KOHIMA, DEC 1 (NPN): Union Home Minister Rajnath Singh said that Hornbill Festival powerfully demonstrates the cultural diversity and civilizational unity of the people, saying he got the glimpse of the Indian spirit of happy peaceful co-existence of the multiplicities at this festival. Addressing the inaugural function of the 19th Hornbill Festival that kicked off at Heritage Village, Kisama here Saturday, the union minister expressed joy to witness the spectacular event that showcased the rich ancient culture and civilization of the people of Nagaland. He acknowledged the state government for expanding similar festivals to other parts of the state where mini hornbill festivals were celebrated from time to time, adding that it will vastly enhance popular participation and enlarge the arc of happiness. Day 1: 19,953 visitors at Hornbill Festival

KOHIMA, DEC 1 (NPN): Altogether 19,953 people visited the Naga Heritage village Kisama on the first day of the 10-day Hornbill Festival that kicked off on Saturday. According to Tourism department, 382 foreign tourists, 3371 domestic and 16200 local registered on day one. (Correspondent)

Further, he said the centre would establish facilities for promotion of tourism, a common facility centre, library, knowledge and resource centre in the national capital, which would facilitate dissemination of knowledge about the rich cultural heritage of the North East. Singh said nearly 50% of Nagaland population was below 25 years and it would be the youth who would shape the future of India including the future of Nagaland. Therefore, he said there was a need to create conditions where their creative and entrepreneurial potential was unleashed to the optimum. He also announced that Nagaland State would get its first Medical College, saying Ministry of Health and Family Welfare has sanctioned Rs. 300 crore for the purpose. He added that NEC has also funded setting up of a North East Regional Multi-Disciplinary Paramedical Institute, Dimapur at a cost of Rs. 4981.31 (Cont’d on p-4) lakh.

KOHIMA, DEC 1 (NPN): Nagaland chief minister Neiphiu Rio on Saturday called upon people of the state to come forward and join hands with the government in order achieve all round development and fulfil the dreams of the pioneers of the state. Addressing the 55th Nagaland Statehood Day function at the Secretariat Plaza here, Rio said it was imperative to remember the history of Statehood and the sacrifices of the pioneers. He said the struggles of the founding fathers, who had conceptualized the idea of Naga nationalism and sovereignty, was also not an easy journey. On the occasion, Rio also paid homage to the founding fathers and hoped and prayed that their vision, principles, sacrifices and hard work continue to guide the Nagas in the days to come. Recalling the history of Nagaland, Rio said the British created the Naga Hills district in 1866 with its headquarters at Samaguting (present day Chumoukedima), which was then shifted to Wokha in 1876 and to Kohima in 1878.

Later, the Naga Club formed in 1918 submitted a memorandum to the Simon Commission on January 10, 1929 demanding the exclusion of Nagas from the proposed constitutional reforms in British India. The first attempt to politically resolve the issue was made through the 16 Point agreement of 1960 signed between the Government of India and the Naga People’s Convention, he added. Thereafter, the interim body of Nagaland was inaugurated on February 18, 1961 by Gen. Shrinagesh, the then Governor of Assam. Subsequently, on August 28, 1962 the constitution 13th Amendment Act 1962 was passed by the Parliament and the president gave assent to the state of Nagaland bill 1962 on September 4, 1962

Radhakrishnan, the then President of India inaugurated Nagaland as the 16th State of the Indian Union. Rio mentioned that after decades conflict, India recognized the Naga history and culture as “unique” and the unresolved Naga problem as a political issue. DIMAPUR, DEC 1 (NPN): Nagaland has become the first state in the northeast region and second in the country after Himachal Pradesh to launch the Emergency Response Support System (ERSS), a Pan-India Single Emergency Response Number ‘112’ to address all kinds of distress calls such as police, fire and ambulance etc. Launching the ERSS project at Police Headquar-

ters, Kohima Saturday, the Union Home Minister, Rajnath Singh, congratulated the people of Nagaland, state government especially the Police, officials from Ministry of Home Affairs, Ministry of Woman and Child Development, department of Telecommunication, Centre for Development of Advanced Computing (C-DAC) and all other stakeholders for their efforts in launching the ERSS project in Nagaland. Pointing out that half of the country’s population was women, Union Minister said a country in which women were safe is strong and no one can stop the development of that country. He also said that a country in order to progress needs to provide a safe and secure environment to its women and facilitate their participation in all developmental activities.

“Then only we can achieve the optimum growth of our country. If we make our cities and settlements safe, then women will automatically participate in the progress of the country and the country will move forward,” Singh said. To ensure safety and security of women, the Union Home Minister said the government has taken various initiatives – a dedicated Division i.e. Women Safety Division has been created in the Ministry, laws have been amended viz relevant sections of Indian Penal Code and Code of Criminal Procedure have been made harsh. Singh said forensic laboratories have been modernized and their capacities have been augmented. Fast Track Courts have been established to deal with sexual assault related cases. Portals have been launched for National Data base on sexual offend-

ers and cyber crime. Further in this connection, he said Pan-India 24X7 helpline number ‘112’ was being launched today. Under the ERSS project, Singh said people would be able to receive immediate assistance from Police, Health and Fire Departments as well as from other agencies using a pan-India single emergency number 112. He said 112 is an internationally recognized emergency number already built in mobile phone. To further strengthen and ensure safety of women, he said that a SHOUT feature has been made available exclusively for women in ‘112 India’ mobile app. Using SHOUT feature, Singh said women in distress will able to seek immediate assistance from nearby registered volunteers as well as from Emergency Response Center (ERC).

DIMAPUR, DEC 1 (NPN): Public Action Committee (PAC) of Naga Council Dimapur, at an emergency meeting on December 1 at NCD office, has reviewed its decision to call off the proposed bandh in Dimapur in view of the failure of the authorities to book the main culprits involved in the November 20 Riven Honda showroom firing incident. PAC Convenor Vekhosayi Nyekha and co-convenor K.Ghokheto Chophy, in a joint statement informed that the authorities have been given five days to arrest the main culprits failing which it will call for a 12hour Dimapur bandh from 5 a.m. to 5 p.m. on December 7,2018. PAC explained that it had called off its earlier proposed bandh “in good faith” by believing that the arrest of suspects belonging to NSCN (I-M) would lead to (Cont’d on p-7) arrest of the main culprits.

India’s HIV & AIDS Act a positive step: Juster Correspondent

US ambassador to India, Kenneth I. Juster Saturday expressed optimism that the HIV and AIDS (Prevention and Control) Act, 2017, which came into force from September 10, 2018, would be an important step in understanding the challenges faced by HIV and AIDS in India. Terming this year’s theme as “appropriate”, the ambassador said the Indian government has recently passed the HIV bill that safeguards the rights of the people living with HIV. “India’s response has been remarkably successful in containing the spread of the HIV with 27 percent declined in new HIV infections since 2010,” he said. Juster also said he was pleased that the US government had played an impor-

tant role in this region in fight HIV and AIDS. He said President’s Emergency Plan for AIDS Relief (PEPFAR), is a US governmental initiative to address the global HIV&AIDS epidemic and help save the lives of those suffering from the disease, have helped saved more than 16 million lives, preventing million of HIV infections and brought the world closer than ever to controlling the HIV epidemic. Ambassador said US has invested more than 80 billion dollar in the global HIV & AIDS response, the largest movement by any nation to address a single disease. On this 30th anniversary of World AIDS Day, the ambassador said “we reflect this realm on a significant progress that has been made worldwide and we commit to doubling our efforts to control the HIV in India.”

Nagaland health and family welfare (H&FW) minister, S Pangnyu Phom, the chief patron, said 24,218 blood samples were tested positive out of the 10,76,631 blood samples tested from the year 1999 to September 2018 as per the data. Phom pointed out that there were 70 ICTC facilities present across the state where free HIV testing were provided. Phom also said that now the target should be to bring the remaining 50% of state population for testing. “There maybe people living with HIV but yet to know their status,” he observed. Phom called upon the people to spread the message so everyone could know their status by getting tested at the nearest HIV testing facility. “We can know our status only through testing our blood for HIV”, he said, adding that HIV testing was essential for prevention.

YR&S deptt assures to help rock climber

However, PAC lamented that the main culprits remain at large so mere arrest of some suspects would not deter it from calling for the bandh. PAC also “vehemently condemned” the kidnap of K.K. Transport Agency and another staff allegedly by NSCN (I-M) on December 1,2018. PAC urged the NPG involved to immediately release the kidnapped victims.

BSNL employees’ strike from Dec 3 DIMAPUR, DEC 1 (NPN): Employees of telecom operator BSNL, under All Union and Association of BSNL (AUAB), will go on an indefinite strike from December 3. In a press note, AUAB NE-II Telecom Circle, Dimapur convenor, Sukhai Sema, said they are demanding fulfillment of assurances given by the Union Minister of State for Communication. They want implementation of 3rd pay revision with 15% fitment; allotment of 4G spectrum to BSNL; pension revision for BSNL pensioners w.e.f. 01.01.2017 and settlement of the left out issues of 2nd pay revision committee. Expressing regret for the inconvenience, the union has appealed to the public to support BSNL as their demands not only involve the interests of BSNL employees but also of the public.

Thanglalmon’s trainer Marnungden Walling informed Nagaland Post Friday that YR&S department assured them a financial aid of Rs. 30000. Bush said in a statement. “He died “at home in Houston surrounded by family and close friends,” family spokesman Jim McGrath told AFP.
