Augusta ‘middleman’ extradited to India

NEW DELHI, DEC 5 (IANS): British national Christian Michel James, the middleman wanted in the Rs 3,600 crore AgustaWestland VVIP chopper deal case, was brought to India late Tuesday night following his extradition by the UAE. The UAE authorities sent him to New Delhi on a private jet. Michel landed at the Indira Gandhi International Airport on a Gulfstream jet at 2235 hours. Christian Michel James was on Wednesday remanded to five days CBI custody by a Delhi court, which rejected the agency’s plea for 14 days custody. Special Judge Arvind Kumar allowed the Central Bureau of Investigation (CBI) to quiz the middleman till December 10.

Special Public Prosecutor D.P. Singh told the court that James had got classified material and the agency needed to interrogate him to know who were the officers involved in supplying these classified documents to him. The prosecutor also told the court that they have recovered two handwritten notes related to bribe money - including one written by James himself in which he mentions about his 5 per cent commission to fix the deal. Michel’s counsel Aljo K. Joseph vehemently opposed the remand application saying there was no need for police custody and that none of the documents had been produced in any international court. Michel’s counsel Joseph and Vishnu Sankar moved bail application assuring that he will follow every condition imposed by the court if released on bail. The defence counsel told the court that the probe agency had already seized the documents related to the case and investigation was almost complete in the case.

The operation code-named ‘Unicorn’ was carried out under the guidance of Doval and being coordinated by interim CBI Director M Nageswar Rao, a CBI spokesperson, Abhishek Dayal, said. “Under the guidance of Doval, the entire operation is being coordinated by incharge Director CBI M Nageswara Rao,” he added. DIMAPUR, DEC 5 (NPN): Five tribal bodies-- Angami Public Organisation (APO), Chakhesang Public Organization (CPO), Zeliang People’s Organisation (ZPO), Rengma Hoho and Pochury Hoho— have expressed concern over the “noticeable constitutional crisis prevailing in the Naga Hoho”. In a joint statement, Dr. Vilhusa Seleyi and KT Vilie of APO, Ariyi Nienu and Kekhwengulo Lea of CPO, Visa Meru and Joshua Newmai of ZPO, Kenyuseng Tep of Rengma Hoho, and Chulekhu Pochury of Pochury Hoho asserted that the tenets of the constitution were absolute and ought not to be played about with but applied in the right earnest without predisposition. They said that the outcome of November 26, 2018 meeting has further “drawn up unacceptable imbalance on jurisdictional applicability” rendering the platform entirely “lopsided and helplessly drifting southward with imaginative domain, which they described was “null and void.” The signatories, therefore, sought to put on record that the five tribes would not be held accountable in the event the existing process further “deteriorate Naga society through recurring gaffe being created by vested interests.”

KOHIMA, DEC 5 (NPN): Union minister of State for tourism KJ Alphons inaugurated a tourist resort under Swadesh Darshan Scheme at Phesama near Kisama, the heritage village, on Wednesday. The Development of Tribal Circuit: Peren-Kohima-Wokha was the first phase sanctioned by the Union Ministry of Tourism in November 2015 for Rs 97.36 crore. Alphons inaugurated the resort in the presence of chief minister Neiphiu Rio, tourism, art & culture adviser H Khehovi Yepthomi, senior government officials and others. Meanwhile, when contacted, Tourism executive engineer Thungdemo Patton informed Nagaland Post that the tourist resort at Phesama near the heritage village was

constructed at an approximate cost of Rs 3.5 crore. He said for the first phase, the project was taken up for Peren, Kohima and Wokha and the total cost of the project was Rs 97 crore. Patton said the project in Peren district (New Peren and Benreu villages) was taken up under the theme “Eco-Tourism”, Kohima (Phesama, Kisama, Kigwema and Viswema) under the theme “The Heritage” and in Wokha (Wokha Town and Doyang) under the theme “Water sports and Naga cuisine”. Under the project, he said it has developed facilities like residential cottage, eco log huts, open air theatre, tribal rejuvenation centre, cafeteria, helipad, tourist interpretation centre, wayside amenities, last mile connectivity, public conveniences, multipurpose hall, nature trails, trekking routes etc.

KOHIMA, DEC 5 (NPN): Delighted with its rich cultural heritage and natural beauty, Union minister of State for tourism KJ Alphons heaped praise on Nagaland by stating that it was “God’s own paradise” and whose hospitality could not be found anywhere in the world. Attending the fifth day of the 10-day ongoing Hornbill Festival, Alphons said he spoke with Union civil aviation minister Suresh Prabhu seeking helicopter services from Guwahati to Dimapur, Dimapur to Kohima, Kohima to Imphal and Imphal to Guwahati. He said the project cost or losses incurred would be borne by the Union tourism ministry as “we need to bring lots of people to Nagaland.” Expressing joy to be part of the festival, he said he had held a desire for many years to be at the Hornbill Festival, “which was pride of the nation”, adding the diversity of the country was beautiful.

KOHIMA, DEC 5 (NPN): Reiterating the importance of hard work and dignity of labour, the state chief minister, Neiphiu Rio, Wednesday urged the youth to do away with the nature of dependency and contribute to the growth of the state’s economy by working with one’s intelligence and skills. Rio said this while addressing silver jubilee celebration of the Northern Angami Youth Organisation (NAYO) cum stone pulling ceremony coinciding with Hornbill Festival at Northern Angami Centre, Chiephobozou village as the chief host. The chief minister said the youth, who were a key component of a society and leaders of tomorrow, have responsibility to serve the society. He maintained that youth as the backbone of the society should live an ex-

emplary lives having strong character and integrity. Stating that the strength of youth represents the strength and position of a society, the chief minister further urged the youth to utilise their strength, creativity, intelligence and skills to serve the society and make a difference for a better future. Reiterating on the need for unity and peace among the Nagas, Rio expressed concern over the fragmented and divisions both among the over ground and underground, which has seeped down even to the various organisations and tribes. Stating that there were ups and downs in the journey of life, the chief minister, however, said that when there was unity and obedience among the people, the society can overcome any hurdles and obstacles. Out of these States and UTs, 58.3% have not notified the State rules, which should have been notified within six months of enforcement of the Act. And though there are 21 official languages, the Act has only been translated only into two languages – Hindi and Odiya. NCPEDP, out of its own initiative and with support from State partners, has translated the Act into nine languages, and also the in-sign language. Further, 50% of these States and UTs have not yet con-

stituted State Advisory Boards, while 83.3% are yet to constitute district committees. Also, there are no commissioners for persons with disabilities in 37.5% of the States and UTs, while there is not much progress in remaining 62.5% where the commissioners have been appointed. Many States don’t have full-time commissioners and only three States (12.5%) have constituted advisory committees comprising of experts to assist the commissioner. What is also worrisome is that 79.2% States and UTs have not constituted the State fund to implement the Act. Only four States (16.7%) have appointed a nodal officer in the district education office to exclusively deal with matters relating to admission of children with disabilities. Also, 58.3% States have not notified special courts in the districts for trying offences under the Act, while 87.5% have not appointed special public

DIMAPUR, DEC 5 (NPN): P ublic Action Committee (PAC) of Naga Council Dimapur (NCD), which threatened to impose a 12-hour Dimapur bandh on December 7, 2018, on Wednesday informed that the proposed bandh has been rescheduled to December 10, 2018 from 5 a.m. to 5 p.m. It may be recalled that PAC has issued a 5-day deadline to arrest the main culprits involved in the firing incident on November 20 at Riven Honda showroom Dimapur failing which it had threatened to impose a 12-hour December 7 bandh. Media Cell of PAC informed that a meeting of 19 tribal hohos, GBs union, DUCCF, BAN, DCCI and Naga women hoho Dimapur was held a meeting on Wednesday and discussed the prevailing situations expressed appreciation to the Dimapur police for setting up SIT to nab the perpetrators. In this regard, PAC has appealed to the public to provide all inputs and support to the police in order to contain the criminal activities in and around Dimapur. Meanwhile, in connection with the proposed bandh, PAC has convened a meeting on December 6, 2018 at 11am at NCD office to review the arrangements. Only two States – Delhi and Himachal Pradesh – reported having received 1,244 and one such policies respectively from the establishments. The study found that 54.2% of the States and UTs have not made any provisions for increasing reservation in employment from 3% to 4% in government and public sectors.

KBTU lifts ‘chakka jam’; submits memo DIMAPUR, DEC 5 (NPN): Khatkhati and Bokajan Transport Union (KBTU), which had on December 3, 2018 resolved to continue indefinite “chakka jam” after one of its members was abducted by unknown miscreants, has stated that the strike has been postponed due to onset of festival season and following assurance given by DC Dimapur and Commissioner of Police Dimapur. In a press release, KBTU convenor Khehuli Kibami said the union also decided to postpone the strike after the intervention of Confederation of Nagaland Chamber of Commerce and Industry and Dimapur Chamber of Commerce and Industry. Nagaland fares poorly in implementation of RPWD Act PAC reschedules bandh DIMAPUR, DEC 5 (NPN): Two years after it was passed by both Houses of Parliament, Nagaland has fared poorly in implementation of the Rights of Persons with Disabilities (RPWD) Act, 2016. This was stated in a study conducted by Disability Rights India Foundation (DIRF), in collaboration with National Centre for Promotion of Employment for Disabled People (NCPEDP) and National Committee on the Rights of Persons with Disabilities (NCRPD), with support from Titan Company Limited, to evaluate the progress made in implementation of the RPWD Act in States and Union Territories (UTs). The report was released by Diversity and Equal Opportunity Centre (DEOC). Altogether 19 questions were sent out to the States and UTs primarily focusing on rules, administrative structures, notifications and allocation of funds and reservations of persons with disabilities – basically the under-

Nagaland Medical Council (NMC) has informed all allopathic private practitioners in Nagaland that as per the Supreme Court order, through Medical Council of India (MCI), it was mandatory to report HIV cases under the care to National AIDS Control Organisation (NACO). In a circular NMC deputy registrar, Dr. Kevilhulie Meyase, stated that the format for the same was available on NACO website. Further, NMC stated that any violation of the court order would be considered as breach of directions of the Supreme Court.
