NEW DELHI, DEC 6 (AGENCIES): The Gujarat elections could be a dead heat between BJP and Congress with the former just scraping through to a win, according to an opinion poll released on Monday. According to the Times of India report, the poll predicted that both parties would get 43% of the votes but BJP could win between 91 and 99 seat in the 182-member assembly while Congress would have to settle for between 78 and 86 seats. It further found Rahul Gandhi`s popularity surging while that of PM Narendra Modi taking a slight hit and the gap between the two leaders` likeability by the public narrowing down to just seven points from 16

points in October. However, with 64 percent votes, PM Modi still remained the most popular leader in the state, as per the survey. The latest poll projections are a remarkable turnaround from the 30-point lead for BJP projected by a poll done by the same agencies in August. At that time, the seat projections were that BJP could cross the 150 mark while Congress would struggle to cross 30. During the 2012 assembly polls BJP won 115 seats while Congress won 61. DIMAPUR, DEC 6 (NPN): Lok Sabha MP, Neiphiu Rio and minister for Environment, Forest & Climate Change, Neiba Kronu called on Union Home minister, Rajnath Singh at his office resident New Delhi. Centre wants to double tourist growth in NE G U WA H AT I , D E C 6 (AGENCIES): Better connectivity, coupled with an aggressive marketing campaign will help double the number of tourists to the Northeastern region within the next five years, Rashmi Verma, Union Tourism secretary said at Guwahati on Wednesday. “Several new destinations are being soon connected by air in the next few months. We are also looking to build inter-regional people to people contact between NE and ASEAN countries” Verma said. According to an Indian Express report, over 1.6 lakh foreign and 77 lakh domestic tourists visited Assam and the other North Eastern states during 2016, registering a 5.2 per cent increase over the previous year. Verma said the unique features of the region required special marketing campaigns. “While each of the eight North Eastern states have specific unique features, it is equally important to sell them as different special thematic packages like wildlife, adventure, ecotourism ethnic tourism and cuisine,” she said.

Bhalla may replace Pankaj as Nagaland CS DIMAPUR, DEC 6 (NPN): Immediately after the premature repatriation of Dr. D.K. Bhalla (IAS:1986:NL), speculations were doing the rounds that he would be made the chief secretary of Nagaland. Bhalla served as Secretary, Lok Sabha Secretariat, but the Appointment Committee of the Cabinet approved the premature repatriation of Dr. D.K. Bhalla, to his cadre with immediate effect. This was also stated in an official communiqué issued by the Press Information Bureau on November 28. According to reports, Dr. Bhalla may be made Nagaland chief secretary. The incumbent chief secretary, Pankaj Kumar (IAS:1987:NL) may be brought to the Centre as an Additional Secretary.

Negotiate with ANDMSA: CANSSEA to CS DIMAPUR, DEC 6 (NPN): Confederation of All Nagaland States Service Employees’ Association (CANSSEA) has written to the Chief Secretary appealing to begin negotiations with All Nagaland District Ministerial Service Association (ANDMSA) to end its ongoing agitation. The letter signed by CANSSEA president Dr. Zase Chusi and general secretary Tarachu Fithu said that the ongoing agitation of the ANDMSA, which is an affiliate of CANSSEA, was jeopardising not only office functioning but also public services at the onset of the festive season. It urged the chief secretary to “initiate adjudication at the earliest” as the matter was solvable through dialogue and negotiation. It added that evading discussions can lead to further complications of the situation. ANDMSA stir completes 7th day: Marking the seventh day of the state-wide agitation by the ANDMSA, the association felt that they were being given step-motherly treatment by the government with its silence on its three charter of demands and the

related agitation. A press release from ANDMSA president Shilumenba Alinger, vicepresident Inato Sangtam and general secretary T. Limhachan Kithan said that the association would intensify its agitation until a positive response to their demands is received. It lauded all the members of the 11 district units and volunteers for their sacrifice so far and called upon all members to remain united and resilient. The Association, once again, appealed to the general public to bear with the inconveniences and also to extend co-operation as there has been no response from the government till the time of issuing the press release. ANDMSA Dimapur Unit: Meanwhile, ANDMSA (Dimapur Unit) has appreciated the support of CANSSEA by addressing the issue to chief secretary. In a press release from ANDMSA (DU) general secretary M Zachamo Ezung and finance secretary Yevishe Assumi, it urged the government to recommend a committee and initiate dialogue to avoid further problems. ENCSU erect black flags in protest Correspondent

KOHIMA, DEC 6 (NPN): Eastern Nagaland College Students Union (ENCSU) continued the third phase of its agitation by putting up black flags across Kohima town and in the four districts of Eastern Nagaland. Volunteers also put up black flags at the directorate of Higher Education. The protest is against non-release of the second instalment of post matriculation scholarship. Talking to Nagaland Post, ENCSU president Longre Chang said more than 200 ENCSU student volunteers took part in the stir. ENCSU said that the protest passed off peacefully with active student participation to send a message of strong resentment against the government and the Department of Higher Education (DoHE). IAF to aid NSDMA in relief & rescue mission ‘Super Earth’ could host alien life D imapur , D ec 6 (NPN): In a welcome development, Eastern Air Command (EAC), one of the five operational commands of Indian Air Force (IAF), has announced support to Nagaland State Disaster Management Authority (NSDMA) in the event of any natural calamity in Nagaland. EAC will respond to such situations with personnel and other resources like well-equipped helicopters for disaster rescue operations. Both EAC and NSDMA will work out comprehensive disaster management plans, helibases and strategic partnerships to make a greater impact on relief efforts, including supply of foods, safe drinking water, medicines and other materials to civilian population, in case of any such tragedies hitting the State. Zeliang at the latter’s residential office in Kohima on Wednesday morning. Air Marshal Khosla, who has also been tasked for defence on the Eastern front, discussed with Zeliang on construction of specialized defence radar at Pfutsero in Phek district.

The State government has already approved acquisition of land for an IAF station in the district like that of Shillong Peak which serves as a radar station for the air force. The AOC-in-C also briefed the Chief Minister about the Shillong radar that keeps an eye on China and Bangladesh borders and has high visibility capabilities to detect enemy aircraft even in remote and inaccessible terrains of the Northeast.

Zeliang appreciated Air Marshal Khosla for his keen interest to involve air force in joint disaster management in Nagaland and suggested both parties to sit across for discussion and tie-up for relief mission. The chief minister and his wife also presented Naga shawls and ornaments to the AOC-in-C and his wife. According to the CMO statement, the visiting IAF officer and his wife will halt at Raj Bhavan for the night and leave for Shillong on Thursday. Air Marshal Khosla, who was commissioned in the fighter stream, has experience on both ground attack and air defence. Meanwhile, later on Wednesday evening, Lt Gen Abhay Krishna of Eastern Command paid a courtesy call on the chief minister at his residential office.

TORONTO, Dec 6 (PTI): A little-known planet about 111 light years away could be a “scaled-up version of Earth” and may be able to host alien life, according to a study. The exoplanet known as K2-18b has been described as being a potential ‘Super-Earth’ - a large rocky planet with the potential to support life. Researchers at the University of Toronto in Canada made the discovery by scouring data collected by European Southern Observatory. They also discovered a new planet in the same solar system. Both planets orbit K2-18, a red-dwarf star located about 111 light-years away in the constellation Leo. “Being able to measure the mass and density of K218b was tremendous, but to discover a new exoplanet was lucky and equally exciting,” said Ryan Cloutier, a PhD student at the University of Toronto. in 2015, it was found to be orbiting within the star’s habitable zone, making it an ideal candidate to have liquid surface water, a key element in harbouring conditions for life as we know it. “It was not a eureka moment because we still had to go through a checklist of things to do in order to verify the data,” said Cloutier, lead author of the study published in the journal Astronomy and Astrophysics. “Once all the boxes were checked it sunk in that, wow, this actually

The dataset used by Cloutier and other researchers came from the High Accuracy Radial Velocity Planet Searcher (HARPS) using the ESO’s 3.6-metre telescope at La Silla Observatory, in Chile. In order to figure out whether K2-18b was a scaled-up version of Earth (mostly rock), or a scaleddown version of Neptune (mostly gas), researchers had to first figure out the planet’s mass, using radial velocity measurements taken with HARPS. After using a machinelearning approach to figure out the mass measurement, Cloutier and his team were able to determine the planet is either a mostly rocky planet with a small gaseous atmosphere - like Earth, but bigger - or a mostly water planet with a thick layer of ice on top of it. “With the current data, we cannot distinguish between those two possibilities,” Cloutier said.
