Decks cleared for Rahul to take over as Cong chief
New Delhi, Dec 4 (IANS): In a generational shift at the top in the Congress, Rahul Gandhi is all set to take over as party President next week after he filed his nomination papers on Monday for the post amid opposition jibes over dynasty politics in a contest with no one else in the fray. The 47-year-old Gandhi, who will be the sixth Nehru-Gandhi scion to helm the party, filed papers at the Congress headquarters here amid cheers and celebrations by party leaders and workers. His mother and incumbent party President Sonia Gandhi signed the first nomination paper for election of her son. Among the proposers was former Prime Minister Manmohan Singh who called Rahul Gandhi the “darling” of the party. Manmohan Singh accompanied Gandhi when he filed the nomination paper. In all over 90 sets of nominations were said to have been filed supporting Gandhi before the deadline expired at 3 p.m. on
G&M dept notifies DIMAPUR, DEC 4 (NPN): Reiterating that it was authorised by the State government to grant quarry permit and levy tax/royalty from minor mines, Department of Geology & Mining has asked all quarry and mining operators, transporters, suppliers and stockists in the State to obtain quarry and mining permits from Directorate of Geology & Mining with immediate effect. In a press release, Geology & Mining director, Wanthang Rengma declared that, henceforth, any quarry or mining permit granted by any person, agency or department other than the department of Geology & Mining would be treated as cancelled with immediate effect. Rengma, however, clarified that the quarry permits issued by the Forest department prior to this notification may be submitted to the Department of Geology & Mining for revalidation/re-issue of mining permit. “A copy of the Treasury Challan already deposited to the Govt. treasury through the Forest department, if any, may also be submitted to the Directorate of Geology & Mining for further verification and regularization on or before 20th December, 2017,” Rengma added.

However, the filing of nomination was not without controversy stoked by remarks of senior Congress leader Mani Shankar Aiyar who invoked the Mughal dynasty in the Congress Presidential election that Prime Minister Narendra Modi latched on to quickly to call it “Aurangzeb Raj”. “When Shah Jahan came in the place of Jahangir did any election happen? It was known to everyone that the throne of the king will automatically go to the heir,” Aiyar said, retorting to the “dynasty” jibes of the BJP on Rahul Gandhi’s election. “But in a democracy elections are held. I openly invite (Shehzad) Poonawala to file the nomination and contest,” Aiyar said, adding has anyone heard of Poonawala earlier. Aiyar was replying to a question about BJP’s criticism following Maharashtra Congress leader Poonawala alleging that election for Congress President was a sham and Rahul Gandhi’s elevation was rigged. Gandhi, who became the Congress Vice President in January 2013, will succeed his mother Sonia, the longest serving Congress chief who has helmed the party since 1998. He is the sixth in the Gandhi-Nehru family to head the party after his great great grandfather Motilal Nehru, great grandfather Jawaharlal Nehru, grandmother Indira Gandhi and father Rajiv Gandhi.

NEW DELHI, DEC 4 (AGENCIES): After Congress vice president Rahul Gandhi Monday filed his nomination for the party president post, Prime Minister Narendra Modi took a dig at the party saying he wanted to congratulate them for ushering in ‘their Aurangzeb Raj’. Modi was referring to absolutist 17th century Mughal monarch Aurangzeb, and in comparing his reign to the Congress party’s internal elections, he was attempting to say there is no intra-party democracy in the grand old party. “I congratulate the Congress on their ‘Aurangzeb Raj.’ For us, the wellbeing of the people matters and 125 crore Indians are our high command,” said Modi at a poll campaign rally in Gujarat.
The PM claimed it was senior Congress leader Mani Shankar Aiyar who first compared the Mughal empire’s practice of primogeniture to the elevation of Rahul as Congress president after his mother. “Mani Shankar Aiyar said that ‘did elections happen during Mughal rule? After Jehangir, Shahjahan came, was any election held? After Shahjahan it was understood Aurangzeb will be the leader’. So Congress accepts it’s a family party? We don’t want this Aurangzeb rule,” said Modi. Aiyar however soon hit back and sought to remind Modi that unlike in Aurangzeb’s time, anyone from the party is free to contest elections for the post of Congress president. It appears that earlier, Aiyar referred to Aurangzeb when he was asked about rebel Congress member from Maharashtra Shehzad Poonawala who last week alleged that elections within the party were “rigged”. Aiyar contested Poonawalla’s allegation saying anyone from the Congress could contest the party president election, reported IANS news agency.
NPRAAF seeks clarification from P&C dept over land acquisition payments DIMAPUR, DEC 4 (NPN): Sensing another fiscal imprudence, Nagaland Public Rights Awareness and Action Forum (NPRAAF) has asked the department of Planning & Co-ordination (P&C) to give a status on four projects and payments made for acquisition of land in various districts. In a statement issued on Monday, NPRAAF said the department had acquired plots of land at four different locations in Dimapur district for various purposes in 2013-2014 and 2016-17 at a cost of Rs 6.66 crore. The forum said a total number of eight cheques amounting to Rs 4.53 crore were forwarded to the deputy commissioner, Dimapur on December 20, 2016 by Planning & Co-ordination Department towards payment. Further, Rs 12,00,000 and Rs 2,00,64,325 were released in 2013-14 as part payments for two projects. According to NPRAFF, the acquired plots include land measuring 40,559 sq ft for 220 KV power line at Thahekhu village, Dimapur for Rs 52,72,670 (released on December 20, 2016);
land measuring 2,52,881 sq ft at Hovishe Village in Niuland for establishment of 1st NAP Company for Rs 25,28,810 (Rs 12,00,000 released in 2013-14 and Rs 13,28,810 released in 2016-17); land measuring 28.88 acres (12,58,440 sq ft) for setting up of agar factory at Razaphe Basa, Dimapur for Rs 5,66,29,800 (Rs 2,00,64,325 released in 2013-14 and Rs 3,65,65,470 released in 2016-17); and land measuring 20,257.85 sq ft for installation of 20 MWA 66/11 KV sub-station at Sovima, Dimapur for Rs 22,08,106 (released on December 20, 2016). NPRAFF said the total amount for the four plots released in 2016-17 came to Rs 4,53,75,056 and, when the part payment made in 2013-14 for the projects were added, the total amount came to Rs 6,66,39,386. Acharya stated that all languages are equal and our mother tongue is our identity and that we should respect all languages. According to a press release by PRO to Governor, the Governor was addressing the felicitation programme of the Rashtra Bhasha Prachar Samiti (RBPS) at Durbar Hall, Raj Bhavan, Kohima on December 4, 2017. Acharya said that India was a democratic country and unity in diversity is the peculiarity of the country, the Governor called on the RBPS to link the people of the country through the national language. He said that emotional and national integration should be the ultimate goal for the organisation. He also asked the delegates to visit the Hornbill festival to know about the culture, traditions and the people of Nagaland. The Governor congratulated the toppers and students who cleared the exam and encouraged them to achieve greater heights. He also appreciated the RBPS for holding the convocation programme for the first time in Nagaland. Principal Secretary to the Governor, Pyuish Goyal (IAS) welcomed all delegates to Kohima and appreciated the work done by the RBPS to uplift the national language. Goyal also acknowledged the keen interest taken by the Naga students in learning the language. The programme was attended by members of the RBPS and students from various parts of the country.

The assembly runs from 4-6 December at UN Environment headquarters in Nairobi, Kenya. As the world’s highest-level decision-making body on the environment, it brings together governments, entrepreneurs, activists and others to share ideas and commit to action. Everyone on earth is affected by pollution, according to a new UN Environment report, The Executive Director’s Report: Towards a Pollution-Free Planet, which the meeting is using as the basis for defining the problems and laying out new action areas. The global political leadership and partnerships at all levels need to act in unison. Lifestyle changes, low-carbon tech investments and advocacy are also a step towards making the planet

Over a dozen resolutions, including new approaches to tackle air pollution, the single biggest environmental killer that claims 6.5 million lives each year, are on the table at the three-day third UN Environment Assembly that began here on Monday. Studies indicate that over 80 per cent of cities don’t meet UN health standards on air quality. The new UN Environment report, titled “The Executive Director’s Report: Towards a Pollution-Free Planet”, which the meeting is using as the basis for defining the problems and laying out new action areas, recommended political leadership and partnerships at all levels and action on the worst pollutants. It also favoured lifestyle changes, low-carbon tech investments and advocacy. The recommendations are based on analysis of pollution in all its forms, including air, land, freshwater, marine, chemical and waste pollution.
Overall, environmental degradation causes nearly one in four of all deaths worldwide, or 12.6 million people a year, and the widespread destruction of key ecosystems, says the report. Exposure to lead in paint, which causes brain damage to 600,000 children annually, and water and soil pollution are also key focus areas. Seas already contain 500 “dead zones” with too little oxygen to support marine life. Painting a darker picture, the report says over 80 per cent of the world’s wastewater is released into the environment without treatment, poisoning the fields and the lakes and rivers that provide drinking water to 300 million people. There is also a huge economic cost. A just-published report by the Lancet Commission on Pollution and Health says that welfare losses due to pollution are estimated at over $4.6 trillion each year, equivalent to 6.2 per cent of global economic output.

It may be recalled that NPRAAF, on November 4, after it failed to elicit satisfactory response from various departments on the issue of Drawal Authorities, had informed that the forum would be submitting a representation to the investigating agency with copies forwarded to the Prime Minister, Nagaland Governor and other officials. In the representation, NPRAAF had said that it would request an investigating agency to probe into numerous doubtful DAs running into thousands of crores of rupees since many departments had remained silent on it while few departments had embroiled itself into a whirlpool with its own responses.
Manipur, Arunachal CMs to grace Hornbill festival KOHIMA, 4 (NPN): Manipur chief minister, N. Biren Singh and Arunachal Pradesh chief minister, Pema Khadu will grace the fifth day of the ongoing Hornbill Festival at, Kisama as chief guest and guest of honour respectively. According to CMO media cell, Nagaland chief minister, T.R. Zeliang will deliver the welcome remarks and the programme will be chaired by chief secretary, Pankaj Kumar. DIMAPUR, DEC 4(NPN): Jangpetkong Senso Mongdang (JSM), Japukong Senso Senden (JSS) and Tzurangkong Senso Mongdang (TSM) along with the Village Councils (Putu Menden) from three ranges have lauded Ao Senden for exhibiting maturity towards resolving the issue- with Naga Hoho president P. Chuba Ozukum, over his ex-communication from Ao citizenship - amicably on November 21. The press note jointly signed by presidents of the three organizations, N. Toshi (JSM), Alem Lango (JSS) and I. Moa Aier (TSM), said they were indebted to have learnt about the fulfilment of the demand of the Senden, Central Nagaland Tribes Council and other constituent units over the Rongmei issue. It also stated “as the misunderstanding is being resolved harmoniously”, they expected the Senden to join the hoho at the earliest in the interest of the Naga people, for unity and a political solution.
MCCI bans selling of firecrackers
DIMAPUR, DEC 4 (NPN): Mokokchung Chamber of Commerce & Industry (MCCI) has informed all members to not supply or sell firecrackers and warned defaulters of strict action. In a press note, MCCI president Tsukti Longkumer and general secretary Limalenden Longkumer also reiterated its earlier announcement to ban selling of calendars and tickets of any kind to business owners. It also requested all motor vehicle owners and drivers, while in Mokokchung town, to observe proper traffic etiquette, obey traffic rules and park their vehicles only at demarcated spaces as the town had started experiencing unprecedented traffic snarls with the onset of the festive season. It also requested business owners to not park their vehicles in front of their shops so that customers and shoppers from near and far are left with enough space to park their own vehicles and it also asked residents to walk if the markets are nearby, to avoid traffic congestion on the roads.
