identified them at Diphupar PS. PAC stated that the following individuals were arrested-jt. secy. NSCN (U), Obeto K. While condemning such criminal activities committed by NPGs on innocent citizens, PAC has asked those responsible to return Rs. 12,00000 to Kenye and party through the PAC. Meanwhile, PAC has once again strongly appealed to the NPGs to act and deliver justice. It said that when the NPGs were supposed to work for the Naga public, such type of destructive activities were detrimental not only to nation building but also the NPGs. PAC also condemned the illegal collection of money by NSCN (K), who had recently joined the peace talks. It said that the NSCN (K) were “on a rampage in threatening the business community.” Therefore, PAC has appealed to authorities of the respective NPGs to discipline their cadres who were demeaning the cause of the Nagas.
DIMAPUR, FEB 16 (NPN): NNC leaders have rejected the NNC and FGN joint meeting resolution which withdrew support to the leadership of ‘gen.’ (Retd) Thinoselie M Keyho as president of NNC from February 13, 2019. In a joint press release, NNC vice president Thüpuswüyi S Keyho, NNC Angami Regional Council president Khriekhotuo and NNC Chakhesang Regional Council president Nüveta Rhakho said the “so called removal resolution” can never be honoured nor recognised, as it was “simply a matter of shame on those people who masterminded it”. The three reiterated that NNC was the only political institution of the Nagas and for the Nagas and not the property of “a few national workers or vested individuals whosoever they may be.” They reminded that NNC had its own convention of functioning with the Central Executive Council (CEC) as the main body which controlled the political and working policy of the NNC. Therefore, they said the power to “ elect or remove any executive official rests with the Central Executive Council.” (Cont’d on p-7)
Pulwama attack: Political parties back govt against terror NDPP resolution on socio-political issues NEW DELHI, FEB 16 (PTI): Political parties Saturday put up a united face as they underlined India’s determination to fight terrorism following the Pulwama terror attack and expressed their solidarity with security forces in defending the country’s unity and integrity. An all-party meeting, called by the government and attended by senior leaders of all major parties, passed a resolution condemning the terror attack and the support being given to it from across the border. Members of the opposition extended support to the government in tackling the challenge. At the meeting chaired by Home Minister Rajnath Singh, the Congress leader Ghulam Nabi Azad asked him to urge Prime Minister Modi to convene a meeting of the presidents of all major national and regional parties, a view supported by Derek O’Brien of the TMC and D Raja of the CPI. at the nearly two-hour meeting said, “India has displayed both firmness and resilience in dealing with these challenges. The entire nation speaks in one voice to express its determination to fight these challenges.” It added, “Today, we stand united in solidarity with our security forces in fighting terrorism and in defending the unity and integrity of India.” The resolution adopted at the all-party meeting did not name Pakistan but asserted that India has been facing the
menace of the cross-border terrorism which of late, it added, is being actively encouraged by forces from the neighbouring country. Sanjay Raut, a member of BJP ally Shiv Sena, asked the government to draw inspiration from former prime minister Indira Gandhi and hit Pakistan directly. In his opening remarks, Singh briefed the leaders about the attack and his visit to the state on Friday. “The government is determined to take
its fight against terrorism to the logical conclusion. The sacrifices of security personnel will not go in vain. The people of Jammu and Kashmir want peace and are with us, but there are some elements supporting the Pakistan-sponsored terrorist groups,” he said. The morale of security forces is high and they have been given a free hand, he asserted. The meeting was also attended by Anand Sharma and Jyotiraditya Scindia of Congress, Sudip Bandyopadhyay of the TMC, Jithendra Reddy of the TRS, Farooq Abdullah of the National Conference and Ram Vilas Paswan of LJP among others. Naresh Gujral of Akali Dal, Sanjay Singh of AAP, Upendra Kushwaha of RLSP and Jai Prakash Narayan Yadav of RJD were among others who attended the meeting. Parliamentary Affairs Minister Narendra Singh Tomar told reporters that parties extended their support to the government.
DIMAPUR, FEB 16 (NPN): Nationalist Democratic Progressive Party (NDPP) Central Executive Board on Saturday adopted several resolutions pertaining to social and political issues of the state. NDPP resolution committee expressed its sincere appreciation to the NDA government for heeding to the sentiments of the North Eastern people and NDA/NEDA partners vis-à-vis the Citizenship (Amendment) Bill by not tabling the bill in the Rajya Sabha. While appreciating the sagacity of the Central government, the committee said timely intervention by chief minister Neiphiu Rio and his cabinet colleagues with the Centre will be remembered by future Naga generations. The committee reiterated that though CAB 2019 might die a natural death, yet NDPP was of the considered view that the problem of illegal immigrants in the State was even more alarming now and needed to be tackled on a war footing. The NDPP committee also took note of the “unprecedented increase of non-locals and their dominance
over the economic and business activities” to the detriment of local entrepreneurs. In this regard the meeting resolved to urge the PDA government to include the foothills into the ambit of ILP, a proposition supported by mass-based social organizations. The party felt that involvement of immigrants in business activities showed “a noticeable drain of resources for the state.” In this regard, the house also urged the PDA to strictly enforce the ILP, unlike the administration under the earlier political dispensation, and also streamline influx of illegal immigrants while ensuring legal migrants are not denied their constitutional rights. NDPP also lauded the coming together of all Naga political groups to the negotiating table with the government of India and said this indicated this was a sign that the desire of Nagas for a permanent and honourable solution has been heeded to by the groups.
