Correspondent KOHIMA, DEC 8 (NPN): Union Home Minister, Rajnath Singh said Prime Minister Narendra Modi was fully committed to fulfil the aspirations of Naga people for a brighter tomorrow, and which they rightfully deserved. Without mentioning a word about Naga political issue, Singh remarked that Nagaland had an opportunity to lead the North Eastern States to the path of peace, stability, prosperity and growth. He exuded confidence for a peaceful, vibrant, colourful and energetic Nagaland that would set an example for other States to emulate.

Govt to urge Centre to increase IAS quota DIMAPUR, DEC 8 (NPN): The state cabinet during its meeting held on December 6, decided to write to Department of Personnel and Training (DoPT), government of India to increase the quota for encadrement of state officer to IAS posts (promotion/selection from NCS/non-NCS) in view of the shortage o officers against posts meant for direct recruitment. According to the minutes of the meeting, the cabinet deliberated that the lone vacancy (for 2017) for induction into IAS will be earmarked for selection from the non-NCS services. The vacancy arising in 2018 would be earmarked for promotion from NCS, it stated. It was also decided that till such time the number of available posts for promotion/selection from NCS/ non-NCS was increased by government of India, the existing 28 posts will be shared-- 25 posts for NCS and 3 posts for non-NCS, “subject to approval of the promotion/selection by DoPT/UPSC.” Further, the cabinet also decided to constitute a ‘special committee’ to examine all relevant grievances of the NCS. The committee will be asked to submit its report by January 31, 2018.

Attending the eighth day of Hornbill Festival at Naga Heritage Village, Kisama on Friday, Singh said the enchanting festival marked the onset of festive season and charmed visitors from both India and across the world. He said it was a prominent landmark in the socio-cultural lives of the people of Nagaland and reflected unity in diversity of the State. Praising the diverse Naga culture, Singh said the festival was truly one-of-itskind where different tribes of the State assembled in the spirit of brotherly love and affection, adding that 10-day festival would go a long way in bonding the people of Nagaland.

The Minister said the Hornbill Festival showcased the rich culture of the Nagas and their beautiful land replete with dense forests and colourful tribes. He also thanked the visionary leaders of Nagaland who first conceived of the festival and also those who had not only helped it grow into a remarkable institution but also enriched it with layers of modernity music, art, fashion, beauty pageant, etc. And as the State marked 54th year of its statehood, it was also an occasion for its people to reminisce on what they had achieved thus far and how to reinvigorate themselves further that will make Nagaland a vibrant and developed State, Singh remarked He congratulated all participants at the Hornbill Festival for putting together a brilliant display of the best Naga dance and music and said that, with the kind of hospitality he had experienced, he “looked forward to visit again soon”. And with participation of tribes from Arunachal Pradesh, Manipur and Madhya Pradesh, the festival also

symbolized the strength of the nation and the feeling of unity in diversity in the true spirit of “Ek Bharat, Shreshth Bharat”. Singh said Indian economy was among the fastest growing economies of the world and that India commanded a very respectable status in the world and every citizen of this great nation was proud of his nationality. Lauding Naga youth for excelling in various walks of life, he said “People like you have made the nation proud”. He said the Central government was initiating many measures to ensure safety of the people and police modernization was one such measure whereby the police were being equipped to handle today’s challenges. The Minister said 15 Indian Reserve Mahila Battalion had redefined policing in India and that women police stations were set up in Kohima and Dimapur. He hoped other districts too will follow suit to ensure safety and security of women and children.

Rio further pointed out that after attending a meeting of legislators at the State Banquet Hall, he was “compelled to take up the responsibility of interim president of the NPF.” “Much against my wishes, the MLAs and yourself (Zeliang) included, pressured me to accept the presidentship even though I had clearly voiced my reluctance to be elected as interim president,” Rio stated. Since it was a unanimous appeal, Rio said he had “humbly accepted the imposed responsibility. Subsequently, during the September 20 NPF General Convention, at Dimapur, Rio said he was formally elected as the NPF president.

Despite all these, Rio pointed out that Zeliang led a signature campaign to go back to Dr. Shürhozelie and remove him as the president. Rio however reiterated that he took over the presidentship on the demand of the MLAs and party leaders under Zeliang’s leadership and request. Rio said he would have willing resigned if Zeliang would have informed that he (Rio) was no longer required, saying he had taken up the responsibility only on to the request of Zeliang and his colleagues. “It was not necessary to carry out a signature campaign behind my back,” he stated. Meanwhile, Rio has thanked all the people and well wishers who had supported him. He also affirmed that he would continue to serve the people and the state with full commitment and dedication.

T.R. Zeliang-Dr.Shurho reconcile; ministry reconstitution by Dec 12 Correspondent

PMO sets deadline for Assam-Nagaland railway project GUWAHATI/NEW DELHI, DEC 8 (AGENCIES): The long pending 83-km rail link between Dhansiri in Assam and Zubza in Nagaland finally sees silver lining as the Prime Minister’s Office (PMO) has set 2020 deadline for completion. The project was approved by the UPA government in 2006 which saw only 8% progress and was reportedly stuck due to land acquisition issues in Assam. As per reports the project involves building around 190 bridges and 26 km of tunnels which saw cost estimation of hundreds of crores. Sources informed that PMO’s monitoring of the project will be made in three phases out of which the phase 1 of the project is scheduled to be completed by December 2018.

KOHIMA, DEC 8 (NPN): With unconditional reconciliation that has taken place between the two NPF groups (the party organisation and the legislature), party sources disclosed that another major reconstitution of the DAN ministry is expected by December 12. Sources infor med Nagaland Post that the party received a big boost after Lok Sabha MP and NPF (NR-TR) president Neiphiu Rio resigned from the post and affirmed his support to the party under the leadership of Dr. Shürhozelie. Sources informed that the reconciliation process which had been on since a few days, was formalised at a meeting on Thursday between Dr. Shürhozelie, MLA and three others from the group and chief minister, T.R. Zeliang along with three others from the legislature. The meeting resolved to pursue reconciliation between the two groups

without condition, sources said. The joint meeting between the two groups reaffirmed that T.R Zeliang will continue as chief minister and Dr. Shürhozelie Liezietsu will be DAN chairman while Yitachu MLA will be the party Chief Whip in the assembly. On the reconstituted council of ministers, it was disclosed except for chief minister T.R. Zeliang, all members of the council of ministers will tender their resignations in order to allow the chief minister to choose his cabinet. It was also informed that some former ministers will be inducted in the ministry during the reconstitution of the council of ministers. The BJP which has four members, has also made known that it was keen to continue with the alliance under DAN. On selection of candidates for the 2018 assembly election, the sources said that the party will keep its promise to allot tickets to performers and winnable candidates.

Nagaland police takes to social media for citizen-centric policing DIMAPUR, DEC 8 (NPN): Underlining the importance of Information Technology (IT) in the field of communication, office of the Director General of Police (DGP) Nagaland has initiated a social media platform to digitally connect with people. Through this medium, general public, civil society organizations, government servants, police officials or any other stakeholder of the society can directly forward, share grievances, suggestions or any other information to improve policing or even report instances where police intervention is required. To serve this purpose, a separate cell is being envisaged at the Police Headquarter, Kohima which would initially function from 8 am to 6 pm on all working days. And depending on the

response of the public and the quantity of messages and information, the same would be made functional 24x7, a DIPR press release stated. The social media cell would primarily work on three platforms – WhatsApp (phone number: 82588 29982), Facebook (D G P Nagaland) and Twitter (@ DGP_Nagaland) “The concept of having this platform of connection is to give a proactive and dynamic platform of responding to the concerns of the public. Further, it is felt that digital means of communication has the advantage of Transparency and Accountability besides speed which would also augment the essence of e-governance that the government has been actively promoting,” the release pointed out. NEW DELHI, DEC 8 (NPN): With the aim of providing 24/7 power for all, the Central government plans to levy fine Union Minister of State (IC) for Power and New & Renewable Energy, Raj Kumar Singh said that the Centre would impose fines against electricity distributors from April 2019 for power cuts deemed avoidable and to make it mandatory for the companies to install prepaid or smart meters to prevent electricity theft. The move comes as a part of Centre’s Rs 16,000 cr Saubhagya scheme launched in September to provide uninterrupted electricity for all by the end of 2018. “Our vision is that we want 24x7 power for all by March 2019. Now it will be a legal obligation. After March 2019, if there is any load shedding without any reason, there will be penalties except in case of technical issues or act of God,” Singh said. Zeliang, resigned as the NPF president and extended his support to the presidentship of Dr. Shürhozelie Liezietsu with immediate effect. In a letter to chief minister, T.R. Zeliang, Rio remarked that political developments of the past few days had compelled him to write “in order to bring out the truth and make my position clear”. Following “misunderstandings and conflict” with the former CM and NPF president, Dr. Shürhozelie, Rio reminded Zeliang that he (Zeliang) had approached him seeking his (Rio) support to reclaim the chair of chief minister. KOHIMA, DEC 8 (NPN): Marina Kiho from Dimapur district bagged the coveted Miss Nagaland 2017 title at a glittering beauty pageant held here at RCEMPA, Jotsoma Friday evening, organized by Beauty and Aesthetic Society Nagaland. Miss Ruopfuzhano Whiso from Kohima and Miss Pewe-Tunyi from Phek district were adjudged as

first and second runners up. Replying to a query as to what role she could play if she was crowned Miss Nagaland 2017, since the winner holds the title of Systematic Voters Education and Electoral Participation ambassador, Marina said she would educate the people to stand up for choosing the right candidate and spread the awareness of how a single vote could bring changes in the society.

Marina walked away with a cash prize of Rs. 1.5 lakhs sponsored by BBLUNT, Rs. 10,000 sponsored by Chief Election Office and gift hampers. She also won the Miss Beautiful Hair title. The first and second runners up bagged cash prize of Rs. 1 lakh and Rs. 50000 along with gift hampers. Pelevinuo Rupero was declared Miss Perfect Ten while Sanglitola was adjudged Miss Photogenic and Miss Talent. DIMAPUR, Dec 8 (NPN): On the occasion of its fifth anniversary Central Nagaland Tribe Council (CNTC) organised a talk by three former bureaucrats who were invited to speak at town hall, Dimapur Friday. Former addl. chief secretary Nagaland, HK Khulu IAS (retd) lamented that Nagaland was passing through a difficult time in the midst of political instability, insurgency, lack of development and tribalism and felt there was need to ponder over it. He also spoke on the lack of visionary leaders in Nagaland and that development has come to stand still. He said there was a dire need for all to work collectively to being the change otherwise the situation will worsen. Khulu further reminded that CNTC was a social organisation and not a political one and lauded it for trying its best to bring Naga people together since its inception. He added that a nation can only be as good as its

leaders and encouraged everyone to be a part of the good change. Former chief secretar y Alemtemshi Jamir, IAS (retd) said that CNTC which comprised of Ao, Lotha and Sema, was formed in 2012, on the principles of unity, fraternity and solidarity for the development of all the Nagas. He however said the objective should also be inclusive and not confined within the three tribes. He recalled that though it was set up amidst controversy and opposition over the Rongmei issue, it has been instrumental in dealing with various issues over the five years of its existence. He said CNTC had spearheaded demand for revocation of recognition of Rogmei as indigenous tribe of Nagaland by standing to clarify what was right and was not an endorsement against any tribe or tribes. He also said CNTC was influential in bringing six Naga NNPGs together, and for which an inclusive solution was finally in sight after a long struggle.

Reconciliation open: CM

Nagaland chief minister, T.R. Zeliang on Friday stressed on the need to set aside all differences and come forward to resolve the political crisis, saying “the chapter of reconciliation is open for all and it would continue.” He said time has come for all to bury the hatchet and look towards resolving the Naga political problem before election, since it was the long pending desire of the Naga people. Talking to reporters on the sidelines of the Hornbill festival programme, Zeliang said his government was expectant and hopeful that the Naga problem would be resolved before the assembly elections. He also disclosed that the state government was trying to impress upon both Government of India and Naga political groups to resolve the Naga issue at the earliest. When asked about NSCN (K) in the context of solution, Zeliang said efforts were being made to convince the group to reconsider a ceasefire agreement.

Journalists kept out of HM’s programme Staff Reporter

DIMAPUR, DEC 8 (NPN): Nagaland based journalists have expressed deep anguish over the manner in which the reporters were restricted from covering the programme of the Union Home minister, Rajnath Singh at Dimapur on Friday. The minister had inaugurated various projects taken up Assam Rifles at Assam Rifles Training Centre and School (ARTC&S), Shokhuvi. Despite issuing passes for the reporters, who were present at the venue since morning, the organizers had allowed them to cover only the inauguration of the swimming pool, sports complex and hoisting of highest national flag in Nagaland. However, some news channels were allowed to cover the rest of the programme. Later, during an interaction with media persons, the union home minister evaded questions regarding Naga issue. Singh’s only response to one of the questions was about the territorial integrity issue of the North Eastern states. The minister affirmed that the territorial integrity of the states will not be compromised in the event solution to the Naga problem is arrived at.

NSCN (I-M) bans bursting of crackers

DIMAPUR, DEC 8 (NPN): In view of the “volatile situation compiled with health hazard, sound pollution, public nuisance, etc.”, NSCN (I-M) kilo affairs ministry has strictly banned the bursting of fire crackers during the festive season. NSCN (I-M) through its MIP has informed that the directive has been issued for maintenance of peaceful atmosphere. Anyone found violating this directive shall be strictly dealt with, the kilo ministry stated.
