KO H I M A , F E B 1 3 (NPN): As Rajya Sabha was adjourned sine die Wednesday without tabling the contentious Citizenship Amendment Bill, the National People’s Party (NPP) state legislature party leader Imnatiba Jamir said the party would recover in “harsh manner” if the Bill resurfaced. Speaking to Nagaland Post, Jamir said the CAB issue has brought the North East states together irrespective of political party affiliations. He said the people of the region stood firm and the message was clear that no one can go against the will of the people. Jamir expressed gratitude to the civil and student organizations that stood strong against the Bill. He reiterated the party stand to oppose the Bill if it resurfaced tomorrow. He also acknowledged the sacrifice of the NPP chief and Meghalaya chief minister, Conard Sangma, who spearheaded the movement. Jamir said Sangma had highly displayed his “leadership dynamism” by even threatening to sever ties with NDA exhibiting his “deepest concern” for the people of the region.

5-day NLA session to begin on Feb 21

NEW DELHI/GUWAHATI, FEB 13 (PTI/AGENCIES): The contentious Citizenship (amendment) Bill and the one on banning triple talaq are set to lapse on June 3 when the term of the present Lok Sabha ends as they could not be passed in the Rajya Sabha which adjourned sine die on Wednesday. The Budget session was the last Parliament session of the present government. The 17th Lok Sabha has to be constituted before June 3. Lok Sabha polls are due this summer. Bills introduced in the Rajya Sabha and pending there do not lapse with the dissolution of the Lok Sabha. Bills passed by the Lok Sabha and pending in the Rajya Sabha lapse. The opposition had been opposing provisions of the citizenship amendment bill and the triple talaq bill in Rajya Sabha where the government lacks numbers. The legislation was passed by the Lok Sabha during the Winter Session on January 8 and has been awaiting the Rajya Sabha’s nod. There has been strong opposition to the bill in Assam and other Northeastern states. Student organisations,

North East Students’ Organisation (NESO) has congratulated the indigenous people of North East through whose “united and concerted” effort the government was not able to table the Citizenship Amendment Bill in Rajya Sabha. In a press release, NESO chairman Samuel Jyrwa and secretary general Sinam Prakash Singh described stalling the Bill as a “moral victory”, saying this goes on to show that the government would not concede to demands on a platter but people have to fight and struggle for their protection and survival. Further, NESO has warned the government not to adopt and implement policies that were detrimental to the interest of indigenous people of North East.

A call might be taken at the next meeting, which will be held on February 26 or 27, sources said. “We agreed to start a conversation about a common minimum programme and we have a commitment that we are all going to work together to defeat BJP,” Gandhi said after the meet, which took place after a day-long show of strength at Delhi’s Jantar Mantar. Besides Gandhi, those attending the meeting included Delhi Chief Minister Arvind Kejriwal and his Bengal counterpart Mamata Banerjee -- leaders of three parties that are expected to work closely together despite

DIMAPUR, FEB 13 (NPN): Phek District Contractors & Suppliers Union (PDCSU) has warned the Madhucon group, which has bagged the two-lane road project from Zero point to Zunheboto and Pfütseroto-Phek under SARDP-NE, to refrain from subletting works to local contractors. In a representation to the director (A&F) NHIDCL, PDCSU president Küzhosheyi Soho Alex and general secretary Razou Lohe reminded that the last two-lane project taken up by Gaytri & Maytas was abandoned and ultimately caused immense hardship to commuters besides causing huge economic loss to the public for the past many years. Stating that it was “duty bound” to extend its support to any firm undertaking the project, the union, however, affirmed

that it would leave no stone unturned to ensure quality works and timely construction considering bad experiences of the past. After bagging the twolane project, PDCSU said Madhucon Group, despite several reminders, has now begun sub-letting works to local contractors “making a big business out of it.” In this regard, the union warned the company to refrain from such exercise as that would “diminish quality works and ultimately end-up in another fail project.” Since Madhucon Company has failed to pay heed to its resolution dated April 20, 2018 despite several reminders, the union said it would have no option but to take own course of action and the company would be held responsible for any misunderstanding and consequences that could arise.

DIMAPUR, FEB 13 (NPN): Putting to rest all speculations that the NSCN/GPRN (K) may sign a new cease-fire agreement with Government of India, the group’s general secretary, Isak Sumi Wednesday categorically clarified that the 2001 cease-fire has come into effect. Talking to Nagaland Post over telephone, Isak admitted that there was some confusion that NSCN/GPRN (K) would be signing a new cease-fire. He, however, clarified that with NSCN/ GPRN (K) joining the “talks”, the cease-fire with government of India has “automatically come into effect”. Isak further said that matters like designated camps, security protocols etc. would automatically follow up soon at Cease-Fire Monitoring Group (CFMG) level. When contacted, deputy National Security Advisor (NSA) and Centre representative for Naga Talks, R. N. Ravi said, “Yes, NSCN (K) is formally engaged with the peace process and rest of the things will automatically follow”. It may be noted that NSCN/GPRN (K) joined the ongoing peace process as part of Working Committee (WC) of Naga National Political Groups (NNPGs) after the Centre made it clear that it was not ready to start a dialogue with a third party.

DIMAPUR, FEB 13 (NPN): Nagaland Pradesh Congress Committee (NPCC) has accused Prime Minister Narendra Modi of destroying every constitutionally-established institution and dividing India on the basis of religion, class and the long-established mutual love, respect and understanding for the minorities’ voice, which has been allegedly brutally crushed. Speaking at a function held to welcome BJP, NDPP and NCP members into the Congress fold at Congress office here on Wednesday, NPCC president K Therie alleged that secularism and freedoms enshrined in the Constitution of India were all under threat today. Welcoming the new members into the party, he further alleged that BJP was blindly driven by the ideology of establishing a Hindu nation, while totally disregarding other religions and sections of the country.

He said the Citizenship Amendment Bill (CAB) had put identity of Nagaland and other indigenous people of the Northeast under threat, adding that although Congress did not have representative in the State Assembly, it defended interests of the people since the controversial Bill’s inception. Pointing out that the threat of amendment to the Citizenship Act, 1955 still loomed large as President of India could summon both Houses of Parliament under Article 108, Therie, however, conveyed that Congress was committed to scrap the Bill, if given an opportunity. Dwelling on the Naga political issue, Therie expressed his appreciation for the negotiating teams and the difficulties of negotiations they had faced. Kenye would vote against CAB: NPF

Reacting to reports in a section of electronic and social media platforms that State’s lone Rajya Sabha member KG Kenye would abstain from voting on the Citizenship Amendment Bill (CAB) in Rajya Sabha, NPF has clarified that, in the event of the BJP-led NDA government pushing ahead CAB in the Upper House, Kenye would vote against the Bill. In a statement, NPF claimed that a resolution to this effect was adopted by its Central Executive Council (CEC) in a meeting held on January 31 at its central office. The party also claimed that Kenye, along with other Rajya Sabha members from the Northeast, had issued an appeal to their colleagues on February 11 to vote against the Bill, which showed where it stood on CAB. Therefore, he would be physically present in Rajya Sabha to oppose “tooth and nail” and vote against the Bill as and when it was introduced, NPF spokesperson Achumbemo Kikon asserted.

Nagaland Pradesh Congress Committee (NPCC) while expressing regret for the error in alleging that the lone Lok Sabha MP had voted for the Citizenship Bill, however took note of his claim that he was absent due to prior engagement and could not vote. From his statement, NPCC president K. Therie said it was clear that he did not oppose the Bill. “It was just that he was absent due to a prior engagement. If his conscience was against the Bill, he should have expressed his opposition in the LS and also made known his stand to the people of Nagaland at an appropriate time,” Therie stated.

DIMAPUR, FEB 13 (NPN): Co-ordination Committee (CC) of tribe hohos, CSOs, and indigenous groups of Nagaland has acknowledged the contribution of the Naga people in forcing the government to not table the Citizenship (Amendment) Bill in the Rajya Sabha, which adjourned sine die on Wednesday. CC through its media cell said Centrw was adamant in its stand to pass the Bill in the Rajya Sabha even brushing aside the strong opposition of its own governments in Assam and Manipur. “It was only because of public protests and mobilisation in Manipur, Assam, Tripura, Mizoram, Nagaland, Arunachal and Meghalaya; after the spectre of revolt and secession in Assam and Mizoram had been raised; that the most controversial constitutional bill in independent India got stalled in the Rajya Sabha,” the committee said.

CC said mere appeals without street protests and agitations in the region would have ensured the easy passage of Bill. It said the state governments should instead be thankful to the organisations and the agitators for saving their face and the destiny and the future of the North East people. Describing the lapse of the Bill as “moral victory”, the committee said it would continue to closely monitor the situation as entrusted and mandated. Meanwhile, CC lauded the citizens of Nagaland for the peaceful conduct of February 11, Nagaland bandh. It also appreciated the district administrations and the police force for respecting the sentiments of the people. Despite the short notice of bandh call and no deployment of volunteers, the committee said a clear message was sent out to NE states and the Centre that Nagas totally opposed the Bill.
