many differently-abled people desire to come to the festival, but owing to non-availability of facilities for PWDs at the venue, many cannot. She pointed out that there were hardly any place where the special children or persons could access and enjoy, with even the Morung not having any accessibility. Kayina informed this correspondent that in 2015, a proposal was submitted to the Social Welfare department to make ramps for the differently-abled near Morung. However, she regretted that even with the inspection carried out by a consultancy from Bangalore, nothing had been initiated thereafter. She hoped the department would look into the matter at the soonest possible time so that people with disabilities too could be a
part of Hornbill Festival and more PWDs could join the celebrations in future. Alleging that toilets that were constructed for PWDs did not have sufficient water, the school director said the State government and citizens must focus more on “inclusion”. Meanwhile, Kayina explained that the main objective for setting up stalls for the special children was to provide them an exposure and help them explore the world outside to make them feel equal with others. A recent study conducted by Disability Rights India Foundation (DIRF) stated that Nagaland has fared poorly in implementation of the Rights of Persons with Disabilities (RPWD) Act, 2016. The study was conducted to evaluate the progress made in implementation of the RPWD Act in States and Union Territories.
