ATC helps avert mid-air collision MUMBAI, DEC 28 (PTI): In a rare incident, three planes of three foreign airlines, carrying hundreds of passengers, came perilously close in the Delhi flight information region and collisions were averted after multiple auto-generated warnings and intervention from ATC, an official said on Friday. The Aircraft Accident Investigation Bureau (AAIB) has started a probe into the incident, which happened on December 23. Flights of Dutch carrier KLM, Taiwan’s Eva Air and the US-based National Airlines were involved in the incident, the official said. The incident happened in the Delhi Flight Information Region (FIR). An FIR refers to a specified airspace where flight information and alerting services are provided. Generally, an FIR can be land and sea territory as well as any international airspace as defined under global norms. According to the official, at the time of the incident, National Airlines’ flight NCR 840 was on its way to Hong Kong from Bagram in Afghanistan, while the KLM Flight KLM 875 was heading to Bangkok from Amsterdam. The Eva Air flight EVA 061 was flying to Vienna from Bangkok, the official said.

Triple Talaq bill to face test in RS Oppn in rs united on sending ‘Triple Talaq’ bill to select panel NEW DELHI, DEC 28 (PTI): The contentious ‘triple talaq’ bill is likely to face stiff resistance from opposition parties in the Rajya Sabha which are united in their demand for sending the legislation to the Select Committee for further scrutiny. Sources said the numbers are stacked slightly in favour of the Opposition in the Upper House. The UPA has 112 members in the Upper House and the NDA 93. One seat is vacant. The remaining 39 members of other parties are unattached to either NDA or UPA and are likely to play an important role in the passage of the contentious legislation. NEW DELHI, DEC 28 (AGENCIES): As per the database of arms licence maintained for the country on National Database of Arms Licences (NDAL)/ Arms Licences Information System (ALIS) portal, Nagaland state with 38, 966 arms licences has the highest number of arms licences in the North Eastern region. There are 35, 87,016 arms licences registered on the Portal for which Unique Identification Numbers (UIN) have been generated upto December 4, 2018. The eight north-eastern states have a total of 1, 62,303 arms licences. According to Northeast Today report, the Union Minister of State of Home Affairs, Hansraj Gangaram Ahir, revealed the figures while answering to the questions raised by Members of Parliament Dr C Gopalakrishnana and P Nagarajan figures of gun licences in the country. Among the nor theastern states, Nagaland is followed by Arunachal Pradesh with 35,406 arms licences. Manipur has the
third highest arms licences with a total of 29,274 arms licences. The figures for other northeast states are Meghalaya (19,982), Assam (19,617), Mizoram (16,203), Tripura (366) and Sikkim (2,489). As per the database of arms licence maintained for the country on NDAL/ ALIS Portal, 114 arms licences were issued by the Centre in the last three years. As per the database, 4, 57,489 new arms licences and revalidation of arms license were issued during the last three years. Therefore, out of the total figure of 35, 87,016 arms licences, 13% licences were issued in the last three years. The total number of UIN (persons) issued gun license entered by the union government during the last three year for the north-eastern states is six.
The Centre issued three licences to Manipur in this category of UIN (persons), followed by one each to the states of Mizoram, Nagaland and Sikkim. No licences were issued in this category to the states of Arunachal Pradesh, Assam, Meghalaya and Tripura. The total number of new gun license and revalidation of gun license entered during the last three years in the north-eastern states is 24,394. Manipur has the highest number of arms licences issued in the last three years with a figure of 7,750. This is followed by Mizoram with 4,804 licences and Meghalaya with 3,376 licences. Tripura accounted the lowest arms licences in the last three years with just 30 followed by Sikkim with 456. There were 3295 arms licences in Nagaland, 2,993 licences in Ar unachal Pradesh and 1,691 licences in Assam. Nagaland, Mizoram, Manipur, Tripura, Meghalaya and Arunachal Pradesh stood above the national average.

Fuel prices slashed again
NEW DELHI, DEC 28 (AGENCIES): Fuel prices saw another cut on Friday following which petrol prices touched new lows this year. On Friday, petrol, diesel prices fell between 14-22 paise per litre across major cities of the country. After Friday’s revision, petrol price in Delhi touched Rs 69.55 as against Rs 69.74 yesterday. Diesel in the national capital is selling at Rs 63.62, down 14 paise compared to yesterday’s price. In Dimapur, petrol was sold at Rs. 67.34 per litre and diesel was retailing at Rs. 61.22 per litre on Friday while in the state capital Kohima a litre of petrol and diesel was Rs. 68.15 and Rs. 61.84 respectively. Brent crude, a global benchmark for crude prices, was trading at around the $53 per barrel mark in Asian trade on Friday. However, both crude benchmarks are still down roughly 40 percent from highs in October, pressured by concerns about oversupply and over the outlook for the global economy.

DIMAPUR, DEC 28 (NPN): Apprehending disruption of peace in the area, Zeme Students’ Union (ZSU-N) has urged NSCN (I-M) to recall its armed cadres from New Ngaulong village and follow the ceasefire ground rules. A statement issued by its president Aakam Pame
expressed fears that if any clashes occurred between security forces and NSCN (I-M) cadres in the area, it would spoil the atmosphere of peace between Naga people and Government of India. ZSU (N) alleged that the presence of uniformed cadres with sophisticated arms, especially near the
Nagaland-Assam border, had created a fear psychosis among the people. It added that the daily bazaar that farmers from surrounding villages and neighbouring border villages were using was also badly affected due to presence of the armed cadres. According the union, an Assam Rifles (AR) team from Jalukie, during a routine patrol on December 19, discovered a temporary camp of NSCN (IM) cadres numbering 17/18. They were all armed with sophisticated weapons and living on the outskirts of the village for 18/19 days After searching the jungle and recovering the materials used by them, the AR team called village GBs and youth leaders to the site for inspection. KHLIEHRIAT (MEGHALAYA), DEC 28 (PTI): Pump manufacturing company Kirloskar Brothers Ltd and Coal India on Friday are jointly moving 18 highpowered pumps to a remote coal mine here where 15 diggers have been trapped since its flooding a fortnight ago, officials said. The Indian Air Force joined the rescue operation and airlifted 10 pumps from Bhubaneswar. Its personnel have landed in Guwahati, 270 kilometres away from the 370-foot-deep illegal coal mine, they said. Two surveyors from Kirloskar Brothers Ltd arrived at the site Thursday night from Pune and 10 pumps of the company are on the way to Shillong, East Jaintia Hills district Superintendent of Police Sylvester Nongtynger told PTI. The illegal rat-hole coal mine is located at Lumthari village near Khliehriat, the headquarters of East Jaintia Hills district. It got flooded when water from nearby Lytein river gushed into it on December 13, trapping the 15 diggers. Bora said CIL has mobilised eight high-powered pumps from its establishments across the country and the pumps will be transported to the site by road. The farthest place from where a pump has been mobilised is Bilaspur in Chhatisgarh and the truck carrying it will take three to four days to arrive, Bora said. The CIL team, he said, will conduct all necessary
exercises prior to the arrival of the pumps and it will take about eight hours to complete the fitting of each pump before it can be put into operation. “We are waiting for the initial 10 high-powered pumps. They will be brought here in the evening today,” SP said. T h e h i g h - p owe r e d pumps will be transported in trailers from Guwahati till about two kilometres from the accident site. From there vehicles have been requisitioned to carry them to the mine, a senior district official said. Meanwhile, a 20-member team of the Odisha Fire Services Friday left for Shillong with equipment, including high-powered pumps, high-tech equipment and gadgets to assist the local administration in the search and rescue operation, a report from Bhubaneswar said. Pumping of water from
the mine was suspended on Saturday last as there was no visible receding of the water level in it. The district authorities had written to the state government seeking high-powered pumps as the two 25 hp pumps, which were being used, were found to be inadequate, an official of the NDRF, which is involved in the rescue operation, said. Kirloskar Brothers had volunteered to provide equipment to drain out the water from the mine to facilitate resumption of the halted search and rescue operation in the rat-hole coal pit. Chief Minister Conrad K Sangma met Union Home Minister Rajnath Singh in the national capital Thursday over the coal mine issue. Congress president Rahul Gandhi had on Wednesday attacked Prime Minister Narendra Modi over the incident.

NEW DELHI, DEC 28 (IANS): The Union Cabinet has cleared a proposal to amend the Protection of Children from Sexual Offences (POCSO) Act, 2012 to provide for the death penalty for aggravated penetrative sexual assault on children. Briefing the media on the decisions taken at the Cabinet meeting held on Thursday, Law Minister Ravi Shankar Prasad said the Cabinet had cleared far-reaching amendments. “It is a very wholesome initiative by the government to strengthen and enlarge the scope of POCSO. He said apart from providing for the death penalty in aggravated offences, the amendments also provide for stringent punishment for the offence of administering hormones for making children “artifi-
cially major”. The proposed amendments also provide for a jail term for propagating child pornography and fine for not reporting it. The POCSO Act defines a child as any person below eighteen years of age. Earlier in April, the government had issued an ordinance to provide for the death penalty for those convicted of raping girls below 12 years of age and life term for raping a girl below 16 following the outrage over the rape and murder of an eight-year-old girl in Kathua in Jammu and Kashmir and similar crimes in other parts of the country. “The modification is made to address the need for stringent measures required to deter the rising trend of child sex abuse in the country,” an official statement said.
