GHC sets aside banishment order DIMAPUR, FEB 12 (NPN): A single judge bench of justice N Kotiswar Singh of Gauhati High Court, Kohima Bench has set aside the orders passed by Chuchuyimlang Senso Mundang (Chuchuyimlang Citizens’ Forum) which banished and excommunicated Mangyang Lima for contesting the 2018 assembly polls from his own village for 11 years and also declared the impugned orders as void. The petitioner went against the diktat of the village council to not contest against Nuklutoshi Longkumer (NPF)- the candidate chosen by forum as the sole candidate from the village. The petitioner also challenged another decision of the forum and Riosanger Putu Menden on imposing fine in the form of pigs and cash from the supporters of the petitioner or face expulsion also. In its judgment and order dated January 9, 2019, the court ruled that the village court, which has the authority to decide on the basis of customary laws, did not have the power of banishment or ex-communication as the case may be.

NEW DELHI, FEB 12 (AGENCIES): The Rajya Sabha was adjourned on Tuesday as members continued to raise protests over several issues in the House on the penultimate day of the Budget Session. The Budget Session, which started January 31, will hold its final session on Wednesday and is likely to end with a large list of bills remaining pending in both Houses of Parliament including the controversial Citizenship (Amendment) Bill. With Congress staging a walk-out on Tuesday in the Lok Sabha over the Rafale deal and the Rajya Sabha being adjourned following an uproar by Samajwadi Party members after party chief Akhilesh Yadav was allegedly stopped at Lucknow airport while on his way to Allahabad. At the end of the Winter Session (247th session) of the Rajya Sabha, the Upper House had 49 government bills and 130 private members bills pending; the Lok Sabha, on the other hand, according to its official website, had 25 government bills and over a thousand private members bills pending. With Wednesday being the

last official business day of both Houses of the Parliament, Union minister Vijay Goel proposed extending the session to finish pending business. Rajya Sabha managed to pass just two bills during the Budget Session. The Upper House has the maximum number of bills pending, including key bills such as the Consumers Protection Bill 2018, Citizenship Amendment Bill 2019 and the Aaadhar and Other Laws (Amendment) Bill 2019. Citizenship (Amendment) Bill, though passed in the Lok Sabha, has been in limbo in the Rajya Sabha following the protests in the North East. Home Minister Rajnath Singh was expected to table the Bill in the Rajya Sabha on Tuesday, however, following an uproar in the Rajya Sabha, the House was adjourned. It’s unlikely the Bill will be tabled on the last day of the Budget Session even though the Prime Minister has thrown his weight behind it, as it is an important part of the BJP’s agenda to consolidate Hindu votes in the North East ahead of the Lok Sabha Election.

GUWAHATI, FEB 12 (PTI): CBI has arrested Indian Oil CorporationAssam Oil Division general manager (sales) after catching him red handed while taking Rs two takh as bribe here and registered a case against him. Dibyajyoti Datta, the IOC official, had demanded Rs five lakh from a person called Lalchand Choudhary alias Lalaram of Auto Centre Agent of IOC at Jharnapani in Nagaland for selection/ allotment of petroleum retail outlet at Tuli, the CBI said in a release Tuesday. Datta was caught while accepting the first tranche of Rs two lakh of the bribe on Monday at private hotel here, it said. There were allegations against the accused of demanding and accepting illegal gratification habitually from owners of different petrol pumps and kerosene oil dealerships. In this connection CBI registered a case against five persons-- Dutta, Lalchand Choudhary, Bendangnaro Ao, an associate of Choudhary from Dimapur who was also caught handing over the money, Laxmi Narayan Sogani alias Lichu Babu of Athgaon, Guwahati and Tony alias Ankeet of Hindustan Tyre Corporation in Guwahati.

DIMAPUR, FEB 12 (NPN): Jalukie Pumling Nko (JPN) has termed as “very unfortunate” the appointment of the lower grade staff at College of Veterinary Sciences and Animal Husbandry (VS&AH), Jalukie from outside the state. In a press release, JPN chairman Kumui Nring said there were many eligible local candidates who could have been appointed to the same posts. JPN chairman pointed out that there were still two MTS and other staff who were appointed from outside. He added that despite Central Agricultural University (CAU) Imphal vice-chancellor’s assurance that those appointed would be repatriated to their original college of appointment, they have not been repatriated till date. Coming under heavy criticism from various quarters for purportedly voting in favour of the Citizenship Amendment Bill (CAB) in the Lok Sabha, the lone MP from Nagaland, Tokheho Yepthomi clarified that he was not present in the Parliament on January 8 when the Bill was put to vote. In a press note, Lok Sabha MP said since he did not vote for the said Bill the question of withdrawing his vote did not arise. On the day the Bill went to vote, Tokheho said he was in Zunheboto as he had to attend the DISHA committee quarterly meeting on January 7, which was also reported in the local dailies on January 9 and 10, 2019. MP described as “most unfortunate” that he had been accused led by the opposition NPF and its leaders without ascertaining the actual facts of the matter. “It is nothing new that the opposition party often jumps to conclusion with eyes closed to attack the ruling government just so as to earn credit before the eyes of the people,” Tokheho said.

However, in the present case, MP said it was “unbecoming” of a responsible political party like the NPF to “blindly” attack him without knowing the actual facts. Tokheho reminded that he did not just represent the party in the Lower House, but to represent the people of Nagaland cutting across party lines and affiliation. Further, MP sought to put on record that as one of the veteran politicians in the state, he would never intentionally or unintentionally try and jeopardise the rights and privileges of the people. Stating that he was grateful to the people for reposing their confidence in him by giving the opportunity to represent the state in Lok Sabha, Tokheho affirmed to continue to work tirelessly for the welfare and development of the State. In the light of the above, he said NPF and all others who “unjustly accused” him should rethink their statements and publicly put the records straight before the people, who have been “misled by these false and defaming statements and accusations.”

DIMAPUR, FEB 12 (NPN): Nagaland Pradesh Congress Committee (NPCC) has asked chief minister Neiphiu Rio to make his personal stand on the controversial Citizenship (Amendment) Bill, 2016 clear to the people of the State. NPCC president K Therie alleged in a press release that the PDA government had decided to support the Citizenship Amendment Bill (CAB) for the third time and had also voted in its favour in Parliament on January 8. He pointed out that that Congress had opposed CAB since its introduction on July 17, 2016. Similarly, he said NPF had also come out clear with its stand in opposing Bill, with its Rajya Sabha member too making his stand clear. NPF has dared NDPPled PDA government to introduce a Bill for streamlining ILP regulations in the State and including Dimapur under its ambit in the upcoming session of Nagaland Legislative Assembly (NLA). In a communiqué, the opposition party said, if the government really wished so, then it should not hesitate to table the Bill and pass it in the Assembly as no one was stopping it from doing so. NEW DELHI, FEB 12 (PTI): In a punishment reminiscent of a classroom rebuke, the Supreme Court Tuesday ordered the former acting CBI Director M Nageswara Rao and agency’s legal advisor S Bhasuram to sit in the courtroom the whole day after holding them guilty of “brazen” contempt of its orders. “Go to one corner of the court and sit down till the rising of this court,” thundered Chief Justice of India Ranjan Gogoi, awarding the sentence to “maintain” the dignity and majesty of the court. Sparing the two of a possible jail term, the apex court also threatened to extend the duration of the sentence till the rising of the court Wednesday when Attorney General K K Venugopal made a request at 3.40 pm--just 20 minutes ahead of scheduled closure of court proceedings-- that the two officers be allowed to leave. The court earlier in the day gave an option to Rao and Bhasuram to say something as the sentence for them could be 30 days in jail. “Do you have to say something?” it asked.

3-year-old boy crushed to death Staff Reporter

DIMAPUR, FEB 12 (NPN): In a shocking and gruesome incident, a threeyear old boy was crushed to death by a truck near S.K. Bajaj showroom at Clock Tower junction, in the heart of Dimapur city on Tuesday afternoon. The gory death occurred at around 4 p.m. after the victim, identified as Lanumong, slipped from the pillion of the bike his father-- Moatemsu- was riding. The little boy died instantly after his head was crushed by a truck that was closely following behind. As per accounts from eyewitnesses, the boy had fallen off the pillion when the bike abruptly jerked on climbing the elevated portion of the road currently being re-laid. The father of the boy was in shock and trauma as he watched the headless and limp body. The mother who also arrived later was totally

inconsolable in her grief. The sight of chips and other edibles of the boy which were inside a polythene bag on the handle bar of the bike, was a painful reminder of an innocent life snuffed out in seconds. Traffic personnel from a nearby booth immediately arrested the driven and locked him inside the traffic booth near Big Bazaar. The driver was taken for medical examination then later taken to East PS while the truck was impounded. When contacted, DCP (Traffic), Jatila Jamir informed that the bike had a Meghalaya registration number while the truck had a Nagaland registration number. Jatila disclosed that the accident happened when both the bike and truck were proceeding from Khermahal side were turning right towards Tajen Ao road around the Clock Tower bend near the SK Bajaj Showroom.

Make schools barrierfree: govt to schools

DIMAPUR, FEB 12 (NPN): In accordance with the Supreme Court judgment dated December 15, 2017 on making all public places accessible and barrier-free, the state government has directed the management of all government schools, government aided schools and private schools in Nagaland to adhere to the judgment order and make their respective schools barrier-free and accessible for children with special needs through construction of ramps/ stair lifts/lifts/others. Further, the state government has asked all school establishments to ensure that children with special needs were not denied admission to schools.

SSC appeals against holding stir during exam

DIMAPUR, FEB 12 (NPN): Staff Selection Commission (NER) has appealed to all the public fora and bodies to halt their agitation activities during February and March 2019 as more than 183162 candidates from the seven North Eastern states were appearing in the Computer Based Examination for Constable (GD) Exam 2018 being conducted from the February 11 till March 11, 2019 in all the capital cities. In a press release, SSC regional director (NER) said any inconvenience caused to the candidates by way of blocking of road or disruptive activities would deprive the job aspiring youths of the North East States the opportunity to compete with the rest of the country for various posts of Central government.

CNTC lauds NSCN (I-M)

DIMAPUR, FEB 12 (NPN): Central Nagaland Tribes Council (CNTC) has welcomed the decision of NSCN (I-M)’s in appointing Qhehezu Tuccu as its chairman during the National Hoho at the CHQ Hebron on February 11. In a press release, CNTC media cell said its president Hokiye Yeptho has expressed his happiness over the “judicious and a magnanimous decision” made by the NSCN/GPRN leadership. CNTC president said Tuccu was “a right person worthy for the post”, adding that the council “look with great optimism that with his able leadership and deep understanding of the Naga political issue, the long protracted Indo-Naga talks will be accelerated and arrive at an acceptable solution for all sections of the Naga people.” WSKH fetes: Western Sumi Kukami Hoho (WSKH) has congratulated Qhehezu Tuccu on being elected as chairman of NSCN (I-M).
