Khango-led NSCN ready to talk REVOKES DECISION ON ABROGATING CEASE FIRE

DIMAPUR, DEC 6 (NPN): Acknowledging the efforts and appeal by NGOs and civil society organizations to restore the ceasefire agreement with Government of India (GoI), NSCN (K) led by Khango Konyak has decided to revoke its decision of unilaterally abrogating the ceasefire agreement with immediate effect. It may be recalled that NSCN (K) had unilaterally abrogated ceasefire in March 2015, leading to multiple violent incidents, including attacks on security forces. In a joint statement, NSCN (K) chairman and president, Khango Konyak and general secretary Isak Sumi Thursday informed that the group, after holding wide consultations with civil society groups during the past one month and keeping in view the positive response by GoI, resolved to revoke the unilateral decision of abrogating the ceasefire.
Govt schemes for handloom weavers
DIMAPUR, DEC 6 (NPN): Development Commissioner (Handlooms), Ministry of Textiles, has informed that one stall has been set up at Naga Heritage Village, Kisama in order to enrol the handloom weavers in various central government schemes. In a press release, deputy director/head of office Dr.V Sivakkumar informed that Nagaland handloom weavers can do spot registration with weavers service centre, Dimapur for ongoing various schemes at Stall No.94 Kisama. Dimapur police on fireworks licence
DIMAPUR, DEC 6 (NPN): Dimapur police has informed interested traders that applications for temporary fireworks license will be issued at the office of the Commissioner of Police (CP), Dimapur. In a press release, Dimapur Police PRO asked interested parties, wanting to stock and sell fire crackers, to obtain permits for the same i.e. Licence in Form LE-5 after filling up form AE-5, which can also be obtained from the office of the CP. PRO stated that licences would be issued totally on a temporary basis. Further, licences would be issued only for firecracker sale during the New Year.

“Therefore, we expect GoI to respond positively by honouring our decision to revive ceasefire in the interest of peace in Nagaland and Naga people in general,” they said. Following weeks of speculations and the mediation by Nagaland GB Federation (NGBF), which was endorsed by the Khangoled NSCN (K) group to act as go-between, both Government of India and Khango-led group purportedly agreed to clear the decks and begin the process of negotiation. Nagaland GB Federation had disclosed that the federation, during its meeting with the Khango-led group at Yankhao village on October 25, was officially endorsed to pursue the issue with the Centre in order pave the way for the group to enter into ceasefire at the earliest. It may be mentioned that the Khango-led NSCN (K) had placed a four-point demand to the GoI for consideration-- lift ban imposed on NSCN and removal of
terrorist tag; rescind the bounties placed on NSCN leaders; repeal AFSPA/ DDA on the enforced Naga areas and unconditional release of NSCN cadres arrested after the abrogation of ceasefire and undergoing trials or serving sentences in different prisons across the state/country. According to NGBF, the Centre, in response to NSCN (K)’s four-point demand also issued a statement saying it “never abrogated the ceasefire with NSCN (K), but NSCN (K) walked away from ceasefire in March 2015. But, government of India still stands and welcomes NSCN (K) for peace talks.” The statement also mentioned that government of India had no objection for NSCN (K) to maintain their entity. It stated that as soon as NSCN (K) comes into peace process dialogue with the Centre, ban on NSCN (K), terrorist tag and bounties on its leaders will be automatically removed/ close.
Further, the statement r e p o r t e d ly m e n t i o n e d that the Centre welcomed NSCN (K) for peace talks anytime. However, Centre said it was committed to solve the Naga issue with one comprehensive solution and therefore cannot have many agreements. Centre also conveyed that it was not in a state to take up third party with fresh negotiation at this juncture. However, GoI stated that there should not be any insecurity on the part of NSCN (K). NGBF said NSCN (Khango group) accepted the conditions set forth by the Centre and acceptance letter was handed over to the GoI through NGBF in New Delhi for further discussion. In the light of the development, NGBF had urged Centre to promptly respond to the peace offer and resume talks at the earliest. It also appealed to all Naga political groups to unite and join the peace process for early solution.
New vehicles to be pre-fitted with HSRP from 2019

NEW DELHI, DEC 6 (NPN): All new vehicles will be sold pre-fitted with High Security Registration Plates (HSRP) from April 1, 2019. The Ministry of Road Transport & Highways has notified amendments in Central Motor Vehicles Rules, 1989 to this effect. The notification mandates that HSRP including third registration mark shall be supplied by the vehicle manufacturers along with vehicles manufactured on or after the first day of April, 2019 to their dealers and dealers shall place a mark of registration on such plates and affix them on the vehicle. The vehicle dealers can also provide HSRP plates for old vehicles. This step is likely to improve coverage of HSRP on vehicles, while ensuring its quality by vehicle manufacturers. The notification to amend CMVR, 1989 to this effect was issued after due consideration of objections and suggestions received from public in this regard. HSRP helps in keeping track of the vehicle.

PAC action plan for Dec 10 Dimapur bandh Nagaland to get DIMAPUR, DEC 6 (NPN): In view of the proposed 12-hour bandh in Dimapur on December 10, 2018, the Public Action Committee (PAC) of the Naga Council Dimapur (NCD) held a meeting and prepared action plans for the bandh. PAC through its media cell said that the bandh to be observed from 5am to 5pm in Dimapur district was in protest against Riven Honda shooting case and multiple criminal activities. PAC has informed that hospitals, wedding participants with cards and sticker, funeral duty, paramilitary, district administrations, police, students on examinations duty and press and media personnel have been exempted from the purview of the proposed bandh. PAC has assigned tribal hoho leaders to arrange their respective youth and maintain discipline for the successful conduct of the bandh.

NEW DELHI, DEC 6 (NPN): Centre has approved additional assistance from National Disaster Response Fund (NDRF) of Rs. 131.16 crore to Nagaland, Rs 3048.39 crore to Kerala and Rs 539.52 crore to Andhra Pradesh. On Thursday, the Union Home Minister, Rajnath Singh, chaired a meeting of the High Level Committee (HLC) in New Delhi to consider the additional Central Assistance to the States of Nagaland, Kerala and Andhra Pradesh, which were affected by floods, landslides and cyclone Titli respectively during the recent months. Union Finance Minister, Arun Jaitley, Union Minister for Agriculture, Radha Mohan Singh, Union Home Secretary, Rajiv Gauba and senior officers of the Ministries of Home Affairs, Finance and Agriculture were present in the meeting. In case of any natural calamity beyond the coping capacity of a state, the state government submits a detailed memorandum indicating sector-wise details of damage and requirement of funds for relief operations of immediate nature, an official said.

According to a press release issued by MIP, Poumai National Workers Welfare (PNWW) conveyed its gratitude to the collective leadership of NSCN (I-M) for reposing confidence on Ashiho Asoumai and appointing him as the new kilo kilonser. According to Tourism department, 238 foreign tourists, 2112 domestic and 9658 local visitors registered on Thursday. Till December 6 altogether 1,09,559 tourists visited the Naga heritage village at Kisama.

DIMAPUR, DEC 6 (NPN): Naga Students’ Federation (NSF) has alleged that there has been a violation of the provisions of the Nagaland Government Retirement Act (NGRA), 1991 as six officials in PHE department were continuing in their posts despite having completed 35 years of continuous service. In a representation to chief secretary R Binchilo Thong, NSF president Kesosul Christopher Ltu said two executive engineers and four sub-divisional officers in PHE department had completed 35 years of service as they were appointed on February 11, 1983. NSF pointed out the NGRA 1991 had clearly stated that a government servant would retire after serving for 35 years or on attainment of 60 years of age, whichever was earlier.
