CM calls for unity to solve Naga issue

DIMAPUR, DEC 7 (NPN): Maintaining that the current situation was a most opportune time for the Nagas and Government of India (GoI) to resolve the seven-decadesold Naga political issue, Nagaland chief minister, T.R. Zeliang called for “one vision, one mission and one goal” in finding a lasting solution to the problem at the earliest. T.R. Zeliang was speaking at the Consultative meet of Nagaland Legislators Forum with Ex-Parliamentarians on Naga Political issue at RCEMPA, Jotsoma, on Thursday. According to a press release issued by the CMO, Zeliang said the issue dominating every political discourse since Statehood had been settlement of the Naga political issue and till date it continued to be the main focus of the government, past and present, and every political party in Nagaland. 4-point resolution adopted at the Consultative Meet

The members present at the Consultative meeting adopted a four-point resolution, jointly signed by chief minister, T.R. Zeliang; NLA speaker, Dr. Imtiwapang Aier and president of ex-Parliamentarians Association, T. Khongo. The house placed on record its deep appreciation of all positive steps taken by the Government of India (GoI) and other stake holders, seeking to arrive at an honourable and acceptable solution to the Naga political problem. It urged the GoI and all stakeholders

to resolve the Naga political problem well before the next assembly elections. The house also resolved to request the Election Commission of India (ECI) to conduct elections to the 13th Nagaland Legislative Assembly only after an honourable and acceptable solution to the Naga political problem was reached. It further urged the members of the Nagaland Legislative Assembly to pass a resolution along similar lines during its session scheduled to be on December 14 and 15.

Dimapur, Dec 7 (NPN): Nagaland’s game of thrones, like the series, comprises of the three-dimensional characters-- veteran regional politician and NPF president Dr. Shürhozelie Liezietsu, veteran of political crisis and chief minister, T.R. Zeliang and Lok Sabha MP, Neiphiu Rio. It was learnt that in the latest political evolution that has been taking place in the state since May 2014, there is a possibility of chief minister T.R. Zeliang and NPF president Dr. Shürhozelie Liezietsu burying their hatchet and coming together again. This was confirmed by some legislators who spoke to Nagaland Post on condition of anonymity. It was disclosed that both chief minister T.R. Zeliang and Dr. Shürhozelie were pursuing reconciliation as per the advise of the ECI to resolve the internal crisis within NPF. If the crisis was not resolved, then there was likelihood of the NPF symbol and flag being frozen by ECI.

DIMAPUR, DEC 7 (NPN): School Education minister, Tokheho Yepthomi on Thursday disclosed that the state government has started to initiate action against non-performing government schools. In this regard, he said seven Government High Schools (GHS) were downgraded to Gover nment Middle Schools (GMSs) with effect from the academic session-- 2018-19 for producing nil results in the HSLC examinations for three consecutive years. The high schools which were downgraded to GMSs were-- GHS Sakshi, Longleng; GHS Chinngmei, Tuensang; GHS Phenshunyu, Kohima; GHS Panso, Tuensang; GHS Seyochungm, Kiphire; GHS Bura Namsang, Longleng and GHS Noksen, Tuensang. in 2017, where 53 would be deployed in ENPO areas. Sending a strong message that the quality education cannot be compromised, Tokheho warned all the schools to immediately stop the system of proxy teachers. He said most of the government schools in the state were under a “sickness” due to the presence of proxy teachers. In a statement, NMBOA president H Kughali Chishi said the onset of festive season ironically was also an opportune time for anti-social elements taking every chance to create disharmony, dupe the public, commit theft and robbery amidst the rush of people in the market. While stating that it maintained a tight vigil on such anti-social elements within its jurisdiction, the Association also advised people visiting the market to remain alert and report any such incidences to its office for addressing the same. The statement said that NMBOA had banned sale of calendars and lottery/raffle draws within its jurisdiction and asked businessmen to report any such cases. NMBOA also urged business establishments within New Market area to keep their premises clean and hygienic, besides decorating their respective shops with illuminating lights during this festive season.

IMPHAL, DEC 7 (IANS): Union Home minister Rajnath Singh is set to meet the chief ministers of Assam, Arunachal Pradesh and Manipur on the contentious issue of ‘Framework Agreement’ signed between the Central government and the (NSCN I-M) in 2015. Meanwhile, normal life was thrown out of gear on Thursday at Thangmeiband in Manipur’s Imphal west district as there was a shutdown and sit-in protest demanding disclosure of details of the agreement. Manipur chief minister, N. Biren Singh is on his way to meet his Assam and Arunachal Pradesh counterparts Sarbananda Sonowal and Prema Khandu before the meeting with Rajnath Singh. Former Manipur CM, Radhabinod Koijam on Thursday said: “Time is overdue to sink all political differences and find a solution. Instead of holding talks with some particular groups, all

stakeholders should be involved.” Congress spokesperson and legislator K. Joykishan said Union Minister of State for Home Kiren Rijiju’s statement that the details of the agreement cannot be disclosed because of their sensitivity is “unacceptable”. Pradip, secretary of Thangmeiband United Club, which organised the protest, said: “Though we had invited all political parties to take part in the protest just three parties sent their representatives.” Opposition Congress has been holding such protest meetings for some days demanding details be disclosed.

NEW DELHI, DEC 7 (AGENCIES): Congress leader Mani Shankar Aiyar has been suspended from primary membership of the party and issued him a showcause notice following his remarks against Prime Minister Narendra Modi who he termed a “neech aadmi” (vile man) on Thursday. According to Hindustan Times, the remark triggered sharp reactions from the BJP and censure from his own party two days before voting starts

“He (Modi) is ‘neech kism ka aadmi’ (a vile man) who has no ‘sabhyata’ (civility),” Aiyar said, attacking Modi after the prime minister accused the Congress of seeking votes in BR Ambedkar’s name but trying to erase his contribution to building India. Earlier, Congress vice president Rahul Gandhi had expressed his displeasure at the tone and language Aiyar had used. “Both the Congress and I expect him to apologise for what he said” Rahul Gandhi said in a tweet. Within minutes, Aiyar said he was responding to the “foul language” being used by the PM daily against Congress leaders. “I am a freelance Congressi, I hold no post in the party, so I can reply to Prime Minister in his language,” he said.

Discourse on issues confronting Nagas held Staff Reporter

DIMAPUR, Dec 7, (NPN): With the objective of deliberating on issues confronting the state and its people and to explore the remedies, an open discourse titled, “The Debate” was held at the Don Bosco School Hall Dimapur, Thursday. Around one hundred people turned up for the event that dragged on for almost five hours wherein anyone interested to share their views were given time by the organisers. Among the speakers listed were Thepfulhouvi Solo, Khekiye K. Sema, Kaka D. Iralu, who spoke about their perspectives on the prevailing situation. Khekiye Sema who has become an activist after retirement spoke about current issues.

He said that people had become indifferent to so many issues, mainly corruption. He said that every individual’s thought processes from “who we were”, “who we are now” and “who we could become” would be important for the reformation. He added what was important was that was road map should be initiated by a group of concerned people for the future ahead of us. He further added that Nagas have sold themselves and that they have forgotten all the good principles and characters that their forefathers had, one of which was the word of honour where their “die trying” personality was exhibited. Khekiye said Nagaland requires a system that was transparent and accountable and added that there the people are

all equally capable and that all one needed was an opportunity and the kind of infrastructure that would help the generation compete intelligently. However as his talk progressed and strayed into the realm of politics, some of the speakers and organisers advised him against it and probably as he felt stifled, Khekiye walked out. Speaking on a chart presented during the meeting, T. Solo said that even after the Indian army had left, there was still a fear psychosis among the younger generation because of the existence of the underground, “particularly from the NSCN (I-M)”. “I feel sad that many of you younger boys and girls were brought up with that fear”, he said. While speaking

about corruption, he held that even some church leaders were involved in it unconsciously for the pursuit of earthly possessions. He further said that the road to progress for Nagaland would prevail only if corruption was eliminated. By the end of the discourse and after backto-back deliberations with the people present, it was decided that a collective of individuals would voluntarily come together as a team would brainstorm actions for a reformation with a solid methodology including scholars, visionaries and learned people from various professions. DIMAPUR, DEC 7 (NPN): In response to the appeal made by the State Cabinet, All Nagaland District Ministerial Service Association (ANDMSA) has temporarily called off its agitation with immediate effect. However, in a statement, the Association said the issue of phased-manner agitation would be decided based on the outcome of a negotiation scheduled on December 13. Thanking CANSSEA office bearers for their timely intervention and conveying the grievances of the district ministerial employees to the government and all members of its 11 district units and volunteers for their sacrifice, ANDMSA also urged them to remain firm and united to respond to any situation, as and when call for. The Association also thanked heads of departments, drawing and disbursing officers, treasuries, accounts and general public for their support and co-operation. The statement further stated that a federal meeting of the Association was scheduled on December 12 at the Conference Hall of Changki Mentsu, Kohima at 11 am. All unit presidents and secretaries have been asked to attend the meeting positively. The statement was signed by ANDMSA president Shilumenba Alinger, vice president Inato Sangtam and general secretary T Limhachan (More on p-7) Kithan.

Govt creates 10 new SDEO posts DIMAPUR, DEC 7 (NPN): Nagaland government has ordered the creation of 10 new posts of Sub-Divisional Education Officers (SDEOs). School Education department, through a notification, stated that the posts created for the administrative subdivisions were-- Medziphema, Dhansiripar, Pungro, Seyochung, Tizit, Tening, Longkhim, Sanis, Atoizu and Satakha. The jurisdiction of the new SDEOs will correspond with the jurisdiction of the existing administrative Hqs. In order to man the newly created posts, 10 Headmaster posts were upgraded to SDEOs, re-deployment/rationalization from existing resources of 10 posts of AHMs/JEOs, 20 posts of UDA and 30 posts of LDA. It also stated that 10 UDA posts were upgraded to HAs while 10 posts of drivers, 20 posts of office peons and 20 other posts will be rationalized from existing resources.

ENCSU temporarily suspends stir DIMAPUR, DEC 7 (NPN): Eastern Nagaland College Students Union (ENCSU) has cautioned the Directorate of Higher Education (DHE) against insulting the student community and appealed to the student community, irrespective of jurisdiction, to come out and voice their discontent against the department’s failure to release student scholarship. In a release, ENCSU vice president Akum Lim asserted that the department had disbursed the scholarship to only a few students and many were removed from the list of beneficiaries. The department’s reason for the removals was that the students had failed to provide details of their bank accounts, the release said. In another press release issued later, ENCSU has decided to keep in abeyance their ongoing protest/agitation following a government assurance that the full amount of scholarship would be released before December 25. In a press release from

Jessuhu, ENCSU acknowledged the governments admission of lapses concerning the issue and said that they are optimistic that the system will be streamlined as assured by the chief secretary. It also said that the union anticipated the SIT report and its publication in the media, as demanded. They appealed to the SIT to expedite the probe and to pursue an impartial and fair investigation, adding “The logic is very simple - catch the thief!”. It also acknowledged the chief minister, cabinet and chief secretary for their wise decision and requested that measures were taken so that such mistakes were not repeated. The union also appealed to the student community to have patience and extend their co-operation based on the government’s assurance but warned that if the government should fail to hold up their end of the bargain, ENCSU would not remain silent.
