Can’t trust PM’s assurance on Framework Agreement: Ibobi IMPHAL, DEC 3 (AGENCIES): Former Manipur chief minister, O. Ibobi said the public of the state cannot believe the assurance given by Prime Minister, Narendra Modi that the ‘Framework Agreement’ will not affect the territorial integrity of the state as the contents of the framework agreement was still kept secret. He was addressing a crowd during a sit-in protest demanding disclosure of the framework agreement signed between the Centre and NSCN (I-M). Ibobi said that the public cannot trust BJP especially when it comes to the framework agreement as they have even broken their many assurances to the public during the election campaign, the Imphal Free Press report stated. Ibobi alleged that the BJP during the time of election had used the NSCN (I-M) as their weapon to win the election and had allowed the United Naga Council call an indefinite blockade. “If the BJP were not to be
in power in the state today, there is every chance the blockade would still be continuing,” he added. Making it known that the union did not undermine the capability or efficiency of any officer, ASTD however expressed concern as to why the incumbent CP was being transferred after nine months. Further, ASTD appealed to the authority concerned “not to ignore the public interest while manning the affairs of the state.”

KOHIMA, DEC 3 (NPN): The third day of Hornbill Festival at Naga Heritage village, Kisama witnessed 42,544 visitors-- 314 foreign tourists, 4622 domestic tourists and 37,608 local visitors. Till date 73,090 people have visited the Heritage village.

DIMAPUR, DEC 3 (NPN): Eastern Nagaland College Students’ Union (ENCSU) resumede it’s third phase of protest in Kohima on 1st December which passed peacefully. A press release by ENCSU, signed by president M. Longre Chang and general secretary WanGnei C. Jessuhu said that t he protest was held against the failure of the government to disburse student scholarships in full for the current year. The ENCSU also urged the government to make public the SIT report “by today since the two weeks set by the Cabinet had expired”. It said that the government and the concerned department had strained the patience of the student community, and asked that the education department stop acting clean and tell the truth, with proper evidence to validate their contention, to resolve the issue once and for all. It also said that the cabinet had admitted to the misuse of scholarship funds for the years 2016-17 by the department, and
warned that no one should prejudice the SIT investigative process or its report. The ENCSU said that, bearing these in mind, there should be no confusion due to the propaganda that was being spread by some unethical individuals with vested interests. It said that the Nagas already know the truth and individual or organization defending the culprits is answerable to Naga society in general and the students in particular. The union asserted that they would continue to protest until the scholarships were released in full and that they were ready to resort to extreme courses of action. ENCSU said that their limits had been tested and the government and the department had taken advantage of their democratic style of protest, so they were ready to resort to harsher measures without any further notice or announcements. They said that the union should not be held responsible for any untoward incident which may arise.
Konyak gunsmiths capture visitors’ attention at Hornbill Festival 2017 Correspondent
KOHIMA, DEC 3 (NPN): Popularly known for their expertise in the smithing profession, Khamching Konyak (53) and his cousin and professional partner Wangwai (56), from Longwa village have captured the attention of many tourists and local visitors at the Hornbill festival. They specialize in making muzzle loading guns and their craft is on display at the on-going Hornbill festival. Interacting with Nagaland Post, Khamching said it was from his parents that he inherited the gun-making skill from. He said that he was usually, completely occupied with making guns within the confines of his village. He said it takes almost a month to complete one gun and that he makes about Rs. 70,000 a year with his skill adding

that the guns he makes are mostly made on order. The gunsmith expressed joy that he could exhibit his talent to the many visitors at the festival. However, Khamching regretted that he could not take orders placed by the visitors and said he was working on a gun at the moment, for which he had already been partially paid. His cousin, Wangwai, is into making model heads,
with great attention to detail, in metal, using the wax process techniques. He also makes daos (local machetes), axes, hoes, scrappers, sickles and small weapons like spear-heads and he also makes muskets. The duo’s efforts of travelling from interior Nagaland to participate in the Hornbill festival, paid off well with both of them doing brisk business these past three days.

NEW DELHI, DEC 3 (PTI): Judges posted at the four High Courts in the Northeast are not entitled to a special monetary allowance extended to officers of the Northeast cadre of allIndia services, the law ministry has told the Gauhati High Court citing recommendations of the Seventh Pay Commission. “… The proposal for grant of additional monetary incentive allowance to the judges of high courts of northeastern states has not been agreed to,” the Department of Justice in the law ministry has informed the registrar general of GHC. Referring to a September 2015 judgement of the Supreme Court on the issue, the department of Justice said the matter was again referred to Department of Personnel and Training for their views. “However, they have clarified that the 7th Pay Commission has not recommended to extend (the) special allowance granted to all-India services officers to any other service and the government has accepted the recommendation,” the letter, sent on November 27, said.

DUCCF clarifies
DIMAPUR, DEC 3 (NPN): Dimapur Urban Council Chairmen Federation (DUCCF) clarified, regarding its December 1 press release on the transfer of Dimapur Police Commissioner, that its intention was to stress for stability of government officials in delivering proper public services. DUCCF media cell said it was the desire of the forum that every IAS and IPS officer posted in Dimapur should complete their required terms as per service rules. It further clarified that the statement was not intended to support nor undermine any public official.
KOHIMA, DEC 3 (NPN): Even as Nagaland coffee continues to earn international recognition for its aroma, Naga Coffee Pvt Ltd director, Pieter Vermeulen, who is currently on a visit to the State, now plans to take the coffee to the Gulf Barista Championship in Dubai on December 8 and 9. Interacting with Nagaland Post on Sunday evening at the coffee stall set up by Department of Land Resource at the Hornbill Festival venue, Vermeulen, at whose initiative Nagaland coffee has become popular across the globe, said he had taken local coffee samples to coffee festivals in New York, Dubai, Cape Town and United Kingdom. And according to him, the feedback from other countries had been very positive. He said Nagaland coffee was on huge demand due to its aroma and flavour. The director, however, regretted that a three tonne shipment of Nagaland coffee, which was supposed to be transported to Cape Town, was stuck in Kolkata

due to some new rules under Goods & Services Tax (GST). He, of course, added that he had finally received clearance orders and that the consignment would be shipped to Cape Town on December 4. Vermeulen also said Dubai Coffee Company had agreed to purchase Nagaland coffee “if 20 tonne could be supplied to the company every month”. Naga Coffee Pvt Ltd director had introduced new type of coffee called “Chilly Coffee”, which he took to international market and the response had been excellent. He said he had returned to
Nagaland during the Hornbill Festival to introduce Chilly Coffee to people of the State. Vermeulen said he was happy to learn that guests at the festival were enjoying the new type of coffee. He added that marketing was better this season than in the previous years as the company had already used more than 40 kg of roasted coffee. Vermeulen also sought State government’s support in popularising coffee plantation, which would eventually create job opportunities for thousands of Naga youth. (Cont’d on p-7)
NCM seeks opinion on minority status to Hindus NEW DELHI, DEC 3 (AGENCIES): National Commission for Minorities (NCM) on Sunday sought the Law Commission’s opinion on minority status to the Hindus in eight states on the representation given by the petitioner, Ashwini Upadhyay, ANI report stated. The Supreme Court had, earlier, asked the petitioner to approach the NCM as he urged the court to declare that Hindus were a minority community in eight states includ-
ing Jammu and Kashmir and Punjab. Upadhyay has referred to December 18, 1992 resolution of the UN General Assembly and a judgement of the top court to back his plea. In his plea, the petitioner sought the Hindus be declared minority in the eight states including Jammu and Kashmir, Punjab, Lakshdweep, Mizoram, Nagaland, Meghalaya, Manipur and Arunachal Pradesh.
CCCTA issues directives
DIMAPUR, DEC 3 (NPN): Chumukedima Chamber of Commerce and Trade Association (CCCTA) has requested all shopkeepers under its jurisdiction to clean and decorate their establishments for the festive season and said that prizes will be awarded to the best three decorated shops. They further requested that all shops remain open till 8 p.m. In the notice, signed by president Avi Chase and general secretary James Kin, the CCCTA expressed serious concerns over the forceful demand of “donations”, from different quarters, upon the business communities. It said that the Christmas season is a time for joy and celebration and not the time to go around “imposing donations” and warned that any individual or group caught indulging in such activities will have serious penalties imposed on them.
