NEW DELHI/DIMAPUR, DEC 11 (AGENCIES/NPN): A resurgent Congress Tuesday made significant gains in the Assembly elections, dealing a body blow to the BJP in Chattisgarh and Rajasthan and was locked in a cliffhanger in Madhya Pradesh. The reverses for the BJP in the Hindi heartland threw wide open the 2019 Lok Sabha elections which until a few months ago appeared to be in the grip of Prime Minister Narendra Modi’s party. DIMAPUR, DEC 11 (NPN): GPRN/NSCN has cautioned and warned all its members (both civil and military wing) not to seek donations during the festival season. GPRN/ NSCN through its MIP also informed all business establishments and offices not to entertain such approaches. TVAC protest Hornbill events in their area DIMAPUR, DEC 11 (NPN): Barely a day after successful conclusion of the 19th edition of Hornbill Festival at Naga Heritage Village Kisama, a new controversy has erupted with residents of Tungjoy village in Manipur’s Senapati district on Tuesday questioning the wisdom of Nagaland government in organising few activities of the festival in their area without their consent. A statement issued by Tungjoy Village Authority Council (TVAC) chairman PS Seva alleged that boating, hiking, angling, go kart, country ride, jungle ride, etc, were forcibly organised at the tourist destination “Anyothro”, which it claimed to be under their jurisdiction. According TVAC, the area where the events were held was situated between Khezhakeno village in Nagaland’s Phek district and Tungjoy village in Manipur’s Senapati district.

TVAC warned that this could deepen the divide that already existed between the Tungjoy villagers and Khezhakeno villagers and lead to unwanted situation and escalation of tension in the area. Claiming that the land was never disputed, TVAC added that Tungjoy villagers used to cultivate potato, cabbage and paddy in the area in the past without any disturbance. It mentioned that even the deputy commissioners of both Phek and Senapati districts had earlier signed an agreement not to disturb the villagers. Alleging that Nagaland governor PB Acharya had inaugurated Chida Resort on November 10 despite their strong objection as the area was under their jurisdiction, TVAC questioned the moral and legal authority of the Nagaland government over the land. The council questioned the wisdom and rationality of the Nagaland

government in organising the mega event of Hornbill Festival in the area without the knowledge and consent of the people of the village. The council, however, appreciated holding of the Hornbill Festival, organised by Nagaland’s art & culture and tourism departments. It also appreciated the concept note of the festival that stated that its objective was to unite different tribes of the Northeast that have been bogged down by inter-tribal conflict and violence in the past, uphold and sustain distinct identity of dialects, customs and traditions of all ethnic tribes of the State, revive and protect the rich culture of the State and also to showcase traditions. Dmu civil society groups flay report DIMAPUR, DEC 11 (NPN): Combined civil society group of Naga Council Dimapur (NCD), Dimapur Urban Council Chairman Federation (DUCCF), GBs Union Dimapur (GBUD) and Naga Women Hoho Dimapur (NWHD) have jointly condemned what they described as “false allegation” published in a local daily on December 7, 2018 under the headline “December fest: Biz community flags DMC for involving political party”. In a joint statement, NCD vice president, DUCCF president, GBUD president and NWHD publicity & information secretary stated that the report was not only implicating and defaming DMC, a government agency, but also all civil societies and the organizing committee “The Better Dimapur Team”.

Telangana: The TRS is set to form its second successive government in Telangana where it won a simple majority and is heading for a landslide with its candidates clinching 88 seats in the 119-member House in a resounding endorsement of its chief K Chandrasekhar Rao’s popularity. Rao himself won by a margin of over 51,000 votes from his Gajwel seat, trouncing V Pratap Reddy of the Congress. The Congress bagged 19 seats while and TDP 2 seats. Mizoram: Mizo National Front (MNF) on Tuesday scripted a spectacular victory in Mizoram, uprooting the Congress to return to power after 10 years. The MNF won 26 seats in the 40member Assembly while the Congress managed to bag only five seats compared to 34 seats it won in the 2013. MNF chief Zoramthanga met Mizoram Governor K Rajasekharan to stake claim and form government in Mizoram. BJP scripted history in the Christian dominated state, with Buddha Dhan Chakma wining from Tuichawng constituency in Lawngtlai district.

Congress, which appears to be on the road to victory in BJP-ruled Chhattisgarh and Rajasthan and is locked in a close fight in Madhya Pradesh, has lost Mizoram to Mizo National Front’s (MNF) which got 26 seats in the 40-member assembly. The MNF, previously an underground outfit, had signed the Mizo Accord in 1986 with the central government renouncing secession and violence and its leader Laldenga became the chief minister. “It is simple. The Mizo people were fed up with 10 years of Congress rule that was full of corruption, mismanagement and no development,” said K. Sangthuama, an MNF party worker in Aizawl. DIMAPUR, DEC 11 (NPN): Rejoicing at party’s victory, the Nagaland Pradesh Congress Committee (NPCC) Tuesday said that the road to 2019 was getting clearer and the supposed magic of Prime Minister Narendra Modi was on the wane. NPCC through its media cell claimed that the resounding assembly election victory of Indian National Congress (INC) heralds the beginning of a new era under the leadership of Rahul Gandhi. NPCC said people were fed up of Modi’s “jhumlas and slandering opponents” that have lowered the dignity of the Prime Minister’s office. KOHIMA, DEC 11 (NPN): After the curtains came down to one among the greatest government shows in India, the ten-day Hornbill International Festival has received much acclaim from visiting dignitaries while the other less important guests, barring the ‘western foreigners’ , were left feeling second class in an environment of VIP culture. It may be mentioned that the state government had reportedly allotted Rs.5 crore for the Hornbill carnival of festivities though the expenditure could be adjusted and could climb higher. The entire Hornbill Festival reflected the dominance of the state machinery and fund and had the imprint of government functionaries in the choice and selection of work assignments to private firms,

though without calling for tender. Inaugural programme: The Hornbill fatigue had already set in on the ordinary public and also the government servants. This was noticeable by the management on the opening day on December 1 at Kisama, when many visitors complained that they had to wait since early morning hours after travelling by hired taxis from Kohima. The visitors/tourists expected a host of tribes presenting cultural dances on the opening day but it consisted only of a folk song and folk dance by two tribal troupes Also, in the earlier years, the amphitheatre used to be filled at the Centre by various cultural troupes in their glittering and colourful traditional attires. This time the amphitheatre was packed with tourists and the cultural troupes were forced

out to the periphery. Music aficionados were however delighted to be treated to western and traditional music entertainment. Some of the tourists were also disappointed to see cultural troupes from other states as they had come to witness Naga culture and did not bargain for a cultural exchange programme. Roads: As expected roads added to the chaotic programmes as tourists were ‘powdered’ with dust and a bone rattling experience while riding roads in Nagaland. One tourist from Bengaluru found it difficult to understand how the government could spend Rs.5 crore for ten days but no fund to repair potholes for the Hornbill. HIRC: The Hornbill International rock festival has indeed become famous because of the tempting

cash prizes offered to winning bands. Shifting of the rock contest from Kohima to Dimapur, was resented. A Belgian tourist said his dream to visit Nagaland was largely fuelled by an interest in witnessing the Hornbill rock contest in Kohima. He admitted that it was “very disappointing, that the contest was shifted to Dimapur.” Domestic tourists from Manipur supported the state government’s objective of promoting tourism but felt it was not going in the right direction as the state lacked good roads and connectivity and tourism infrastructure. Uncontrolled prices annoyed tourists: As reported by Nagaland Post on December 9, the exorbitant rates on food items at Kisama and night carnival, hotel rooms, home stay and taxi cabs made the entire experience disappointing.

DIMAPUR, DEC 11 (NPN): A delegation of North East Region Freedom Fighter’s Successor’s Organisation (NERFFSO) Tuesday met Nagaland Governor, PB Acharya, at Raj Bhavan Kohima and submitted a memorandum seeking construction of road communication around Kohima in memory of Netaji Subhas Chandra Bose. In the memorandum addressed to the Prime Minister of India, Narendra Modi, the NERFFSO suggested that in memory of Netaji Subhas Chandra Bose a road may be constructed as (Cont’d on p-7) “British Road” on the west-

ern side of Kohima starting from New Secretariat to Forest Colony via High Court at Merema, Naga Hospital and Paramedical Colony. It further suggested that another road on the Eastern side of the town name “Japanese Road” could be constructed from Arudura Hill to BSF camp via Lerie, Chandmari and Sikhazou. The organisation stated that such projects would strengthen Indo-Japanese and Indo-British ties as well. According to a Raj Bhavan statement, the Governor Acharya assured the NERFFSO to forward the letter to the Prime Minster.

nuntluanga, Serchhip was snatched by Zoram People’s Movement’s (ZPM) chief ministerial candidate Lalduhoma. Lal Thanhawla resigned Tuesday evening following the debacle by Congress in the assembly election and admitted that he had “underestimated” the opposition strength. The 76-year-old Congress leader has been ruling the state since December 2008. In the 2013 assembly elections, he became the chief minister for the fifth time, a record in Mizoram. Cabinet Minister and Lal Thanhawla’s brother Lal Thanzara also lost his seat in Aizawl North.

Das named new RBI Governor NEW DELHI, DEC 11 (PTI): Former bureaucrat Shaktikanta Das on Tuesday Shaktikanta Das was appointed the new governor of the Reserve Bank of India, a government statement said. Das, who retired as Economic Affairs Secretary in May 2017, has been appointed for a term of three years. “The Appointments Committee of the Cabinet has approved the appointment of Shaktikanta Das, former secretary, Department of Economic Affairs, as Governor of the Reserve Bank of India (RBI) for a period of three years,” an official order said. SPFDD flays arson incident DIMAPUR: Sangtam People’s Forum Dimapur District (SPFDD) has strongly condemned the incident in which GPRN/NSCN kilonser Hukato along with his cadres allegedly burned down houses, damaged properties and manhandled villagers including women and children at Sangtamtilla village on December 10. Aizawl, Dec 11 (PTI): After being in political wilderness for two assembly terms, rebel-turned-politician Zoramthanga is back with a bang as he led the Mizo National Front (MNF) to a thumping victory in the state’s elections. Zoramthanga has been chief minister of Mizoram twice. He was a former underground leader and a close aide of the legendary MNF leader Laldenga. Seventy-four-year-old Zoramthanga joined the underground MNF while waiting for his bachelor’s degree in arts at the D M College in Imphal. The MNF, led by Laldenga, declared independence from the Indian Union on March 1, 1966. Zoramthanga came to know that he has graduated with English honours while in the jungles with his MNF comrades. He was appointed secretary to MNF ‘president’ Laldenga in 1969 and was

appointed as vice president of the ‘Mizoram government-in-exile’ in 1979 as well as the vice president of the MNF party. He accompanied Laldenga to Pakistan and Europe while the MNF was holding talks with the Indian government and was actively involved in the peace parleys. Coming out of hiding following the peace accord signed on June 30, 1986 between the MNF and the Indian government, he was inducted as a minister in the interim government headed by Laldenga for six months. A group of independent candidates under the MNF umbrella contested for the 40-member Mizoram state legislature for the first time in 1987 Assembly polls, when 24 of them were elected, including Zoramthanga. IMPHAL, Dec 11: Three officials of a company engaged in national highway improvement works were released unharmed by their abductors on Tuesday afternoon. The three officials of Shivalaya Construction Co Private Limited were abducted from their workplace at Sekmai in Imphal East district by suspected Kuki militants on November 29 last. The kidnappers reportedly released the three officials on the intervention by Kuki Inpi Kangpokpi. Mention may be made that since the kidnapping of three officials, state police commandos have launched a massive search operation in Motbung area of Kangpokpi district. The release of the three officials came barely a day after Manipur police announced a cash reward of Rs 50,000 to individual(s) who provide information about the kidnappers. The police identified the main accused as Songkhogin Kipgen alias Kenedy alias Hegin alias Gin alias Joshua (38), the commander-in-chief of KNF-MC and Ngamkholen alias Lelen alias Joel (43) a member of the same faction.

After leading the Mizo National Front (MNF) to power in Mizoram, chief minister-designate Zoramthanga Tuesday said he would impose total prohibition in the state as promised by his party. Total prohibition was imposed in this highly-literate and Christian-majority state since February 20, 1997 by the then Congress government. New Delhi, Dec 11 (IANS): The Assam government on Monday sought one more month’s time to file claims and objections by around 40 lakh people who have been left out of the draft National Register of Citizens (NRC) for the state. The Assam government plea for extension of time was mentioned by Additional Solicitor General Tushar Mehta before the bench headed by Chief Justice Ranjan Gogoi. The top court by its November 1 order had allowed about 40 lakh leftout people to use five more identity documents for filing their claim for inclusion in NRC. The top court had said that the last date for filing claims and objects would be December 15.

Sikkim seeks expansion of state assembly New Delhi, Dec 11 (IANS): Sikkim’s lone Lok Sabha MP P.D. Rai has presented a list of “longpending demands” to Prime Minister Narendra Modi and pleaded for increasing the strength of the Sikkim Assembly from its present 32 to 40 seats. Modi has assured him that the demands would be “looked into sincerely,” Rai said in a statement to the media on Tuesday. The demands include that five seats should be reserved for the Scheduled Tribes of Limboo and Tamang and a bill be introduced for the same. If that was not viable during the winter session underway, an ordinance must be promulgated. He also brought up the issue of giving tribal status to 11 left-out indigenous Nepali communities from Sikkim under the 371 F provisions of the Constitution of India. The ruling Sikkim Democratic Front, led by Chief Minister Pawan Chamling, has been in power in the Northeastern state for a record 25 years. It has 29 out of 32 seats in the state assembly. The state was likely to go to the polls along with the 2019 general elections. Rai’s meeting with the Prime Minister took place in the National Democratic Alliance (NDA) meeting convened before the beginning of the winter session.

MNF win good for regional forces, says Mahanta Guwahati, Dec 11 (IANS): Former Assam Chief Minister Prafulla Kumar Mahanta said on Tuesday that the Mizo National Front’s (MNF) electoral victory in Mizoram was good for regional forces and said he wanted his party AGP to divorce the BJP. Mahanta, who led the six-year long Assam Movement between 1979 and 1985, congratulated Mizo National Front chief Zoramthanga over his party’s victory and said that only a regional political party can meet the aspirations of the people. The MNF has secured 26 seats in the 40-member House, restricting the ruling Congress to mere five seats. “The Mizo National Front (MNF) has succeeded against the joint attempt of the BJP and the Congress to stop the party from coming to power. Quoting eyewitnesses, the police officer said that militants fired indiscriminately, killing three policemen on the spot and critically injuring one. The injured policeman

was rushed to an Army hospital, where he also succumbed to injuries, the official said. The deceased have been identified as Anees Ahmad, Hamidullah, Mehraj ud Din and Abdul Majeed. At the time of the incident, only one family was present at the minority pocket. Immediately after the shoot out, the terrorists fled with three Self Loading Rifles (SLRs) of the policemen, the official said, adding a cordon and search operation has been launched to nab the criminals. The official said that an intercept had been received in which it was clear that Jaish-e-Mohammed, a banned terrorist organisation, was behind the barbaric act.

Over 3,000 TN fishermen chased away by SL Navy Rameswaram, Dec 11 (AGENCIES): Over 3,000 Tamil Nadu fishermen were allegedly chased away by Sri Lanka Navy personnel when they were fishing near Katchatheevu island, a fishermen association leader said here on Tuesday. The fishermen, who were out in the sea in over 500 boats on Monday night, were catching fish near Katchatheevu in the island nation’s waters when the Lanka navy personnel came in 10 boats and drove them away, Tamil Nadu and Puducherry Fishermen Association general secretary N.J. Bose said. He also alleged the navy men snapped the fishing nets of 50 boats and the fishermen had to return to the shore without a catch.

SC okays SOP to deal with online content New Delhi, Dec 11 (AGENCIES): Supreme Court on December 11 said the government can go ahead with a standard operating procedure (SOP) to deal with the publication and proliferation of sexually abusive online content like child pornography, rape and gang rape videos and objectionable material through social media intermediaries like Google, Youtube Facebook, Microsoft and Whatsapp. All these online giants had agreed that abusive and criminal content should be “stamped out”. A Bench of Justices Madan B. Lokur and U.U. Lalit said the government should proceed with the guidelines to curb sexually abusive online content and if any intermediaries have issues with the guidelines may approach the court. In the previous hearing,

UPSC seeks fresh applications from pvt sector specialists New Delhi, Dec 11 (PTI): The UPSC has sought fresh applications from over 6,000 private sector specialists who have applied for 10 posts of joint secretaries in the central government through ‘lateral entry’ mode, the DoPT said Tuesday. In a statement, the Department of Personnel and Training (DoPT) said the task of selection of suitable candidates from amongst those who had applied for the posts in select government departments through ‘lateral en-

try’ mode was entrusted to the Union Public Service Commission (UPSC) by the competent authority on October 29. “All candidates who have already submitted their applications online to the DoPT are now requested to fill up a Detailed Application Form (DAF) which seeks to obtain additional specific information from the candidates regarding qualifications and experience so as to facilitate the selection process,” it said. The term lateral entry

refers to the appointment of specialists, mainly those from private sector, in government organisations. An email is also being issued separately to each of the candidates who have applied, through their registered email ID indicated in their online applications submitted in response to the DoPT advertisement. The candidates may access the link indicated in the email and submit online all the requisite information asked for in the DAF before 6 pm on January 1.

onday’s 12-hour Dimapur bandh had disrupted normal life in the district and also affected other parts of the state mainly because Dimapur city happens to be a vital commercial nerve centre of the state. Thus, if Dimapur suffers, the rest of Nagaland too suffer. The bandh was called by the Public Action Committee(PAC) of the Naga Council Dimapur(NCD) to register protest on two counts- the November 20 firing incident at a showroom of a motorcycle dealer and the rampant extortion, syndication of the market and kidnappings. PAC served an ultimatum on November 21, giving the authorities/ police seven days to catch the culprits and threatened to impose a 12-hour bandh on November 30 in case of failure to do so. PAC in the statement, also demanded the enactment of a law similar to Maharashtra Control of Organised Crime Act (MCOCA) in order to tackle serious crimes such as extortion, muscling on trade through syndication of the entire market and spate of kidnap for ransom etc by armed elements and organisations. On November 27, PAC called off the proposed bandh after police nabbed some suspects in the case. However, PAC decided to revive its ultimatum on December 1, to impose the bandh on December 7, asking the police nab the main suspects. It believed, that police were not pursuing the case to nab the main culprits, beyond arrest of the suspects. In lieu of the setting up of the Special Investigation Team(SIT), PAC on December 5 expressed gratitude and extended the deadline for the bandh from December 7 to December 10 for the authorities to nab the main culprits within the period. The police could not nab the main suspects as demanded and so the 12-hour bandh took effect on December 10. A bandh may be a tool against authorities and an effective way too especially how bandhs are being enforced. Much has been written about the illegality and unconstitutionality of bandhs even if they are understood as “democratic forms of expressions.” First, the issue of extortion, then syndication of market and kidnapping have been around for too long, especially in Dimapur. These crimes could not be dealt with under ordinary IPC law as in the case with Maharashtra which is known for its infamous mafia dons, extortion, kidnapping and contract killings. Under IPC, a kidnapper can be imprisoned for a maximum of seven years and an extortionist for a maximum of three years. Bail is given on application under IPC. Under MCOCA, any one involved in organised crime(extortion, kidnap and syndicate) gets life imprisonment with huge fines. Even those harbouring criminals face life imprisonment and their properties can be seized. To ward off any possibility of criminals evading arrest, MCOCA has eliminated the provision of anticipatory bail. The court is empowered to grant bail to the accused if it finds no reasons to establish his or her complicity. The issues as raised by PAC and others cannot be tackled by police. Politicians have to commit themselves to given necessary tools and training to make police work effectively and independently. Also enactment of stringent laws are needed to stem the rot that is sweeping across society otherwise the future is doomed . Over and above, it is time for Nagas to look at these issues very closely and with an open mind and arrive at a more reformist-social ideology.

(Why accessibility matters)

o, when was the last time you had to turn back without getting your work done because you couldn’t get into an office building? Or decline an invitation to an event or missed out on a celebration because the venue was inaccessible? Have you ever been unable to go to school, college or go shopping because there was no ramp or a washroom you could use? These are just a few scenarios faced by wheelchair users on a daily basis. There are many, many more – too many to list here. But we don’t see wheelchair users around or I don’t think we have many people who use wheelchairs, some of you might be thinking. Yes, it’s true that you don’t see too many wheelchairs users going about their business and living their life like any other ordinary citizen in a state like ours. However, it’s a false assumption that we don’t have many people who use wheelchairs. There are hundreds and thousands of people – children, teenagers, young adults, middle-aged persons and senior citizens – who use wheelchairs due to various reasons. You know why you don’t see many of them out and about? Inaccessibility, inaccessibility and more inaccessibility! Almost all our built environment and public spaces are inaccessible – offices, commercial buildings, restaurants and other recreation places, banks, schools, colleges, even hospitals and clinics – you name it and it’s inaccessible. Wheelchair users and even those who may not use a wheelchair but have reduced mobility, such as senior citizens, face insurmountable obstacles and hence most are literally confined to their homes unable to venture out. The photo attached shows me staring up at a flight of stairs at the Directorate of Health and Family Welfare, the only entrance into the office building. There is no lift or ramp. No, I did not turn back because I had urgent disability health service matters I needed to discuss with the Principal Director and I wasn’t about to leave without meeting him. I have partial mobility and am able to move my legs to a certain extent

with some assistance. So I determinedly struggled up the steps with my driver Simon and my personal assistant Bharti holding on to me and pushing and pulling me when necessary. We finally reached the lobby and I plonked down on my chair exhausted…….only to discover that the PD’s office was located on the top floor of the building. And, of course, there is no lift provision inside either so I was forced to tackle another four flights of stairs. Difficult as it is given the very unfriendly environment, I try to be on the go as much as possible in the hope that this would create more awareness on the need for accessibility and disability in general. I’m completely frustrated most of the time and, everywhere I go, you’ll hear me loudly trying to draw the attention of concerned authorities on the lack of accessibility. I’ve tried to channel this frustration into advocacy for change and it has become a personal mission of sorts. But someone in a wheelchair outside the home doing everyday things that so-called ‘normal’ people do is still a strange sight for many. There’s plenty of the inevitable gawking and I can almost see the thoughts running through their minds wondering what the heck I was doing out in public in a wheelchair. The answer to that is I’m just living my life as anyone else. Getting around the built environment is something most people take for granted. You need to go somewhere, you just go. It’s not a big deal, right? Well, for a person with disability it’s quite a big deal. As a wheelchair user I have to spend a lot of time preparing for any ‘trip’ outside – first of all, I have to find out whatever I can about the place I need to go to, how accessible or inaccessible it is, then plan how to get into it and whether I would need to take along extra ‘assistants’ to help me. It is often needed and so I would have to make calls and request whoever is free to accompany me. After all, I don’t have an entourage sitting around ready to move with me whenever I have to go out. Too many times I have

had to simply give up the thought of going anywhere at all because the barriers were just too great. Accessibility in the built environment means being able to enter and move around buildings, public spaces, and any other place a person might need to go for work, education, worship, business, services, recreation and so on. In other words, you need accessibility to live a life. If you do not have access to these places and cannot participate in the various activities you essentially do not have a life. You are socially isolated and left without any options or hope for the future. With Nagaland still practically stuck in the dark ages when it comes to accessibility, what chances do people living with disabilities have? Just think about that. What are their chances in life when they cannot access education or employment? What kind of lived experience will they have when they have no access to any cultural or social life? That sounds bleak and miserable, doesn’t it? But that’s exactly what it’s like for people with disabilities. We are basically shut out of life. My life did not stop with my spinal cord injury. The way I went about it may have changed, but it did not end my desire to live, to explore and experience whatever life has to offer. The only thing that stands in the way is inaccessibility. Accessibility. Inclusion. We hear these words all the time, but what do they really mean? an a city be smart (in case, if Nagaland government is still dreaming of making its capital Kohima a smart city)? A city will remain a city no matter what color you may add or paint into it. The progress of a society is never measured by what the city look like. It depends on the people who inhabits. At the Dimapur’s first check gate along national highway of the AssamNagaland border inscribed a famous/ infamous, weird and comical, welcome sign that read: “Welcome to Nagaland – a land of festival”. Isn’t not funny and ridiculous to think what kind of message the state of Nagaland wants to convey to the world. However, looking back at the last five decades of progress of the state and the dependant life that we Nagas are living, one can easily presumed the message from the nature of the sign. It would meant that you are entering a land inhibited by a group of people who are an easy going, merry making and revelers, and who are supposed to be feed all throughout their life. In other words, this kind of welcome sign would reduce Nagaland to a level of mere zoological park where the inhibited species there are kept, fed and simply allowed to survive for other to study and research on them. Holding true to the message, the state government and the people of Nagaland take pride in conducting the most number of festivals every year across the state. Festivals seems to becomes so important in the life of the Nagas that when new government take over the state at the early part of this year, among their first initiative taken include conducting minihornbill festival in each and every district of the state (what an “innovate way” to change the style of holding festival from road show to mini hornbill)!!! What is so special about conducting festivals every years and what is its contribution for the state. And by conducting mini hornbill in every district does it meant what state government and Nagas of Nagaland could do is nothing more than keeping themselves in a festive mood through out the year to be culminated at the end of the year with “festival of festivals”. Invoking the so called rich cultural heritage and tradition during such festivals is nothing but just an act of romancing with our past (in the form of talking our past’s rich culture and history) that has no scope of taking us to the path of prosperous future. Romanticizing who we are without any vision for the future will be disastrous for any society. This is exactly the path that Nagas of this generation are choosing, led by the state government. Is Nagaland government intending to make the beauty of hornbill as a metaphorical representation of the state of Nagaland? No way. In fact it is a total misrepresentation in reality. Hornbill festival in Nagaland is the classic case of the beauty and the idea of hornbill tragically misrepresented. If hornbill has to represent beauty, elegance, power and perfection, then can we be in a position to compare it with the condition of the state of Nagaland? The reality on the ground is that Nagaland remains the most underdeveloped state in the country, not forgetting the state of rampant corruption. People often argue that most societies have achieved gender equality -women have all the same legal rights as men, and workplace discrimination based on gender is illegal. Despite this, ‘thinkers’ continue to argue that the battle for gender equality is not yet won. Guaranteeing the rights of women and giving them opportunities to reach their full potential is critical not only for attaining gender equality, but also for meeting a wide range of international development goals. Empowered women and girls contribute to the health and productivity of their families, communities, and countries, creating a ripple effect that benefits everyone. Discrimination against women and girls is a pervasive and long-running phenomenon that characterises Indian society at every level which is a sad reality of the moment. India’s progress towards gender equality, measured by its position on rankings such as the Gender Development Index has

been disappointing, despite fairly rapid rates of economic growth. In the past decade, while Indian GDP has grown by around 6.6%, there has been a large decline in female labour force participation from 34% to 27%. The male-female wage gap has been stagnant at 50% (a recent survey finds a 27% gender pay gap in white-collar jobs). Crimes against women show an upward trend, in particular brutal crimes such as rapes which not only stigma, but a gross failure on account of society. Man and woman are both equal and both plays a vital role in the creation and development of their families in a particular and the society in general. Indeed, the struggle for legal and political equality has been one of the major concerns of the women’s movement all over the world. In India, since long back, women were considered as an oppressed section of the society and they were neglected for centuries. Male dominated societies have always justified gender inequality by invoking the religious scriptures as evidence.Every religious scripture barring none have given social, political, cultural, religious leverage to man over woman. There has been a narrative that has been traditionally floating to justify innate nature of inequality which emphasise on the fact that man and a woman are born different hence inequality is a gift of creator and mankind has no

right to interfere in supreme dictum. However, at this juncture it may be necessary to enlighten the supporters of this narrative. There is no dispute whatsoever regarding the innate biological differences which may also be termed as inequality, however, here the question is of GENDER not SEX. Woman may biologically, by nature be a weaker sex, but not as a Gender. There is a serious difference between Sex and a Gender. Sex is what one is biologically born with and Gender is a set of socially constructed roles and responsibilities imposed on biological sex by the society which it considers appropriate. In this context, simply being born as a Man or a Woman is not sufficient, but one must embrace the visible and invisible rules, regulations, norms, roles, identities assigned to them by the society.Here the term society which is in question is aggregate of all the societies produced by human civilization which over the period of thousands of years turned into ‘sexist’ and ‘male chauvinists’ that started redefining the social status of women from gender-superior to gender-inferior. This is how the great tragedy of Gender Inequality was born and therefore in this very context the Battle for Gender Justice must be understood. of the successive state government, for the last 50 plus year since statehood, could not figure out how to mobilize resources to establish its own university to accommodate more students, towards making them educated, resourceful and responsible members of the state, leaving students’ community to depend on one central university that cannot accommodate all the deserving ones leaving the career of many in jeopardy. It could not even pay regularly the salary of the teachers, setting aside its failure to address their numerous grievances, the noble professionals who are shaping the life and career of the future generations, and not forgetting the pathetic conditions of the government’s educational institutions all over Nagaland. And they are taking pride in conducting festivals harping on the same old shallow rhetoric about rich culture, unique history of the Nagas etc…, during such a time as if visitors and guests to the state will not differentiate between their claims and the reality of the state. Shame on the stakeholders of the state government! This is the Nagas’ story of the last 70 plus years under India’s forced occupation and 50 plus years of statehood. What Nagas achieved during these period only makes us a dependant being losing all sense of responsibility. And the latest hornbill festival would once again provide an opportunity for our Nagas for shouting, parroting and glorifying all the so called rich culture, vibrant society and unique history of the Nagas. Nobody, not even the non-Nagas, deny the unique history that is in the possession of the Nagas, but the danger before us is we are all now consumed into it and we could no longer see the world beyond this “uniqueness” syndrome. Unique history is solely us, and our culture too is ours, it belongs to us and we can proudly own it. Nobody can take away from us and nobody would contest with us. But that so called “unique history” should not turn into an obsession and self admiration for us which would become a roadblock for our progress. How long will we Nagas live under this myth that we will one day become a productive citizens and would prosper under India? We need to free ourself from this illusion. It’s time Naga need to completely do away with this slave mentality under India’s occupation and look beyond our claim of unique history and uniqueness narrative, and strive towards making our Naga society a self reliant and a conscious society that is made up of a people of who are a responsible and independent being. Naga society needs to produce citizens who should be an active and productive citizen who can take the Nagas towards the path of progress and prosperity. And if Nagas cannot achieved that during that last 70 plus years of life under occupation, in a wrong political system, then the only option left for the Nagas is to explore a new political order that can help Nagas achieved that feet. And that new political order should be all about restoring our right to a free sovereign nation which is the only hope for the Nagas towards becoming free, independent and productive thinkers and citizens. From the first day of the appearance of their faces in the papers to the last day of the Hornbill Festival, they were a sight that gladdened every Naga heart with pride and joy. Congratulations-the mixed TP force for making all our Naga hearts proud by your excellent performance. Your light has shined all the more brightly because of the dismal background against which you have brilliantly performed your duties. As a Naga, I for one have been hanging my head in shame for the exorbitant prices our various stalls at the Hornbill Festival were charging on our guests for sale of their commodities. Everything Naga about me, revolts against this present day most shameful practice. Far for charging our guests, we are a people with a culture that freely gives when some strangers or guests appear on our doorsteps or villages. Have our Naga businessman also become extortionist like our corrupt politicians and so called national workers? What impression are we giving to all our foreign guest who have come from all over the world to see Nagalnd and her culture? I am also told about our hotels and taxi drivers who have been charging exorbitant rates from our foreign guests. Shame on all of you for misrepresenting and desecrating our true Naga sense of hospitality and culture. I however want to end with a positive note by appreciating some of the foreign guests who have noted the various positive Naga characteristics and have expressed their acknowledgement through the various media outlets. Of noteworthy significance in these list of appreciators is included the GOC 3 Corps (Lt. Gen.Gopal R) who, as Chief Guest on Dec. 9 stated that “Naga culture is not only about colorful costumes, dances and songs but more so of the values of honesty, simplicity, hospitality and the great Naga warrior tradition”. AAP fails to expand outside Delhi, yet again Kailash Meghwal, oldest New Delhi, Dec 11 (PTI): The AAP’s attempt to expand outside Delhi failed again Tuesday as it drew a blank in assembly polls and the NOTA bagged more votes than the party. In Madhya Pradesh, the AAP fielded 208 candidates and a majority of them had their deposits fortified. Its chief ministerial candidate and Narmada Bachao Andolan member Alok Agarwal bagged 823 votes as against 29,789 garnered by a Congress candidate and 29,396 by a BJP candidate from the Bhopal Dakshin Paschim seat. The counting for the seat was still on. In Chhattisgarh, the party fielded candidates on 85 seats, on 41 in Telangana and on 142 in Rajasthan. The results showed that this was yet

another election when the AAP was unable to make a mark outside Delhi. It somehow succeeded in Punjab last year, where it is the principal opposition party but its legislators are at odds with the central leadership. It put up a poor show in Goa last year. The NOTA or none of the above option appeared to have outperformed several political parties, including the AAP and the Samajwadi Party, which contested the assembly polls in the five states, including Mizoram. According to Election Commission’s website at 5.45 pm on Tuesday, the NOTA votes ranged as high as 2.1 per cent in Chhattisgarh to a low of 0.5 per cent in Mizoram. New Delhi, Dec 10 (PTI): The AIDS Healthcare Foundation (AHF), the largest global AIDS organisation operating in 42 countries, on Monday announced its willingness to install free condom kiosks in all the universities, youth hostels and software parks across India. The aim of the initiative is to enable easy access to condoms for youth, especially who are living away from families, in hostels or the migrant-worker force, including those youth working in software and the Silicon Valley, a statement said. The AHF has already placed more than 25 free condom kiosks in non-traditional outlets like pan shops, super markets and popular bakeries in key Indian cities, enabling easy access to condoms, it stated. As per the National AIDS Control Organisation (NACO), India had an estimated 21.40-lakh people living with HIV in 2017. The prevalence has increased primarily due to situational factors among four key population groups -- female sex workers, men who have sex with men, injecting drug users (IDU) and migrant workers, students studying away from homes and communities displaced due to disasters. “Free distribution is particularly important as paying for a condom becomes often an impediment for condom use, particularly among younger males, espe-

(From p-1) The highly exorbitant price of hotel rooms and home stay in and around Kohima may be understood by the fact that for a home stay, the charge was from Rs. 5000- Rs. 9000 per night with minimum facilities. Taxi/cabs charges rose to double the rate by evening under the pretext of “rati hoise”.Tourists and visitors had no option but to pay what was demanded by taxi drivers. The state government could have insisted on fixing rates and those who violated the rate contract in various food stalls, hotels and taxi services should have their permits cancelled, said one tourist. Zero hour schedules and delay: Most programmes could not start on schedule and this forced tourists to wait for hours in the cold. Many cultural troupes also resented the undue delay because of late arrival of VVIP guests scheduled to inaugurate the programmes. Empty ATMs: Making it worse, ATMs were empty in Kohima as many tourists found out to their utter dismay. The Spanish visitors were livid at not being able to withdraw money from ATMs to buy souvenirs. Many had to return without spending money for local items since they could not withdraw money. The indigenously constructed Morung which reflected the dormitory culture of Nagas, turned into pubs by evening. These became dancing and drinking rendezvous of many fun-crazed youths. A research scholar from Manipur was disappointed by the way the Morungs were misused instead of telling stories about the past. He lamented that Hornbill festival has stopped being a Naga culture fest.

Ko l kata , D e c 1 1 (PTI): The Gujarat government has written to the chief ministers of all states to consider setting up guest houses near the newly-constructed Statue of Unity of Sardar Vallabhai Patel. A few states have evinced interest to set up the guest houses, Bhupendrasinh Chudasama, Gujarat’s minister for education, law, justice and civil aviation said here Tuesday. “We have written to the chief ministers including West Bengal to consider setting up their state guest houses near the statue. This will be an effort to boost tourism in Gujarat,” Chudasama said. The Gujarat government constructed the 180feet statue of Sardar Patel at a cost of around Rs 3,000 crore in Narmada district on the state. The minister said on an average, 15,000 visitors visit the statue every day. “It will be lovely place for the states to set up their guest houses near the statue,” he said at a news conference on ‘Vibrant Gujarat Summit 2018’ here.

New Delhi, Dec 11 (IANS): The Supreme Court on Tuesday said the identity of rape victims has to be protected at all stages of the case, including during trial, and asked the media to refrain from sensationalising it for the sake of increasing viewership, known as television rating point (TRP). A bench of Justices Madan B. Lokur and Deepak Gupta said the Central Forensic Science Laboratory (CFSL) reports and other documents related to such cases sould be handed over to the trial court in a sealed cover without disclosing the identity of the victims. In such cases involving children from small villages, “even disclosure of the name of village may contravene the provisions of Section 23(2) POCSO because it will just require a person to go to the village and find out who the child is”. Speaking for the bench, Justice Gupta advised the media to avoid sensationalising rape cases for the purpose of increasing the TRP and ordered that identity of minor rape

We have tied-up with some players for settlement of payments. Also the digital land records of farmers are available,” SBI MD (Retail & Digital Banking) P K Gupta said on the sidelines of an event here. When asked about the time-line for the launch of the services, he said as the pilot projects are on already, the bank hopes to provide such services soon. New Delhi, Dec 11 (Agencies): The government should consider permitting 100 per cent foreign direct investment (FDI) in multi-brand retail trade and further improve ease of doing business for the sector to promote growth in the segment, industry body CII said in a report Tuesday. These suggestions are part of a national retail policy released by CII. It was jointly prepared by the industry chamber and AT Kearney. The report said that to overcome the barriers and enable a smooth growth and harmonious coexistence of traditional and modern retail, the government needs to adopt a single cohesive national retail policy, which adequately addresses all the concern areas. New Delhi, Dec 11 (PTI): Gold prices Tuesday rose by Rs 155 to close at Rs 32,650 per 10 gram at the bullion market here due to increase in demand from local jewellers. Similarly, silver prices surged by Rs 425 to Rs 38,575 per kg on strong demand from industrial units and coin makers. Traders said gold saw on uptrend on rising demand from local jewellers. Besides, a weakening rupee against the US dollar and positive global cues aided the gain in the prices. In the national capital, gold of 99.9 per cent and 99.5 per cent purities surged Rs 155 each to close at Rs 32,650 and Rs 32,500 per 10 gram, respectively. On Monday, the yellow metal rose by Rs 145 to close at Rs 32,495 per 10 gram. Sovereign gold however held steady at Rs 25,000 per piece of 8 gram. Globally, gold stood at USD 1,246.17 an ounce in New York and silver held steady at USD 14.59 an ounce. Silver ready rose by Rs 425 to Rs 38,575 per kg, while weekly-based delivery gained Rs 269 to Rs 38,159 per kg. New Delhi, Dec 11 (PTI): Markets regulator SEBI will discuss a slew of measures at its board meeting on Wednesday for expanding its offer for sale framework to more companies, relax its norms for clubbing of investment limits by established foreign investors and tighten insider trading rules, officials said. A number of other important matters will also be discussed such as relaxations for new-age ventures in sectors like e-commerce, data analytics and biotechnology to raise funds and get the shares of these new-age ventures traded on stock exchanges and creating a separate category of ‘difficult to recover’ cases for optimal utilisation of its resources, they added. These proposals, along with several others, are likely to be discussed by SEBI’s board at its meeting on Wednesday. Officials said the Securities and Exchange Board of India (SEBI) is also considering changes in its regulatory framework for debenture trustees. 12 killed in Taliban attack on Afghan security forces Kabul, Dec 11 (IANS): At least four members of the Afghan security forces and eight civilians, including two women and a child, were killed on Tuesday in a suicide car bombing by the Taliban targeting a military convoy in a district of Kabul province. The attack took place in the morning when a suicide bomber detonated explosives in Kabul’s Paghman district, Interior Ministry spokesperson Najib Danish was cited as saying by TOLO news. The attacker was also killed in the bombing. Twelve people, including civilians as well as members of the security forces, were injured in the attack, Kabul police spokesperson Basir Mujahid told Efe news. “In today’s attack 12 people have been martyred, including four members of the security forces and eight civilians. Among the dead civilians are two women and a child,” the official said. In a statement, Taliban spokesman Zabihullah Mujahid identified the assailant as Amran Masoum, adding that the attack had targeted US forces and members of Afghan intelligence agency. K

The Ukrainian leader said that the non-extension of the deal is “a part of the Ukrainian strategy of reorientation towards Europe,” Xinhua news agency reported. The US has indicated that it plans to give a role to India in Afghanistan, whereas Pakistan’s stance over the years was quite clear that India had no role to play in Afghanistan. Pakistan perceives India’s development contributions in Afghanistan as part of New Delhi’s strategic encirclement policy that Islamabad feels would leave it vulnerable in any potential conflict. He said US president Donald Trump in a letter to Prime Minister Khan had asked Pakistan to help and facilitate the peace pro-

cess in Afghanistan which Qureshi said Pakistan was already doing. Speaking about relations with India, Qureshi expressed the hope that New Delhi will reciprocate Pakistan’s goodwill gesture of taking the initiative to open the Kartarpur corridor for Indian Sikh pilgrims. The Bharatiya Janata Party (BJP) government of India “unwillingly” had to accept the Pakistani offer to open the corridor and they later approved it through a resolution in a Cabinet meeting, he said. Pakistan hopes that India will review its policy in Kashmir, he said.

ritish band Queen’s most well-known tune “Bohemian Rhapsody” has become the 20th century’s most streamed song. Universal Music Group said the song has been streamed more than 1.6 billion times globally on streaming platforms

such as Spotify. The song which was recorded in 1975 reached number one on the charts twice in the United Kingdom in the years 1975 and 1991, The Guardian reported. The song reached new popularity following the film “Bohemian Rhapsody” which chronicled

the band’s success. The movie is also a success and has grossed more than $173 million domestically, according to Box Office Mojo. The film is currently in theaters and received a best picture drama Golden Globe nomination. Rami Malek, who portrayed Queen frontman Freddie Mercury in the film, received a Golden Globe nomination as well. The band’s guitarist, Brian May, said in a statement that he was “very happy” to hear the song was still successful. “So the river of rock music has metamorphosed into streams! Very happy that our music is still flowing to the max!” May said in a statement, according to The Guardian.
