NEW DELHI, DEC 29 (PTI): Manipur civil society organizations (CSOs) on Friday put the onus of safeguarding interest of the state on the Centre while finalising the framework agreement with NSCN (I-M). An eight-member team of civil society bodies had met Prime Minister Narendra Modi on Thursday as part of campaign to apprise the central leadership about apprehensions in Manipur over territorial and administrative integrity of the state due to lack of transparency in the ongoing Naga talks. These organisations include the United Committee Manipur, the All Manipur United Clubs Organisation and the Committee on Civil Societies Kangleipak. “In our meeting with the prime minister, we conveyed our concerns over state-

ments, which are against the interest of Manipur, coming from various quarters about the framework agreement,” UCM President Elangbam Johnson, who is the spokesperson of the delegation, told reporters here. He further said, “The PM asked us to have faith in his government and believe only in the official position and not anyone else. The onus is now on the Centre to safeguard the interest of Manipur.” The delegation had also met Home Minister Rajnath Singh, BJP president Amit Shah and Congress president Rahul Gandhi. with NSCN (I-M), Johnson said it should not be at the cost of the state. “NSCN (I-M) has demanded integration of Naga inhabited areas of the North East, a pan Naga cultural identity and autonomous administration of the region, but that affects Assam, Arunachal Pradesh and Manipur,” he said. Therefore, any agreement reached between the Centre and NSCN (I-M) without consent of the affected parties will not be accepted, he said. Johnson, however, said while the Centre has given assurance that geographical identity of the states would not be altered, concerns remained over creation of pan-Naga cultural identity and autonomous administration bypassing states, particularly in Manipur.

Govt warns against Bitcoin trading NEW DELHI, Dec 29 (AGENCIES): The government on Friday cautioned investors to be wary of virtual currencies like Bitcoin, saying they are like Ponzi schemes with no legal tender and protection. “There is a real and heightened risk of investment bubble of the type seen in Ponzi schemes which can result in sudden and prolonged crash exposing investors, especially retail consumers losing their hardearned money. Consumers need to be alert and extremely cautious as to avoid getting trapped in such Ponzi schemes,” the Finance Ministry said in a statement. SHILLONG, DEC 29: Eight Meghalaya legislators including five Congress legislators on Friday resigned as members of the Meghalaya Assembly to contest the upcoming assembly elections on National People’s Party (NPP) tickets. The Congress legislators who handed in their resignations to assembly commissioner and secretary, Andrew Simon, included former deputy chief minister Rowell Lyngdoh, while the other four were Prestone Tynsong, Comingone Ymbon, Sniawbhalang Dhar and Ngaitlang Dhar. Apart from the five Congress legislators, opposition United Democratic Party MLA, Remington Pyngrope and two Independent legislators-- Hopeful Bamon and Stephanson Mukhim-- also handed in their papers.

The five Congress legislators had earlier rebelled against Chief Minister Mukul Sangma and the party leadership. Four of the five Congress MLAs were part of the state cabinet and were sacked by the chief minister on the grounds of “incompetence”. Rowell, a veteran Congress leader, later announced that all the eight MLAs, would join the NPP, also an alliance partner of the BJP in the Manipur government, at a rally next week. “We (Congress legislators) have put in our papers since the leadership (chief minister Mukul Sangma) in the state has failed to meet the aspirations of the people, besides the style of functioning of the Chief Minister,” Tynsong said. Accusing chief minister Sangma of practicing “one-upmanship”, Tynsong, however, said, “Despite his

negativity, there is also a positive side too. Mukul (Sangma) is a good leader. He is courageous; whatever he says we had to do it.” Hitting out at the chief minister, Rowell said, “The autocratic style of functioning of the chief minister had made it difficult for me and others to function in the government.” Rowell said the decision to set up a medical college in the state capital Shillong on PPP mode and another one in Tura to be funded by the state government, was taken without consultations in the cabinet. NPP national president and Lok Sabha MP, Conrad K. Sangma said all the eight legislators would formally join the NPP on January 4 at a public rally in Polo grounds here. Veteran Congress leader and chief minister Mukul Sangma had earlier said that

in constituencies represented by rebel Congress MLAs, there is tremendous pressure to put up candidates. “The good thing is that we are getting promising leaders who are showing keen interest to join the Congress and offer themselves for the people as potential candidates. This is setting a new benchmark,” the chief minister added. The Congress has been reduced to 24 from 30 members in the truncated 51member assembly following the resignation. However, there is no immediate threat to the Congress government as it has support of nine Independents which takes its tally to 33. Two Nationalist Congress Party legislators, one member from the NorthEast Democratic Socialist Party and seven independent legislators make up the nine independents supporting the Congress-led government.

over the government’s alleged continuing neglect of the Rengma community. Rengma Hoho and Rengma Selo Zi said their volunteers would be placed at three points – Kandinu Station, Tseminyu Town and New Terogvunyu junction – to enforce the bandh. Administrative officials on duty, paramilitary forces, media, ambulances with patients and fire & emergency services have been excluded from the purview of the bandh. Meanwhile, the peaceful dharna programme that commenced at the ADC office complex, Tseminyu on December 26 under the aegis of Rengma Hoho and Rengma Selo Zi entered the fourth day on Friday with activists hoisting black flags and black banners. The dharna is in support of

creation of the district. Stating that the peaceful dharna would continue till December 30, presidents of both the organisations regretted that while the State government had recently upgraded many administrative headquarters to districts, the demand of Rengmas was not met. Annoyed with the silence of government during the last four days of dharna, the two leaders also reiterated that they would not remain silent till their demand was fulfilled. On the other hand, Rengma Hoho and Rengma Selo Zi have asked all village youth organisation presidents, range youth organisation presidents and range students’ union presidents to attend a joint emergency meeting at 2 pm on December 31 at Rengma Hoho office complex.

Traders urged to prepare for e-way bill implementation New Delhi, Dec 29 (IANS) The Centre on Friday urged businesses to prepare for implementing the e-way bill for interstate transportation of goods under GST from February 1, terming it an efficient use of Information Technology. In a tweet, Finance Secretary Hasmukh Adhia also said that asking traders and transporters to generate the e-way bill online is not “Inspector Raj”. “Asking traders and transporters to generate E-way Bill on-line and carry it, is not ‘Inspector Raj’; it is just ‘efficient use of Information Technology’,” Adhia said. “Let us all prepare for the February 1 deadline for e-way bill for interState transportation of goods.”

For a seamless movement of goods across states, the Goods and Services Tax (GST) Council, earlier this month, decided to go for early implementation of the e-way bill for inter-state movement of items from February 1, and uniform mandatory compliance from June one next year. An e-way bill is required for movement of goods worth more than Rs 50,000. The nationwide eway bill system will be ready to be rolled out on a trial basis latest by January 16, 2018. Trade and transporters can start using this system on a voluntary basis from January 16, 2018, a Union Finance Ministry statement said here after a meeting of the GST Council held through video conference.
